Sheridan Dry Cleaner Assessments, Wyoming DEQ

Mr. Norman was the project manager for a Wyoming Department of Environmental Quality Orphan Sites Remediation Program that included the assessment of four different orphan dry cleaner sites. A chlorinated solvent plume had been released from the potential commercial sources into a residential neighborhood. The investigation included identifying the sources and extent of contamination, performing a risk assessment of potential receptors, and recommending remediation alternatives.

University of Wyoming, Laramie, Wyoming

Mr. Norman was the project manager for environmental services to the University of Wyoming regarding numerous asbestos and lead surveys for 196 mechanical rooms, a dormitory, and a hospital/office. Services included asbestos survey, design, contract bid documents, project management, scheduling, air monitoring, inspection, and assessment design. These projects included over $500,000 of consulting services in 2010 and 2011 that was funded by federal stimulus money. On behalf of the University, Mr. Norman provided administrative oversight for the $2.2 million grant used for asbestos abatement.

City of Loveland, Colorado

Mr. Norman has been providing environmental consulting to the City of Loveland since 1988. Projects included a variety of environmental issues, including Phase I Environmental Site Assessments, asbestos surveys, and designs, subsurface investigations, environmental compliance audits, hazardous waste characterization and disposal, indoor air quality, Spill Prevention Control and Countermeasure plans (SPCCs), lead-based paint surveys, voluntary cleanup (VCUP) projects and closures, impoundment permitting, and landfill characterization.

Mr. Norman was the project manager for the hydro-power plant for the City of Loveland which included an asbestos survey and regulated building material survey of the building after the facility was shut down and ready for decommissioning. Services also included the assessment of hydro-dam and connecting pipeline to the power plant. The pipeline had an asbestos coating that was damaged during the 2013 flood in the Big Thompson River. Mr. Norman oversaw the soil remediation associated with the asbestos coating that was left in the soil.

ConocoPhillips/StorageTek – Denver, Colorado

In 2008 and 2009, Mr. Norman was the project manager for a 450-acre proposed development north of Denver that was previously StorageTek that was being converted to a ConocoPhillips headquarters. The site included 21 buildings with highly technical science laboratories for research and development. Our services were performed in anticipation of purchasing the property.

He provided asbestos surveys, preparation of design and bid documents, oversight and air monitoring for abatement and demolition of 21 buildings with a total area of over 1,800,000 square feet. In addition to the asbestos building surveys, surveys were conducted to identify regulated building materials (RBMs) requiring removal and proper disposal; this included an inventory of the potential PCB-containing ballasts, fluorescent bulbs, mercury containing items, coolant, and a chemical inventory.

Mr. Norman was the project manager for the abatement and demolition of a 130,000 square foot middle school. Tasks included performing Phase I Environmental Assessments, LEED documentation, recycling program management, asbestos abatement, mercury floor remediation, regulated building materials disposal program, and stormwater management during demolition. Mr. Norman has provided asbestos services for over twenty Aurora Public Schools.

University of Colorado – Boulder, Colorado

Mr. Norman provided the asbestos survey, abatement plans and specifications, bidding documents, and air monitoring and oversight services for over 250 projects at the University of Colorado since 2001. The most recent project included the demolition of Kittredge Commons and Smiley Court which included asbestos, lead-paint, RBMs, and demolition oversight. Other CU projects include surveys, plans, specifications, air monitoring, and oversight. Environmental services were provided in compliance with AHERA, NESHAP, OSHA, EPA, and CDPHE regulations. The costs for projects ranged from a low of $250 for small surveys up to several projects over $90,000 for the full range of environmental services.

Walsh developed an asbestos management system for the CU Campus using a field database collection system with a web based interface. The initial project included surveying 27 buildings on campus covering approximately 2,700,000 square feet of building space. Mr. Norman was the project manager that oversaw the survey and downloading the survey data into the database ($365,000 consulting fee).

Central City/Blackhawk, Colorado

Mr. Norman was the project manager for numerous Superfund site remediation activities in the towns of Central City and Black Hawk, Colorado. The Superfund sites included the remediation of mine tailings, mine dewatering and groundwater treatment. Work involved developing and negotiating work plans with the regulatory agencies, remediation design, and monitoring of construction and health and safety.

Mr. Norman was the principal engineer and senior project manager for designing and implementing the Storm Water Management Plan (SWMP) for the four-lane highway from the Hidden Valley Exit 243 on I-70 to Central City. The access road extended approximately nine miles through mountainous terrain from I-70 into the Central City Gaming District. The construction consisted of the following major items: design, excavation of approximately 5.5 million cubic yards of rock, installation of temporary erosion control and sedimentation control measures, and installation of approximately 7,600 lineal feet of storm drain.

Globeville Dewatering, Urban Drainage

The stormwater project alleviated local flooding of businesses and residences in Adams County as well as providing a storm drainage outfall system for the businesses along Furniture Row located on the west side of I-25 in Denver that had regularly experienced localized flooding. During construction known soil and groundwater contaminants (heavy metals, petroleum and wood preserving products) from nearby historical contaminated sites turned out to be more extensive than originally thought, requiring field modifications to protect construction worker safety and meet environmental regulations for construction dewatering. Norman, P.E., CHMM Senior Project Engineer of an activated carbon and pressurized particulate filtration system along with temporary storage tanks were installed to treat the contaminated groundwater to permitted levels. The treatment system allowed groundwater to be discharged on-site as opposed to being hauled offsite resulting in significant cost savings to the Owner.

Xcel Power Plant, Hayden, Colorado

Xcel operates a coal powered power plant near Hayden with a 446 megawatt capacity. Fly ash and bottom ash is disposed onsite in a permitted landfill and wastewater is treated onsite in permitted impoundments. Mr. Norman has assisted with assessing the stability of the landfill and developing engineering, design, and operation plan (EDOP) including a stormwater management plan. He also prepared a spill prevention control and countermeasure plan (SPCC) for the site along with permitting the impoundments.

South Platte River Project, Denver Water

Mr. Norman provided technical assistance to Denver Water during the reconstruction and widening of the South Platte River. Construction dewatering and stormwater controls were required while the South Platte River was dredged of sediment. Sheet piling was installed in the middle of the river and stream flow diverted to half of the river while the other half of the river was under construction. Mr. Norman provided technical assistance for groundwater treatment and stormwater compliance during construction. Isolation/treatment cells were constructed to treat sediment and a mobile wastewater treatment system was constructed to treat chemical contaminants when encountered.

Spill Prevention Control and Countermeasure (SPCC), Viawest Western US

Viawest provides back-up electronic storage for telecommunications operations throughout western US. Part of the storage requirements is to provide 24-hour emergency generator services to eliminate power outages. Mr. Norman prepared SPCC plans for twelve facilities located throughout the western US.

Tire Pyrolosis, Plus5

Plus5 developed a tire pyrolosis system to treat tires through a retort system that breaks the tires down into carbon, oil, steel, and combustible gas. The process has virtually no waste and is close to being self-sufficient when the combustible gas is recycle to heat the retort system. Mr. Norman assisted Plus5 with obtaining the necessary environmental permits to operate the system.

Wyoming Department of Environmental Quality, Water Quality Division

Mr. Norman was responsible for managing water quality activities in the southeast district of Wyoming. He conducted reviews and issued construction permits for water and wastewater facilities (private, municipal, commercial, industrial, and mining facilities). Mr. Norman conducted operation and maintenance inspections to assess site conditions, detect possible violations, recommend improvements, and he provided technical assistance. He investigated regulation violations and testified as an expert witness.

QUALIFICATIONS Mr. Tarasar has over 30 years of professional experience. He has managed the Walsh / E&E Denver Office of Environmental Health and Safety for 13 years. His areas of expertise include industrial hygiene, hazardous materials management, asbestos and lead projects, environmental regulatory compliance, hazardous waste, environmental due diligence and regulatory compliance under EPA, OSHA, and Fire and Building Codes.

Mr. Tarasar has a broad range of experience assisting clients with compliance duties under OSHA, RCRA, CERCLA, and other regulations. He provides services ranging from exposure assessments, asbestos/lead/hazardous materials inspections, project designs, and operational planning and management of hazardous materials. In addition Mr. Tarasar also prepares health and safety plans and work management plans, conducts OSHA HAZWOPER training, and soil and water sampling and characterization.

His clients include federal, state, and local government agencies, development companies, construction companies; hospitals; universities and schools.

RELEVANT EXPERIENCE Energy Company Comprehensive IH & Environmental Services: Mr. Tarasar managed the Industrial Hygiene Program Services for Xcel Energy’s Colorado power plants for over 15 years. Services provided under this contract include, plant-wide: Exposure monitoring for asbestos, noise, respirable dust and silica, welding fumes, solvents, and other contaminants associated with power plant operations and maintenance, industrial hygiene support for turnarounds, technical support for plant IH and safety staff, plant inspections for hazardous materials, remediation design specifications, and management of the removal of hazardous materials located within the plants.

Steve Tarasar Chief Operations Officer City and County of Denver Comprehensive IH & Environmental Services: Mr. Tarasar managed the Hazardous Materials / Industrial Hygiene Program Services for the City and County of Denver’s buildings and facilities for over 15 years. Services provided under this contract included, Facility-wide: Exposure monitoring of all city employees for asbestos, noise, respirable dust and silica, welding fumes, solvents, and other contaminants associated with operations and maintenance, hazardous materials assessments, design specifications and management of remediation projects of buildings and property within their portfolio as well as new purchases. Example projects: remediation and demolition of Currigan Hall, McNichols Arena, remediation of the Ruby Hill Park, Denver Coliseum, the City and County Building, Denver Center for Performing Arts, Denver Botanical Gardens, Red Rock State Park and the Minori Yasui Building. Mr. Tarasar represented the city in negotiations and meeting with State and Federal Regulatory Agencies, Technical support for legal analysts, facility IH and safety staff.

United States Postal Service Environmental Health and Safety Support: Mr. Tarasar managed environmental health and safety support services for 175 US Postal Service facilities in Colorado, Arizona, New Mexico and South Dakota. Services included asbestos building inspections, asbestos abatement design and oversight, environmental compliance support and environmental assessments. Mr. Tarasar was the project manager for all of the projects conducted for this agency and reviewed all reports to help ensure quality and consistency. Mr. Tarasar was responsible for communicating with the client and the project team members to help ensure that expectations were met and that projects were completed on time.

Regional Transportation District Comprehensive IH & Environmental Services: Mr. Tarasar managed the Industrial Hygiene Program Services for Denver’s Regional Transportation Districts (RTD) facilities. Services provided under this contract included, facility-wide: Exposure monitoring for asbestos, noise, respirable dust and silica, welding fumes, solvents, and other contaminants associated with power plant operations and maintenance, technical support for facility IH and safety staff, facility and property inspections for hazardous materials, remediation design specifications, management of the removal of hazardous materials located within the plants.

Real Estate Investment Company Brownfields Redevelopment: Mr. Tarasar served as task manager for various aspects of a complex redevelopment project in Sheridan, Colorado. The 130-acre site was formerly occupied by two municipal landfills, gravel pits, a junk yard, service stations, and other businesses. Clean-up of the site and redevelopment as a shopping center were conducted under a state-approved voluntary clean-up plan. Mr. Tarasar completed a site-wide Hazardous Materials Assessment following EPA and CDPHE regulations; implemented a waste management plan for materials excavated from the former landfills including lighting ballasts, chemical containers, hospital wastes, automotive batteries, and other wastes. He also led the clean-up of a large number of PCB-containing power line capacitors excavated at the site under separate oversight by EPA.

Steve Tarasar Chief Operations Officer International Airport Lima, Peru Environmental Assessment & Remediation: Mr. Tarasar was a Senior Specialist leading a team of International Professionals on a major renovation for the Lima International Airport. He and his team performed a hazardous materials assessment in an operational international airport. Mr. Tarasar created a bilingual remediation design and specifications for the removal of asbestos containing materials in the passenger terminal of the main airport. Because all aspects of the renovation had to be performed on the airport’s 40 foot high ceiling, while the airport remained in normal operation. Mr. Tarasar managed the construction of a 30-foot high platform that enabled passengers to pass underneath it while remediation personnel worked above. Mr. Tarasar worked with the World Bank using a combination of U.S. EPA, and U.S. DOT regulations as the remediation guidelines, as there were no asbestos regulations in Peru.

United States Army Medical Center Federal to Private Ownership Redevelopment & Remediation: Mr. Tarasar was the Program Manager in charge of performing Phase II assessments and hazardous material inspections of over 100 buildings on 500 acres of Federal land. Mr. Tarasar lead a team of 12 professionals, who inspected buildings for asbestos, lead based paint, and hazardous materials, and located underground storage tanks and historical areas of soil contamination. Mr. Tarasar then provided design specifications for the remediation and demolition of over 100 buildings. He also managed the contractors responsible for remediation and demolition of the property and buildings. The buildings total about 1,500,000 square feet. In addition to addressing the built environment, Mr. Tarasar designed the facility wide asbestos soil management plan for future development. This involved working closely with the stake holders and State and Federal regulators to construct a field approach where no written regulations applied. Mr. Tarasar and his team were able to achieve the most economical approach while still being within the regulatory guidelines.

Energy Company Power Plants Decommissioning for Demolition: Mr. Tarasar was the Program Manager responsible for performing the environmental services required for Decommissioning and Demolition of two coal fired power plants. Mr. Tarasar led the team conducting hazardous material inspections of over 500,000 square feet of two operating power plants. Mr. Tarasar then generated the remediation design specifications for the safe removal of the environmental hazards. The team then oversaw the contractors responsible for the removal of the hazardous materials located within the plants.

Various Clients Environmental Due Diligence: Mr. Tarasar has performed hundreds of ASTM transaction screens, Phase I, and Phase II Environmental Site Assessments at a variety of commercial sites including vacant land, agricultural properties, multi-family housing, office complexes, restaurants, retail, warehouse, mining, milling, and industrial facilities. Example project: University Health Center, Mr. Tarasar was the Program Manager for the Environmental Due Diligence project of a University Health Sciences Center Campus. The entire campus population and programs were moved to another location during which Mr. Tarasar and his team performed hazardous material inspections of over 30 buildings encompassing 3 million square feet of floor space on 30 acres of land. Mr. Tarasar lead a team of 20 staff and contractors inspecting buildings for asbestos, lead based paint, biological hazards, radiation decontamination. Mr. Tarasar’s team then provided design specifications for the remediation of the buildings. The project also included the removal of 12 underground strange tanks and the associated soil contamination.

Steve Tarasar Chief Operations Officer Environmental Assessment & Remediation – Example Mr. Tarasar was the project manager that performed hazardous materials investigations of a 600,000 square foot Federal Office Building. The team conducted the inspections, design specifications, and oversaw the remediation of the building for asbestos and lead. The project included environmental inspection, sampling, recommendations, cost estimation, project design, drawings, bid documents, and bid review. They also provided on-site administration, sampling, and air monitoring. United States Customs House. Mr. Tarasar and his group conducted the building inspections, design specifications and oversaw the remediation of the hazardous materials located within the 3-story, 225,000 square foot Customs House Office building for the General Service Administration. The project included environmental inspection, sampling, recommendations, cost estimation, project design drawings, bid documents, and bid review. Department of Corrections Facilities, Freemont Men’s and Women’s Facilities, Colorado Territorial Prison, Pueblo Youth Correctional Facilities. These projects involved hazardous materials investigations, abatement design specifications, project administration, management plans for 44 buildings for the Colorado Department of Corrections. Mr. Tarasar managed the removal of asbestos from several buildings prior to renovations and provided the IH air monitoring during the material removal and renovation process.

QUALIFICATIONS

Mr. Butts is an Operations Manager who has over 30 years of experience in environmental

consulting. He specializes in project management, asbestos and lead-based paint disciplines, as

well as communication, proposal, presentation and reporting skills. Being task-oriented, Mr.

Butts has a reputation of keeping projects on-time and within budget, and ensuring the client’s

needs are met. He is well-versed in Autodesk AutoCAD, and Microsoft Professional Office

Applications. Mr. Butts has an extensive background in project management, field investigations

and in the development and implementation of inspection and management standard operating

procedures, databases, web sites, and training presentations. He has developed and implemented

standard operating procedures (SOPs) for an inventory-based inspection approach for long-term

asbestos management, and for abatement monitoring, including the development of a database to

record and report air monitoring data, certifications and waste manifest tracking. Mr. Butts has

also developed and implemented 2-hour asbestos-awareness training, 16-hour O&M training for

asbestos in buildings, 2-hour asbestos-contaminated soil (ACS) awareness and 8-hour ACS

disturbance training presentations.

Furthermore, Mr. Butts is professionally-trained and experienced in ACS characterization, the

development and preparation of management/remediation plans, and ACS removal monitoring.

He was an active participant in the CDPHE Section 5.5 Solid Waste Regulation Stakeholder

meetings for the 2005 (original promulgation) and 2013 (revised) regulations. Mr. Butts also

developed the ACS Guidance document for the Wyoming Department of Environmental Quality

(WDEQ) as a reference to WDEQ for developing WDEQ guidance or regulation for asbestos-in-

soil. Moreover, Mr. Butts has prepared over 20 soil management/remediation plans approved by

CDPHE, as well as conducted and managed the monitoring for these projects, including projects

at Fitzsimmons, the Denver Federal Center, and various projects for the City and County of

Denver. The experience and professionalism Mr. Butts offers makes him an asset to SJRE and

any environmental project.

RELEVANT PROJECT MANAGEMENT AND TECHNICAL EXPERIENCE

City and County of Denver City-Wide Inspections, Denver, Colorado

1998-2013. Mr. Butts managed the on-call services contract with the City and County of Denver

for Walsh Environmental. During his 15 years of project and operations management, Mr. Butts

worked on multiple projects including, Denver City and County Building, the Denver County

Jail, the Currigan Exhibition Hall, the Rocky Mountain News Building, and the Denver

Coliseum. He also was a part of “Team Lead” services which assisted the City and County of

Denver with management and review of other consultant inspections for the city-wide inspection

project.

Fitzsimmons / Anschutz Campus, Aurora, Colorado

During a span of 12 years, Mr. Butts conducted and managed inspections, project design and

abatement oversight for over 100 buildings for multiple clients including, Fitzsimmons

Redevelopment Authority, University of Colorado at Denver, City of Aurora, and Xcel Energy.

University of Colorado Hospital (9th

Avenue Campus), Denver, Colorado

Mr. Butts coordinated, reviewed and managed the inspection and abatement monitoring for 26

large buildings, consisting of more than 2.2 million square feet of interior space and more than

7,000 rooms. The project was completed on a fast track-approach, using an inspection database

and management web site prepared specifically for the client.

Mr. Butts managed the inspection of 32 major campus buildings containing more than 3.2

million square feet of interior space and more than 8,000 rooms; the project was completed on a

fast-track approach.

Denver Regional Transportation District (RTD), Denver, Colorado

For 12 years, Mr. Butts conducted and managed the inspection and abatement for over 90

buildings scheduled for demolition as part of light-rail expansion, as well as for the 20 major

RTD facilities including Union Station.

US Postal Service, Colorado, Arizona, South Dakota

Mr. Butts conducted and managed inspections for over 200 buildings in Colorado, South Dakota

and Arizona using the Postal Service inspection database and SOPs.

Various Redevelopment Sites, Colorado

Mr. Butts conducted inspections and abatement monitoring for the Boulder Crossroad Mall, the

Mandalay Redevelopment Project (28 buildings), the Westminster Plaza Shopping Center,

Federal Heights Plaza Shopping Center, Sheridan River point Redevelopment (14 buildings), and

Aspen Obermeyer Redevelopment (12 buildings).

Buckley AFB ACS Removal project, Aurora, Colorado

Mr. Butts provided site inspections at the Buckley Air Force Base ACS removal project as a

representative of the CDPHE; this was the first large scale open air project in Colorado.

XCEL Facilities Projects, Colorado

Mr. Butts conducted asbestos and lead-based paint inspections, as well as abatement monitoring

at major Xcel facilities including Arapahoe, Zuni, Cherokee, Fort St. Vrain and Cameo power

generating stations.

Introduction

providing as-needed Industrial Hygiene (IH) services related to asbestos and lead projects on the

University of Colorado, Boulder campus. A qualified firm shall have certified staff and experience

in at least one of the following asbestos/lead disciplines:

Each firm will be required to provide proof of State certified staff on a yearly basis to maintain

current status on the qualified IH provider list. It is the responsibility of all qualified firms to

remain certified by CDPHE until the next required submittal date. If there is an increase or

decrease to a consulting Firm’s asbestos and lead capabilities the IH Firm is responsible for

contacting CU EHS ([email protected]) with an update of the changes. All IH firms providing

asbestos and lead services on campus must fully understand the requirements and expectations set

forth in the campus Asbestos program, IH specifications and General Abatement Contractor

specifications. Additionally, IH firms must comply with UCB standards/policies and all other

applicable state and federal regulations when working on campus.
