Industry uses standards to help create products andservices. In this sense, standards help industry to savetime and money, thus creating efficiency. Standardsserve other purposes as well, but their main use is as atool for industry. Given this, to make a standard morevaluable, it needs to fit into a global, coherent context.

Horizontal publications from the IEC (see definitions below) cancover a variety of subjects and they apply to a broad range ofproduct committees. In general, they deal with fundamentalprinciples, concepts, terminology or technical characteristicsthat are relevant to a number of technical committees. Thegoal of a horizontal publication is to ensure the consistency ofIEC publications in areas common to a number of technicalcommittees by avoiding duplication of work and contradictoryrequirements.

The focus of this brochure is electromagnetic compatibility(EMC) publications.* Experts who prepare IEC standards relat-ing to products and systems are professional and

conscientious, working to ensure the quality, accuracy andcompleteness of their work. When preparing standards forequipment or systems, experts need to know which EMC aspects need to be included in their work. Often, they eitherneed to refer to the correct IEC standard in its entirety, or referto the appropriate sections, paragraphs and clauses in the textthey are preparing. As a useful tool, this brochure will helptechnical committee and subcommittee experts to save timeby providing a handy guide listing all IEC EMC publications. Ifthey cannot find the information they need in existing EMCPublications, technical committees can ask for assistancefrom, and work with, the relevant horizontal group to developwhat they need.

EMC describes the ability of electronic and electrical systemsor components to work correctly when they are close together.In practice this means that the electromagnetic disturbancesfrom each item of equipment must be limited and also thateach item must have an adequate level of immunity to the disturbances in its environment. Because of the broad-rangingnature of Basic EMC publications, it is generally IEC technicalcommittees with horizontal functions that develop them. ForEMC, these are Technical Committee 77 (Electromagneticcompatibility), and CISPR – the International SpecialCommittee on Radio Interference – that is also part of the IEC.

EMC standards fall into three classes

1. Basic EMC publications are intended as a comprehensiveset of background reference standards and technical reports that cover all general aspects of the problem. Theydeal with matters such as description of the EM environment, measurement methods, testing techniquesand the like.

2. The second category comprises standards that apply toproducts for use in a particular environment. These areknown as Generic EMC standards. They apply appropriatepublications from the Basic series to a specified environment.

3. EMC Product standards may apply to particular products,such as electricity meters and printed circuit boards. Theycan also apply to a group of products that have common

general characteristics, such as medical devices, ITequipment (ITE) and low-voltage household equipment. Inthe latter case, the publications are known as EMCProduct Family standards.

A horizontal committee in thorough consultation with allproduct committees concerned develops Basic SafetyPublications. Procedures are given in a standing document –the current version is Administrative Circular 29/2002 – and onthe IEC website, where up-to-date lists of horizontalpublications can also be found. The StandardizationManagement Board permanently oversees the process andSMB members and National Committees have specific responsibilities to aid the committees concerned

The IEC Advisory Committee on Electromagnetic Compatibility(ACEC) maintains a list of all the main product families coveredby IEC EMC standards. They can be found in the EMC Zoneon the IEC’s website.

For reasons of certification, the IEC distinguishes four cate-gories of products for EMC standardization purposes:

ComponentsThese are items that do not themselves have a final functionbut which are intended for inclusion in an apparatus, such ascapacitors, transformers and circuit boards.

ApparatusThese are single finished products with a direct function andintended for final use, such as domestic appliances, medicalequipment, tools and circuit-breakers.

SystemsThese are combinations of apparatus and/or componentsconstituting a single functional unit and intended to be installedand operated to perform a specific task. A good example is acomputer system comprising a CPU, monitor, keyboard,mouse, printer, etc.

InstallationsThese are combinations of components, apparatus and systems assembled or erected in a given area, such asindustrial plants, electricity substations or telecontrol systemsfor large areas.

Definitions*

Publication: a published IEC document that is a standard, atechnical report, a technical specification or a guide.

Basic publication (also referred to as a horizontal publication): a publication prepared by a technical committeewith a horizontal function, containing general provisions for oneparticular subject.

Horizontal function: treatment of subjects such as fundamental principles, concepts, terminology or technicalcharacteristics, relevant to a number of technical committees(a technical committee with a horizontal function may preparehorizontal publications).

Horizontal technical committee: a technical committee thatprepares exclusively basic publications.

Product committee: a technical committee having a scopewhich covers a specific product or group of related products.

Product standard: a publication prepared by a product com-mittee, related to its scope.

Basic EMC standard: specifies the general conditions or rules necessary for achieving electromagnetic compatibility. Serves also as abuilding block for the IEC technical committeesthat develop EMC Product standards.

Generic EMC standard: for products operating ina particular EMC environment but for which nospecific EMC standards yet exist. They are in effect general and somewhat simplified EMCProduct standards.
