An Invitation to AttendOn behalf of the Structural Engineering Institute (SEI) of the American Society of Civil Engineers (ASCE), I am honored to invite you to the 2018 Electrical Transmission and Substation (ETS) Structures Conference in downtown Atlanta, Georgia. The theme of this year’s ETS conference is Dedicated to Strengthening our Critical Infrastructure. The conference will feature three days of technical sessions, exhibits, one pre-conference workshop, and a tour of conductor wire and cable fabrication facilities. Attendees will experience a welcoming and unique setting to learn and network with fellow peers, industry leaders, and knowledgeable suppliers. The conference is planned without parallel sessions so that attendees can participate in all of the technical sessions, exhibits, receptions, as well as the pre-conference workshop and manufacturing facility tour offered. The conference begins on Sunday with a pre-conference workshop, ASCE Electrical Structure Standards and Guidelines: Technology Advancements, which will be presented by industry experts who are actively engaged in updating ASCE/SEI engineering publications related to the design of electrical transmission and substation facilities. See page 3 for all the details. The technical sessions will run Monday through Wednesday and will offer opportunities to hear and see how others in the industry have strengthened their critical infrastructure in the following sessions:
n Structural Analysisn Special Design Considerationsn Foundationsn Structural Failure Analysis and
Investigation
n Substation Design Issuesn Seismicn Construction Challengesn Structural Upgradingn Evolving the Grid
On Thursday, conference participants can attend a tour of two Southwire facilities (advanced registration required). See page 7 for all the details.Social networking events will be available for conference attendees throughout the week. In addition, downtown Atlanta offers plenty of that southern hospitality including world-class dining, shopping, and entertainment plus the new Mercedes-Benz retractable roof stadium. This conference has been well attended since it began in 1985. Occurring only once every three years, the ETS Conference has become the must-attend event for anyone involved in the transmission and substation industry.
We look forward to seeing you in Atlanta! Michael D. Miller, P.E., M.ASCEConference Chair

SPECIAL EVENTS
Opening Plenary ProgramMonday, November 5 | 8:00 – 9:30 a.m.
Keynote Speaker: Captain Scott D. Tingle“Engineering a New Frontier – The Next Age of Space Exploration”
Captain Scott D. Tingle was selected as one of 14 members of the 2009 NASA Astronaut class and is assigned to International Space Station Expeditions 54 and 55. Scott launched aboard Soyuz 53S (MS-06) in December 2017 and returns to Earth in June 2018. Scott’s talk will highlight his personal engineering background that led to his selection as a NASA Astronaut as well as showcase his mission aboard the ISS and a look forward to the challenges
of NASA’s next age of space exploration. This keynote will help attendees realize the significance of our engineering community as we face our own challenges in our industry and work to find solutions as we build and strengthen our critical infrastructure.
Scott was raised in Randolph, Massachusetts, earned his B.S. in Mechanical Engineering from Southeastern Massachusetts University, and his M.S. in Mechanical Engineering from Purdue University. Following graduate school, Captain Tingle spent three years with the Aerospace Corporation, El Segundo, California, as a member of technical staff in their Propulsion Department; and was commissioned as a naval officer in 1991. He was one of the first responders for the attacks of September 11 and executed Operation Enduring Freedom in Afghanistan. In other assignments he has been the test pilot for various aircraft and has been awarded a Meritorious Service Medal, three Air Medals, and six Navy Commendation Medals.
Gene Wilhoite Innovations in Transmission Line Engineering Award Presentation This award is presented to an individual for significant contributions to the advancement of the art and science of transmission line engineering.
2018 Award Recipient: Archie D. Pugh
Archie has been a leader in transmission engineering at AEP. He has played critical roles in the design and construction of many AEP Transmission Projects. His work includes engineering, siting, permitting and construction of many EHV projects up to 765kV. Today, he oversees operations of AEP‘s transmission system in seven states. Archie’s strong leadership skills, willingness to share his knowledge and
experience, and continuous education of his staff and peers in the electric utility industry, provide a strong basis for his selection as this year’s recipient. A key criterion for the award is that the recipient has “made a significant contribution to the advancement of the arts and science of transmission line engineering”.
One example of Archie’s significant contribution is found in his 12 years of work on the Wyoming–Jacksons Ferry 765kV project, though his increased role within AEP reflects his continued contribution to both AEP and transmission engineering. Throughout his professional growth, Archie has always shared his knowledge and mentored associates and peers, an important prerequisite in receiving this award. Archie’s contributions to the advancement of the art and science of transmission line engineering make him well worthy of the “Gene Wilhoite Innovations in Transmission Line Engineering Award”.
Pre-Conference Workshop: ASCE Electrical Structure Standards and Guidelines: Technology Advancements(Earn 3.5 PDHs)
SUNDAY, NOVEMBER 41:00–5:00 p.m. Moderator: Anthony M. DiGioia, Jr., Ph.D., P.E., Dist. M.ASCEThe pre-conference workshop will cover the brief history, existing principles, and upcoming changes to each of the ASCE Standards and Manuals of Practices (MoPs) that directly impact the electric power delivery industry. Leading experts in the industry will describe the upcoming changes to the wind and ice maps that will impact the design of overhead lines and substation structures. Updates on the respective Standards and MoPs for the design and analysis of lattice towers, tubular steel poles, wood poles, and fiber reinforced polymer pole structures will be presented. If you currently design overhead lines or substations and want to know what changes are coming soon to this industry, this is a must attend event.

Rapidly changing technologies, rapidly growing distributed energy resources, omnipresent economic demands, and the growing public expectation to be “constantly connected” to reliable and economical electric power, will inherently bring dramatic changes to how our grid is designed, constructed, and operated. This session promises to be an informative and insightful panel discussion by industry leaders.
