Welcome to the new Education Support Services brochure. We have been working with teams across the council to develop a „one-stop shop‟ approach enabling schools and academies to access services provided by Oxfordshire County Council from a single point of contact.

In Education Support Services we have a clear focus. You work hard to enable pupils to reach their full potential so we aim to bring you first class services that support the learning environment and enable you to reach your goals.

We save you effort, time and money by bringing together an array of school services.

In this brochure you‟ll find all the information you need about each of the services offered for the year 2013-14. The information is written so that it is clear what each service offers and the benefits you can expect from purchasing that service.

All our services are provided by experienced specialist teams who pull out all the stops to help those at the heart of education, pupils and teachers. We are here to work alongside you and your team to deliver the best results for your school or academy.

The services descriptions and pricing are also available on our website, http://schools.oxfordshire.gov.uk, where you can also download the Buyback form.

If you have any enquiries or general feedback please do not hesitate to contact the Education Support Services General Enquiries Team on 0844 264 2204.

Alternatively e-mail the team via [email protected].

Your comments are valuable to assist us in improving services.

Thank you for your custom and support.

Apprentices in your Workforce

Design and Construction

Dyslexia Support Service

New Features

In September 2012 a single point of contact for schools and academies to access traded services was created by bringing together Schools‟ ICT, Finance, Health and Safety, Pay and Employment, HR and QuEST to form Education Support Services. In addition we have extended the offer this year to encompass further traded services from other areas of the Council and given you the ability to purchase many services as required throughout the year.

There are also some new features in the ordering process:

To save you time the Buyback form is prepopulated with the services you purchased last year. If you wish to opt-out of any service simply deselect in the box indicated

With the forthcoming withdrawal of OCN in December 2013 the choice of ICT services has been simplified

The Buyback form will be downloadable from the new Education Support Services section on the Schools Intranet

Services added throughout the year will be published on the new Education Support Services section on the Schools Intranet

Return of Buyback Forms

Because most schools purchase the same services each year the Buyback form is now fully opt-out. This means it will be assumed that you will purchase the same services (where available) that you purchased last year. If you do not wish to purchase a service you should indicate this by clicking the opt-out box on the Buyback form

Forms must be returned by 30th April 2013. NOTE: If we do not receive your Buyback form by that date we will assume that you wish to purchase the services and the relevant charges will be made to your school

Prices

Many services are priced at the same as last year and in some cases the cost has reduced. However, to reflect increasing costs of provision, a number of services have increased in price. The prepopulated Buyback form cost total should help you assess the overall effect this has on your purchases.

„Dyslexia is evident when accurate or fluent word reading and/or spelling develops very incompletely or with great difficulty. This focuses on literacy learning at the word level and implies that the problem is severe and persistent despite appropriate learning opportunities. It provides the basis for a staged process of assessment through teaching.‟

The Dyslexia Support Service is part of the Inclusive School Improvement Strategic Team (InSIST) which, in turn, is part of the wider Vulnerable Learners Service. Dyslexia Support has recently been re-launched to meet an increasing demand from schools. All teachers will have an additional qualification in Specific Learning Difficulties and many will have the AMBDA award. The key difference between this service and the SNAST service is that these teachers can come in for relatively short amounts of time to specifically teach small groups of pupils.

We can help your school to:

Carry out thorough assessments of pupils with literacy difficulties

Write detailed reports with recommendations for action

Make recommendations about classroom strategies to support

individuals

Build capacity within your school

Support pupils to overcome barriers to achievement

Support schools in following the guidance given in The Oxfordshire

Literacy Difficulties Policy and Advice

Early Years Advisory Team and Quality and Intervention Team

Pricing

The QIPs programme is not chargeable for the school year 2012/13. As charges are developed for the 2013/14 school year, these will be available on the Early Years section of the Schools Intranet.

Prices for the SiT programme are available on the Step into Training section of the County website; www.oxfordshire.gov.uk.

The Early Years Advisory Team works with providers offering the Early Years Foundation Stage (EYFS) including all schools (maintained, academies, special and independent), voluntary, independent and private settings, children's centres, and childcare providers. The Quality and Intervention team has a particular focus on supporting improvement of qualification levels and offering the Step into Training CPD programme.

The Quality Improvement Partners (QIPs) strategy explains how Oxfordshire County Council will allocate advisory resource to schools and settings in a fair, transparent and flexible way so that schools and settings are empowered to lead their own improvement. It also explains how advisory resource is targeted to work towards every young child in the county attending a Good or Outstanding school or setting. The QIPs status of schools and settings is formally reviewed three times a year, before the Step into Training offer is published for the following term. It will also be constantly informally reviewed through contacts with schools and settings. More information can be found on the Quality Improvement Partners section of the County website; www.oxfordshire.gov.uk.

Oxfordshire Outdoors is an Oxfordshire County Council traded Learning Service. Generations of Oxfordshire school children have enjoyed inspiring outdoor learning experiences with us. Using the natural environment to support real adventurous learning, our courses broaden horizons, build character and develop a sense of individual and collective achievement.

Although our centres and sites are all different, what they have in common is inspired, dedicated and professionally trained staff. Set in stunning natural locations that include rivers, coastline, caves, crags, moors and mountains, each of our centres is unique, offering schools a range of outdoor learning experiences:

23

“An amazing week! The children have now gelled as a year group gaining a wide variety of skills they may not encounter elsewhere, learning will transfer brilliantly into

the classroom. Thank you.”

Teacher, Bure Park Primary School

Ofsted impact

Participation in Oxfordshire Outdoors residential programmes has resulted in positive Ofsted experiences for schools that are able to demonstrate a commitment to outdoor learning and validation of pupil premium outcomes and supports the Ofsted descriptor for Outstanding schools:

“The school’s curriculum: provides highly positive, memorable experiences and rich opportunities for high quality learning; has a very positive impact on all pupils’ behaviour and safety; and contributes very well to pupils’ achievement and to their spiritual, moral, social and cultural development.”

We can help your school to:

What better place than the natural outdoors to help translate the curriculum and provide real context for learning.

Our service is completely flexible; working with you, we can personalise the details of your course to meet your needs and address any special requirements. Booking with us, you can have complete confidence, knowing that all our programmes are fully supported in risk assessment and course administration.

Key benefits to the school

Outdoor education programmes are a very powerful part of the school‟s suite of education tools, aligning to curriculum and pastoral outcomes.

All learners, including the staff, will take something positive away from a residential experience. Evidence demonstrates that there is a positive impact on attainment and behaviour. In particular, more vulnerable learners and those who may find school-based learning challenging will often shine on a visit to one of our Centres; they experience success and acquire learning skills which they take back into the classroom and other environments.

ICT Services

OCN Connection

The OCN is a private dedicated network that delivers secure broadband into schools.

Through access to the OCN, users can gain access to the Internet, to the National Education Network (NEN) and to the County Council‟s Corporate and Schools Intranet.

The OCN is being decommissioned during 2013 and this service will only be available to maintained schools from 1st April 2013 till 31st December 2013.

Schools will need to arrange an alternative Broadband Supplier at some point during the period from April to December.

As part of the conversion process to Academy status, schools must move to alternative commercial broadband provision. Continuing with the OCN will not be an option available to academies.

The OCN services will be offered until the following dates:

Academies or those schools converting will be able to access OCN

services until the end of August 2013 (at the latest), unless special circumstances exist

Maintained schools will be able to access OCN services until the

end of December 2013, if required

Internet Web Filtering (Netsweeper)

ICT Services provide a Web Security solution using one of the industry‟s most favoured educational solutions against modern threats. Internet pages are filtered for inappropriate content and this includes internet sites, unsuitable images and inappropriate language.

A central filtering policy is maintained. There are separate policies for primary and secondary schools. Schools can also select to locally manage the filtering if they wish to. There is no extra cost for the training and support for this. This service also includes virus scanning of all internet sites which prevents attack by damaging viruses‟ and threads. This service is essential to maintain the security and standards required for safeguarding.

Traffic through the central internet servers will also be virus scanned as part of the subscription to the OCN Connection package.

As a result of the OCN being decommissioned during 2013 and the dependency of this web filtering service on OCN, this service will only be available to maintained schools from 1st April 2013 till 31st December 2013 while on the OCN.

Schools will need to arrange alternative Web Filtering at the point they come off of the OCN.

How we can help your school

We know that providing a catering service in schools is not about placing food on plates in the quickest possible time and at the cheapest price. The quality of meals is always emotive whether from a student, parents, schools or service provider‟s perspective. The services we deliver responds to the expectations of today‟s school pupils. They expect high standards, choice and variety in line with high street brands. They want good quality healthy options served in pleasant and friendly surroundings. We will achieve this by engaging comprehensively with you and by embedding a culture of continuous service improvement.

Key benefits to the school

Investment in staff

Key to the successful delivery of a catering service is high-quality front-line delivery staff. Our experience has shown that by increasing access to training and by developing the skill set of catering staff, job satisfaction increases and this in return is reflected in the quality of service. All members of staff are given the opportunity to train to NVQ Level 2 which is carried out in our Training Kitchen. Compulsory training includes food hygiene, manual handling and basic nutrition.

School Engagement

All schools have different requirements, so instead of adopting a ridged approach to catering services across all schools, we achieve our successes by working with individual schools and creating bespoke solutions. Through quality standards, considering nutritional content and delivering within an affordability envelope, we help school senior management teams to create a service that meets the aspirations of pupils and their community, and supports their curriculum delivery. Detailed below are examples of how we do this:

Provide a four-weekly menu cycle that is reviewed seasonally and in

consideration of customer feedback to support focussed, varied choice

Actively encourage pupils to become involved in the design of the

service and menu compilation within nutritional guidelines

Promote the catering service team as being an intrinsic part of the

school and encourage Food With Thought people to be visible to pupils during meal times, so that they can be approached directly with ideas and suggestions

Commercial Services

Utilise high-quality branding and display materials within the dining

area and around the school

Include catering services as an agenda item for school councils and

engage with students to monitor satisfaction

Value for Money

In developing your bespoke annual price, we consider key metrics, such as number on roll, existing uptake and levels of free/paid-for meals before factoring in what is important to you and your school. We will then provide to you a guaranteed price and take the risk if uptake is not maintained.

We also offer a comprehensive catering service through our Schools Direct service which also includes:

A planned, preventative and reactive maintenance service for your

catering equipment and assets – this links in with the wider maintenance offer available to all schools

Design and Construction works to support with redevelopment or

refurbishment of catering and dining facilities

Biometric Cashless Systems delivering safe, secure and efficient

cashless catering service, nutritional analysis and full financial reconciliation

What does the service offer?

We take a collaborative approach to the delivery of your school catering service. While we bring knowledge, experience and tried and tested methodologies, we want you to feel that the service you receive is personal to your requirements. To begin with you will have a single point of contact and your school will be supported by a dedicated team, experienced in the delivery of catering services.

We believe that the key to increasing uptake in schools is through direct engagement with learners. Through a variety of participative experiences, we will support the curriculum to bring the catering service and the learners closer together. This can include:

Healthy eating workshops

Creating food gardens to support Grow Your Own initiatives

Engagement with local suppliers, where we arrange farm visits for

learners to see the origins of food

We understand that well fed and happy children are more receptive to participating in afternoon activities. Providing a nutritious, healthy and balanced school meal is key to this and is essential to creating a positive experience for learners.

We offer a varied seasonal menu, providing a choice of meat or

vegetarian options daily

Food is freshly prepared on the premises in nearly all of our schools

to ensure consistency and quality

We use locally, ethically sourced ingredients wherever possible

Themed meals/days will be introduced, linked wherever possible to

relevant educational themes

Fully comply with the Government‟s Food-based and Nutrient-based

Standards for school meals
