Spokeswoman Eric Jover an-nounced yesterday that, af-ter several meetings of the advisory committee in re-

cent months, the minimum sale price of the tobacco carton will be at 24.95 euros. The minister argued that the consumer’s prices could of-ten be altered by «trade practices that were increasingly breaking the margins.» Jover declared that the Executive had detected «prices be-low 20 euros», which is why he said that with this new measure the pri-

ces will be increased «approximately in five euros».

In this sense, Jover detailed that more than 1,700 references of tobac-co prices have been collected and, ba-sed on this sample, an average spre-ad of close to 30% could be fixed com-pared to the sale price of the same Typology of products in the Spanish market. Also, the Executive spokes-man said that this new rate «is a clear commitment to responsible trade» and claimed «the fight against smug-gling» of the Government.

In relation to the demand of the recently established Union of Tra-ders of Tobacco of Andorra (UTCA) to

establish a minimum profit margin of 20%, Jover replied that this is «an element of negotiation that must ha-ve the sector itself of tobacco betwe-en manufacturers and traders ». For this reason, the minister considered that the Government should be kept apart from this issue.

«The minimum price edict gives comfort to the commercial sector be-cause it will also prevent a commer-cial struggle associated with whoe-ver is cheaper,» added Jover.

UTCA PETITIONS / During the meeting held this week, tobacco traders al-so put on the table the possibility of

extending the import of products. «Manufacturers have always en-joyed protection and a privileged market situation because they have formed a very important part of the economic fabric of the country, and it does not seem bad. But we want to have more facilities to import the products to which Andorran manu-facturers can not respond and thus enlarge the range of our customers’ purchases, «said UTCA Chairman Raül Calvo.

Installing radiation therapy in the Principality would requi-re an initial investment of five million euros. This is the figure

that emerges from the advisory stu-dies that the Government entrus-ted to the Catalan Institute of Onco-logy (ICO), and which was announ-ced yesterday in a written response to the Bulletin of the General Coun-cil, a question presented by the PS. In this same work, it is also stipula-ted that the initial investment of 5 million should be added one milli-on euros per year that would cor-respond to the operating expenses.

In the advisory study, it is also specified that the estimated cost of investing in the works to ena-ble a future unit of radiotherapy, which would include the bunker, the adaptations to the room and the furniture, would be two milli-on euros , which would be planned within the initial five million. The expense made by the Government and the SAAS so far for this project, which was announced by the for-mer chief executive of Toni Martí at the end of the last parliamentary term, is 46,336 euros and basica-lly includes advisory and the ide-as contests.

used would allow the treatment of most cases, except for the more complex treatments such as intra-cranial radio-surgery, stereo-lymp-hatic radiation of the lungs, liver, brachytherapy treatments and in-traoperative radiotherapy.

LA UNCERTAINTY OF THE PROJECT / In the writing, the Executive conti-nues without specifying if finally the radiation therapy system will be installed in the Principality, alt-hough this option has been losing strength in the last weeks follo-wing the declarations of the Minis-ter of Salud, Joan Martínez Bena-zet, who already explained that he probably could not move forward due to the application of new pio-neering techniques in Barcelona and the reduction of the terms of the treatments, which would me-an that the system in Andorra was out of phase time «It is necessary to reflect on the trends and the la-test evolution of treatments and techniques and analyze the need to guarantee maximum quality and safety for the patient in a techni-que as demanding as radiation», states the Executive in his respon-se, which furthermore assures that the economic cost will not suppose any reef when it comes to making a definitive decision.

Following the question presen-

ted by General Counsel Rosa Gili, the Government also argues, ba-sed on studies, that the cost of tre-atment per patient would be «hig-her than usual» due to the lack of critical mass in the Principality, as it would be necessary There were between 300 and 400 patients to be

This figure repre-sents 40% of the 103 students who have completed the studies of this degree in the last five ye-ars, according to a written res-ponse published by the Govern-ment following a question from the Social Democrat general co-unsel Roger Padreny. Of the to-tal of graduates of the last five years, 26 currently work as nur-ses or nurses in the SAAS whi-le 16 doctors in other medical centers. The Government says that it has not received any com-plaints from graduates to prove their bachelor of Nursing abro-ad.

The State Agency for the Re-solution of Banking Organi-zations (AREB) paid 15 milli-on euros to the company Price Waterhouse Coopers (PwC) for different services provided as a result of the BPA case, such as the client review process of the entity , which began on March 16, 2015, five days after the bank took part. The consulting firm was also asked to prepare a due diligence of BPA valuation and its update, as well as advice on regulation.

Spokesman Eric Jover explai-ned at the press conference af-ter the Cabinet that the tasks en-trusted to 2015 were «very rele-vant» in order to make the whole process of banking intervention «to be on the right track». The Executive spokesman affirmed that the tasks that were carried out had an impact «beyond BPA» and that the verification of the accounts and their transfer to Vall Banc were a «capital» task because the converted banking entity could operate with gua-rantees.

Jover a f f i rmed that the amount of about 15 million is «important», but that it had to be used for «bad practices» that were being done from BPA. In addition, the minisitro spokes-man said that they had to be im-plemented to «prevent the rest of the financial position from being contaminated and becau-se the people who trusted BPA could see the assets transferred with a margin of confidence to the financial entities that recei-ved these accounts ».

The figure of 15 million do-es not include the possible hires that BPA could have made since, according to the written respon-se of the Government, at the re-quest of the PS, data can not be provided given that it is a priva-te entity. «BPA is a private entity and in this sense it is not obli-gated to provide this informati-on», concluded the spokesman and responsible for the portfo-lio of Finances.H

cost-efficient. There are currently a hundred.

It has also been ruled out increa-sing the number with patients that could come from the Catalan regi-ons of the Pyrenees because on the one hand it would not be enough to have enough critical mass - it es-timates that some 25 people could benefit from it, and because « Cata-lonia already has a superimplanta-tion of radiation therapy devices ». Therefore, according to the Govern-ment’s conclusion, «hardly» could be reached with the Generalitat.

The Government claims that ta-king a decision on the oncological care model in the Principality has a «high complexity» and that it will focus on the «best» and «more lea-ding services» to facilitate «the hig-hest quality of life and ensure the best results ». Awaiting the final de-cision, they say they will launch an «excellent» accompaniment servi-ce for patients who have to move to neighboring countries, as well as collaboration agreements to access the treatments and the most advan-ced techniques. The Minister of Fi-nance and Government Spokesper-son, Eric Jover, also shunned yester-day at the time of giving a concrete answer, but said that «we must find a point of rationality to ensure not only that today we give our patients the best , but also tomorrow» H

EDUCATION

The Minister of Education and Higher Education, Ester Vi-larrubla, once again insis-ted on the willingness to re-

duce to 15% the teachers and possi-ble teachers of the Andorran system. But getting it «is more complicated than it seems», since there is not the same number of teachers in all sub-jects, and therefore the percentage of eventualities also varies. «So far, there are only two professors of phi-losophy, so if one of them is eventu-al, it will be impossible to reach 15% marked and the percentage of even-tual professors of philosophy will always be 50%, much higher than, for example, that of mathematics », exemplified the minister.

However, «if we make the global calculation», the Executive «is not far from» to meet the challenge of 15%, since «we would be talking» about 60 or 70 places, «perfectly ac-ceptable» throughout the next ye-ars. In this sense, Vilarrubla recalled that in the last legislature 70 jobs we-re consolidated in three years, sin-ce the latter was virtually electoral campaign as a whole.

However, the head of the educa-tion portfolio recalled that «always» there should be possible places to ha-ve «room for maneuver» depending on the demographics of the country, the closure of classrooms or the changes of educational programs.

33 The director of RTVA, Xavier Mujal, during the legislative commission yesterday.

The opposition claims to have more presence on public television

The PS and third party consider that RTVA is not sufficiently «impartial». Some of its directors explained it yesterday, taking advantage of the appearance of the general director of RTVA, Xavier Mujal, before the le-gislative commission of Economy. The first to speak was the Social De-mocrat, Joaquim Miró, who was in-terested in «who controls the mi-nute.» Mujal made it clear from the first moment that there is no minu-te and that the only filter and crite-rion applied is «journalism».

Carine Montaner also joined the critics. «They do a great job, but everything can be improved,» he said, claiming «more impartiality» because «it can not be that the ques-

tions put by a group in the General Council come from those of another not.» Also the president of the parlia-mentary group of the PS, Pere López, and his colleague, Jordi Font, said theirs. «Perhaps some internal pro-cedures need to be reviewed,» they explained, proposing the introduc-tion of «corrective mechanisms» to balance the presence of some par-ties and others, since they unders-tand that who governs, either nati-onally or commonly, has more mi-nutes on the screen and on radio waves.

Mujal stood firm in his positi-on, noting that «we are impartial» and remembering that there is no law that obliges him to give the sa-me voice to all the training. Thus, he put as an example the past election campaign, when one of the candida-tes, Eusebi Nomen, brought RTVA to justice because they had refused an interview, but the TS gave the rea-son to the public media. «Television

is not about giving a service to the politician, it is about serving the citi-zens,» he insisted, insisting that the correcting element is «the relevan-ce.» However, he admitted that «we do not always do things right. I noti-ce and we will review how we do it ».

DIGITALIZATION / On the other hand, the director of RTVA explained that the organization has «serious pro-blems» in order to be able to carry out the digitalisation of the entire archive. There are 48,000 recorded hours that are pending to go digital and document them, so an extraor-dinary budget line would be neces-sary to accelerate the process. A re-quest that was welcomed by all the groups that committed themselves to give him exit in the next budget. Mujal also reviewed audience data on television, making sure it is the sixth most viewed in the time frame that corresponds to the broadcast of the news. H

Among the various questions raised by the opposition, the PS councilor, Sussana Vela, asked the minister to know the calendar of application of the new regulations of the Law of the Education Body. Vela made special reference to two texts that should have been implemented a few mont-hs ago and have not yet been appro-ved. Vilarrubla, however, pointed

out that it is about two «very techni-cal and procedural» regulations that previously wanted to let the SEP see and with the changes that the uni-on has suffered, the official approval has been delayed.

2019-2020 COURSE / On the other hand, Vilarrubla announced that there are 10,919 students enrolled in the 2019-2020 course, which represents 0.7% less than the previous period. The Andorran educational system is the one that most students bring to-gether with 4,506 people, followed by French with 3,541 and Spanish with 2,807. All three systems have suffered a slight decline compared to last year. On the contrary, the An-glo-Saxon model that was opened a couple of years ago has passed from 34 students to the current 53.

larships in Compulsory Education, the Minister explained that during the 2018-2019 period, 1,786 were re-quested, of which 1,579 were awar-ded, while 447 were asked for in Hig-her Education. 278 were approved. In each branch, the amount was mo-re than 1.3 million euros and in both cases the number of grants awarded was lower than in the previous year.

FIGHT AGAINST HARASSMENT / In the sa-me commission, all parties in the parliamentary arch showed the-ir concern about bullying. The Mi-nister of Education announced that the second three-year plan will be launched against bullying, based on prevention and activation. Thus, both teachers and students will rece-ive training actions and awareness and awareness campaigns. H

An exhibi-t ion This could sum-m a r i z e

what was experienced yesterday in the Sports Center in Andorra. A good basketball show by a consoli-dated team where there was not a single leader but all the players we-re the authors of an overwhelming victory in Europe. The victim: Ralti-opharm Ulm, a team that came in with a lot of strength and intensity to the game but who, after the first minutes, dissolved until disappea-ring. And, as Paco Vázquez explai-ned, they want the Sports Center to be a fort and, after achieving 3 of 3 wins, they have attained this mo-ment.

The visiting team was in charge of opening the marker and took a short distance with two triples. In fact, those of Ibon Navarro were knowledgeable of the Ulm’s abili-ties to score from 6.75 meters. After two frustrated attempts, Massenat started the tricolor marker and set 2-6, but Dragic managed to penetra-te and extend the distance. Fortu-nately, David Walker appeared and scored two consecutive triples to set the 8-10. They continued to add th-ree in three and Diagne swept a ball just before Ibon Navarro requested dead time. In the recess, Senglin sco-red a triple, Tyson Pérez added two points and Todorovic and Llovet we-re impregnated with this energy in order to cut distances and thus set 21-22 before the end of the first quarter.

Then Nacho Llovet, who after not making any points in the ga-me against Barca wanted to show what he was capable of, advanced the Principality for the first time in the scoreboard. A 2 + 1 and a shot of two of Catalan set the 26-22. Mo-raBanc was much more in defense and showed a different facet of the first quarter that allowed them to enjoy a 7-point lead with the first four minutes of the second half.

33 Diagne takes a break at the Sports Center, yesterday.

And they followed in a rush becau-se a triple of Colom and a slump of Moussa Diagne increased the diffe-rence to 12 points with the 36-24 to the electronic. The game was played from the line of three and Hannah, Colom and Sy wanted rivals to tas-te their own medicine. 47-33. Du-ring the first minutes of the game no one would have said that the Principality would be able to turn the trout so quickly, but they went to rest with a 51-37. They were very superior in attack and had woken up in the defense. The atmosphere of the Sports Center smelled of vic-tory, but in the basketball one ne-ver knows.

The second part of the duel star-ted and the Germans tried to prove they were still in the match. A triple by Todorovic reminded them that the Polideportivo is the fort of Mo-raBanc and that they are here who set the rules. The Tricolor were fast in the defensive rebound and Tyson Pérez, who increasingly felt com-fortable, was also inspired and ad-ded four points in a row. The party added Todorovic, who won the nic-kname of a triple man yesterday, and scored twice from the 6.75 li-ne. 70-44. 16 points of difference that would not stop increasing with the baskets of Llovet, Massenat and Hannah that set the 76-52 and a dif-ference of 24 points.

The scoreboard began to disco-unt the last 10 minutes of the match and the question was how far they could extend the distance of the vic-tory. MoraBanc was confident and left a bit of margin for the Germans, who wanted to keep fighting and signed a 0-5 run. But Jelinek quickly matched him with two triples in a short time. Those from Jaka Lakovic recovered their success from the li-ne of three when there was nothing left to do. And Walker scored anot-her triple to finish demoralizing them, adding Diagne to set 97-75. Although the last points were in the hands of the Germans, the first vic-tory in Europe was overwhelming: 97-78. H

The MoraBanc made a few quick minutes but responded quickly with aggressiveness and energy
