Why an Integrated Initiative ?
• MAJOR POLICY DEVELOPMENTS
• MARKET ON THE VERGE OF TRANSITION• Growing awareness of the need for energy efficiency• Increasing contribution from renewables• New products and services are becoming available
• WE NEED TO SUPPORT THE MARKET TRANSITION• Integrated energy design needs to become tomorrow’s norm• Regulatory and financial barriers need to be overcome• Enterprise needs minimised risks to invest in the market• Demand side and supply side need to be supported• Public sector called on to lead by example• Increased rates of renovation are essential, but new-build has high,
positive visibility
Energy efficiency and Renewable must be addressed together!

EPC as a driver forstep-by-step renovations Priority
No. 1
• AIM: increase demand on the market for step-by-step renovations
• APPROACH: widespread use of Energy Performance Certification as a driver for on-going renovation. e.g.
• actions aiming to resolve the owner-tenant dilemma• supporting development of financial mechanisms• large-scale agreements and commitments amongst
market actors• bringing the market together with industry to provide one-
stop shop solutions
24 January 2012, 11:15 – 12:30
7
• WHO SHOULD BE INVOLVED?
• EPC providers• Large property owners, associations of owners, etc• Local or regional authorities• Energy agencies• Finance providers• Industry
• SOME OF TODAY’S CHALLENGES:• Funding
• Lack of understanding of EPCs
• Poor development of long-term strategy in energy refurbishment
Priority No. 1EPC as a driver for
step-by-step renovations
24 January 2012, 11:15 – 12:30
8
• AIM: accelerate the rate of refurbishment of existing buildings into Nearly Zero Energy Buildings
• APPROACH:• support to public sector on achieving 3% renovation rate• support to private sector on increasing renovation rate• actions aiming to resolve the owner-tenant dilemma• bringing together industry elements to provide packaged
solutions • promotion of front-runners
NZEB: transforming thebuilding stock Priority
No. 2
24 January 2012, 11:15 – 12:30

NZEB: transforming thebuilding stock Priority
No. 2
• WHO SHOULD BE INVOLVED?• Municipalities and regional authorities• Housing organisations• Home owner or consumer associations• Developers• Finance providers• Industry
• SOME OF TODAY’S CHALLENGES:• Front runner nearly zero-energy buildings exist, but the
market lacks practical experience and familiarity• Consumer confidence and understanding needs to be
improved• The wrong approach can lock future savings• Funding
24 January 2012, 11:15 – 12:30
10
Quality and compliance in construction Priority
No. 3
• AIM: increase quality in construction and compliance with building codes
• APPROACH:• Assessment of level of compliance with building codes• Assessment of performance of buildings as designed
and as built• Quality of EPCs• Quality of certification schemes• Evaluation of the effects on the real estate market
24 January 2012, 11:15 – 12:30
11
Quality and compliance in construction Priority
No. 3
• WHO SHOULD BE INVOLVED?• National, regional and local administrations, building
institutes,...• Financial institutions• Non-governmental organisations• Associations, etc.
• SOME OF TODAY’S CHALLENGES:• Difficulties on obtaining information• Establishing what should be looked at• Responsibilities in performance• Penalties / enforcement
24 January 2012, 11:15 – 12:30
12
Making a difference withyour project• Have vision, but meet market needs• Focus• Engage the right actors• Create change, have an impact...• Measure and evaluate your impact
• Set targets and measure the change with performance indicators, including IEE common performance indicators
• Your proposal should not simply identify the way forward: it should pave the way for a revolution towards Nearly Zero Energy Buildings
e.g. 200 home-owners and 50 companies start a step-by-step renovation process following the recommendations of the EPCs and with the support of key actors
e.g. 50 local authorities commit to double the renovation rate of their buildings towards NZEB standard, and already launch several refurbishments during the duration of the project.
An absolute priority !
24 January 2012, 11:15 – 12:30
13
• Latest market studies• New concepts being used in daily practice• Products and services from the energy efficiency and
renewable energy industry• Flourishing markets in some countries• Nationally supported pilot projects• Previous and ongoing Intelligent Energy – Europe
projects http://ec.europa.eu/energy/intelligent/• Other EU Programmes, such as INTERREG and
CONCERTO• BUILD UP – the European portal for energy solutions in
buildings www.buildup.eu
Existing resources
24 January 2012, 11:15 – 12:30

Building Workforce Training and Qualification Initiative
• BUILD UP Skills• Continuing education: skills and training on energy
efficiency and renewables in buildings for craftsmen, and other on-site workers
• Pillar 1 (09/02/2012): National qualification platforms and roadmaps: analysis of skill needs and gaps and development of a roadmap up to 2020
• Country specific – One proposal funded per country• Only open for the following countries: CZ, FR, FL, GR,
HR, IS, LU, LT, MK, MT, SK.
• Pillar 2 (30/04/2013): Qualification schemes. Support to set-up or upgrade of large-scale training schemes. Proposals to be based on established national roadmaps This is a separate initiative !!
