SUBJECT: AMERICAN DRIVE-IN CLEANERS SITE, LEVITTOWN, NY WORK ASSIGNMENT #EAC00114 - TRIP REPORT
BACKGROUND
The American Drive-In Cleaners (ADC) Site encompasses approximately 16,000 square feet (sf) or 0.37 acres of land located at 3801 Hempstead Turnpike, Levittown, Nassau County, New York. The site includes a single masonry block structure, approximately 4,800 sf in size. Currently, the building is occupied by a number of tenants including- ADC (west side ofthe building), Urban Speed Outfitters, Christine's Alteration Shop, Robert's Barber Shop, and Blimpie Subs (east side of building). '
Chainlink fences are located at the property boundary to the west and to the north. A building (Beverage Discount Center) is located near the east boundary of the property and the right-of-way of Hempstead Turnpike is alone the southern boundary ofthe property. The areas immediately adjacent to the on-site building include unpaved areas to the east, west, and north. A parking area, approximately 8,000 sf, is located south of the on-site buildine alnno A Hempstead Turnpike. ^ 8 m e
The New York State Department of Environmental Conservation (NYSDEC) had an interim soil vapor extraction (SVE) system installed in the rear ofthe ADC Site to treat contaminated soil. The SVE system was installed by the NYSDEC contractor as part of an emergency remediation program for the Site. Piping for the SVE treatment system extends from the rear ofthe ADC Site to the recovery wells located on the east, north, and south side ofthe Site. While indoor a' quality has improved with the implementation of the NYSDEC SVE system, it has not consistently been below the New York State Department of Health (NYSDOH) 1,000 microgram per cubic meter (u.g/m3) volatile organic compounds (VOCs) guideline. This is due to limitations ofthe discharge air treatment system in which the vacuum has been throttled back to prevent rapid breakthrough of the carbon.
On June 6,2006 REAC personnel, at the request of the EPA/Environmental Response Team (ERT), traveled to the ADC Site in Levittown, NY to install sub-slab sampling ports. Upon arrival the Work Assignment Manager (WAM) decided to sample from existing ports on the sub-slab ventilation system. Indoor and ambient air samples were also collected

Mobilizations
On July 21, 2006 REAC personnel, at the request of the EPA/Environmental Response Team (ERT), traveled to the ADC Site in Levittown, NY to sample from existing ports on the sub-slab ventilation and the SVE systems. Indoor and ambient air samples were also collected.
Air Sampling Procedures
REAC personnel collected a 24-hour indoor air sample from each ofthe five tenant areas listed above at the ADC Site as well as, one from the Beverage Discount Center located immediately to the west ofthe Site. An additional collocated 24-hour indoor air sample was also collected from Christine's Alterations Shop. Six sub-slab grab samples were collected from the existing sub-slab ventilation system onsite. Seven grab samples were collected from the existing SVE system. Two ambient 24-hour samples were taken near the Northwest and Northeast comers ofthe ADC site. All samples were collected using a 6-liter (L) SUMMA® canister in accordance with REAC SOP #1704, SUMMA* Canister Sampling. The samples collected in SUMMA® canisters were properly documented and shipped to an outside laboratory for analysis. The laboratory analysis was performed in accordance with EPA Method TO-15, Determination of Volatile Organic Compounds (VOCs) in Air Collected in Specially-Prepared Canisters and Analyzed by Gas Chromatography/Mass Spectrometry (GC/MS). The Target Compound List (TCL) included Chloromethane, Vinyl Chloride, 1,1-Dichloroethene, trans-1,2-Dichloroethene, cis-1,2-Dichloroethene, 1,1,1-Trichloroethane, Carbon Tetrachloride, Trichloroethene (TCE), Tetrachloroethene (PCE), Dichlorodifluoromethane, Chloroethane, 1,1 -Dichloroethane, Methy tert-Butyl Ether, Methy Ethyl Ketone, 1,2-Dichloroethane. Detection Limits (DLs) for VOCs were set at 0.1 parts per billion by volume (ppbv) for all contaminants. Results were reported in both ppbv and micrograms per cubic meter (/ig/m3). A total of seven indoor air, six sub-slab and two ambient air samples were collected and sent for VOC analysis.
RESULTS
Six of the seven samples taken from the SVE system had detectable levels of both TCE and PCE, sample# 44738 taken from S VE-5 was the only sample with no detectable levels of TCE and PCE. Sample #44737 taken from SVE-6 had the highest levels of both TCE (98.9 ppbv, 531 ug/m3) and PCE (4760 ppbv, 3200 ug/m3).
Both ambient samples had no detectable levels of TCE and PCE.
All of the indoor samples had detectble levels of PCE and were non-detect for TCE except for sample#44746(ID-Barb) which had detectable levels of TCE and was non-detect for PCE.
All ofthe sub-slab samples had detectable levels of PCE with the highest concentration 146 ppbv, 990 ug/m3) measured in sample #44755(SS-Ba-US colocated). Four of the seven sub-slab samples had detectable levels of TCE with the highest concentration(7.39 ppbv, 39.7 ug/m3) found in sample #44752(SS-Ba-US).
A summary of TCE and PCE results for all samples can be found in Table 1, SUMMA* Canister Results.
A map of the sample locations can be found in Figure EJJMMA* Cannister Locations. Appendix A contains the REAC analytical report
FUTURE ACTIVITIES
Future activities will be determined by ERT and Region II personnel based on the results obtained from the initial sub-slab sampling event.

Case Narrative
The data in this report have been validated to three significant figures. Any other representation of the data is the responsibility ofthe user. Values less than the reporting limits for organic analyses have not been reported
VOC In Air TO-1S Package R 355
Data have been validated for the following compounds: dichlorodifluoromethane, chloromethane, vinyl chloride, chloroethane, 1,1-dichloroethene, trans-1,2-dichloroethene, 1.1-dichloroethane, methyl tertiary butyl ether (MTBE), 1,2-dichloroethane, 1,1,1-trichloroethane, carbon tetrachloride, trichloroethene (TCE) and tetrachloroethene (PCE). Samples were analyzed by a modified EPA Method TO-15 using selective ion monitoring (SIM). As per the request of the work assignment manager RLs for the subslab and SVE samples were 1 00 ppbv. Results below the RLs are not reported.
The reanalysis of tetrachloroethene (PCE), for sample 44736. 44739, 44752 and 44755 and trichloroethene (TCE), for samples 44736 and 44739, exceeded the holding time . For these associated samples the respective concentration of PCE and TCE is estimated "J".
For sample 44741, the percent recovery of PCE was exceeded in the matrix spike duplicate. The PCE result for sample 44741 is estimated "J".
For sample 44749, the percent recovery of TCE was exceeded in the matrix spike duplicate. The concentration of TCE for sample 44749 is estimated "J".
Reanalysis of sample 44738 for the confirmation of chloromethane and PCE indicated a possible carryover of PCE in the original analysis. Chloromethane concentration was confirmed at 1.1 ppbv. Therefore, for sample 44738, the concentration of PCE is not detected and the reporting limit for this compound is based on the original sample concentration of PCE.
For sample 44742, the concentration of chloromethane exceeded the linear calibration range. Chloromethane concentration is estimated ("E") for sample 44742.
