The youth represent a significant proportion of our population and are our future leaders. They have to dedicate themselves to the task of tackling corruption. With this conviction, we focused on reaching out to students in nearby schools and colleges as a part of outreach activities on the occasion of VAW- 2017. The response to such initiatives taken under the guidance of the Commission is remarkable. Its effect and impact will indeed be felt in the years to come.

I am obliged to all the members of the Organisation for their overwhelming support to our initiatives towards making OIL a clean Organisation. It is sincerely hoped that your constant co-operation at different levels will come to the fore for benefit of the Organisation.

Greetings Oil Indians!

At the outset, let me take this opportunity to wish you all a very happy and prosperous new year.

As 2017 winds down and we bring out the first issue of “InTouch” for the year 2018, it is time for us to reflect on our activities in the year that has gone by and also to plan for this year. We can touch upon a few of the major activities that took place in the year 2017 especially in Preventive and Participative facets of Vigilance.

As part of Preventive Vigilance, constant review of roles, procedures and practices for refining and improving the system was taken up. To create awareness and to sensitize employees about the Organisation rules and regulations, programs were conducted in various spheres of the Organization.

Under the directives of the Central Vigilance Commission (CVC), Vigilance Awareness Week (VAW) - 2017 was observed across the Organisation. Taking up the theme of “My Vision – Corruption Free India”, scores of activities were planned and successfully conducted. I am happy to note that Oil Indians whole heartedly involved themselves in this endeavour.

Dear Reader,

You might remember that from 30th October to 4th November’ 2017, as per CVC’s directive, the Vigilance

Awareness Week (VAW)-2017 was observed across the nation with a focus on the theme of “My Vision-

Corruption Free India”.

The purpose of this Week was not only to create greater awareness about the menace of corruption but

also to make every Indian citizen realise that corruption is not inevitable, and that each of us have to play

our role in fighting corruption. Honouring this initiative of the Commission, we as responsible citizens

have to reaffirm our commitment towards maintaining Integrity, remaining honest and transparent in all

our dealings.

In line with the adopted theme of the week and under the able guidance of our CVO, the Vigilance Department

at OIL took various initiatives for successful observance of this week with co-ordination and active support

of Oil Indians from different spheres. Multifarious activities were conducted both inside and outside the

Organisation. This issue of the journal includes a few photographs of activities organized across the

organisation during VAW-2017 which speaks of your enthusiastic participation in various events.

As always, we would like to thank all those who have contributed to this journal and successful observance

of the week .Your valuable suggestions and feedbacks are welcome.

It was winter of 2015 and like all normal statutory functions, there was the announcement in the PA system with a reminder to all to assemble at the auditorium in the ground floor of our office at ‘OIL House’. Expecting a normal proceeding, like previous years and many other official awareness functions which required certain amount of cajoling to gather attendance, I too came down to the ground floor auditorium. After doing my registration and collecting the attractive eco-friendly memento entered the hall and took a formidable seat at the last row. All the familiar faces were waiting for the chief guest to arrive.

Finally the chief guest arrived and after initial exchange of pleasantries he was invited to the dais as we are

used to witness in all such official functions. It is a bitter truth that in all such functions the inner thought of the general participants are always the same - when it is going to be over or the time for ‘vote of thanks’. The urge to leave is more overpowering when in such functions where lectures to be delivered after the post lunch session.

But, this time what followed to unfold was totally un-expected experience for all of us.

The Chief Guest came to deliver his speech and reached the dais. In plain words he said that he also thought it to be a similar function as normally organized in the Ministries where the meeting used to get over

after administering of the pledge and that he had not prepared any speech for the occasion to speak. Rather he would share his perception of vigilance as he learnt from practical approach of his life.

He started from his childhood. He said, it was a sunny summer day when his entire family consisting of parents and his siblings were busy cutting grass in the fields in interior Bihar village of his residence. Suddenly the village postman came searching for him in a bicycle and told that his name came in the Newspaper. The Newspaper carried his name as he secured position in Matriculation Examination. During those days when he was a school boy, they used to reside in that very remote village where the only source of light ‘at night’ used to be the make shift kerosene lamps made from ‘throwaway bottles’. These lamps were also scarce, because kerosene was unaffordable. Entire village used to complete all night jobs early and used to go to sleep by seven in the evening. After his matriculation, he took admission in the only college in the nearest town about 30 KM apart where his bicycle was only way for communication. Clearing his 12th., known as Pre-university those days, he again cleared entrance for ‘Indian Institute of Technology’ and took admission to pursue his engineering. His hard work paid when he appeared for the Indian Administrative Services (IAS) examination and cleared the same in the very first attempt and finally became the additional Secretary at Ministry of Petroleum and Natural Gas where he was working during that time. Without any hesitation he added that while appearing for the oral interview he was not expecting to clear since he thought his non- English back ground might not be liked by the interviewers. However, against all his thoughts he was selected for the service and reached the position as on day. There was complete silence in the hall. I felt goosebumps and a feeling of cold chill running from my feet to head.

The point that he carried was that if a boy from such a background can reach to such a position without any influence of any sort, can this ‘Indian System’ be not an example of effective, unbiased and un-corrupt way of functioning. All is not bad in India and there is hope everywhere. Taking that point further, he said that there were many such fronts where Indian systems can be

compared to the best in the world and un-paralleled .So while we read stories of scams , scandals every day, such achievements of our system is unnoticed. But we should not get dejected by such stories and definitely all is not that bad.

Against the story of hope he narrated another very interesting story in his speech. He used to take interest in quiz during his college days and tried to get involved in quizzing wherever there was opportunity in his service life too. So, while working as a District Administrator in certain district in the state of ‘Orissa’ once he was conducting a quiz program for the school kids on behalf of the District Administration. When asked to a student of class IV about the job of a BDO, prompt came the reply from that vernacular medium student –“Paisa khawochi’ meant ‘to take bribe’. A student of class IV ‘rang the bell of despair’ in him removing all cover of falsehood and tall promises system. Reality struck and that took him aback. We all were also struck by two opposing pictures of ‘hard truth’ that came out of his speech.

Unmoved, with his ever present smiling face, he spoke and advised that we lived in a system where everybody wanted to live plain, unbiased and un-corrupt way. Such people were in majority and might be more than ninety percent of the population. He said that people are not born corrupt and the system needed to be vigilant for ‘the rest’ because though they were small in number, they were the root of the concern since they could influence the others too.

The Chief Guest was none other than Shri U. P Singh, IAS and the then ‘Chairman and Managing Director ‘of Oil India Limited. I have to honestly confess that I have attended many Vigilance Week functions, but never been moved so much more than this ‘ unprepared speech’.

My only regret is that that I could not let my son listen to the ‘speech’ which I am sure would have been a trigger of hope for him too to face the odds in future.

Corruption takes birth in a society when its citizens fail to believe that the nation is a common property of all its citizens and the generation yet to come. Every situation, where you leave truth, you are giving birth to corruption, no matter how simple or how complicated is the matter. If so, you and I would have been corrupt at least once over the time.

Consider any segment or sector of our society. Be it education, health, politics, legal, media, economic, social, business, anything. You will find the dark marks of corruption everywhere. Education has become a money making business, where it has become a right of the rich. Number of self-financing institutes increase day by day. Where will the poor go? The prices of the necessary drugs have gone up and the money allotted for basic health facilities not properly utilized. The result is ill health. Where did the money go then? If you have money, you can win any election here. The influence of money and muscle power, perpetual succession, everything has influenced our democracy so much. Any criminal can win his case if he has money. People have started losing the faith in democracy. You can create news if you have money. Media has, to an extent lost its sense and has become sensational. Inflation affects only the middle class and levels that come under. Our businesses have forgotten the meaning of corporate social responsibility to an extent. These are all in fact, true condition of our society. And this is why our economy is addressed as corrupt.

Since, birth the causes for a man to become corrupt are plenty, starting from the very influence of the family and circumstances that bought him up to the enmity towards his own nation. The red- tapism and limitations of the legal framework within the country are some other major reasons that have resulted to corruption in large numbers.

The nation belongs to its youth. They are the makers of tomorrow. What they do today will reflect in the society tomorrow. To live in a society, that is corruption free, we need people with quality, of mind and thoughts. If those people come forward to build a strong nation, our dream

of a corruption free society is never far away.

In a country like India, the majority of its population is the youth (more than 60%). These huge proportion, including me could contribute to my nation. It is the same for any other country, whatever the proportion of youth is.

Corruption is one of the greatest evil that shakes the backbone of any society. More than a matter of need, corruption has become a subculture, a common practice, a necessary evil. Faced with this trouble people have grown used to it, it is part of everyday life. If this evil is eradicated from the society, the greatest threat to development is over. Youth of India can do a great deal in this matter but we must be careful so that they do not take up misguide ideals and ideas because it is going to have the opposite effect. The main problem of the youth in India is that they are not a part of the society in its full sense they come under parents, and are guided by parties, and age old ideas that has no relevance in today’s IT age.

They must fearlessly take up politics, to give new dimensions to it, give sense to it and must provide what the society really needs. Law must ensure protection and rights to its citizens who believe in it. People who believe in the purity of knowledge and the importance of education must take up the responsibility of providing knowledge to the young minds. They must be able to teach the values of life. Every profession comes with an ethics and the youth must not only be able to keep up the ethics, but also influence the society to build a life oriented towards values and ethics. They must be able to uphold and bring truth to the people through media. They must be able to apply sense and act wise. They must be courageous to stand for truth, raise their voice against injustice. The youth must strive to reach top positions who can then frame policies for the nation which would bring in development and prosperity, truth and justice, thereby a corruption free society.

The youth must be able to read the pulse of their nation. They must build a sense of patriotism towards their nation.

Motivation can be defined as the internal drive or force that makes an individual work towards the desired goals. It is that thing in an individual that keeps him going and helps him achieve all that he aspires for. Motivation, per se, refers to the processes that drive a person and this are generally related to human psychology. At the same time, a manager’s job is to get the job done from his sub-ordinates. This will include directing the group’s efforts in a controlled manner to achieve the stated objectives of the organization (F. Luthans, 1992).

Motivation can be categorized as Intrinsic and Extrinsic. Intrinsic motivation refers to the motivation that accrues to the individual to do work to get satisfaction and enjoyment by itself. Extrinsic motivation is when someone other than the individual himself, tries to influence him to carry out certain activity or to act in a certain manner. These are the two spectrums of motivation, one being internal and the other being external.

THeoRIes oF MoTIVaTIon –an enabler for good managers

At a certain point of time in history, there was a very less emphasis on people management. But, with the passage of time, a lot of emphasis is put on how managers deal with their employees and how they get their work done (D. R. Conner, 1992)

An organization looks at diverting the behavior of its employees towards in a certain direction and this activity is undertaken by persuaders, who are basically the managers (Robert Hershey, 1993). The persuader uses communications, both verbal and behavioral tools to influence the behavior of the employees. This emphasizes that the manager needs to have a good conceptual knowledge of the various theories of motivation. This also shows an interesting aspect of management where managers are expected to involve in behavioral dynamics while dealing with employees.

Various research studies have shown that it is very crucial for anyone to have a fundamental knowledge

of the concepts as it helps in better application in the practical world. Learning by doing or learning under a given situation exposes individual to a better and richer experience. Richard Lynch (2006) describes how a management development program based on situated learning theory resulted in change for individuals, organizational culture and performance. It showed how new understandings about learning in the workplace and in higher education points towards the need to take account of the context in which learners utilize their knowledge and skills.

THEORIES OF MOTIVATION

The great researchers in the past have laid down various theories of motivation which act as the basic foundation for any individual to understand the dynamics of motivation. Innumerable studies have proved the presence of motivational factors in getting the job accomplished in an organization. And to get the job done, a manager has to understand and apply various motivational techniques, which may be any one or a combination of the following or any other philosophy:

1. Abraham Maslow’s Need Hierarchy Theory2. Frederick Herzberg’s Two Factor Theory3. Clayton Alderfer’s ERG Theory4. David McCelland’s Achievement Motivation Theory5. Incentive Theory of Motivation6. Leon Festinger’s Cognitive Dissonance Theory7. Edward Deci’s Self Determination Theory8. Equity Theory of Motivation

All the above theories have been widely accepted and they have proved to improve the productivity of employees at the organization. One nice thing about the theories is that all the theories are very easy to understand. Although the above mentioned theories are simple to read and understand; but they are definitely not simple

to implement. Implementation issues crop in and restrict the path to carry out this activity.

MANAGER’s KNOWLEDGE OF THE THEORIES – a need

As we all are very well aware of the fact that in-order to build a building, the basic requirement is to have a good solid foundation. Similarly, to be able to practice a better management, a manager has to have a solid conceptual knowledge of the domain area and the various facets of human psychology. If we extend this to people management, a manager is required to have a sound knowledge of the theories of motivation.

Basically, if we look at the role of a manager in motivating his employees, it can be seen that the managers use the various theories of motivation in getting their work done (R. Hershey, 1985).

The manager’s work which revolves round getting the work done from the employees can be in any functional area of the organization. The basic job specification for any managerial position entails the conceptual and practical knowledge of the domain area he is assigned to. A manager not only needs to do the work himself but also delegates the job to his immediate sub-ordinates. This requires people management skills and most importantly, the application of various theories of motivation as per the requirements of the situation.

The basic reason why knowledge becomes a pre-requisite to better and efficient management is that a manager is very often in the line of fire in the decision making process (Y. Engestrom, 1994). In that situation, a decision cannot be taken unless one is well versed with the theoretical approach. The previous exposure to such situations, if any, will act as enabler to the process.

The applicability of a particular motivation theory in an organization depends upon the culture, the structure, the situation, the needs and demographic profile of the employees. If a particular motivation theory has been successful in one organization, it may or may not be successful at other place and other situation. The managers do a check on the psychological standing of the employees to be able to see their requirements, understand their needs and look for the tools and techniques that might enable the employees to work in a desired manner and to deliver results.

WHY IT BECOMES A NEED

The process of motivating employees is a psychological process and it goes through various stages. The most

crucial aspect of this process is to understand the needs and requirements of the employees and their psychological thought process. For this, a manager has to understand the nuances of the above step. By undertaking the activity, the manager will come to know of the needs and the thought process of his employees. This brings him to a step where he will have to use the best possible tools and techniques of motivation. This is the place where one needs to have a sound knowledge of the theories of motivation. The manager will have to analyze the situation and accordingly based on the pros and cons of each theory of motivation, he will have to devise a strategy for motivating his employees. A good insight into each theory will help in reaching to a best possible strategy.

Although theoretical knowledge is important, but we have many instances of people across the globe that have been highly successful in managing people without having any formal structured knowledge of the subject (E. Oakley and D. Krug, 1994). It is preferable to have a theoretical grasp of the subjects, but it is not mandatory to have them. We can remember a lot of great leaders in the past who have been able to manage people brilliantly, but they were not any management graduates with specialized knowledge in managing people. Also,

if we look a couple of centuries back, we can see that the kings and lords managed their people but they were not literate. It can be concluded that domain knowledge of motivation theories can definitely help in better understanding of the situation but it cannot be termed as a pre-requisite to better management. It is preferable not a mandate.

The use and practicality of theoretical knowledge has always been under the scanner of industry people around the globe. The industry always highlight upon one thing; the theoretical knowledge is not considered as long as one is able to deliver. If a manager does not have any formal management education, but if he is able to deliver at his end, the top management will be happy and contended. But if a manager is not able to deliver, then his fundamental knowledge of the subject will be in the line of fire. This proves a point that the corporate world is focused on the results and not the concepts. This makes the subject knowledge a preferable faculty but not compulsory.

A deeper analysis into the topic has helped to reach to a conclusion that the subject knowledge of the theories of motivation definitely acts as an enabler in the process of motivating the employees.

The Berlin based corruption watch dog, Transparency International (TI) has put India at the rank of 79 out of 176 countries in its latest Corruption Perception Index (CPI) for 2016. This is a shameful rank for us who dream of being called a developed country by 2030. So it is necessary to fully understand its implications to contain it.

Corruption is a form of dishonest and immoral conduct by a person entrusted with a position of authority often to acquire personal benefits. Corruption may include bribery of money or any other kind of personal gain. It is the result of power game. Some Govt. Officers or other employee in power plays the game. Sometimes political leaders are accused of corruption. Corruption includes nepotism, where merit and talent suffer. As a

result, social development lag behind and common man suffers.

We hear corruption cases - like Bofors case, Coal scam, 2G scam, Chopper scam, Adarsh housing scam and Shell company’s scam. By corruption sometimes the funds sanctioned for the purpose goes to personal accounts. BJP Govt. fight for this black money by demonetisation is a good effort to check corruption.

A lot can be done to contain corruption. The state Govt. and Central Govts’ joint effort is needed. We need access to information about public expenditure, stronger standards of integrity for public officials, unbiased law and order system. This will make the public to have faith on Govt., corruption can be checked and ultimately dream for corruption-free developed INDIA can be fulfilled.
