Regional Screening of NEAP Trainer - Facilitators for the Grade 11 Teacher Training
DATE March 17, 2016
1. This has reference to DepEd NEAP Memorandum dated March 16, 2016 signed by the NEAP Director, John Arnold S. Siena, mandating all regions to conduct a screening of facilitators for the upcoming Grade 11 National Training of Trainers. Refer to enclosed memorandum
2. In view of this, the divisions, thru the SGOD, are to come up with a shortlist of facilitators following the NEAPCO qualification standards and criteria specified in paragraph 2 of the said memorandum. The number of facilitators will be based on the allocation given per division, asfollows:

3. The list together with the documents and the result of the evaluation must be submitted to the regional office HRDD on March 22, 2016. See attached Apolication Form.
4. All applicants must pass through the different phases of th< # Screening process:a. The applicants will be evaluated based on the folic tfing requirements:
i. Applicants must be at least Head Teachers, Principals, Education ProgramSpecialists, Senior Education Program Specialists, Public Schools District Supervisorsand education Program Supervisors;
ii. Have been involved in previous trainings as participants/trainers/facilitators/writersfor the K to 12 Basic education program;
iii. Possess excellent communication ana facilitation skills;iv. Computer/Information and communication Technology proficient;v. Must be physically fit; andvi. Not more than 50 years old
b. Phase I- Paper Screeningi. Applicants submit their application form, documents, Certificate of No Pending
Administrative Case, character Reference and endorsement from the SchoolsDivision Superintendent
ii. Only certificates for trainings attended/facilitated and conducted startinaJanuary 2012 should be submitted.
iii. The region must evaluate the documents.Only the applicants w ho m eet the qualifications enum erated above may proceed
to Phase II and III.

c. Phase II- Session Guide Writing (30%)i. Applicants must be given 2 hours to write a session guide including
presentation materials to be delivered in 20 minutes. The Screening Committee shall assign a topic related to the K to 12 Program. The session guide must reflect adult learning methodologies and sources must be properly acknowledged in the materials.
d. Phase III- Facilitation Skills Demonstration (70%)i. Each applicant must be given 20 minutes to deliver their submitted session
guide.ii. The rubrics for screening will be provided to the egional HRDD.
e. The region is allowed to customize the topics to be delivered in Phases II & III depending on the context expected from the facilitators.
f. The chief of the Human Resource Development Division shall organize and head theRegional Screening Committee.
5. Those in the list are to report to the DepEa Regional Office, NEAP - R Conference Hall. Tiguma, Pagadian City on March 28 - 29, 2016 for the phase II and II screening. Points earned in thedocuments review shall not anymore be deluded in the last 2 phases.
6. The 12 NEAP Facilitators (Team A, B & C) who participated in the pilot run of the SHDP: Advanced Course for School Heads of SHS are automatic members of the region's pool of facilitators. Refer to list attached. They are also to be members of the Regional Screening Committee and are hereby directed to report to the Regional Office on March 28 - 29, 2016 for the phase II & III screening.
7. Lunch and 4 snacks (am & pm) including supplies and materials of the Regional Screening Committee and Applicants during the duration of the activity shall be charged against HRTD/local funds while travel and other allowable expenses of the participants shall be charged against School or Division MOOE/Local funds , subject to the usual accounting andauditing rules and regulations.

1. The National Educators Academy of the Philippines (NEAP) announces the screening - and selection of facilitators, who will be tapped as facilitators in the Training of Grade 11 Teachers. The Regions through the Human Resource Development Division (HRDD) are requested to conduct the screening and selection of facilitators.
