We had great turnouts for every function and positive feedback from attendees. We completed 24 boat trips to remove vegetation overhanging and encroaching our canals to ensure safe navigation. Without the help from the 40+ volunteers, this would not have been possible. I cannot thank the volunteers enough for their tireless efforts. We all appreciate their help and everyone benefits. You may have noticed water running from various locations throughout Port Pine Heights. This was due to necessary flushing and testing for bacteria which is mostly completed — water hookups have begun. The water may continue to flow from a few locations until all hookups are complete to prevent stagnation. Paving will resume next. The installation of sewer piping is complete in our neighborhood. They still have to connect the lift stations with power from Keys Energy. The contractors are expected to complete all of Big Pine Key by late summer and then we will get notices to authorize hooking up to the new sewer system. Q&A: Personal Watercraft in the Keys Are there places where I am not allowed to operate my jet ski or waverunner, and why?

Operating personal watercraft, water skiing, and any towing activity are not allowed within the three National Refuge Areas of the Lower Keys (see map below):

1) Key Deer National Refuge

2) Great White Heron Nat'l Refuge

3) Key West Refuge (not shown)These areas are regulated by the US Fish and Wildlife Service. The primary purpose of prohibiting PWC and waterskiing activity in the back country and other protected areas is to prevent watercraft from disturbing wildlife and vegetation. Many migratory

birds are easily stressed, especially during migration and nesting periods. Birds flee from loud noises and expend the energy that they need for feeding and flying. Bird rookeries are especially sensitive to noise and may fly from their nests exposing eggs and chicks to the hot sun and to predators.

Weeds, grasses, and other plant life are not good for your engine. Ingestion of these into your craft may cause engine or pump problems, and reduce performance.

NOTE: It is legal to operate PWCs along the shoreline parallel to US Highway 1 for the sole purpose of allowing “transportation” from one point to the next.

What can every boater do to protect these areas?

Prevent turbidity by avoiding shallow areas: Boating in shallow areas — especially at high speeds — stirs up the bottom, suspends sediment, limits light penetration, and depletes oxygen. This affects the ability of fish, sea turtles, and birds to feed. Stay in the deeper channels whenever possible.

Protect vegetation: Seagrasses constitute the fragile nursery ground where many fish originate. Stay within marked channels and deeper water to avoid damaging seagrass beds, and stay well of the shoreline to avoid disturbing vegetation and wildlife. If birds are scared away by your watercraft, you are too close!

CRIME WATCHCHUCK GRIFFIN

There have been reports of gasoline being stolen from a car and two boats off Gulf Boulevard

in Port Pine Heights. It's unknown exactly when the thefts took place because the boats and car were not being used on a regular basis. Even if it's just petty theft like this, please report it to the Monroe County Sheriff's office. Any information can help. Report suspicious behavior!

Call Monroe County Waste Management to schedule a special pickup: 305-296-8297.

❏ TRASH CANS: Secure lids with bungee cords. Ace Hardware sells trash cans with deer-proof lids that use bungee cords. Monroe County requires you to pick up trash scattered by animals or wind within 24 hours. Please try to remove cans from corrals after collection and store out of sight.

❏ FURNITURE doors, windows, appliances, etc. Call for a FREE pickup: 305-296-8297

❏ YARD WASTE: Place in trash cans or bundle with cord for free pick up on Fridays. Up to 40 pounds. Branches must not extend more than 12 inches from top of a can.

❏ BRANCHES or LOGS over 4 FEET: Call for free pick up for SMALL loads. For LARGE loads call for pricing.

❏ CONSTRUCTION DEBRIS: Call 305 809-3752 for details and to schedule a pickup.

PROPERTY OWNERS ASSOCIATION

W e met with our contractor, Layne Heavy Civil, this morning (April 19th). They’ve

confirmed their plan to begin connecting individual water services to the newly installed mains in Port Pine Heights beginning April 25th. These connections should be completed, and the old water mains placed out-of-service, within 4 to 6 weeks. Asphalt overlay operations will resume shortly thereafter.

After the paving has been in place for 30 days, the contractor will return and apply thermo-plastic striping and stop bars to match what existed before construction began. Please bear in mind that this time-line is subject to change due to weather conditions. However, we anticipate that construction and final restoration in your neighborhood will be completed by the end of June.

1920 - 2016

A funeral mass was held at St. Peter Catholic Church on Big Pine Key on April 22 for Col. Francis H. Dolan. He moved to Port

Pine Heights with his wife, Inez, after retirement from the Air Force. After the Pearl Harbor attack, young Frank Dolan joined the

Army Air Corps and flew bombing missions into Germany with the 8th Air Force. After surviving 25 missions, he was rotated back into training in the B-29 for deployment in the Pacific theater. He elected to stay in the Army Air Corps after WW2 ended. He was assigned to the Strategic Air Command (SAC) as a B-47 and a B-52 pilot. During the Cold War era of the 60s, he flew missions for Operation Chrome Dome in the B-52 Stratofortress armed with thermonuclear weapons. The operation required continuous airborne alert, flying through the Arctic to points on the Soviet Union border.

Though his wife, Inez, died in 1992, Col. Dolan chose to remain in Port Pine Heights. He is survived by his brother, Maurice Dolan, his niece Carol Dolan, and many friends from Big Pine Key.
