Sector approach: Where have we come from?

→ A way of working together between government, donors and other key stakeholders

→ A process aimed at:

→broadening government and national ownership over public sector policy and resource allocation decisions within the sector

→increasing the coherence between policy, spending and results

→reducing transaction costs

What is a sector approach?

The MIPD sectors are:

→ 1. Public Administration Reform; 2. Justice and Home Affairs; 3. Private Sector Development; 4. Transport; 5. Energy; 6. Environment and Climate Change; 7. Social Development; 8. Agriculture and rural development; 9. Support and other activities

→ National sectors and sub sectors do not have to match the title of the MIPD sectors in all cases

→ Congruence between the MIPD sector objectives and national sector or sub sector objectives, so that the EU financial support is directly linked to a national sector or sub sector policy, strategy and programme.

What is a sector programme?

→ Common understanding still need to be further developed, both in countries, eg among line Ministries and other stakeholders, and among donors on concepts and methods

→ Hierarchy /Integration of strategies in a coherent framework - National plans - sector strategies - NPAA’s

→ Setting objectives/indicators require a performance assessment system - Decision making/ statistics/ analysis/ feed back

→ Linking budgetary processes / programming

→ Developing/maintaining capacity (human resources)

Main Challenges

→ High-level conferences related to pre-accession assistance were held in Tirana in April 2009 and in Brussels in October 2009 on the subject of donor coordination and effective support for enlargement.

→ Commission and member states, together with IFIs and non-EU donors, agreed to pursue enhanced donor coordination and more effective management of funds in line with principles of the Paris Declaration on aid effectiveness, the Accra Agenda for Action and the EU Code of Conduct on division of labour.

Donor Coordination: Where have we come from?

Needs Assessment Document for International Assistance 2011-2013 (NAD):– Multi-annual programming document – Defines sector priorities and measures for their

implementation in 8 sectors (PAR; Rule of Law; Competitiveness; HRD; Transport; Environment and Energy; Agriculture and Rural Development and CSO, Culture and Media)

– It has been prepared through inter-ministerial coordination and in consultations with donors and CSO

– Introduction of the monitoring tool - sets of indicators per priority and measure

Sector Working Groups:– Formal inter-ministerial coordination mechanism – 8 working groups follow the structure of NADs sectors– These working groups will have a role of sector monitoring

subcommittees under decentralised management as well

SECO mechanism:– Formal mechanism of cooperation between the Government

and CSO related to development aid– 8 working groups follow the structure of NADs sectors – Each working group is chaired by 3 CSOs

Programming, monitoring and coordination mechanisms are supported by IT system

Consultations with CSO and social partners have been organised regularly on an ad hoc basis. In the coming months the SEIO will establish a consultation mechanism with civil society organizations to allow their participation in decisions on programming of EU and other development assistance. This mechanism will subsequently be used and managed by the Government Office for Cooperation with Civil Society once it is operational

Consultations with CSO and social partners have been organised regularly on an ad hoc basis in some beneficiary countries. For example in Serbia , the former Yugoslav Repubic of Macedonia there are mechanisms for consultation with civil society organizations to allow their participation in decisions on programming of EU and other development assistance.

Similar mechanisms may be replicated in other enlargement countries – what is your experience ?

How can civil society organisations effectively contribute to the decision-making process concerning prioritisation, sequencing, problem analysis , options for addressing problems , and the most efficient implementation modality - especially concerning the tools for capacity building ie twinning, TA, so that results are sustainable ?

Stakeholder Consultation : Where have we come from?

The QSG supports, assesses and control quality of IPA programming [...] and contributes to coherence in the programming approach / enhancement of programmes and collective learning of lessons.

Checklist - main key questions:

→LINK ELARG POLITICAL AGENDA-IPA: are the objectives of the sector coherent with EU development policies and guidelines, with the ELARG political priorities, the ELARG package and the EU 2020 Strategy? PROBLEM ANALYSIS: have the problems to be addressed been appropriately analysed?

→SECTOR POLICY: is there a coherent and consistent national sector policy? To what extent is the proposed SIF expected to contribute to the successful implementation of the sector policy?

→STAKEHOLDERS: have the relevant local stakeholders (i.e. civil society organizations) been involved in the identification process and have they demonstrated effective commitment (ownership)?

→OPTIONS: among the options for measures/operations proposed, is the selected preferred option the best

way to achieve results?

Main areas to monitor for future programmes:→ Focus on strategic choices→ Keep an eye on main ELARG political priorities and propose

programmes/projects in that areas (e.g. corruption, freedom of media, etc.)

→ Focus on problem analysis and options to tackle the problem→ Involve all stakeholders (not only line Ministries) already at the

identification stage→ Make a proper risk analysis and foresee corrective measures→ Conduct a proper gap analysis (i.e. propose EU intervention where the

EU can have added value)
