‘Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance ofpeace ’ Universal Declaration of Human Rights, art. 26, para. 2, (1948)

’ Member States should promote, at every stage of education, an active civic training which will enable every person to gain a knowledge of the method of operation and the work of public institutions, whether local, national or international ; and to participate in the cultural life of the community and in public affairs. Wherever possible, this participation should increasingly link education and action to solve problems at the local, national and international levels. Student participation in the organization of studies and of the educational establishment they are attending should itself be considered a factor in civic education and an important element in international education ’ Recommendation concerning Education for International Understanding, Co- operation and Peace and Education relating to Human Rights and Fundamental Freedoms (Paris, 1974)

‘We, the Ministers qf Education , strive resolutely...

to pay special attention to improving curricula, the content of textbooks, and other education materials including new technologies with a view to educating caring and responsible citizens committed to peace, human rights, democracy and sustainable development, open to other cultures, able to appreciate the value of j?eedom, respectful of human dignity and differences, and able to prevent conflicts or resolve them by non-violent means; (..) it is necessary to introduce, at all levels, true education for citizenship which includes an international dimension ’ Declaration and Integrated Framework of Action on Education for Peace, Human Rights and Democracy (Paris, 1995)

At the levels of formal and non-formal education, the modalities of action for promoting a culture of peace and non-violence include (..) production and dissemination of educational materials and textbooks on education for a culture of peace and human rights with a view to providing guidelines to teachers and educational personnel. This policy document should be better and more widely known among educators and the public at large, and its translation promoted into various national languages. The Seville Statement is directed to teachers, educators, and those responsible for the associations for the youth, who work for the construction of peace, while challenging the myths utilised to justify violence and war. The Seville Statement is the result of a team of scientists from all over the world, brought together in 1986 by the UN0 to promote the international year of peace.

2. Teaching materials

n The Peace Package, UNESCO/ASP , 2000. This educational kit, designed by the UNESCO Associated Schools Project (ASPnet) to promote education for a culture of peace within the primary school system comprises a teacher’s handbook, activity cards, a peace poster, Appeals to all world leaders, a colouring book on the life of Ghandi, a poster of the Universal Declaration of Human Rights as well as various United Nations publications. Video film by Patrick Chesnet and Allan Wisniewski, and brochure, 35 pages, written by Alain Refalo and Claudine Braun. The film shows several experiences carried out at primary school level to show pupils how to resolve their conflicts without the use of violence. This film is aimed at all members of the education community.

This guide is the fruit of a co-operation between UNESCO and the Central African Republic, dedicated to the Culture of Peace. It was made by a team of teaching experts from the Ministry of National Education. The aim of the guide is to introduce the concept of Culture of Peace in the school environment in order to promote ethical, civic and cultural values in favour of peace.

n Education for Human Rights & Democracy in Southern Africa. A Teacher’s Resource Manual. UNESCO, 1999, 148 pages. English. A Portuguese version for Mozambique is being printed.

This manual was developed within the framework of the pilot project “Education for Human Rights and Democracy in Southern Africa” financed by DANIDA, in Mozambique, Namibia and Zimbabwe, and is currently being tested in Namibia and Zimbabwe. This project aims to place human rights, democracy, peace and related topics prominently in the mainstream curricula of southern African states. The manual is accompanied by instructional materials that help to tailor it to the specific needs of countries and schools.

W Penser la non-violence, Ramin Jahanbegloo, UNESCO, Paris 1999. French. This publication, written by the Iranian philosopher Ramin Jahanbegloo, is the first in a series entitled “les classiques de la Tolerance” prepared by the Peace and Tolerance Unit of the Social and Human Sciences Sector. Intended for students and teachers, this series encourages the reader to take a historical look at non-violence.

This Manual for Human Rights Education provides ideas for educational activities to be developed in primary and secondary schools, with due attention to the developmental state of pupils and students, in order to make human rights principles meaningful to their daily lives and experience. The manual is addressed to primary- and secondary-school teachers and to instructors in non-formal education for children and adults. It is a teaching aid providing both theory and practical advice. However, parts of it can be used directly, without any teacher, by young people from the age of 14 upwards. This book is also part of the Practice of Citizenship kit.

W Learning to live together in peace and harmony: values education for peace, human rights, democracy and sustainable development for the Asia-Pacific Region; a UNESCO/APNIEVE sourcebook for teacher education and higher education, Bangkok, 1998, 182 pages. English.

The book, published by the UNESCO Principal Office for Asia and the Pacific, is based on the perspective of international and values education with emphasis on peace, human rights, democracy and sustainable development which should be applicable to the Asia and the Pacific region.

If ignorance is the source of prejudice, then this publication is an excellent example of how to awaken curiosity and to facilitate a historical and cultural look at a people very few are familiar with. The subjects dealt with are as various as migration, economy, identity, language and art illustrated with 300 photographs and an audio tape allowing for an individualised discovery of the world of the Gypsies.

This publication is an updated version of the guide, that was prepared in 1995 for the Centenary of the Cinema and for the United Nations Year for Tolerance, in co-operation between the Education and Culture Sectors. Published for the United Nations Year for Tolerance, this book recounts the experiences of NGOs in official relations with UNESCO.

A work produced by the International Peace Research Association which reflects an effort to identify a common human responsibility for reconciliation and mutual understanding of how each of us conceives conflict resolution mechanisms, democracy and peace. The manual sets out the criteria for consolidating the participation and contribution of each citizen to reconstruction and peace-building in a post-conflict society. It contains several practical exercises.

This is a guide to teaching about the rights of indigenous peoples in both primary and secondary schools. Part 1 aims to shed light on indigenous peoples themselves ; part 2 relates to the different phases of the interaction between indigenous communities and the United Nations system ; part 3 provides examples of some recent educational approaches introduced by Associated Schools, to remove barriers of prejudice and intolerance between peoples.

The principal aim of the document is to help European education authorities and teachers realise the objective of instruction, education, and intellectual, moral and vocational training by creating a better perception of the values, thinking and behaviour which derives from the recognition of the humanistic, cultural and international dimensions of education. The approach is European, but could be adapted to other regions.

This manual, written by founder of the International HolisticUniversity of Brasilia (UNIPAZ), joint winner of the UNESCO Education for Peace Prize in 2000, seeks to combine theoretical data with recommendations from which educational action plans for peace can be developed.

The book presents an overview of experiences in the field of international education and analyses the curricular framework for this form of education, while providing over 60 pages of sample teaching materials for international education.

A handbook on foreign language teaching as one of the most effective means for international understanding, and for fulfilling UNESCO’s mandate in the field of education. The book presents methods and content which are likely to contribute to international understanding through the teaching of foreign languages, and contains examples for elementary, intermediate and advanced levels, as well as extra-curricular activities.

The book reflects some experiments in education for international understanding and peace carried out in pre-school establishments. It particularly focuses on the roles of families, educational establishments, leisure activities and media in this type of education.

n International practical guide on the implementation of the Recommendation concerning education for international understanding, co-operation and peace and education relating to human rights and fundamental freedoms, UNESCO, 1994, 73 pages. English. Available on request.

This practical guide covers the whole content of the 1974 Recommendation and aims at providing support to teachers and educational administrators in the performance of their responsibilities with regard to various aspects of international education. The work presents different ways to approach international education and sets out various activities, presenting some successful examples which can be adapted to different situations.
