7. Superintendent Reports for Discussion
7.1 Reading Department Update
Dr. Leah Gauthier, Director for Curriculum and Instruction. and the Reading Departmentmembers presented to the Board updates made for the 2018-19 school year regardingsupports and success of student growth in Reading. Student assessments, testing andteacher support and programs were discussed.

7.2 Summer Academy Presentation
Dr. Leah Gauthier. Director for Curriculum and Instruction. and Dr. KariSmith. Director forStudent Services, presented to the Board an option the District could take in offering theSummer Academy. After reviewing the program and attendance history, it was suggested tohave a shorter term and an extra hour to the daily schedule is recommended.
7.3 1:1 Technology Update
Ms. Jessica lovinelli, Director for Instructional Technology, provided the Board an update tothe District's l: ITechnology Initiative. The department provides professionaldevelopmentincentives to staff to excel, help desk tickets, department updates, Superintendentnewsletters, podcasts and parent/teacher surveys are just a few of the activities thedepartment staff completes for the district. On January 7. Elm Middle School students willstart their l: lcomputer use early.
7.4 Seat Time and the School Day
Dr. Nicolas Wade. Superintendent, reviewed with the Board changes in the State'srequirements about what constitutes an instructionaland attendance day for students and aproposal to remove Late Starts and move towards Early Releases. Starting with the 2019-20Public School Calendar, the district administration is proposing six early release days for allDistrict 401schools and no late start days. This willcreate 18 hours of professionaldevelopment and additional planning and instructional time. Discussion about the District'scurrent Before and After School Childcare (BASEC) program was discussed.
7.5 District and School ESSA Report Cards 2018 Review
The Illinois State Board of Education(ISBE) has released the district and school report cardsfor public viewing. This year's report cards willlook incredibly different with the state, underthe new Every Student Succeeds Act(ELSA), taking a multiple measures approach todetermine a summative designation for each school.
The state's new report card system is now providing a more comprehensive look at themultiple variables that are impacting student achievement. For example. you will now beable to see student and teacher attendance rates, the district's adequacy target related tostate funding, more detailed teacher and administrator demographic information. and so onAlso, the report card is now looking at multiple ways to define success, such as determiningCollege and Career Readiness and indicators for next grade level readiness in theelementary and middle schools. These report cards provide important information that isdigestible for the reader and can be part of what is utilized for the District Office to continuedeveloping a vision to improve upon the learning environment for students and staff.
The state has moved towards a system where a school can be awarded any four (4)summative designations; Exemplary School, Commendable School, UnderperformingSchool, and Lowest Performing School. Elmwood Park CUED #401 has four (4) eligibleschools to receive a designation and John Mills Elementary, Elmwood Elementary, ElmMiddle School, and Elmwood Park High School all received a Commendable School rating
The District's report cards are included in this Board report. While viewing the report cardscan lead to noticing real and perceived strengths and weaknesses for each building and

Elmwood Park CUED #401 as a whole, please know that this information is included in theDistrict's vision to further enhance the learning environment for students and staff byproviding the necessary resources to articulate curriculum and expectations, in addition tostudent support services.
7.6 Competency Pilot Application
Dr. Nicolas Wade. Superintendent. informed the Board of the District working on completingan application to participate in the state's Competency Pilot. While this would notparticularly bind the District to anything in particular, it would provide a number ofresources, standards-based reporting for middle school and high school students andcollaborative opportunities with other districts as D401 navigates competency-basededucation. At this point the administration is looking at introducing this to students in the2020-21 school year.
7.7 Property Tax Relief Grant
Beginning in FY 19. the State Board will provide up to $50 million in property tax reliefgrants to eligible schooldistricts. Eligible districts are those that exceed a threshold taxrate and that agree to abate a portion of taxes, up to a statutory limit. in the coming taxcycle. In return, qualifying districts receive a state grant in an amount that is a proportionofthe tax relief provided.
District adjusted operating tax rates are compared on what statute terms a unit equivalentbasis. For unit districts, the adjusted operating tax rate is unaltered. For elementarydistricts the rate is multiplied by a factor of 13/9. For high school districts the rate ismultiplied by a factor of 13/4. The result is termed the Unit Equivalent Tax Rate
Eligible districts are those with Unit Equivalent Tax Rates that exceed the threshold UnitEquivalent Tax Rate. That threshold rate is determined based on the data for districts thatapply for this program and wilmot be known untilallapplications have been received andreviewed. Grants are prioritized in order of highest Unit Equivalent Tax Rates among grantapplicants.
Elmwood Park has a Unit Equivalent Tax Rate of 4.685%. When listing all districts indescending order we are number 330 out of 850. Mr. Jennings willsubmit the application.as it's unlikely we will receive it.
7.8 Early Childhood Center Mold Assessment Report
Mr. James Jennings, Assistant Superintendent for Finance and Operations(CSBO), sharedthe results of the Early Childhood Center mold inspection. Some areas will be cleaned andthe report showed the building is better than the outside air. The report will be shared withthe ECC staff.

8.2 Resolution authorizing and providing for an Installment Purchase Agreement forthe purpose of improving the sites of, building and equipping additions to andaltering, repairing and equipping school buildings, and for the issue of not to exceed$24.000,000 GeneralObligation Debt Certificates(Limited Tax), and authorizing theproposed sale of said Certificates to the purchaser thereof.
President Bruscato asked Assistant Superintendent/CSBO Mr. Jennings to explain the resolutionthat sets forth the parameters for the issuance of the general obligation debt certificates. Mr.Jennings explained the resolution and this will help with the Elm Middle School expansionconstruction project.
Secretary Capraro read the title of the Resolution as follows: Resolution authorizing andproviding for an Installment Purchase Agreement for the purpose of paying the cost ofpurchasing real or personal property, or both. in and for Community Unit School DistrictNumber 401, Cook County, Illinois, and for the issue of not to exceed$24.000,000 GeneralObligation Debt Certificates(Limited Tax) of said School District evidencing the rights topayment under said Agreement, prescribing the details of the Agreement and Certificates,providing for the security for and means of payment under said Agreement of said Certificates,and authorizing the proposed sale of said Certificates to the purchaser thereof.
Mr. Volpe motioned and Mr. Parisi seconded to approve and adopt the Resolution authorizingand providing for an Installment Purchase Agreement for the purpose of improving the sites of,building and equipping additions to and altering, repairing and equipping school buildings, andfor the issue of not to exceed$24.000,000 General Obligation Debt Certificates(Limited Tax),and authorizing the proposed sale of said Certificates to the purchaser thereof as presented.
