ATTACHMENT 1

SCOPE OF WORK

Repair water well and sprinkler system installed at CSL Comalapa,

El Salvador

1. General Information

1.1 The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities , transportation, and other items necessary to repair the water well and sprinkler system installed at the Cooperative Security Location (CSL), Comalapa Air Base, El Salvador.

1.2 All repair materials and parts shall be connected and installed of high quality, durable and easily maintainable systems, devices, and materials. The Contractor shall be responsible for the professional quality and technical accuracy of the repairs.

2. Specifications.

2.1 The contractor shall provide repair services to three existing water well pump systems and sprinkler system listed, work includes but is not limited to the following activities:

2.2.1 Water Well - Service the submersible pump dismounting the motor to inspect and clean each component - Inspect and clean the submersible cables and the ASTM A53 galvanized pipes for corrosion or leaks. - Inspect, clean and test the check valve. - Clean the water well using compressed air. - Frequency Regulator and Electrical Installations - Inspect and clean the frequency regulator, including wiring, panels,

breakers, connections and every component. - Test the current and voltage on each powered element (Breaker, contactor,

starter, protection). - Verify the programming parameters in the system. - Review the programming parameters in the control panel. - Inspect the breakers inside each panel board. - Test the alarms and the emergency button

2.2.2 Sprinkler Systems and Filtration System

- Inspect and clean every sprinkler head. - Inspect, clean and test the hydro-pneumatic tank and water pump. - Inspect, clean and test the electrical valves. - Inspect and clean the filtration system including pumps, mixers and doses . - Inspect and clean the electrical installation for the systems.

3. Service Reports

3.1 The Contractor shall provide a complete report of the repairs after every service with detail of all work performed. In case a modification is necessary for one or more sections of the system, the Contractor shall provide a set of As Built drawings for the system relocation with all materials specifications and dimensions.

4. Warranty.

4.1 A minimum of a one year warranty period is required for the new installation components. The warranty shall start at the time of installation completion and acceptance by the COR.

5. Site Visit.

5.1 During the site visit the contractor is required to verify the conditions and existing facility ' s measurements and submit their proposal.

6. Contractor Responsibilities.

6.1 Contractor shall furnish all transportation, equipment, tools and any other items and all services to perform all operations required by this statement of work.

6.2 During the work period, the Contractor shall provide a fully qualified on-site supervisor who shall be responsible for the performance of work. The project supervisor shall have full authority to act for the contractor and shall be on-site during normal work hours and for contingencies requiring work beyond normal work hours.

6.3 Prior to commencement of work, Contractor shall provide names of all individuals assigned to the work crew, and all vehicle information needed for the job to the CSL Security Officer.

6.4 Contractor will ensure that at the end of each workday all associated tools and materials are removed or stored neatly and securely as not to prevent day to day operations.

6.5 Contractor will be financially responsible for any damage done by his workers to the CSL property and materials included in this work.

7. Schedule.

7.1 Normal daytime work hours at CSL are from 0800 to 1600 Monday through Friday, excluding American and Salvadoran observed holidays. Contractor may be authorized to work outside of these hours only with proper coordination 48 hours in advance and government approval.

8. Security.

8.1 The contractor shall follow existing security procedures and instructions applicable to CSL COMALAP A. The contractor shall be responsible for the physical security of all materials, supplies and equipment, including property in use.

8.2 Pass Requirements: Contractor is responsible for providing the CSL Security Officer with a list of company personnel that will be used to execute the contract. The list must contain the following information on each person: 8.2.1 Name, nationality and Identification Number 8.2.2 Time period during which the individual will require a pass. 8.2.3 Proof of satisfactory personnel background through the Salvadoran Policia

Nacional Civil Report and Ministry of Justice Report (Ministerio de Justicia y Seguridad Publica Direcci6n General de Centros Penales).

8.2.4 Other documentation required by the CSL Security Officer may be requested.

8.3 Vehicles

Contractor is responsible for providing the CSL Security Officer with the descriptions of any vehicles to be used during the execution of the contract. The information on each vehicle must include: 11.3.1 Make, model, year and color.

8.4 Contractor Personnel

Contractor personnel shall follow all applicable security escort instructions to include the following rules of engagement:

8.4.1 All Contractor personnel will wear a badge issued by CSL at all times while on the installation. The contractors shall return their issued badges to security dispatch when leaving the installation.

8.4.2 Contractor personnel will only work on the designated area. While on this area, Contractor personnel must be under escort at all times. If for any reason Contractor personnel are separated from their escort, Contractor personnel must report back to the entry control point.

8.4.3 Contractor personnel wi ll not be allowed into any areas, especially office areas without proper escort.

8.4.4 The following items are prohibited: wear of any type of military uniform; contraband (weapons, drugs, etc.); cellular telephones; sti ll cameras or video recording devices . No pictures shall be taken inside or outside the facilities without the approval of the CSL Security Officer.

- NOTE-THE CSL SECURITY OFFICER HAS THE RIGHT TO REFUSE ENTRANCE TO ANY CONTRACTOR

PERSONNEL NOT IN COMPLIANCE WITH INSTALLATION GUIDELINES

9. Accident Prevention and Safety

9.1 All vehicles operated by the Contractor shall obey all traffic signs, speed limits and laws while transiting through the Salvadoran Segunda Brigada base and CSL installation.

9.2 The prevention of fire is imperative during construction projects. The contractor is responsible for enforcing fire safety in his work area.

9.3 The contractor shall have serviceable fire extinguisher readily available at all times.

9.4 Accident notification: Notify the Contracting Officer as soon as practical , but not later than four hours, after any accident meeting the definition of Recordable Injuries or Illnesses or High Visibility Accidents, property damage equal to or greater than $2,000, or any weight handling equipment accident. Within notification include contractor name; contract title; type of contract; name of activity, installation or location where accident occurred; date and time of accident; names of personnel injured; extent of property damage, if any; extent of injury, if known, and brief description of accident (to include type of construction equipment used, PPE used, etc.). Preserve the conditions and evidence on the accident site until the Government investigation team arrives on-site and Government investigation is conducted.

9.5 The contractor must meet the following U.S . safety requirement and standards:

Evaluation Factors:

Award will be made to the lowest priced, acceptable, responsible quoter.

The Government will determine acceptability by assessing the offeror's compliance with the terms of the RFQ. The Government will determine responsibility by analyzing whether the apparent successful quoter complies with the requirements of FAR 9.1 , including:

• ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments;

• satisfactory record of integrity and business ethics; • necessary organization, experience, and skills or the ability to obtain them; • necessary equipment and facilities or the ability to obtain them; and • otherwise qualified and e ligible to receive an award under app licab le laws and regulations.
