The University Grants Commission (UGC) and Consortium for Educational Communication (CEC) through its 18 Educational Multimedia Research Centres located across the country play vital role in producing the educational programmes targeted on undergraduate students studying in various parts of the country. These programmes, produced in Hindi and English, are telecast daily on 24 hours

Vyas Higher Education Channel, DD Plus DTH platform and also on other educational satellite channel. The CEC is vested with the responsibility of coordinating the management, research and production of the programmes at the Media Centres. Once in a year, the CEC organizes Educational Video Competition. The 1st UGC-CEC Educational Video Competition was organized in the year 1988 in Delhi. The annual UGC-CEC Educational Video Competition is meant

to nurture, encourage and recognize excellence in educational video programme production as well as E-content development. To start with, the Competition was restricted only for the productions of UGC Media Centres. However, to encourage the producers of other institutions including individuals, the competition was made open to all citizens and organizations of India as well as for foreign producers till the year 2008. However, from 20th Video Competition, the competition has been made open only to educational institutions of India for educational program production category. For e-content development category, the contribution is open to all individuals and citizens including foreign entries.

CEC also instituted an award for Life Time Achievement in Educational Communication which has been named as “Vikram Sarabhai Award on Educational Communication”. In the last 9 years this award has been given to Fr. Gaston Roberge, Eminent Media Personality, Prof. E.V. Chitnis, former Director, Space Applications Centre, Ahmedabad, Prof. Yash Pal, Eminent Educationist, National Professor, Prof. Vijaya Mulay, Eminent Media Personality, Mr. Kiran Contd. on Page 16

S. Karnik, former President NASSCOM, Mr. Shyam Benegal, Eminent Film maker, Prof. J.V. Narlikar, Eminent Astrophysicist, Prof. A. Balasubramanian, Director, Culture and Cultural Relations, Pondicherry University and Sh. Sam Pitroda, Advisor, Prime Minister of India. This year’s award will be announced later. The lifetime award from 2008 contains a citation, a trophy, a shawl and cash prize of Rs.1.50 lac.

All the other awards contain cash prize, a trophy, which is, stylized form of veena and a certificate of excellence.

For 21st Video Competition we received 127 entries for 10 Awards in various categories which includes, Best Educational Programme of the year, Best E-content programme of the year, Best Formative Research, Best Script, Best Camera Work, Best Editing, Best Sound, Best Graphic/ Animation/ Special Effects, Best Programme for Animation, Best Video production of the year by students studying in Mass Communication, Journalism, Film/TV and allied professional courses in an Indian Educational Institution.

1st NOVEMBER, 2011 The Untrodden Niches Ranganathittu bird sancturay near mysore is a home for many exotic birds. The migratory birds visit the sancturay from all over the world. The programme focuses on various species of birds which flock the sancturay for breeding purposes. The programme was made with the help of the students.

2nd NOVEMBER, 2011 Human RightsIn this programme former Justice V.R. Krishna Iyer says ‘it is absolutely necessary for the youth of the country to know in some depth something about universal human rights’. He also says the origin, development and the necessity of human rights.

3rd NOVEMBER, 2011 Bookfare: Electronic Books Over the ages, human race has evolved means to preserve and communicate information and knoweldge.

The egyptian invented writing 5000 years ago, the invention of the printed book in Europe 500 years ago has extended reach of the printed word.In the 20th century books are not just words on the page. With audio tapes, CD Roms and the world wide web the book has truley come of age.This episode scans the world of electronoic books.

4th NOVEMBER, 2011 Chemfun – Silver MirrorOrganic compunds having a (-CHO) functional group are known as aldehydes. These compunds are highly reactive and are used in inoganic synthesis for various applications. Out of a number of reactions of the aldehyde group, two reactions pertaining to the action of metal ions have been demonstrated. In one case a reagent known as Tollen's reagent is used whereas the other reaction involves copper ions.

7th NOVEMBER, 2011 Kalighat PaintingThis lecture - presentation by noted art-historian Prof. Pranabranjan Ray explores the remarkable visual world of the 'Kalighat School' of painting from Bengal with it's vivid evocation of the emerging urban culture of 19th century Kolkata. This form of painting developed and thrived at the market place around the Kali temple of Kalighat.

Prof. Ray delves into this fascinating world and the social undercurrent borne out of the tension between colonial/Victorian values and the 'amoral' world of the vibrant street culture. He also attempts to look for elements of 'modernity' in this school of painting, which was once perceived as 'low-art' in the mainstream art tradition of Bengal.

8th NOVEMBER, 2011 Effective Business Meetings The expert begins the lecture with the definition of a 'Meeting', followed by the explanation of three different categories of meetings such a information sharing meetings, problem solving & decision making and ritual meetings. We call them schools and colleges. Learning and education are now taken to mean the same thing. But is that true? 19th NOVEMBER, 2011 Corals The programme on coral reefs portrays the importance and the need for protection of coral reefs. Such an effort will be difficult without widespread understanding of these complex and fragile ecosystems and the important role that they play in maintaining the equilibrium of the marine environment.

Dr. A. Balasubramanian, an authority on environmental science, with a number of books on the subject to his credit, is an eminent Professor at University of Mysore. Prof. A Balasubramanian has explicitly given an overview on coral reefs and the intricate characteristics of this delicate ecosystem.

20th NOVEMBER, 2011 Paithani In a small village of Maharashtra, Paithan, an exquisite sari is being weaved since the Satvahan period.

This programme features the history of Paithani sari, the process of its making, its traditional designs and its various aspects.

21st NOVEMBER, 2011 Ragamala PaintingsIndian artistic tradition is perhaps the oldest in the world. Ragmala paintings is a confluence of different artistic strands. Miniature painting and classical music. Both enrich each other Ragamala Paintings are the visual interpretation of moods and modes of Indian classical music to capture and comrehend devine qualities of music each melody was considered as sound form. The paintings are given names of ragas. This programme attempts to appreciate this unique tradition of painting.

22nd NOVEMBER, 2011 Saving the Sea TurtlesThe family of sea turtles forms a vital link in the marine ecosystem. Of the various species of sea turtles nesting along the coast of Indian seas, the most numerous is the Olive Ridley which is an endangered species facing extinction. In Kerala, the three Kilometer long beach of Kolavippalam nearby Calicut city forms one of the favourite nesting grounds of Olive Ridleys. The programme depicts the story of a group of youngsters from Kolavippalam, who devote themselves to the cause of protecting sea turtles. Until recently most of the eggs and hatchlings were being destroyed by men or non-human predators. These youngsters carefully collect the eggs from the turtles' nests and transfer them to specially constructed hatcheries for safe incubation. After hatching , the hatchlings are released into the sea. The selfless service of these youngsters obviously go a long way in preserving ecosystem. The programme has been structured in such a way as to motivate everybody else to do their little bit towards the same end.

23rd NOVEMBER, 2011 Agri Heritage This is about organic farming and the research work in this field by the Asian Agri History Foundation leaded by Dr.Y.L Nene Various issues regarding agriculture have been discussed.

24th NOVEMBER, 2011 My Teacher: Birefringence or Double RefractionThe programme deals with birefrigence or double refraction. The birefrigence is clearly explained with the help of a few experiments. The presence of two refracted rays for one incident ray in the case of materials like calcite and quartz is demonstrated. Nicol and wollaston polarizes are also shown.

25th NOVEMBER, 2011 Dusk At Dawn The film deals with the communication pattern that took

place from educated to uneducated at Andheri – the village where the total eclipse was visible. It is shown how years of myths and superstitions were wiped away in the light of science communication.

Here in this programme we have dealt with the profession of nursing in the new millennium and the relevance of human caring. What is nursing all about? What does it take to be a nurse? 27th NOVEMBER, 2011 The Endearing AlloyBell-metal, known in eastern India as kansa, was perhaps the most widely used alloy traditionally used to make utensils. In spite of stiff competition from aluminium and 'stainless steel' this alloy has a thriving market because of its use in making small vessels and other ritual items used especially in traditional Hindu ceremonies. The programme is an attempt to document this age-old technique of our indigenous metallurgy - the art of forging bell metals. It explores the two main traditions of bell-metal making - the cast and non-cast methods still prevalent in many parts of rural Bengal. It also probes the larger forces that are transforming this individual skill based tradition to an automation-based industrial production.

This year’s award ceremony was held in University of Mysore on 30th September, 2011. The award ceremony was attended by the award winners, members of Governing Board, Directors of Media centres including the officials of CEC. The Chief Guest of the award ceremony was Dr. Jabbar Patel, Eminent film maker and Dramatist & Chairman, Governing Board, CEC. The UGC was represented by Dr. Dev Swarop, Joint Secretary, UGC.

While delivering the address to the award winners and others Dr. Jabbar Patel congratulated the CEC for having such a unique award function for excellence of educational programme production including e-content development. He also emphasized that as the competition has been very well established and is one of its kind therefore, it should be made open for the global competition on educational programmes including e-content development to invite entries from all parts of the world from the 22nd Video Competition onwards. Dr. Dev Swarop, Joint Secretary, UGC also congratulated all the award winners and the media centres for producing world class programmes including e-content for winning the award. Prof. V.G. Talawar, Vice Chancellor, Mysore University while delivering the presidential address congratulated CEC-

Contd. on Page 2 UGC for having a unique award function and giving the opportunity to them for hosting the same.

To conclude, I would like to say that to achieve the goal of higher GER, the T.V. education in India will continue to play on important role and therefore we need to excel in the area of TV programme with production of quality inputs. UGC-CEC Educational Video Competition is a step forward in this direction. It not only helps the technical personals to achieve the excellence but it also helps the academics to gel their thought with latest technologies to make teaching and learning much more joyful.

CEC is committed to provide quality education to the masses of India through the Broadcast mode delivery and aim at achieving the desired higher education in India access with quality components intact with the help of lectures by eminent scholars in different subjects. Thousands of e-content programmes and educational programmes on UGC model syllabus on undergraduate courses are available on web portal of CEC (www.cec-ugc.nic.in) for the use of students, teachers and general masses.

E-LEARNING CONTENT DEVELOPMENT WORKSHOPS

The Educational Multimedia Research Centre (EMRC), University of Mysore has conducted two days National Workshop on E-Learning Content Development in various subjects in two batches in association with the MHRD, UGC – CEC.

This workshop was arranged to highlight the methods of writing scripts for audio visual delivery of lectures in various subjects like Geography, Sericulture, Tourism, Food Technology and Statistics. To telecast the video through CEC vyas channel and the use of the same content for the development of E-Content for online learning portal of MHRD, teachers need a lot of training and hands on experience.

The duration of content is of 30 minutes (Each script is of 3000 words). As this is done for undergraduate students of BA/BSc/BCom/BTech in the above mentioned subjects. The teachers involved in teaching these papers working in colleges and universities are trained.

Hence, this workshop has been organized in two batches. There were about 20 participants who took training in the Batch I between 12-14th September 2011, and similarly, around 62 participants attended the same in Batch II from 16 -18th September 2011. Teachers from different subjects from all over the Southern states attended these workshops. All the participants were trained in developing scripts and e-content and were given participation certificates. They were also invited for giving programmes in various subjects to our centre with the honorarium as per the CEC guidelines.
