Sewers Use Bylaw #9675
• To regulate the release of wastewater from any source to the City sewer system.
• To specify the various sewer service charges and overstrength surcharges.
• Wastewater release limits specified in Schedule A, B and C.
19
E D M O N T O N
Sewers Bylaw #9425
• To specify requirements for connecting a private drainage system to the City sewer system:
– Installation of manholes for monitoring purposes;
– Runoff drainage at high potential contaminate release areas;
– Installation of grease traps, oil/sand interceptors or other pre-treatment equipment;
– Installation of ISO certified amalgam separators etc.

Voluntary Compliance ProgramVoluntary Compliance Program
• To encourage achieving compliance through management and engineering methods
• More time/cost efficient than legal action
• Most industries will cooperate with reasonable, well founded request
34
E D M O N T O N
Compliance Program ApprovalCompliance Program Approval
• Compliance Program Approval
– To allow a facility to release wastewater with elevated constituent levels for a specific period.
– To be subjected to terms & conditions as specified in the approval.
– Such as program schedule, periodic monitoring and reporting.
35
E D M O N T O N
Overstrength Surcharge
• To recover additional cost associated with high concentration industrial wastewater
• Only applied to treatable wastes
• Surcharge rate is based on cost of treatment.
• Surcharge billing is calculated using averaged monitoring results
36
E D M O N T O N
Surcharge Sampling
• Composite sample• 90ml every 15 minutes over a 24 hour period• 10 L Negane bottle
ISO17025 Certified
