welcome!President’s State of the Association Address
Season’s Greetings! The year is off to a great success and I would liketo thank all the Board members, committee chairs and associationmembers for their support of this Association. The Annual WesternParty held last month was a tremendous success and again, I would liketo congratulate our Maintenance of the Year winner, Alfonso Apodacafrom The Legends of El Paso! Thank you to the Programs and Awardscommittees for their magnificent performance. These committees are
now looking forward to our Thanksgiving Luncheon which will take place the third week ofNovember and our Christmas Fair in December. Be sure to bookmark the new Associationwebsite for updates to these events!
With hard work from the Board and our Committee chairs, we are well on our way inachieving many of this year’s goals. In addition to the Programs and Awards committee’ssuccesses, the Education committee just completed two fire safety prevention classes. Thisinitiative with the El Paso Fire Department is the first of its kind with its goal to bring firesafety training to our property managers and to the residents in our apartments. TheMembership committee is in the midst of an aggressive drive to identify non-membervendors and show them the benefits of association membership. This is accomplished mucheasier when YOU tell your vendors about the association and that you prefer to do businesswith a member. Our Finance committee has been more active than ever and has almostcompleted an internal review of association finances and has implemented new policies andprocedures for a more structured and efficient association. The Government Relationscommittee continues to be active in our membership with the local Alliance of Associationsand is currently working on defining the goals of PAC fundraising for the State’s upcominglegislative session. The Independent Rental Owners Council continues to attract excellentattendance at its monthly meetings and was the model of the state last month in attracting itsmembers to participate in TAA’s first ever IRO webinar. Community Service is awaiting thefinal steps in the formation of our newly certified 501c3 charitable non-profit Under OneRoof, and once completed, this organization will be able to function with a lot moreresources and will become the pride of the Community Service committee. Finally, theAffordable Housing Committee has been very active and last month, in coordination withTAA, hosted a successful and well attended Housing Tax Credit compliance seminar at theWindham Hotel.
As you can see we have been very busy. But there is still a lot more work to do, and I askthat you continue to be involved and promote your Association. If you are doing businesswith a vendor who is not a member, please explain the benefits of membership. Andremember to support those who ALREADY ARE members. These are the companies whosponsor our events, help to bring in speakers, provide the door prizes for your communitygatherings and participate on our committees with great ideas.
If you are not on a committee, check out your options. The satisfaction that comes frombeing involved is priceless. Then…RECRUIT a new member. El Paso ApartmentAssociation aims to win the award for highest recruitment in our population bracket thisyear. Your help is needed.
Congratulations to our association Treasurer, Demetrio Jimenez, who was selected toattend the Texas Apartment Association Leadership Lyceum. Demetrio was one of about 12members in the state to receive this scholarship, and he is the second El Paso recipient in thelast two years. Congratulations Demetrio!May you all have a happy and safe holiday season!

TEXAS APARTMENT ASSOCIATION
taa's legislative roleFor nearly 50 years, the Texas Apartment
Association has represented the views ofrental housing owners, builders, developersand managers.
TAA is the only organization representingall aspects of the rental housing industry witha full-time presence at the state capitol andbefore 18 state regulatory agencies.
We have more than 10,500 members andrepresent more than 1.75 million unitsthroughout the state.
TAA advocates legislation designed toaddress the pressing problems and concernsof rental housing owners and professionals.
TAA has been a key proponent oflegislation to increase security measures forresidents of rental housing. We've supportedlegislation that has set the standard forsecurity devices required in residential rentalhousing, as well as fencing requirements forpool yards. TAA has also been instrumentalin supporting the passage of meaningful tortreform in the state of Texas.
TAA works closely with the NationalApartment Association/National MultihousingCouncil Joint Legislative Office on federalissues affecting the multifamily rentalhousing industry, such as fair housing andenvironmental regulations.
The TAA staff advises local associationson city and county ordinances and otherissues.
Through grassroots activities and one ofthe largest trade association Political ActionCommittees in the state, TAA supportscandidates for the Texas Legislature andstatewide office who will be receptive toindustry positions.
TAA members play a crucial role in oursuccess. Personal contact between ourmembers and legislators who pass laws isthe most important tool TAA has to bringabout positive change for the rental housingindustry.

Are you taking advantage of all that it has to offer?
Vendors: Now that you have joined, are you
participating on a committee? There are many from
which to choose; you will serve with the very managers,
maintenance, or leasing people with whom you are
attempting to do business; you are on a face-to-face,
first-name basis, AND the committees can be very
beneficial to your business.
Apartment personnel: Are you enrolled in EFT? What
is that, you ask? Education Fast Track, a program
designed to provide EXTRA educational venues to your
staff. Various topics encompassing educational tips and
material for your managers, your leasing staff and your
maintenance staff are presented in just one to two hour
increments.
Need marketing tips? EFT has several programs
throughout the year focusing on marketing, the tools you
need, unique ideas, and you don’t have to travel to
Dallas, Phoenix or Albuquerque for a seminar. The
instructors present here in our classroom.
Want to know how to do a quality but cost-efficient
make ready? Send your maintenance personnel to a
class. Local, qualified vendors and national speakers will
present time and money saving tips.
Need to know how to handle the variety of
personalities of your staff to ensure a smooth-running
operation? Look for a class to be held during the year.
Owners: Are you utilizing the most up-to-date leases
in the country? Are you taking advantage of addendums
such as those for bedbugs? You can really SAVE yourself
TIME and MONEY by protecting yourself against
liability just in this one area and there are many more.
Vendors: Are you advertising in the newsletter…or on
the website…or in the directory? Check it out. Those
who are not members cannot advertise no matter how
much they offer to pay. Are you sponsoring an event?
WOW – Sponsorship is a GREAT way to bring attention
to your products or services and is REALLY appreciated
by our membership. You are the reason we are able to
have the many functions that we do. Have you had a
booth at our annual Trade Fair? The expense is less than
some of you will pay to wine and dine a client…and it
provides you the opportunity to show your products
and/or services to owners, management, maintenance
and leasing personnel.
Apartment Personnel: Are you attending the social
functions offered through sponsorship of our vendors?
Are you nominating your team members for recognition
for the fantastic job they do for you? The Annual Western
Party is loads of fun, and recognizes our Outstanding
Maintenance Technician of the Year; the Christmas Fair
is a “family-affair” offering games, food, prizes, and just
plain good ol’ fun for “kids” of all ages – and is open to
all your employees and the employees of our vendors.
What fun and it is run to benefit the children of the Lee
and Beulah Moor Children’s Home!!; there are FREE
luncheons for you paid by our very generous vendors;
there are “happy hours” several times during the year;
and there is a gala (time to dress up and feel super-
special) in the spring when we recognize top performers
in our industry. These are just a just a few of the things
happening all year long – make sure you become a
player.
Owners: Are you participating in the Independent
Rental Owners’ Council. If you are not, you are missing
out on sharing your ideas, frustrations, networking and
very, very valuable information provided to you at NO
CHARGE. The council meets once a month with a free
breakfast. Some of the topics which have been offered
in the past, with many of them being requested again,
are:
Tips for fighting an appraisal that you consider too
high; Addendums – what is available and how to use
them; Insurance – how to get the best rates and the best
way to file a claim when it is necessary; Interviews with
candidates for office and; How to deal with evictions.
These and many more programs are brought to you
solely to help you run the most efficient and profitable
business that you can.
FOR ALL: There are legislative issues ALWAYS
being introduced at a local and at a state level. Your
Association stays on top of these issues and fights
AGAINST those which negatively affect our members
and fights FOR those which benefit our members. You
have no idea how many ordinances and/or laws have
been avoided due to the vigilance of the members of our
local Government Affairs Committee and the Texas
Apartment Association’s Better Government Committee
– both which benefit YOU.
Don’t squander your membership!! Take advantage
of everything you can! Then – spread the word to others
who are not “in the know”. Please help us make all aware
of the many benefits of membership. Call us to get
involved. WE NEED YOU. WE NEED YOUR IDEAS.

PROGRAMS COMMITTEE
The Programs committee is known as the Fun
Committee and this is the reason why:
This summer we had a Night of Baseball with
good success, we sold over a 170 tickets, and all who
attended had a great time. Labor Day weekend we
had a tailgate party for the Miners football game,
attendance was not as good as what we had hoped
for, but it being a holiday weekend it was
understandable.
We hope you all had a great time at the Western
Party, September 22, at Cattlemen's.
On Wednesday, November 14, we will have our
Thanksgiving Luncheon at Lancer's Hall. Make sure
you make your reservation as soon as it’s announced
Our last event for the year is our Christmas Fair
December 8th. Every year our great EPAA volunteers
hold this event for the children at The Lee & Beulah
Moor Children’s Home. “The Lee & Beulah Moor
Children’s Home supports children and families who
are experiencing difficulty in their lives—for
whatever reason—by providing a nurturing, positive
environment and teaching self-respect, respect for
others, and the importance of taking responsibility
for one’s own decisions and actions. (LBM-
WEBSITE)” This is your Association and we want
our members and their families to attend this one and
show support for these kids. We hope to see each and
every one of you there.
GOVERNMENT AFFAIRS COMMITTEE
Campaign Contributions. When I was your age (and even older) I would not contribute to
political campaigns. I thought such donations were a dirty, sleazy business, somewhat like buying
votes or favors. But I slowly came to understand that political campaigns cost a lot of money,
whether you win or just come close. One of the most powerful things we can do for our
representative democracy is to enable persons of lesser means, not just the rich, to run for public
office without later declaring bankruptcy.
Access. Another thing: politicians seldom know all of the facts on every issue, especially our
issues; they often know only one side. Someone must talk to them, educate them and hopefully
convince them. Our campaign contribution does not invite, beg or guarantee their favorable vote
on our issues. We would love every legislator to agree with us on every one of our issues, but that
seldom happens, if ever. Instead, we are seeking continued access, an open door, an open mind,
and an open discussion, rather than a commitment to vote a certain way.
We are currently meeting with the members of our state delegation and presenting them with
campaign checks from TAA for the 2012 election year. We have already met with representatives
Mary Gonzalez Dist. 75, Marisa Marquez, Dist. 77, Dee Margo, Dist. 78, and Joe Pickett, Dist.
79, and have two left, Representative Naomi Gonzalez, Dist. 76, and Senator Jose Rodriguez,
Senate District 29, whom we will have met by the time you read this.
In late March we joined David Mintz, TAA, to deliver a check to Rep. Marisa Marquez, District
77. You might remember that Rep. Marquez was embroiled in a democratic primary race in
District 77 against young Aaron Barraza when the last edition of the newsletter was published in
April. She won that race in May. She is unopposed in the General Election. In July, we met with
Mary Gonzalez, who won the May democratic primary in District 75 (Chente Quintanilla’s old
seat). Ms. Gonzalez is unopposed in the November election. In fact, he only remaining state race
to be decided in the November General Election is in District 78 between Dee Margo (R) and Joe
Moody (D). They have run against each other three times: Joe Moody won in 2008; Dee Margo
won in 2010. Whoever wins this time may keep the seat for a while.
Wouldn’t it be nice to have a few more contested races? Wouldn’t it be nice if more of our
members donated to the political action committee (PAC)?
