A method of treating metal-bear- ing material to stabilize leachable metal contained therein compris- ing mixing with a treatment addi- tive comprising a first component and a second component wherein the first component supplies at least one member from the group consisting of sulfates, halites, sil- icates, and calcium oxide, and wherein the second component supplies at least one phosphate anion; and curing the mixture for a period of time so the leachable metal level is below 5.0 mg/L, and the volume is reduced as a result of treating and curing.
