The Pre-Bid Conference for the Bidding for the Construction of Connector Road from MacArthur Highway to New Clark City Airport Road, Clark Freeport Zone was presided over by BAC-I Chairperson Aileen Anunciacion R. Zosa.

1. Call to Order

There being a quorum, Chairperson Zosa called the Pre-Bid Conference to order at 10:00AM.She explained that some are attending the pre-bid conference through google meet due to thehealth protocols that need to be followed.

Chairperson Zosa introduced the BAC members, TWG, Secretariat, observers, consultant andother attendees from BCDA. She also acknowledged the prospective bidders who attendedthe pre-bid conference at the BCDA-BTC Office and those who attended through google meet.Chairperson Zosa mentioned the names and their companies of the attendees at BCDA-BTC

Office, while Mr. Guerrero mentioned the names and their companies of the attendees via google meet. Chairperson Zosa instructed the BAC Secretariat to take note of the additional attendees via google meet so that the BAC can acknowledge them accordingly. Vice Chairperson Perez remarked that the prospective bidders who attended via google meet should identify themselves so that they can be recognized accordingly.

2. Highlights of the Meeting

2.1. Prior to the presentation on the project, Chairperson Zosa mentioned that theInvitation to Bid and the Bidding Documents for the project were published/posted at PhilGEPS and BCDA websites on 21 September 2020. She mentioned that TWG member Eng. Jerico Bondoc shall present and discuss about the project, but she explained that the purpose of which is just to orient the prospective bidders with the major points, elements, and features of the project. She emphasized that the prospective bidders should refer to the Bidding Documents and the subsequent Bid Bulletins, if any, regarding the project.

Eng. Bondoc presented a brief background about BCDA, its function, and projects. In his presentation, he briefly discussed other details of the project and some of the processes in the bidding, to wit:

- Brief background and the location of the project, terms and payment; - Eligibility requirements; - Minimum requirements for key personnel; - Minimum requirements for equipment; - Process of preliminary bid evaluation; - Process of detailed bid evaluation; - Process of Post-Qualification; and - Causes of Failure of Bidding

2.2. Clarifications from BAC-I Chairperson

- The location of the projects that are declared or disclosed by the Lowest Calculated Bidder (LCB) in its bid submission as ongoing or to be started shall be visited/checked by the BAC-I Technical Working Group (TWG) during the post-qualification to verify the performance of the contractor.

- The schedule of post-qualification might be adjusted depending on the situation and circumstances, especially if there is a problem on the mobility and access to the location of the projects that need to be verified, i.e. projects that are located in provinces where travel is restricted or access and mobility are very limited.

- Online bids submission is not allowed. All bids should be physically submitted at the BCDA-BTC Office (complete address provided in the Invitation to Bid for the project). The BAC recognizes GPPB Resolution No. 09-2020 which authorizes the online or electronic submission and receipt of bids. However, the GPPB has not responded yet to the BAC’s request for clarification on what action should be taken by BAC on instances where the bidder’s online submission will not be successful due to technical glitches.

- A Bid Bulletin for project site visit/inspection shall be issued.

2.3 Questions from the Bidders

Chairperson Zosa explained that the BAC shall entertain and clarify the questions/queries from the prospective bidders who are attending the pre-bid conference at BCDA - BTC Office and via google meet. Those who are attending via google meet can also ask their questions through chat, which Mr. Guerrero shall read aloud to all attendees of the pre-bid conference especially to the BAC and TWG.

a. Ms. Jeanet Suerte of A.G. Araja/Qingjian Group JV raised her observation that thereare no pay items for construction of field office, provision of living quarters for theengineer, provision of furniture/fixtures, equipment, and appliance for the fieldoffice of the engineers (except branded desktop computers core i7-HQ), and theliving quarters of the engineers, operation and maintenance of field office, andliving quarters for the engineer, provision of communication facilities for theengineer under Part A facilities for the engineer.

Eng. Jerico Bondoc replied that the observation raised by Ms. Suerte shall beclarified in the Bid Bulletin.

b. The representative of Unimasters Conglomeration, Inc. inquired whether aConsortium is allowed to bid for the project.

Chairperson Zosa replied that a Joint Venture or a Consortium is allowed to bidfor the project.

c. Mr. Adonis Jabinal of 4BCC inquired whether Asphalting Works can beaccepted/considered for the required Single Largest Completed Contract (SLCC)for the project because they have experience on Earthworks and Asphalt Overlaybut without PCCP.

Eng. Bondoc replied that the query of Mr. Jabinal shall be addressed in the bidbulletin.

Chairperson Zosa remarked that SLCC would always be a project contract that issimilar to the project being bided out. She added that the project being bidded outincludes construction of drainage since it is a road project, so if the SLCC involvesjust asphalting works or asphalt overlay then it is not similar to the project beingbidded out.

d. Ms. Suerte of A.G. Araja inquired whether the bidder shall consider the cost in itsbid proposal the pay items that are not included, i.e. medical room and first aidfacilities, construction survey and staking, slope, reference and clearing anggrabbing stakes, center-line re-establishment, culvert survey and staking, gradefinishing staking, permanent monuments and markers, mobilization anddemobilization and environmental requirements under Par B - Other GeneralRequirements.

Eng. Bondoc replied that the above query of Ms. Suerte shall be clarified in the BidBulletin.

e. On the daywork schedule for materials and equipment, Ms. Suerte inquiredwhether they can add other items for materials and equipment as per itsmethodology or whether they should just follow the daywork schedule providedby BCDA without any changes.

Eng. Bondoc replied that the bidders should follow the daywork schedule as provided in the bidding documents for the project.

f. On number 1 of the list of minimum equipment requirements which is Crane,Hydraulic, 2 tonnes, Ms. Suerte inquired whether it is a cargo truck with boomwith lifting capacity of 2 tonnes. Otherwise, Ms. Suerte requested the BAC toprovide specifications for the said requirement with sample picture.

Eng. Bondoc replied that the question of Ms. Suerte shall be clarified in the BidBulletin.

g. Ms. Rica Paulene Cabangon of Phesco, Inc. inquired whether a project manager isnot required for the project.

Eng. Bondoc replied that the required key personnel are indicated in the biddingdocuments for the project.

Mr. Aris Guerrero added that the required key personnel as stated in the biddingdocuments are just minimum requirements which means that the bidder can addtheir personnel if they wish to.

h. Ms. Suerte requested a format of Curriculum Vitae (CV) for the key personnel tobe nominated. As to the experience of key personnel, she inquired whether thenumber of years of experience can be a combination of construction of road andbuildings or mostly construction of roads only.

Eng. Bondoc said that the CV format shall be provided to the bidders. He addedthat the experience of the required key personnel must be mostly on roads andbridges construction.

Chairperson Zosa added that the key personnel requirements stated in thebidding documents are just minimum requirements.

i. On the items which are of the same activity/work, Ms. Suerte inquired whetherthey need to provide separate DUPA for each item or one (1) DUPA only for itemswith the same activity/work. She also requested a summary list of DUPA.

Mr. Guerrero replied that the query of Ms. Suerte shall be clarified in the bidbulletin. He added that a summary list of DUPA shall be provided.

j. The representative of Unimaster Conglomeration inquired on why is it that theprovision of service vehicle stated in the BOQ is 450 calendar days when theproject duration is only 360 calendar days.

Eng. Bondoc replied that the query of Unimaster Conglomeration shall be clarifiedin the bid bulletin.

k. The representative of Unimasters Conglomeration inquired on the total quantityof structural sheet pile because based on their computation, the total quantity isonly 75,000 linear meters while the quantity stated in the BOQ is 100,000 linearmeters.

Eng. Bondoc replied that the query of Unimasters Conglomeration shall be clarified in the bid bulletin.

l. The representative of Unimasters Conglomeration inquired whether the ConcreteSlab and Pile Cap works is included in the structural sheet pile pay item. He alsoinquired on the structures involved in structural concrete class A under part F -Foad Construction.

Mr. Guerrero replied that the query of Unimasters Conglomeration shall beclarified in the bid bulletin.

m. Mylene Gonzaga from Vicente T. Lao Construction, inquired whether they need toinclude the supporting documents for the required list of ongoing projects in itsbid submission or they can submit it during post-qualification.

Eng. Bondoc flashed on screen and read aloud the requirement for ongoinggovernment and private contracts as stated in the bidding documents for theproject: “Statement of all on-going government and private contracts, includingcontracts awarded but not yet started, if any, whether similar or not similar innature and complexity to be bid shall be supported by contracts or Notices of Awardor Notices to Proceed.”

n. Ms. Gonzaga inquired whether they also need to attach the updatedaccomplishment report for ongoing projects.

Eng. Bondoc replied in affirmative and added that there is a provided format forthe actual accomplishment in the bidding documents for the project.

Chairperson Zosa added that the bidder should just follow the provided format.

o. Ms. Gonzaga inquired whether they can add items for labor, materials, andequipment.

Eng. Bondoc replied that the bidders should just follow what is being required inthe bidding documents for the project.

p. Ms. Gonzaga inquired whether they can offer a discount in their bid, and whetherthey can just indicate “no discount” or “not applicable” if they don’t want to offera discount .

Eng. Bondoc added that the bidders are allowed to offer a discount in their bid.

Mr. Guerrero clarified that all information required in the Bid Form should besupplied and they should just put “none” on the provided space for bid discount ifthey will not offer a discount in their bid.

q. The representative of Unimasters Conglomeration inquired whether they canhandwrite the discount of their bid.

Mr. Guerrero replied in affirmative. He added that the bidders should indicatetheir financial bid in words and in figures.

r. The representative of Unimasters Conglomeration remarked that under R.A.9184, they can submit request for clarifications at least 10 calendar days before

the set deadline of bid submission. He inquired whether they can still submit their request for clarifications until 18 October 2020 considering that the deadline for bid submission is on 28 October 2020.

(This shall be clarified in the bid bulletin)

s. Mr. Cris John S. Eligio of GDL Construction inquired whether all members in a JointVenture (JV) shall submit their SLCC, NFCC and on-going projects individually, orwhether the BAC will only consider those of the lead JV partner.

Chairperson Zosa replied that the JV can submit only one (1) SLCC for a JV orConsortium, where the SLCC should be a project of any of the members of JVand/or Consortium.

For the NFCC requirement, Chairperson Zosa clarified that each member of a JV orConsortium should submit its NFCC individually. She further clarified that theNFCC of all partners should not be added or combined into one and use it as theNFCC of a JV or Consortium.

She added that as to the PCAB License requirement, a Special PCAB License isrequired for JV, and all JV partners must secure a PCAB License. In case ofConsortium, a PCAB License is required only for at least one company or partnerin a Consortium and it is the Constructor which shall possess the PCAB License.

2.4. Reminders/Other Clarifications from the BAC

- Chairperson Zosa reminded the prospective bidders to always check or refer to BCDA website for bid bulletin/supplemental bid for updates regarding the project.

- Vice Chairperson Perez advised the prospective bidders to clarify with the BAC if they see inconsistencies between the presentation made by the TWG and the bidding documents for the project. He clarified that the prospective bidders should refer to the Bidding Documents for the project and the subsequent supplemental bid/bid bulletin because these are the official documents of the BAC.

- Chairperson Zosa clarified that the bidder/contractor should not nominate two (2) key personnel and add/combine their experience in order to meet the required number of years of experience for one (1) position. There must be one (1) nominated key personnel for each position, and that nominated key personnel should have a valid professional license.

- The project duration is only 360 calendar days.

- The BAC shall provide in the Bid Bulletin the usual or common causes of non-compliance or disqualification of the bids so that the bidders can avoid the same.

- Last day of requests for clarifications is 6 October 2020 and last day of issuance of Bid Bulletin is 9 October 2020.

- The bidder should purchase the bidding documents for the project before they can be allowed to submit their bid.

3. Closing

There being no other matter to discuss relative to the Bidding for the ConstructionConnector Road from MacArthur Highway to Clark Freeport Zone,, Chairperson AileenAnunciacion Zosa thanked the prospective bidders for joining the Pre-bid Conference andadjourned the meeting at around 12:00 noon.
