Postage Statement Finalization At postage statement finalization, information will be sent to Surface
Visibility (SV) so there will be notification indicating payment.
Support for both FIN and FPP status
No change to existing postage statement reversal activities
Container level electronic documentation is sent to SASP for post-induction processing

Appointment Close Out Appointment close out at the dock will continue similar to today:
– Trailer arrives, arrival noted at either yard or dock– Clerk selects an appointment– Perform scan associations at appointment during unload– Close out on the SV device
The mailer must be present during the unloading and scanning process.
USPS checks if mailers are entering mail at the appropriate facility at the point of actual induction when possible
Issue: Notification of non-SV devices

Arriving at the Dock
The appointment arrives on the dock.
Dock clerk searches by appointment number or container ID in the SV scanner, and dock arrival is recorded in the SV scanner.
Dock clerk will also inspect for truck and shipment integrity conditions and reports unsafe truck conditions and/or mail shipment irregularities.
– Accept – Nothing is wrong with the truck.
– Accept With Conditions – The truck has unsafe conditions but it doesn’t affect USPS ability to unload mail off that truck.
– Reject – The truck has unsafe conditions that affect USPS ability to unload mail off the truck.
– Pending Resolution – The truck has problems that need a resolution action from a USPS supervisor or transporter to resolve the problem and continue the next step of unloading mail off a truck.

Scanning
After confirming the arrival, the actual date and time of arrival are recorded and the shipment status is changed to “Arrived.”
Once a container is confirmed and has passed the truck inspection, it is unloaded and scanned with the SV scanner.
The scans will differ depending on whether the mailer chose the “Content Creation” option in FAST.

Container Scans without Content Association
Container data is recorded and irregularities needing to be resolved will be stored in the scanner and sent to SASP, such as:
– Wrong facility– Appointment irregularities– Number of containers
Issues:– If no content is associated to an appointment, greater limitations for on –dock verifications– How will USPS identify mis-scheduled or wrong facility?– If there is no content linkage, how will USPS identify who the container belongs to or who paid?

Container Scans with Content Association (Optional) This is first done through content creation in FAST as an option for mailers.
– If appointment linkage is made, all containers listed under that appointment will be shown during scan.
If SV has received content to associate with an appointment, clerks and mailers can identify on the dock:– Mis-shipped containers– Mis-scheduled– Extra or missing containers.– May not have to resolve issues on dock immediately.
Issues:– If mailers choose content creation, should there be an option to handle a mis-shipped container on the dock? If so, what would the options be?

Unloading
Unload button on the SV scanner is enabled after confirming arrival, actual date and time of arrival, and status is changed to “Arrived.”
Unload start button records the time appointment started unloading.
Scans are unloaded.
At the conclusion of unloading, unload end time is recorded.

Scenario 1: Extra Container
The containers are scanned under an appointment and an extra is found
If mailers selected Content Creation Option:– SV scanner may be able to display what appointment the container is actually
associated to, and the mailer can take it back.
If mailers did not select Content Creation Option:– Clerk will record this, and the issue will be solved on the back end.

Scenario 2: Container Inducted at Wrong Location
The container is scanned and the location does not match listed.
If mailers selected Content Creation Option:– Mailer will be notified and may have the option to take the container to the correct
facility, or choose to continue with induction and resolve on the back end.
If mailers did not select Content Creation Option– There will be no notification, and the issue will be resolved on the back end.

Scenario 3: Container Not Paid For
The container is scanned and no payment is found.
If mailers selected Content Creation Option:– SV scanner may display pop up warning message and mailers will be notified. Issue
will most likely be resolved on the back end.
If mailers did not select Content Creation Option– There will be no notification, and the issue will be resolved on the back end.

Issues:– How much container information can the SV handheld receive and hold?– Will there be an override option on the SV device during scanning?– What should USPS do about non-SV sites?– In FAST today, mailers have to state how many pallets there are – should USPS display this on SV?– How will USPS validate uniqueness? Ex: If a barcode is reused or being scanned twice?– Will a pop-up display on the SV if the container is not paid for, or should this be resolved on the back end?

Mixed Mailings After the drop shipment has been received, the paper 8125 (if present) must be finalized with the following information before appointment is closed out:
⁻ USPS Receiving Employee Signature
⁻ USPS Receiving Employee Name
⁻ Date/Time of Arrival
⁻ Date/Time of Departure
⁻ Check applicable boxes under the Load Condition Irregularities
eDoc showing payment verification for other containers will be sufficient to close out the appointment.
Issues:- What business process is needed to support the transition period? Can USPS support a mix of paper 8125s and e8125s?- Should the mailer or consolidator be required to separate paper 8125s from e8125s?- During the transition period, how does the dock clerk identify the appointment ID for containers without a paper 8125?
