INTRODUCTION

MAJOR EMERGENCYDEFINITION:

A major emergency is an accident which can

cause serious injury, death and extensive damage

to property or serious disruption of work.

The purpose of an emergency plan is to ensure

that plans exists and are known to all personnel

on how to; localize an emergency and if possibleeliminate it, minimize its effect on personnel,

property and the environment.

The company needs;

Senior management representation to

develop and administer the overall plan.

Departmental and sectional coordinators toassist in their areas.

To train coordinators to undertake their roles

effectively

EMERGENCY RESPONSE ANALYSIS

Subject matter experts(SMEs) should carry

out risk analysis to identify and evaluate

emergency response needs for all probable

emergencies base on the following;

Risk assessment to identify all probable

emergencies.

A review of regulatory requirements.

Assessment of potential off site emergencies

Emergency reporting procedures

Procedures and routes for evacuation of

personnel to pre determined areas of safetyand assembly system to account for located

or missing persons.

Well documented, detailed instruction for

each department, building or area, that

include fire response, work shutdown etc.

CONTENTS OF THE EMERGENCY PLAN

The control of hazardous materials such as

chemicals, fuels radioactive sources

explosives, gas cylinders etc.

The removal or protection of vital equipment

such as computer rooms, record storage areas,

life maintaining equipment etc.

The designation of a central control

area/alternate control area where all

emergency communication would be routed.

A search and rescue plan

All clear and re-entry procedure.

Training drills and exercises should be

conducted in each area with all personnel

regularly.

Drill frequency should be determined based

on the risk in each work area.

FIRE FIGHTING IN SPECIAL

HAZARDOUS AREAS

Plan must cover special fire fighting

procedures where hazardous materials exists.

Fire fighting from local/municipal authoritiesmust be made of all materials in stock and

procedures for their control.

Emergency plan should include response to

emergencies which may occur outside of the

defined boundaries of the site/location.

Plans should include response to deal

occurrences involving the spillage or potential

spillage from transport units carrying

dangerous and hazardous goods.

Established system for reporting and

responding to off-site emergencies around the

clock.

Identification of appropriate personnel and

how they can be contacted to handle outside

emergencies.

Mutual aid agreements should be establishedwith other organizations to provide personnel

and equipment in an event of an emergency.

Development of a written plan for restoration

of business activities in the event of los of any

major facility due to an emergency.

Procedures for business interruptions should

be included in purchase agreements, contacts

and insurance programmers.

Alternate means of communication with key

managers, site emergency teams, outside

emergency organisations,employees and

others as needed when normal

communication fails.

Established system of monitoring information
