1. Chief Warden (Principal) Direct responsibility for overseeing emergency. Liaise with

Emergency Services. Receive reports re student attendance etc. from wardens and

teachers. For evacuation, check After School Care, Teacher Resource Rm & B Block.

2. Deputy Warden (Assistant Principal) Assist the Chief Warden and deputise in their

absence. For an evacuation, proceed to basketball court to check off names. Have

mobile phone accessible

3. Communications Officer (Business Manager) Make phone contact with appropriate

emergency service and be available to Chief Warden for communication duties as

required. For evacuation check administration block and evacuate occupants.

4. Senior Teacher(s) - deputises for the Deputy Chief Warden if not available. (in the

case of an evacuation, once their class is on basketball court, check off names)

5. Area Wardens (Administration Officers/Designated Tutor in each block) Check block

in case of Evacuation.

6. Special Education Teacher – Check library. Deputises for the Maintenance Officer if

not available after checking library.

7. Administration Assistant (Office) Collect current whole school student lists to

distribute at the basketball court, First Aid Kit and First Aid Book.

8. Administration Assistant (Pre-school) Check pre-school buildings including toilets,

take class list to evacuation point.

9. Administration Assistant (Transition) Check Early Years toilets then A Block.

10. Teaching Staff – Supervise students in their class.

11. Specialist Teachers and Relief teachers not on class – Be directed by Deputy

Warden. For an evacuation, proceed to marshalling area and support other teachers

with their students as necessary.

12. Maintenance Officer Check Primary toilets, stage and Canteen. Liaise with Business

Manager.

13. Outside School Hours Care – Follow Emergency Plan in place.

14. Parents – If parents are on-site during an emergency they must stay with the class

they are working with and follow school protocol. For an evacuation they must

proceed with school staff and students to designated marshalling area. At least twice

a year, information on emergency procedures to be placed in school newsletter.

15. Buses – School bus to be moved off premises if necessary.

16. Contractors – To proceed to designated marshalling areas.

ROLES AND RESPONSIBILITIES

The School’s fire alarm system is automatic and there are fire extinguishers strategically

placed in rooms. Fire hoses are strategically located around the school in external cupboards.

All staff should become familiar with their location.

Discovery of fire – Notify the front office immediately and remove children to their

evacuation station on the basketball courts. Attempt to extinguish the fire if possible, if it is

safe to do so and the fire is relatively contained.

Evacuation areas – There are 2 evacuation areas, the basketball court nearest to the oval and the

pre-school playground (see separate sheet)

On the sound of the alarm or announcement, the buildings should be immediately

evacuated and all classes move to the basketball courts. Pre-school to move to their own

evacuation area (see separate sheet)

The teachers in charge of each class at the time are responsible for students in their care.

The evacuation station positions are posted in every room next to exit doors. Windows

and doors should be closed before leaving teaching areas (Do Not Lock). Tutors and

visitors should go with the groups they are with.

The class teacher will meet their class on the basketball court if they are on release.

Teachers who have children from another class (eg split classes) return these to their

class group on the basketball court so they can be marked off the correct roll.

If the alarm or announcement is made at lunch or recess time, duty teachers are to direct

children to the basketball court to be organised in their class groups for checking.

AO Front Office will bring up-to-date class lists to the basketball court evacuation point.

Teachers check that all children are present and raise their hand for the Fire Warden to

give the signal for their class to move to the shade on the oval.

Teachers report any missing children to the Fire Warden who will be standing in the

middle of the basketball court with a check list.

Teachers not responsible for a class should report immediately to the Fire Warden.

No one is to enter the buildings until the ALL CLEAR is given by the Fire Warden.

In the event of an alarm or announcement sounding during a storm, students are to be

directed to the Assembly Hall.

EVACUATION STATIONS ON THE BASKETBALL COURT

Students line up on the basketball court in 2 lines facing away

from the basketball court. The teacher stands on the edge of

the court facing inwards.

Office AO delivers SAMS Class lists to each teacher on the

basketball court.

If a teacher is unsure of an absent student they are to see the

Office AO and she will check the SAMS Absent List.

Teachers stand in front of their students and signal the fire

warden by raising their hand, when they have checked that no

students are missing. The Fire Warden will signal back for the

class teacher to take their students into the shade behind the

basketball courts

N.B. Don’t take your class to the shade across the courts, go round

the edge so students from other classes don’t get caught up with a

different class.

On the sound of the alarm or announcement the buildings should be immediately evacuated

to the designated area in the preschool yard (see picture below) This is the corner of the

compound nearest to the road.

If you have children from another class (eg split classes) please return these to their class

group on the basketball court so they can be marked off the correct roll. They will need to

walk past the Business Manager at the front of the school who will direct them to the

basketball courts using the best route.

Close all windows and doors before leaving your class (Do Not Lock). Tutors and visitors

should be taken with you.

The pre-school admin officer will take an up-to-date Absent lists to evacuation point.

One staff member should sight the Business Manager who will be standing outside the front

of the school waiting for the fire brigade.

Check that all children are present then signal with thumbs up to the staff member by the

fence, who In turn will give the thumbs up signal to the Business Manager.

If the alarm rings at lunch or recess time, duty teachers are to direct pre-school children to

their area and all other students to the basketball court to be organised in their class groups

for checking.

No one is to enter the buildings until the ALL CLEAR is given by the Admin Officer who will

give the thumbs up.

In the event of an alarm sounding during a storm, all students are to be taken to the

Assembly Hall.

A Lockdown will happen if it is considered that student and/or staff lives are at risk.

Students will be aware of what a lockdown is and what they need to do in the sense that

there could be a fuel spill in the near community or a fire spreading smoke so everyone

needs to go inside the buildings.

The school will practice ‘Lockdown’ at the beginning of each school year.

Lockdown Procedure

Lockdown will be announced over the P/A system by either the term ‘Safe School 1’ for a local

lockdown or ‘Safe School 2’ for a school lockdown, being announced, depending on the

severity of the situation. The preschool will need to be contacted by phone.

The Principal notifies the school staff of issues, where appropriate and possible, and

announces the Lockdown.

Staff will lock outside doors, close internal doors and windows, (Safe School 1) or

move into centre rooms and/or sit below window level (Safe School 2)

The Principal will advise Police and other appropriate emergency services,

Staff check that all external doors are locked (only if it is safe to do so),

If available, the Principal will allocate staff to be posted at locked doors to allow

students, staff and visitors to enter if locked out.

Communication Officer to wait at the main entrance to guide Emergency Services

personnel.

The Principal will:

o advise Department of Education Management of emergency.

o divert parents and returning groups from the school,

o ensure a phone line is kept free-this could be a mobile phone.

o keep main entrance as the only entry point. It must be constantly monitored and no

unauthorised people allowed access,

o check (if possible) that all staff and students are accounted for,

o record brief details of actions undertaken and times,

o await de-activation advice from emergency services personnel (if appropriate) or Chief

Warden.

Actions after lockdown

Confirm with Emergency Services personnel that it is safe to de-activate lockdown.

Determine if there is any specific information staff, students and visitors need to

know, eg. areas to avoid.

Ensure that staff, students or visitors with medical or other needs are supported.

Print and issue pre-prepared parents letters and give these to children to take home.

Follow up with any student, staff or visitors who need support. Ensure all staff are

made aware of the Employee Assistance Program contact details.

Seek support from the Manager, Operations and Emergency Management at the

region as required.

Maintain records and documentation and undertake operational debrief to review the

lockdown and any procedural changes that may be required.

Reasons for lockdown

Risk (‘Safe School 1’ announcement)

Toxic chemical spill/gas leaks/bush fire spilling smoke across the school buildings.

Armed or aggressive intruder in the local vicinity not the school.

Control measures

After an announcement over the P/A system for a local lockdown:

o Ensure students are not located in or move into areas of direct danger,

o Any classes with specialist/DOTT or intervention groups must return to their home

classroom as must their home class teacher.

o Secure doors and windows (lock) and turn off all lights.

o Mark attendance roll.

o Inform the Office of any discrepancies with the last roll marked.

o The Warden or the Deputy Warden will roam classrooms to double-check for any

discrepancies in the roll.

o The Deputy Chief Warden will do an inside sweep of the school (if necessary and

can do so safely)

o Await instructions from the Chief Warden or delegate via the P/A system or phone

if necessary.

Siege

Armed or aggressive intruder on the premises

Control measures

After an announcement over the P/A system for a school lockdown:

o Staff and students return to own rooms if announced, otherwise stay in their

current work rooms and inform the office of any missing students.

o Children and adults to hide under desks. Teachers are to give instructions calmy to

avoid panic. Eg. For E/Y students, “let’s play a game”

o Best strategy (where possible) read a story/books in low calm voice/ play music.

Ensure you continually scan the room and reassure students where needed.

o Do not walk in the room.

o Front office personnel will notify each classroom (Do not call the office)

o Wait instructions from the Chief Warden or delegagate.

Any of the above during recess or lunch play times.

Control measures

Depending on the type of emergency, Staff and students will be directed towards the

most appropriate buildings. This will be announced over the P/A system.

Teachers on yard duty to ensure all students move swiftly and safely.

All doors to remain locked.

Await instructions from Chief Warden or delegate as to movement.

Communication will be via school P/A system/mobile phone or face to face.

Risk

Any of the above before or after school

Control measures

Most senior staff member present to identify the nearest safe classroom for lockdown

procedure.

Organise people to wait at drop-off points to inform parents/buses etc. and direct

students who continue to arrive to lockdown area.

Contact police on 000 and ask for assistance. You will need to:

o Outline what the emergency is,

o How many people are on site (if known),

o What actions have been taken and who is in charge.

Contact Principal or Assistant Principal on relevant numbers. If unavailable or no answer,

contact the NT Government Switchboard on 8999 5511 – ask for Department of

Education School Operation personnel. Communicate the details as known.

Stay calm and focused on your intended outcome – ALL PEOPLE TO BE SAFE.

Risk – Collapse of students in the heat.

Control measures

Inform the Business Manager as soon as possible so the problem can be fixed.

Move students to a different teaching area

BOMB THREAT

Risk – Phone threat or parcel threat.

Control measures

Take notes using the Bomb Threat Checklist (Appendix 1 on page 25-27)

Remove students and staff from area to evacuation stations, (staff scanning for

anything suspicious, foreign or unexplained before leaving rooms) and notify police.

Notify Regional Director.

BUS (school) INCIDENT/VEHICLE BREAKDOWN

Risk – Accident/flat tyre/breakdown

Control measures

Staff in charge of bus to notify the school who will notify families if necessary.

Notify Regional Director as necessary.

BUSHFIRES OR GRASSFIRES

Risk - Bushfire fires around and near school to be reported to Emergency Services.

Control measures

Close windows and doors and keep students inside until informed otherwise.

Continually check students with asthma and report any problems to front office.

EARTHQUAKE

Risk – Falling debris from buildings

Control measures

If indoors – stay there and ensure that nobody moves about or leaves the building. Get

everyone to take cover under tables, benches, desks or internal door frames. Keep

away from the windows, shelves and overhead fittings.

If outside – keep everyone well clear of buildings, walls, power lines, trees, etc.

Where possible, evacuate the muster areas as practiced.

FIRE

Risk - Fire in classroom or school environment, including pre-school.

Control measures

Evacuation bells, speakers, alarms, fire hoses and extinguishers regularly checked.

In the case of a fire or expected fire the alarms will sound and evacuation procedures

followed.

If a student has brought firearms or ammunition into school, it is to be confiscated

Imediately and handed to the Principal who will notify parents.

If an unknown person or persons have been seen with firearms on the premises, the

school goes into lockdown.

o An announcement will be made and teachers will take their students into their

rooms and secure the doors then take a roll call and notify the office of any

missing children by phone. When the situation is cleared, a further message

will lift the lock-down and normal activities will continue.

o Notify Police.

o Notify Regional Director.

HAZARDOUS SUBSTANCE RELEASE: inside and outside school grounds

Control measures

Unknown people on the premises - staff have the responsibility to ask who they are

and what they are doing on the premises. Direct them to the office if they are lost.

Direct them off the premises if they have no business at school and inform the

Principal.

Suspicious person (intruder) on the premises – An announcement will be made for a

lock-down. Teachers will take their classes into their rooms and secure the doors then

take a roll call and notify the office of any missing children by phone. When the

situation is cleared, a further message will lift the lock-down and normal activities will

continue.

WEATHER - (severe) storms and flooding

(Casuarina Street School is an emergency evacuation centre for the community if there is

severe flooding. This is controlled by Emergency Services)

Flooding of school and/or the grounds.

Flooding of the town.

The Tindal Road and/or Gorge Road are in imminent danger of flooding.

Severe thunder storm damages buildings or trees.

Control measures

Regular maintenance to ensure drains and gutters are clear.

Regular updates of flood planning and emergency evacuation.

Communicate with staff and outside agencies

Follow procedure for sending students home.

Keep students inside buildings and away from trees in the event of thunder storm.

Student missing in school

Risk – A student does not arrive at class or goes missing during the day.

Control measures

Teachers mark the roll at the start of the school day and after the lunch break.

The teacher who has duty of care contacts the office to register the missing student.

Senior Staff search the school grounds.

The student is paged over the intercom.

Parents are informed.

Notify Police where necessary.

Notify Regional Director where necessary.

Student missing after school

Risk – A student does not arrive home after school finishes.

Control measures

Person on Bus Duty videos students as they get on the buses so the footage can be

checked if a student is reported missing by their parents.

A search of the school buildings and grounds is undertaken.

Contact parents if they weren’t the ones who reported the missing child.

Police contacted where necessary.

UNWELCOME OR MALICIOUS CALL

Risk – An unknown person makes an unwelcome or malicious call (not to be confused with a

bomb threat which needs to be dealt with differently)

Control measures to Trace a Call

Hang up the handset (disconnect the call) from the unwelcome caller.

Pick up the handset and dial 1157 (this needs to be done before any other call is made

or received.

Listen for the RVA, “A trace has been performed on the last incoming call”.

Control measures for Unwelcome Calls

For unwelcome call events, the user or a Staff Member acting on behalf of the

recipient, it is recommended that all incidents are logged via email to,

[email protected] Without a follow-up call at this stage. Please mark

the email subject as “URGENT-NT GOVT…” Please also cc [email protected]

Include a contact name and the phone number, name and address of the department

that received the call.

Telstra Unwelcome Calls area is open Monday to Friday 0900 to 1700 excluding public

holidays.

Control measures for Life Threatening Calls

For Life Threatening calls, call the NT Police Communication Centre via 000

First Aid Officers

There are designated First Aid Officers and their names are posted outside the sick

bay.

These staff members are also trained for dealing with asthma and anaphylaxis.

Everyone is encouraged to complete a Senior First Aid Certificate.

Recording First Aid Treatment

The Office always has a trained First Aid Officer on duty.

There is a register in the Sick bay to record all instances where students receive first

aid treatment.

Details recorded are – Date/Time/Student name/Class/Reason/Treatment

If the reason for treatment is of a serious nature an incident/injury report is

completed.

First Aid in the classrooms

Each teaching room has a basic first aid box consisting of band aids and cotton pads

which teachers utilize when necessary for minor incidents.

For more serious incidents, teachers send their students to the office, accompanied by

another student and with a note explaining the details of the problem.

First Aid in the playgrounds

Each duty teacher carries a ‘bum bag’ with bandaids and rubber gloves for dealing

with student injuries.

The ‘bum bags’ also contain cards to send to the office if assistance is required. They

consist of:

o Coloured cards for the 3 different duty areas (blue for Blue Area, yellow for

Yellow area and purple for E/Y area) The name of the duty area is printed on

one side of the card and a message on the other side reading, “Assistance is

needed immediately in this area”.

o White cards with student names accompanied by photos of students who may

require immediate medical assistance. These cards are sent to the office with

one of the playground area cards to indicate where the assistance is needed.

o If a staff member deals with an injury, they will be asked to complete an

Accident Form.

o Students with head injuries are sent immediately to the office and monitored,

and their parents are informed.

First Aid on Excursions

A Risk Assessment is carried out for excursions out of school grounds.

A first aid officer accompanies all excursions.

A first aid box including asthma kit is taken on all excursions.

RATIONALE Sometimes a tragic or extremely disturbing incident can occur, which needs immediate

attention by the whole school. The Critical Incident Plan is to deal with the aftermath of such

an event, which may impact heavily on staff or students. It is to be updated each year.

Any of the following situations constitutes a critical incident:

Accidental death or serious injury of student or staff

Destruction of whole or part of the school

Major vandalism

Murder of student or staff

Group of students injured or lost on an excursion

Students/staff taken hostage

Students/staff witnessing death or serious injury

Student/staff suicide

Natural/other major disaster in the school community

Other – likely to cause serious distress to students/staff: and/or generate strong

media interest.

SCHOOL MANAGEMENT POLICY In the event of a critical incident occurring, 1. Ensure there is no further possibility of ongoing danger or health issues (may involve

OH&S as applicable) 2. Identify any staff or students likely to be affected in any way by the CI. 3. Notify Regional Manager of Schools and be ready to assist with preparation of a media

release. 4. Staff or students likely to be affected will be provided with CI debriefing and/or

conselling. Conselling may include as appropriate: o Internal counselling by Principal, Assistant Principal, other staff as appropriately

trained and experienced. o Employee Assistance Service (EAS) Toll Free: 1800 193 123. Katherine: 8941 1752 o Student Services Branch Critical Incident Team (Guidance Officers)

5. The Principal is to notify the Director that there is need to implement the Critical Incident Plan and provide a succinct briefing.

PRINCIPAL’S RESPONSIBILITIES

Obtain factual information about the incident and decide whether the situation fits the definition of a Critical Incident.

It is important to respond and manage the situation rather than leave it until later when secondary problems may arise.

If in doubt, or if the situation fits the description, contact Director School Performance (DSP) to discuss actions to be taken in response to the incident (consider legal issues)

IDENTIFY INITIAL ‘AT RISK’ INDIVIDUALS AND GROUPS:

those directly exposed to the incident

their family and friends

people first on the scene/direct helpers

witnesses

those worried about the safety of a family member

those familia with the “victim”

those with a history of loss or trauma

those associated with the event by absence/guilt

SCHOOL MANAGEMENT PLAN

Notify Senior Staff.

If deemed necessary contact NTDE Guidance Officers.

Liaise with RAAF Base Tindal through the OC, if necessary.

Deal with media inquiries/press releases.

Regularly update Regional Director of unfolding events. (This sometimes involves news flashes to the Minister).

Call a staff meeting and brief all staff of the situation.

All staff and students to assemble. Provide children with a statement of facts and reassure them of everyone's support. Whilst the staff and students are assembling, the Office Manager is to call the Student Services Branch Critical Incident Team (Guidance Officers)

Front Office telephones are to be manned by Business Manager, AO 1 Office and AO1 Classroom personnel. A prepared response to telephone inquiries to be provided for them by the Principal.

Set up Staffroom as a quiet referral area for distressed children who need to be removed from the classroom. Principal and/or Assistant Principal to deal with these children and advise if parents need to be contacted to collect the child.

Recess and lunchtime, 1/2 staff rotation to provide pastoral care for the children in the playground.

All staff to be available in the playground at the end of school to speak to parents if necessary.

Update staff with information before school, recess, lunch and after school. Meeting and/or whiteboard.

After school hold a staff debrief, and plan for tomorrow.

Emergency LOCKDOWN Procedure

This Preschool has lockdown procedures in response to any critical incident or foreseeable threat of

harm to staff, children or visitors. Such an event could be:

A hostage situation;

A siege;

Violent, intoxicated and/or drug affected persons;

Dangerous animals;

Unidentified external disturbance; or,

Severe storm.

Initial notification

The witness to the event alerts the Certified Supervisor or the School office immediately. The Certified Supervisor determines whether or not lockdown is appropriate at the Preschool

or directions come from the school. If only the preschool is involved, the Certified Supervisor activates the lockdown signal. If the

whole school is involved, the Senior Staff activates the signal. o Lockdown signal played over the school PA for whole school lockdown and Preschool

Certified Supervisor notified immediately by phone. o Preschool lockdown only certified Supervisor to notify preschool staff then Nominated

Supervisor by phone. Dial 000 for police/emergency services assistance, and follows the operator’s instructions. Staff follow all directions of the Certified Supervisor explicitly.

During lockdown

All educators and children inside are to remain in the preschool and those outside are to go inside immediately and follow lockdown procedures.

Educators are to lock all doors and windows and ensure children are kept secure (e.g. under tables). Sit under the windows in the mat area.

Educators check the sign-in sheet and ensure that all signed-in children are present, and as soon as it is safe to do so, inform the Nominated Supervisor of the names of any children unaccounted for.

Do not use the phone for external calls. In case of a medical emergency, notify the Nominated Supervisor.

Educators without children are to lock all external doors and windows (e.g. front door, back door and toilet door).

Everyone is to remain in lockdown until the Nominated Supervisor (whole school) or Certified Supervisor (Preschool only) announces the “All Clear.”

After lockdown

Determine if there is any specific information staff, students and visitors need to know, e.g. areas to avoid.

Ensure all staff students and visitors with medical or other needs are supported. Follow up with any students, staff or visitors who need support. Ensure all staff are made

aware of the employee assistance program contact details. The Certified Supervisor notifies parents as soon as possible after the lockdown has ended.

The lockdown will be documented, and the Preschool’s response reviewed.
