emergency management program and the council of the municipality shall by by-law adopt the emergency management program. 2002, c. 14, s. 4.

Local response agencies and services have the legislated, statutory and jurisdictional authority
There are a few exceptions;Federally

Provincially declared Emergencies, Public Health

Provincial assistance is deployed only upon request of a Municipality;The municipal Community Emergency
Management Coordinator can request assistance from the Provincial Emergency Operations CentreA municipality cannot directly request federal
assistance, but;The Province can go to the Federal level to get that
assistance for a municipality
In very rare circumstances, will the province come inand direct the response.
