Kennedy Boulevard Philadelphia, PA 19102 Re: Civic Design Review for 201 W Johnson Street (Application # ZP-2020-001573) Dear Mr. Kulp, Pursuant to Section 14-304(5) of the Philadelphia Zoning Code, the Civic Design Review (CDR) Committee of the City Planning Commission completed the required review of a proposed residential development at 201 W Johnson Street. The project consists of 5-story multi-family residential building totaling 155,287 square feet. This proposal introduces 165 new dwelling units and is situated to the rear of a large parcel, with two existing residential multi-family buildings, that fronts on W Johnson and Cherokee Streets. Between the two existing buildings and the new proposed building, there are 171 parking spaces proposed. The project has several variances and refusals including: Multi-family use is prohibited in RSA-1 Multiple buildings on a lot prohibited in RSA-1 Parking – 178 required, 171 proposed (originally 99 proposed) Front setback – 25 feet required, 6.5 feet proposed Height – 38 feet allowed, 65 feet proposed Signage variances At its meeting of September 14, 2021, the Civic Design Review Committee completed the CDR process and offered the following comments: RCO Comments: West Mount Airy Neighbors (WMAN) An RCO representative was unable to stay the entirety of the meeting but made the following comments. “West Mt. Councilmember Bass Comments (Council District 8) A representative from Councilmember Bass’s office attended the meeting and noted their support of WMAN, requesting the project be heard again after the development team and RCO meet in earl October.

CDR Committee Comments The CDR Committee noted both the RCO’s and Council Office’s request, but concluded the project based on the following comments.

The Committee and PCPC staff noted that this project will have several reviews as it is also under the purview of the Philadelphia Historical Commission (PHC). PHC will review this project at the building permit stage. The Committee acknowledged that the previous phases at this location were extremely well done rehabilitations of buildings over the last five to seven years and appreciated that work.

The Committee had some critiques, which align with staff comments, including a request to reconsider the surface parking in front of the building. The Committee encouraged the applicant to consider communal space in front of the building rather than surface parking and wondered if this space could become a shared and welcoming space for residents of all three buildings as it is located in the center of the campus.

The Committee applauded the tucked under parking but requested that more of the surface parking be located underground if possible.

The Committee commented positively about the proposed location of the new building, noting that setting the building back allowed for the existing open space that fronts on W Johnson Street to remain, keeping viewsheds open to the historic buildings, and preserving the streetscape.

One Committee member and the PCPC staff encouraged a more thorough review of the planting plan for the site. The Committee recommended more native plants and refining the use and design of the green space. The applicant was encouraged to hire a landscape architect to review the overall open space design, to consider the space as a park with a mixture of passive, active, and circulation areas.

The Committee noted that this project is “burdened” by two wonderful historic buildings, and recommended that the applicant use materials, specifically brick, that match the existing brick color of the Nugent Building, this would complement the existing buildings and help the new building blend into the background. The applicant was also applauded for not designing a “flashy” modern building, which may have overshadowed the two existing buildings.

Finally, circulation patterns were noted by both staff and the Committee. The applicant was encouraged to design more direct access routes to the new building and a stronger welcoming sequence.

Kennedy Boulevard Philadelphia, PA 19102 Re: Civic Design Review for 310-30 W Girard Ave (Application # ZP-2021-003332) Dear Mr. Issac, Pursuant to Section 14-304(5) of the Philadelphia Zoning Code, the Civic Design Review (CDR) Committee of the City Planning Commission completed the required review of a mixed use development at 310-30 W Girard Avenue. The proposal is for a mixed-use building totaling 159,515 total sf of gross floor area consisting of 198 residential units, 9,000 sf retail space, 60 automobile spaces, and 70 bicycle spaces. The site is zoned ICMX. This proposal requires three zoning variances:

• Use: Multi-family household living is prohibited in ICMX • Height: 60 ft allowed, 75 ft proposed • FAR: 500% allowed, 523% proposed

At its meeting of September 14, 2021, the Civic Design Review Committee completed the CDR process and offered the following comments: RCO Comments: Northern Liberties Neighborhood Association The RCO representative stated that the development team and RCO have met multiple times and noted the willingness of the development team to make design changes. Specifically, the changes to parking layout so that parking ingress is on 3rd Street and egress is onto Oriana Street. The representative lamented that there is no affordable housing proposed. In addition the RCO representative offered the following design concerns:

• The RCO requests that no building elements encroach above the 3rd Street ROW (encroachments on Girard Avenue are acceptable)

• The RCO also requests more pedestrian scale renderings that depict the built environment of walking by the building

CDR Committee Comments The CDR Committee offered the following comments, which include Planning Commission staff observations adopted by the CDR Committee. Both Commission staff and CDR Committee members had concerns with the design of the courtyard including concern for plantings under the building above and questions about public access and use by commercial tenants. A member of CDR Committee requested that the applicant plant larger shade trees along Girard Avenue as there are fewer power lines here than on other streets. Staff and CDR Committee members appreciated the use of terra cotta on the building facades and the curves incorporated on the ground floor storefront windows. It was noted that these will increase pedestrian space at the corners. Lastly, issues of sustainable design were discussed. It was noted that the large, flat roof is a missed opportunity for rooftop solar power generation and PCPC staff encouraged the applicant to meet more sustainable design metrics. (Application No. ZP-2021-002269) Dear Paulose, Pursuant to Section 14-304(5) of the Philadelphia Zoning Code, the Civic Design Review (CDR) Committee of the City Planning Commission completed the required review of a proposed residential development at 417-25 Callowhill Street.

This proposal is to build 213,115 square feet comprised of 219 multi-family units, amenities, and 71 vehicular parking spaces. The site is bound by Callowhill Street to the south, 5th Street to the west and private parcels on the north and east. The site is zoned CMX-3 and falls within the East Callowhill Overlay in the zoning code.

At its meeting of September 14, 2021, the Civic Design Review Committee completed the CDR process and offered the following comments:

1. CDR Committee Comments:

At the meeting, the CDR Committee offered the following comments, which include Planning Commission staff observations adopted by the CDR Committee. The Committee supports changes to the planting palette including the removal of bamboo and asks the applicant to ensure that the plantings are robust. The committee also supports the applicant’s exploration of linked street tree trenches. For ground floor uses, the committee encourages the operator and owner to monitor the use of the amenities and to remain flexible. They ask the applicant to considering other programs and adjustments to the spaces to allow for future active uses. This could include parking reductions to allow for a larger footprint to better accommodate retail and commercial uses. The committee supports recent improvements to 5th Street including the expansion of the sidewalk to 12’-2”, the placement of bicycle U-racks, and the exploration of a bike share station with Indego. The committee encourages further consideration and coordination with the Office of Transportation Infrastructure and Sustainability(oTIS) regarding their plans for a raised bike lane

They encourage the applicant to follow-through on alternate layouts that would allow for the placement of panels.

September 15, 2021 Cheli R. Dahal Department of Licenses and Inspections Municipal Services Building, Concourse 1401 John F. Kennedy Boulevard Philadelphia, PA 19102 Re: Civic Design Review for 1015 S 3rd Street (Application # ZP-2021-002668C) Dear Ms. Dahal, Pursuant to Section 14-304(5) of the Philadelphia Zoning Code, the Civic Design Review (CDR) Committee of the City Planning Commission completed the required review of a proposed residential development at 1015 S 3rd Street. The project proposes a 4-story multi-family residential building that fronts on S 3rd Street. The proposal introduces 67 new dwelling units and is using both a green roof and a low-income housing bonus. The proposal does not include vehicular parking, but does provide 23 bicycle parking spaces. This project is by-right and does not require any zoning variances. The project was first heard at the August 3, 2021 CDR meeting and was asked to return. At its meeting of September 14, 2021, the Civic Design Review Committee completed the CDR process and offered the following comments: RCO Comments: Queen Village Neighborhood Association The RCO noted several concerns at both the June 1 and July 6 meetings, specifically about the emergency egress access of the lower level units. The RCO noted at both meetings they had concerns for the safety of future residents and asked the applicant to confirm with L&I and the City’s Fire Marshall that the building complies with emergency egress requirements.

At both meetings the RCO representatives requested both the ESA-1 and ESA-2 environmental studies be publicly accessible, as there were concerns of environmental contamination on site from previous uses.

Queen Village Neighborhood Association noted that while their community does not have an issue with density, there is great concern with the lack of parking of this new proposal. Many members of the public and RCO spoke about the need for additional parking, and noted that the previous use, a church, had parking and curb cuts. The community asked the development team to explore reusing the existing curb cuts for parking.

QVNA requested a shadow study at both the first and second CDR meetings, but it was not provided. It was noted that this building is taller than many older and shorter buildings to the north of the site. One suggestion was to lower the parapet wall of the

new building so the scale was more in context with the neighborhood. The RCO representative noted concern for the light and air impacts on surrounding neighbors.

Lastly, the RCO representative noted that the two street trees added to the side yard of the property are not sufficient in providing privacy to the existing residents and requested further consideration of additional plant screening options.

CDR Committee Comments The CDR Committee had several comments about this project and recognized the RCO’s concerns.

The CDR chair requested that the development team continue to work with the community to try and address as many community concerns as possible. The Committee remarked that a project of this size and scope should consider ways to incorporate parking and additional privacy for near neighbors. However, at the first meeting one Committee member noted that parking should not be encouraged, as Queen Village is a walkable and transit-friendly neighborhood.

During the first meeting, several committee members noted that the project was well designed, had a well-articulated façade along S 3rd Street and noted the high-quality materials. There were a number of comments for the other elevations though, in particular there was a request to include higher quality materials for both the side and rear elevations. Between the first and second CDR meetings, the applicant replaced the fiber cement panels with metal panels for the side and rear facades. The applicant also added brick to portions of the north elevation adjacent to existing neighbors and at the dead end of Bodine Street to improve the viewshed for those walking by.

At the meeting of August 3, the Committee requested additional consideration for the project’s proposed green spaces which were underwhelming, not functional, and perhaps an afterthought. There was also a request to increase the tree pits on S 3rd Street and plant larger canopy trees. Two trees were added within the interior of the site, but very little was incorporated into the landscape design between the first and second review.

Both the Committee and PCPC staff noted that the trash room location, which conflicts with the lobby entrance, should be relocated. Staff suggested replacing the trash room with the bike storage room. The applicant did not provide an update to these comments.

Kennedy Boulevard Philadelphia, PA 19102 Re: Civic Design Review for 1200 Normandy Place (Application # ZP-2021- 005587) Dear Ms. Gindhart, Pursuant to Section 14-304(5) of the Philadelphia Zoning Code, the Civic Design Review (CDR) Committee of the City Planning Commission completed the required review of a mixed-use proposal at 1200 Normandy Place. The proposal is for two mixed-use buildings totaling 704,356 sf of gross floor area. Together, these buildings contain 611 dwelling units, 42,894 sf of commercial space, 166 vehicle parking spaces contained within a garage, and 230 bicycle parking spaces. The site is located in the Navy Yard and currently contains a chapel, parking lot, accessory building, and grass area. The site is zoned CMX-3. This proposal does not require any zoning variances. At its meeting of September 14, 2021, the Civic Design Review Committee completed the CDR process and offered the following comments: The committee members and staff commended the overall design of the project, the use of high-quality materials, and the commitment to providing commercial amenities for residents. The project provides strong visual and physical connections to existing amenities in the Navy Yard such as the Central Green, Chapel, and Barracks (which is planned for a future hotel). They offered the following comments for further consideration by the applicant:

• The applicant should better define the proposed east-west driveway as both an area for on-street parking and pedestrian movement

• The area around the chapel should be designed as a garden and park space

• The plant palette should be revised to include native plants

• The applicant should revisit the permeable paver design, as flooding will cause the joints to clog with sediment

• Sidewalk walking zones should be at least half the width of the sidewalk itself The Veterans Stadium Neighbors Civic Association RCO offered no comments or opposition to the project. Kennedy Boulevard Philadelphia, PA 19102 Re: Civic Design Review for 6910-16 Ridge Avenue (Application # ZP-2020-004565) Dear Ms. Dahal, Pursuant to Section 14-304(5) of the Philadelphia Zoning Code, the Civic Design Review (CDR) Committee of the City Planning Commission completed the required review of a multi-family proposal for 6910-16 Ridge Avenue. The proposal is for one, 4-story building totaling 70,996 square feet, to be located on a site zoned RM-1 and currently occupied by two twin homes which will be demolished. The proposed building includes 77 dwelling units and 35 parking spaces. This proposal does not require any zoning variances, though bonuses are being sought for the green roof and mixed-income housing. At its meeting of September 14, 2021, the Civic Design Review Committee completed its review process and offered the following comments: The Committee acknowledged the difficulties of the site constraints and was pleased with the updated façade material and color, as well as the additional glazing to disguise the required utility room location. While the added plantings were also appreciated, the team was encouraged to ensure native plants were used. Even with these updates, the Committee encouraged the team to continue to look for ways to activate the streetscape more successfully and to explore architectural detailing to better break up the building massing. Regarding the proposed Ridge Avenue curb cut, the team was asked to look into electronic signalization to minimize conflicts between cars, bicyclists, and visitors to the adjacent grocery store. Kennedy Boulevard Philadelphia, PA 19102 Re: Civic Design Review for 15000 E Roosevelt Blvd (Application # ZP-2021-007697) Dear Mr. lssac, Pursuant to Section 14-304(5) of the Philadelphia Zoning Code, the Civic Design Review (CDR) Committee of the City Planning Commission completed the required review of a storage and warehouse development at 15000 E Roosevelt Boulevard. The proposal is for two buildings totaling 668,908 sf of gross floor area. The currently vacant site is zoned I-1. This proposal does not require any zoning variances. At its meeting of September 14, 2021, the Civic Design Review Committee completed the CDR process and offered the following comments: The committee members and staff commend the applicant for making significant positive changes to this project in response to CDR Committee, RCO, and staff comments made at the June 1, 2021 CDR meeting. Major changes include the relocation of the proposed loading docks and truck parking area to the Roosevelt Boulevard side of each building, a more heavily planted landscape buffer against adjacent residential uses, and the planting of a wooded area and meadow along Roosevelt Boulevard. Additional comments from the CDR Committee and Staff at the September 14th meeting include the following:

• The applicant should continue to engage with an arborist over the next three years (or beyond) to monitor the establishment of the large number of trees proposed for the site.

• The applicant should also create a landscape maintenance plan for the site, which should include methods to control the spread of invasive species.

• The applicant should create more spacing or staggering of the row of evergreen trees in front of Building 1.

Additional comments from the Somerton Civic Association RCO at the September 14th meeting include the following:

• The RCO indicates that they have not been included the CDR process (they are not the coordinating RCO)

• The RCO indicates some adjacent residents were not included in this process
