At that time we were faced with an outright ban for residential TTF access at airports where Federal Funds Grants had been used for airport improve- ments. That concern was again brought to the forefront in the fall of 2009 by the FAA in a rewrite of their proposed policy document (5190.6B) for Grant Assurances required as a condition of accept- ing Federal Funds for airport improvement. It is good to be able to report that our local efforts, supported by those of the Mayor and the County Commissioners, the Oregon Department of Aviation and the Oregon Legislature have had some positive impact. The bottom line is that we have a March 16, 2010 letter from the FAA stating that, for the time being, no further efforts will be taken to restrict or eliminate residential TTF access at 7S5, at least until our agreement with the De- partment of Aviation is renewed. Several members of the Oregon Congressional delegation also addressed their concerns to the FAA in this process, so we were able to secure broad support for the community. The entire IAHA Board, and the Board of the North Airpark have been most supportive. John Horn has been particularly helpful in sharing his experience and insight from years of working with the FAA in Alaska. Representative Vicki Berger and Senator Betsy Johnson were instrumental in send- ing a letter of support signed by some 35 members of our Legislature. The Oregon Board of Aviation, chaired by Mark Gardiner has been particularly supportive and sent the State Airports Manager, Mitch Swecker, to Washington DC to provide Con- gressional testimony on the issue at a September 22nd House Transportation Committee Hearing on HB 4815 proposed by Representative Graves of Missouri and sponsored in part by Representative Schrader from Oregon. A Message from IAHA President Gary Van Horn Residential TTF – ISSUE OF THE YEAR

First of all, a heartfelt thanks to everyone for their patience, thoughts and kind comments as we have waded through the residential TTF issue first raised by the FAA in the fall of 2008.

At that time we were faced with an outright ban for residential TTF access at airports where Federal Funds Grants had been used for airport improve-ments. That concern was again brought to the forefront in the fall of 2009 by the FAA in a rewrite of their proposed policy document (5190.6B) for Grant Assurances required as a condition of accept-ing Federal Funds for airport improvement.

It is good to be able to report that our local efforts, supported by those of the Mayor and the County Commissioners, the Oregon Department of Aviation and the Oregon Legislature have had some positive impact. The bottom line is that we have a March 16, 2010 letter from the FAA stating that, for the time being, no further efforts will be taken to restrict or eliminate residential TTF access at 7S5, at least until our agreement with the De-partment of Aviation is renewed.

• Draft National Legislation – Airports Protec-tion Act: http://www.isasg7s5.org/iaha/docs/HR4815_0310.htm

On September 7th, the FAA published its formalsummary of comments and their views on comments received from the public regarding the proposed 5190.6B policy in the first go-round. Another comment period on a slightly revised policy ends on October 25th. A copy of this 52 page document will be posted on the IAHA website and it is recommended that all interested parties read it carefully. It provides a good picture of FAA thinking and logic related to residential TTF.

At this time we understand that there isn’t a sig-nificant possibility that proposed legislation will be approved by Congress which directly addresses the residential TTF issue. However, Chairman Ober-star of the House Transportation Committee did ask that the FAA work with the concerned parties to address the issue in a more reasonable fashion and report back to the Committee. At this writing, it is not known if that report has been received from the FAA.

A copy of the webcast for that hearing is an-ticipated from Dr. Brent Blue, sponsor of the TTF website and current plans are to show that DVD to the IAHA Board on the 21st at their meeting fol-lowing the Polk County Pilots potluck and meeting. This video will provide a good idea of how the FAA is approaching the issue to anyone who may be interested.

The long-term future of residential TTF has yet to be completely defined.

Saturday Work Crew

Just what is this cheerful looking work crew doing with all that equipment, early morning of July 31st? “Cleaning out the ditch” Craig Cowles explains in four simple words. Yes, the ditch along Skylane Taxiway was hardly visible given the thriving tall grasses that inhibited water flow and looked ever so unsightly. Lynn McDonald with his hefty trimmer, knocked down the grass, avoiding hidden rocks and tree roots; Amos Ranck, Dave and Lois Martin, and Bill and Gail Boyle, tossed cut grass out by hand and with rakes as Craig Cowles set the tractor bucket to easy reach and fill, followed by many trips to deposit at a sight unseen.It didn’t take long to make a positive visual impact for all who live, walk, bicycle, or jog along Skylane Taxiway.

It takes but a moment to say “Thank You”

to Craig Cowles and Lynn McDonald . . .

. . . they deserve a huge Thank You for all they do to maintain the grounds around the airpark. Our airpark would not look as it does were it not

for these two residents.

On-going, they just do it!

Oregon Pines 99s Win Aerospace Education AwardAt the 99s Northwest Section Conference in Boise, Oregon Pines were recognized for achievement in Aerospace Education. Among their accomplishments the past year were several aviation education programs including Flying Companion Seminars and Aviation Career Seminars. They also presented several aviation history programs on such topics as the Life and Legacy of Amelia Earhart, the Historic Oregon Air Tour, and the History of Women’s Air Racing, and appeared at the Broadway Cinema in Salem for the opening of the movie, Amelia. They also participated in events at the Boeing Museum of Flight and the Evergreen Aviation Museum. Perhaps the most meaningful event of all was the Memorial Day Tribute to Oregon’s Women Airforce Service Pilots (WASP) at Independence State Airport. The following four of nine WASPs living in Oregon attended.

Airpark Sons and Daughters Carry On Aviation TraditionThis was a summer of achievement for the next generation of Independence Airpark residents. On July 5, 21-year-old Travis Nutsch earned his Private Pilot Certificate. He had soloed on his 16th birthday as did Natalie Smith on August 16, 2010. Athena Smith soloed on August 26th and has since completed three supervised solos, night takeoffs and landings. A night cross-country flight to PDX is next.

UK Student Visits Independence and Learns to Fly

After researching flight schools across the United States, Shammi Aulakh, a freelance actor from

Southall, MIDDX, settled on Oregon for his flight training. He arrived on September 14, and is staying with Doug Davis for one month of compressed flight training to complete a Private Pilot Rating before returning to England. Shammi is impressed with the community, and appreciates

the way of life we enjoy living in an aviation community. They will never believe him back home when he tells them everyone in America has an airplane in their garage.

Jeanne Wildman Earns Northwest 99s Spinning Prop Award Not only is Jeanne Wildman one of Independence’s most enthusiastic new pilots, she was recognized by the 99s Northwest Section as the pilot who had flown the most non-commercial hours in the past year. Since earning her Private Pilot Certificate in the summer of 2009, she has logged 224 hours in a variety of aircraft. Jeanne says flying is the most exciting thing she has ever done.

The “Hits & Mrs” league is a sanctioned bowling league but having lots of fun and palaver is the focus! Ladies’ league is on Thursday mornings, 9am.
