Difference between Governance & ManagementGovernance Management
• Set and norms, strategic vision and direction and formulate high-level goals and policies
• Oversee management and organizational performance to ensure that the organization is working in the best interests of the public, and more specifically the stakeholders who are served by the organization’s mission
• Direct and oversee the management to ensure that the organization is achieving the desired outcomes and to ensure that the organization is acting prudently, ethically and legally.
• Run the organization in line with the broad goals and direction set by the governing body
• Implement the decisions within the context of the mission and strategic vision
• Make operational decisions and policies, keep the governance bodies informed and educated
• Be responsive to requests for additional information.
Educational Governance
*.Article 25-A of the Constitution:The state is responsible to provide
the “free” and “compulsory” education to all children aged 5–
16 in Pakistan.
* GOVERNING EDUCATION SECTORUnder the Constitution of Islamic Republic of Pakistan-1973, Chapter 2
*Provide education for all as a guaranteed Fundamental Right.
Section 37(2) - 1973 Specifically entails:The State shall: *Promote, with special care, the educational and economic interests of backward classes or areas,*Remove illiteracy and provide free and compulsory secondary education within minimum possible period,

Corruption is an outcome – a consequence of the failure of accountability relationships in the governance system
* Few manifestations of the crisis of Governance in Country
Lack of good governance means *Policy violence, *Corruption in accessing basic public services,*Ghost schools, teachers absenteeism, *Missing medicines, Health Facilities,*High cost of and low access to justice,*Criminalization of politics, lack of social justice.

*60% schools: without drinking water facility,*40% : without electricity,*35% : without any boundary walls…*Over 40,000 ghost teachers,*5,229 ghost schools were left unaddressed,*Rs. 145.02 billion budgets for education.
These facts were shared to discuss the current state of education in Sindh.
