ELECTRICAL (OP) KHURDA ROAD DIVISION
About Electrical (OP):
The Electrical (OP) department of Khurda Road division has shouldered the responsibility of the Operation of electric trains over 2213 electrified TKM. After Energization of PSA-CAP section on 25 KV AC, goods trains on electric traction were for the first time introduced on that section on 10.11.2000. This has ushered electric traction to KUR division and put KUR division in the map of electrified divisions of Indian Railway. Subsequently, the rest of sections of KUR Division were energized with 25 KV AC and since then freight as well as coaching trains started running on regular basis.
Brief History:
The Electrical(OP) has taken over the administrative control of working of running staff Ministerial staff and Non-running staff of Talcher, Paradeep, Cuttack, Bhadrak and Khurda Road have been taken over from Mechanical department w.e.f. 12.01.10, 15.01.10, 15.01.10, 22.01.10 & 29.01.10 respectively. This includes take over of running rooms at Puri, Khurda Road, Bhubaneswar, Cuttack, Bhadrak, Talcher, Paradeep. Trip Inspection Shed at Puri is the only Trip Inspection Shed available in Khurda Road division, which is started since 25th April 2007. On an average 52-55 Nos. of Trip Inspections of Coaching locomotives are being conducted.
RECENT ACHIVEMENTS:
The Bhubaneswar Running room has become the only ISO 9001:2008 Certified Running room in East Coast Railway.
The Bhubaneswar Running room has been kept in the best 5-Running rooms over Indian railways during the year 2010-11.
Solar water heater provided at Running Room, Bhubaneswar for
providing hot water to crews.
As per Railway board’s guidelines, Provision of Submidized meal system
has been implemented in all the Running rooms of Khurda Road division.
Payment of mileage/OT/NDA/NHA etc. of all five CMS based crew lobbies of Khurda Road division i.e. Khurda Road, Bhadrak, Palasa, Paradeep & Talcher is being made through CMS generated reports minimizing clerical error & a step towards saving of manpower. This has been done for the first time in East Coast Railway.
Competency certificate to all Crew of KUR division, working in automatic signaling section has been issued.
Electrical Refresher overdue is maintained to zero.
COMBINED CREW & GUARD BOOKING LOBBY
This department has pioneered to introduce combined Crew and Guard booking at all the crew booking lobbies of Khurda Road division.
CREW MANAGEMENT SYSTEM (CMS):
The Crew & Guard of all the 5-major crew bases of Khurda road division i.e. KUR, PSA, TALCHER, PARADEEP & BHADRAK are being booked through Crew Management System (CMS) Software developed by CRIS. The rest of the Crew lobbies will be except two i.e. KDJR & JKPR.
AUDIO-VISUAL TROUBLE SHOOTING TRAINING In order to enrich the Technical skills of the newly converted crew, this department has developed one Audio-visual Compact Disk covering all aspects on troubleshooting of both Conventional and SIV Locomotives. The crews are being regularly counseled through this CD & this has yielded a positive result till date which focused through the decline rate of electric loco failure on account of crew.
COMPUTERSIED ELECTRIC LOCO CHARTING AT TLC/KUR
Recently, this department has Introduced Computerized Electric Loco Charting by replacing Manual Loco charting, which is helpful in Error free Calculation of Loco Holding, Earned Kilometer, GTKM, Detention etc. This software also provides Loco movement in graphical view replacing the Old and Traditional method of Loco Charting.

ELECTRIC LOCO TRAINING MODEL
One Electric Loco Crew Training Model was designed & commissioned at Khurda Road in a record time of 80 days. This is very useful for improving the trouble shooting knowledge as well as on hand access of training as a part of competency for Crew.
Also similar model has been commissioned at Talcher for effective counseling of Crew.
TRIP INSPECTION SHED, PURI Trip Inspection Shed at Puri is the only Trip Inspection Shed available in Khurda Road division, which is started since 25th April 2007. On an average 52-55 Nos. of Trip Inspections of Coaching locomotives are being conducted.
OUTSTATION ACTIVITY OF ELECTRIC LOCO MOTIVES: For outstation maintenance of Electric locomotive skeleton staffs are posted at Bhubaneswar, Khurda Road and Talcher for rectifying minor troubles of electric locomotives in order to overcome the detention/ failures, which in turn causes punctuality loss of coaching trains. Also, in order to minimize the stalling of enroute trains affecting punctuality of other trains, the Sand filling activity on the Locomotives has been outsourced.
INNOVATIVE MEASURES FOR SYSTEM IMPROVEMENT:
In order to to sensitize and counsel the family members of running staff regarding importance of utilizing rest, a “Running Staff Mela” was conducted for a period of 3 days from 3rd to 5th October, 2012 between 17:00 Hrs to 20.00 Hrs at Kalyan Mandap, Traffic Colony, Khurda Road. In this Mela, running staff families were counseled on SPAD, Stress management and other safety aspects through Nukkad Natak, Power point presentation, stress management, Lectures by Brahmakumaries, distribution of safety pamphlets etc. A total of 167 Nos. of families attended this Mela. This was organized by Electrical (OP) department as per CSO/ECoR/BBS’s D.O. letter No.ECoR/SFY/ Operating policy/57/460 dated 21.08.12.
ACTION PLAN FOR REDUCING SPAD: A special drive for overcoming Signal passing at danger (SPAD), Intensive
night footplate (00.00 – 06.00 hrs) has been started from 05.08.2011.
Intensive Ambush checks & Breathalyzer tests have also been started to arrest the SPAD cases.
In order to check the safety aspect of driving of trains for over-speeding/ under speeding by Loco Pilots, Speedometer data downloading & analysis is being done on a regular basis.
In order to improve the alertness of trains to minimize signal passing at danger, Intensive night footplate inspection by Loco Inspectors, joint footplate inspection by LIs & DTIs, and by officers of Electrical (OP) department has been started.
Instant train speed recorders are procured which are utilized to monitor speed of train at any location. This is very useful in terms of Ambush check, train passing through weigh bridges, Observing cautious driving i.e. CD.
Voice recorders have been provided to Loco Inspectors & Loco Shunters at BBS, PURI where major coaching train service originated & maximum derailment occurred. To avoid this, the Voice recorder is used to record the communication between Panel Dy.SS & TP/ Shunter.
