• Emergency Planning & Preparedness (ERP) has been developed for Nuclear Malaysia to cater for nuclear, radiological and conventional accidents that can take place within and around Nuclear Malaysia complex.
• ERP described in detail in manual of Safety, Health & Environment Management System (SSP-06)
• An emergency organization was establish to facilitate in identification of the groups involved and their roles and responsibilities in providing response action and support during an emergency.

• This organization provides a clear structure on hierarchy of command for actions to be taken during emergency response
• The person in control during an emergency is ED (Emergency Director). He is in charge of the overall strategic management of the emergency response and lead the emergency response action
• He will also often be the primary spokesperson with the media but in a serious emergency the Director General will deal with media, with ED as the advisor.
• In case of emergency has reached the level beyond the capability of the emergency response team to handle, the assistance outside support agencies will be call in. ED may activate the call for this assistance.
• The agencies to be called upon during an emergency:-– Atomic Energy Licensing Board (AELB) – to mobilise
its emergency response team for additional support– Police – maintaining public order and security, traffic
and crowd control– Health Department – coordinates and controls the
mobilisation of all health responses to emergencies– Fire & Rescue Department – is the combat agency for
fire and land based hazardous materials incidence and emergency.
National Level• For any nuclear/radiological accident occurs which high radiation
involved and may have direct effect to areas beyond the boundary of the incident area, AELB will take responsibility of overall strategic management of the emergency response and lead the emergency response action.
• If the accident is involve with:-– loss of lives– an event that occurs suddenly– complex in nature– destruction of property and/or environment– disruption of the community daily activities
it will be categories as national disaster
• In Malaysia national disaster response will be handle by National Security Council (NSC), under Prime Minister Department. AELB will be function as advisor to NSC in making strategic management of the emergency response and planning action.

• In case of victims with high radiation exposure involved and it is beyond the capability of Health Department to handle, the AELB officials will request assistance from IAEA under the Convention on Assistance in the Case of Nuclear Accident or Radiological Emergency for special medical treatment of seriously injured victims.
• Information to public and media will be handled by NSC (as AELB as advisor).
• Early reporting of events and information sharing to IAEA and regional countries will be managed by AELB.
