Service 6 will be revised so that alternate journeys operate via MercersDrive or Saxon Street. This restores links between Bradvillie and facilitiesin Stantonbury Campus

Farmers Market After the initial success of the first few markets at Tattenhoe Pavilionthe winter weather, coupled with the proximity to Christmas, took itstoll and it was decided to cancel the markets until further notice. Theymay resume in March.

Tardis Lands inKingsmead!?

Residents of Kingsmead, particularly those who walk their dogs aroundthe spinney, were amazed just after New Year to find that a large greenbox about 3 m 3 on a thick concrete plinth had landed right across thegravel path into the spinney. Moreover, the grassed area either side ofthe path had been churned up to the point where it was impossible toenter the spinney without getting ankle deep in mud.

Any reasonable person might question why, given that there is plentyof room either side of the path, the box chose to land where it did.

Dr Who followers will be aware that the Tardis lands in the mostunusual places! But this particular box turns out to be some kind ofelectricity substation so presumably someone somewhere actually gaveinstructions for it to be placed there.

Again you might ask why, when the thing was delivered to site,someone didn’t twig that there was a conflict and seek advice from ahigher authority!

Perhaps a collection of “jobsworths” were just doing as they were toldbut a more bizarre possibility is that it was located by “sat nav”!!There must be an entire department somewhere in “planning” thatthinks up this sort of thing.

Is it the same lot that a few years ago, again on Kingsmead, laid a gasmain, made good, and a few months later dug up the same stretch ofland to lay a water main and went through the gas pipe?! Whatever happened to joined up thinking? The path will of coursehave to be re-routed at considerable expense and guess who will payfor it in the long run? The tax payer. You and me!

Congratulations Once Againto Brook End Lions Basket

Ball TeamSunday 16th December saw the first Milton Keynes Parish Basketballtournament of the 2007/2008 season held at Bletchley LeisureCentre. Participating, were the three Parish sponsored basketballteams, Shenley Church End Parish Council’s Hazeley team, MathiesenCentre youth team supported by New Bradwell Parish Council, and ourvery own Brook End Lions.

Games were organised so we played each team once and the two teamswith the highest score went into a final game. After some very excitingmatch play Brook End Joined Mathiesen in the Final. The Bradville basedside had already pipped them to victory in the first game and coach LiamCourt was not going to let it happen again.

They pushed forward brilliantly in the first half and once again took asmall lead and looked in control of the game. As the second half got underway there were only two points between the teams and both wereperforming amazingly in both offence and defence. The Brook End teamstepped up a gear towards the end of the final half and secured a victorywith a fantastic last gasp basket from Josh Burbidge; Brook End finallywinning the game 26 points to 15.

After the tournament each of the winners was presented with a Certificateand the Brook End Lions team will be the holders of the MK Youth ClubsTrophy until the next tournament. All participants were then treated to afree lunch, courtesy of Subway and stayed to watch the Marshall MK Lionswin their BBL Match 73-67 against the Plymouth Raiders.

Once again the Youth Team would like to thank all those involved for theirefforts and hard work to make this an enjoyable day.

Community CommitteeReport On December 2nd 2007 I was taken into hospital after collapsing andwas diagnosed with meningitis. I remained unconscious for nearlytwelve days. When I was discharged late on Christmas Eve it was thegreatest Christmas present for my wife and me. During my earlyconvalescence I came to appreciate the privilege of being a parishcouncillor and the chairman of the community committee as well asmy full time retirement role as commercial assistant at theBuckingham railway centre.

In my last report I mentioned some of the grants and funding we hadmade and additionally we have provided help for Vitalise who ensurethat carers in our parish get much needed breaks. We have helpedwith the purchase of musical items for Rainbow Guides as well as awide variety of equipment for Tattenhoe Mums and Tots, Tattenhoe F.C.and Busy Bees Messy Play. We also provided funds to support aChristmas Party at Shenley Brook End Village Hall.

We all have concerns about policing and it is hoped that through theNAG (Neighbourhood Action Group) on which we are represented, wewill begin to experience more focused policing in the Parish. Ofconcern are the indiscriminate dropping of litter and inconsiderateparking along narrow thoroughfares, especially outside schools.Walking through the parish via some of the shopping areas andschools it is amazing to see some of the thoughtless behaviour. Iknow many of my neighbours are concerned about the amount ofrubbish that often piles up in their gardens and preventing them fromleaving their driveways.

It is now the time for us to look for new projects to enhance life inthe parish and I would welcome any suggestions for projects fromanybody in the parish either via email; [email protected] for the attention of the community committee or bywelcoming you to our meetings at the parish office on the secondMonday of every month. Planning & EnvironmentCommittee ReportThe New Year has seen the appearance of some major planning issueswhich could have a significant impact on the parish.

In the last report mention was made of the fact that the application for thedevelopment of a community centre on the site at Manifold Lane inShenley Brook End had been withdrawn on technical grounds. Thisapplication was re-submitted at the beginning of the year and came beforethe Development Control Committee on 14th February. The application hasbeen approved.

The expected development of Kingsmead South is now at the detailedplanning stage and plans have been proposed by Lagan Homes. The initialsubmission has been met with unanimous disapproval by the residents ofKingsmead North, the Parish Council and the Ward Councillors on thegrounds that the style of housing is inappropriate and out of keeping withthe existing development in Kingsmead North. Over 25 formal letters ofcomplaint have been received by Milton Keynes Partnership and as a resultthe developers have been asked to reconsider the proposals and come upwith more appropriate designs.

We have also seen a consultation document on proposals for TrafficRegulation Orders to be introduced in 2010, to impose mandatory ‘noparking’ zones outside schools, enforceable by traffic wardens. Whilstwelcoming this the committee felt that more time was needed forconsultation. Furthermore it should only be introduced if the Authoritywere prepared to enforce it.

Youth Team ReportOur work around the parish is progressing well and many of theprojects we are now running are not only at capacity but are alsooffering fantastic entertainment for the participants.

Recently we have been working with Oxley Park School to deliver someCircus Skills based learning during their Golden Time. These sessions wereone hour a week and we took the students through the basics of somecircus skills like juggling, plate spinning, the diabolo, and rhythm sticks.We gave the group a grand opportunity to perform their new skills first atthe Stadium MK during a UFA graduation night and then we organised a 10minute performance during school assembly. This gave every participant achance to show their new skills to the rest of the school and a largecollection of parents, which they did with great confidence and expertise.All of the young people involved enjoyed the process they went throughand hopefully learned new skills that will help them with their futuredevelopment.

We are now taking this success forward and carrying on the circus theme aswe have started our new Junior Youth session at Long Meadow School.These sessions are similar to what we were offering last year although wehope to have a focused theme for each session providing a range ofactivities for the group to engage in, learn and be creative. The first themewill be “circus” and we will once again teach new skills but also offerattendees the chance to get involved in some arts and craft activities andgames. This session runs from 4.30pm – 6pm on every Tuesday during termtime.

Our sports youth work sessions at Shenley Brook End and Tattenhoe arestill running well and we are providing healthy sports activities for over 60young people every week, and we still have space to provide for more. Ourfootball session at Tattenhoe Pavilion on a Thursday evening 5pm – 6pmhas seen a drop in users of a younger age group. We are looking for moreyoung people aged 8-14 who are interested in football and want to justcome along and get involved in a fun kick-about game with others fromaround the parish. This session is not football training but a safe fun wayto socialise and engage in sport. If you are interested then just come alongto the session or contact Andy on the details below for more information.

We have continued to walk the streets and chat to those young people wefind even though the weather has got colder over the past few month. Wechat to these groups finding out what they are up to, advertising oursessions, and offering advice. We are definitely seeing a decrease in thenumbers we meet and to some extent the anti-social behaviour in theparish. As usual if you do see the team out and about on the streets thenplease come over and say hello and find out what we are doing.

Obviously nobody loves dog mess but a pet hate of mine and probablyfor a lot of people is dog mess that hasn’t been cleared up. It isunsightly, smelly and very horrible if you step or fall in it. It can alsobe hazardous to our health, especially young children. Around theparish there are various hotspots where people still think it is ok tonot clear up after their dog.

I have 2 dogs and as with lots of other owners, when I go for a dog walkI pick up the poop scoop and bags the same as I do with my house keys,as I wouldn’t go out without them. It doesn’t take long to clear up afteryour dog and with a poop scoop it doesn’t have to be a horrible job.

There are many different types of poop scoops out there so there aren’treally many excuses for not clearing up after your dog. These range fromcheap plastic scoops to very advanced “press a button and a claw comesout with a bag on it and it picks up the mess for you” or even longhandled scoops so that you don’t have to bend down and which hold thewaste inside until you get to a bin! You can find out more about thesefrom your local pet store or online. I did a quick Google search and foundlots of different poop scoops.

If you have a dog it is your responsibility to look after your animal, sowhen you take your dog out please remember to clear up after it. When Ipatrol around the parish I normally have some nappy sacks with me andif I see someone not clearing up after their dog I will offer them a bag sothat they can pick it up and I explain that they should be doing this aspart of being a responsible dog owner.

It is an offence to not clear up after your dog so I have informed MiltonKeynes Council Enforcement officers of areas that are a problem withinthe parish and if they see someone not clearing up after their dog thenthey will issue a fixed penalty notice of £50 to anyone that they catch.

Shenley Brook End Parish Council provides dog waste bins around theparish, these are obviously quite costly to buy and maintain, so pleaseuse them! Please bag it and bin it!

Just turn up to the ParishOffice, which is located in the Mall, to the side of Morrison’s’ supermarketin Westcroft District Centre, next to the Thames Valley Police Station.Initially we’ll be running these for three months, and if successful theywill become a permanent service.

SHENLEY LODGE AND FURZTON NEIGHBOURHOOD ACTION GROUPEDISON SQUARE, SHENLEY LODGEAs announced on the front page, the Parish Council has been successful in its bid for grant funds to complete therefurbishment of the play equipment in Edison Square.

The figure of £60,000 has been awarded to the ParishCouncil, by the Government Agency, WREN (Waste Recycling& Environment). This Agency distributes the moneycollected from the landfill tax, to organisations that submitapplications for community-based projects that meet theAgency’s strict criteria. All households in Milton Keynes pay£25 a year as landfill tax, for the disposal of non-recyclablehousehold waste. This is recovered through your CouncilTax. So this grant is very much a tax rebate!

The application was made by the Parish Council, but the whole project is a partnership between the NeighbourhoodAction Group, which has representatives from Milton Keynes Council, Thames Valley Police and the Parish Council.This is a great example of agencies working together for the benefit of residents. The bid document ran to some 50pages, and the Parish Clerk, Chris Gallacher, deserves much credit for his work in putting it together.

WHAT HAPPENS NOW?

In conjunction with specialist officers at Milton Keynes Council (who own the site) we will draw up a ‘shoppinglist’ of play equipment. This list will be based on the views and opinions of residents who responded to thepublic consultations that were held last year. Before we make final decisions on what is purchased, we willconsult again with residents, particularly those who live close to the park, to ensure that what is installedwill not cause a nuisance.

WHAT’S THE TIMESCALE?

We hope to start the consultation with residents in March, and all being well, the work should becompleted by the summer this year.

FURZTON PAVILIONWe have reported the refurbishment plans for Furzton Pavilion in previous editions of The Parish News, but now thatwork is almost completed, we thought residents would welcome an update.

BEFORE .......

The Neighbourhood Action Group, supported by theParish Council, took this on as a project, last year. The building had been a target for vandals and was in aserious state of dilapidation.

We were successful in persuading Milton Keynes Councilto come up with the money, and to their credit, theyfound £75,000. This was spent on major repairs,including a new roof, new doors, improvements to theinterior, and an anti-graffiti surface to the exterior walls.

Your Parish Council is required to determine its budget for thenext financial year and we have now concluded this process.

This is an expanding parish, and we must take account of a risingpopulation that will make greater demands on our resources in thefuture. We are also an active Parish Council, with a positive attitudetowards providing a range of services, aimed at improving the qualityof life for all residents.

In Milton Keynes there are 45 parishes, and of these, 43 raiseprecepts. This Parish Council is the largest in the borough, with apopulation of some 21,000 residents in 10,000 dwellings.

In this current year, 2007/08, the average annual parish preceptthroughout Milton Keynes is £52.78 per property, based on a Band Dvaluation. In this parish, the current Band D annual precept is£34.00 per property. So we are substantially below the average.

As an indication of how we compare with other large parishes, thefollowing table shows the current precepts charged by the top 5parishes in the borough.

We believe in taking a prudent attitude towards financial matters, andas tax payers ourselves, we maintain sound financial principles tominimise costs to residents.

The full Parish Council scrutinises all proposed expenditure, and eachproject is judged on its merits, and value for money. We apply strictrules to ensure that projects are relevant and are directly beneficial toresidents in this parish.

FUTURE PLANS

Our youth team continue to provide a wide range of activities foryoungsters in the parish. There is such a demand for these that weplan to increase our youth team by recruiting an additional two parttime youth workers. We will also invest in more equipment to enableus to provide for an increase in participants.

We will continue to provide funding for one Police Community SafetyOfficer and an additional PCSO will soon start operating in the parish.

We are active participants in the Neighbourhood Action Group inShenley Lodge & Furzton, and as reported elsewhere in this ParishNews, have been successful in obtaining grant funding of £60,000 torebuild the play equipment in Edison Square. Additional expendituremay be necessary to complete this project, and we will consider thisat a later date.

Neighbourhood Policing is being extended throughout the parish, andparish councillors will play an active role in supporting this initiative.Your Parish Council will consider financial support if we believe itnecessary and relevant.

We will continue to support local groups and voluntary organisationsby providing grants, and we have plans for more ventures, funded byus, to benefit the wider community.

We now own and manage over 300 allotments on seven sites. As theparish grows, we will open additional sites to cater for the strongdemand from residents.

Our Parish Warden continues to keep on top of the problems of litterand graffiti, and we will continue to invest in new equipment tosupport him.

Our attitude is to be pro-active in seeking solutions on behalf of ourresidents.

NEXT YEAR’S PRECEPT

Your parish council has resolved to raise the annual precept for nextyear to £43.50 per Band D household – an increase of £9.50 perhousehold per annum, or just over 18p per week. We have kept thisincrease to a minimum by using £30,204 from our reserves to reducethe need for a higher precept.

Compared with other parishes in the borough, we are still far belowthe biggest spending parishes, and well below the average.

Westcroft Health Centre NewsInformation on GP appointments available at Westcroft

Currently we have 5 full time doctors who all work 8 sessions in thepractice. Each doctor has 18 appointments in the morning and 14appointments in the evening. This gives up a total of nearly 600appointments each week in addition to 90 telephone consultationsthroughout the week.

Of the total appointments 25% of these open a week in advance, 25%open 2 weeks in advance and 50% open on the day, meaning thatevery day there will be potentially 70 available appointments on theday as well as to book in advance.

In addition we have a Nurse Practitioner who is well able to deal withall types of minor illness.The practice also employs three part time Nurses who deal withvarious problems like asthma, diabetes, dressing changing, smearsand vaccinations for children and travel advice.

Shenley Brook End Village HallFloor to be ReplacedThe hall has been fortunate enough to receive a GIFT AID grant of£7,125 from Waste Recycling Environmental Ltd (WREN) inconjunction with Waste Recycling Group (WRG). This enormous gesture will enable us to replace the floor used by manylocal groups and residents alike. Work on the project is expected to start in the summer holidays tominimise disruption to users.

Harry Kightley races go karts for Shenley Brook End School in theNatska series. You may have seen his pictures in the papers reportinghis success. Harry has been representing the school for 2 yrs now andholds the following titles:

Engineering

Harry has also been offered the no1 drivers seat in Team Natska’s EuropeanTeam to race against the best in Europe. Unfortunately this is not a fullysponsored drive and Harry needs to find some more sponsors to pay around£5,000 for this drive.

Harry is already sponsored by Morris Lubricants Racing, EMS Truck & TrailerParts, BS Trailers, SRBE Plant Hire, AE Services, OBL European Transportand Osborn Recovery.

In 2006 Harry won 13 trophies, and last year he surpassed himself bywinning 21 including his National Shield.

In 2007, Harry was twice voted MK Sports under 18 achiever of the month.

Korfball Growing in the ParishThe Parish is becoming a hotbed for the growth of thisexciting sport in the City.

MK Roos, who train on Wednesdays from 8pm at Shenley Brook EndSchool, are the local adult team and have this year started playingcompetitively, recently losing a close match to Oxford University inthe Oxfordshire Cup. Roos now have more than 20 members ranging from 16-50 years ofage, but are looking for more. As the sport is a mixed-sex team ballsport the Roos are looking for men, women or couples! Most playersjoin as beginners and find the skills, similar to basketball and netball,easy to pick up. Roos were helped to set up with the award of a grant from the ParishCouncil which helped buy equipment and promote the clubs family funday and tournament ‘Korfstock’ last July.

Roos are now reaching out and supporting the development of youthteams in the parish. Shenley Brook End school started an after-schoolclub on Fridays last September and will shortly be off to Epsom for atournament against teams from London and Surrey. These sessionswere so popular that another team has now been set up on Tuesdaysat the school. Roos are also working with MK City and hope to startclubs in several of our primary schools from April. So look out at yourlocal school. And the culmination of this hard work will be Korfstock 2 at TattenhoePavilion. This free family fun day incorporates live music, arts andcrafts, bouncy castles, play activities, and of course lots of korfballwith teams from around the country competing on the Astroturf whileMK's first youth tournament takes place on the grass. Runningalongside are plans for several other sports activities including touchrugby, volleyball and dodgeball. The date is still to be confirmed butKorfstock 2 will take place late July.

Owl survey is a hootThe ‘tu-whit’, ‘tu-whoo’ call of the tawny owl is one of the most recognisablebird sounds in our skies and The Parks Trust is calling for all owl-lovers to listenout for this familiar hoot and help to survey our local owls.

Orienteering is basically arace where the competitorshave to find their wayaround using a simplemap.A number of control pointsare set up around the sitewhere the event takesplace and competitorshave to visit each siteusing the map to find eachlocation and then punch acard with a special punchto prove they have beenthere.Unlike a road race, there isno mass start. Eachcompetitor has his or herown start time, so eachperson has to do his or her own navigation between the control points.The winner is the person who visits all of the control points, in thecorrect order in the fastest time.An orienteering event includes several different courses, so all levels ofability and experience are catered for.

The range of courses on offer makes orienteering a very family-friendly sport. Children can do the shorter courses while theirparents compete on the longer ones or you can do the courses as a

family group if you wantto! You don’t have to becompetitive, most peoplejust walk or jog thecourse so it’s an idealway to build up yourfitness levels and exploreareas that you have neverbeen to before.

New School Rising Fast on the Horizon!

Many of you will have noticed the rapidly changing landscape of Tattenhoe Park – in particular the building of ourexciting new primary school. The new name for our school, Priory Rise, seems very appropriate as our new schoolbuilding takes shape and rises dramatically above the horizon. We are all delighted that the building is on scheduleand progress to date has been excellent. The building design is very imaginative and centred around an internalcourtyard garden which leads out onto the Town Square.

I am thrilled and very privileged to be leading the development of Priory Rise School and am very much lookingforward to September when we can at last open our doors to the children, parents and the community. Until September, along with other key staff, Iwill be based at The Hazeley School where we have very good office and interview facilities.

Over the course of the next few months we will be working hard together to ensure that Priory Rise gets off to the best possible start and develops intoan excellent school. We are looking forward to the school becoming the focal point for the new and growing communities in the areas.
