    Employment was little changed in June and unemploymentdeclined. The overall jobless rate was 6.0 percent and thecivilian rate was 6.1 percent, each two-tenths of a point be-low May levels.

    Nonagricultural payroll employmentas measured by thesurvey of business establishmentsand total civilianemploymentas measured by the survey of households-were about unchanged in June, after seasonal adjustment.Both surveys showed increases of roughly 2-1/2 million overthe past year.

    Unemployment

    The number of unemployed declined by 285,000 to 7.3million, and the civilian unemployment rate fell two-tenthsof a percentage point to 6.1 percent. The June jobless raterepresented an improvement of six-tenths of a point in thefirst half of 1987 and was at its lowest point since December1979.

    Fewer young people than normal had entered the laborforce as of the June survey week, which was unusually earlythis year. As a consequence, after seasonal adjustment,declines occurred for both youth employment and unemploy-ment. Teenagers accounted for more than two-thirds of thedecline in the number of jobseekers. Their jobless rate fellalmost 2 percentage points to 15.9 percent, and that for blackteenagers was down nearly 6 percentage points to 33.3 per-cent. There was also a decline in unemployment among adultwomen, with their rate edging down two-tenths of a pointto 5.2 percent. The rate for adult men was unchanged at 5.5percent.

    Unemployment rates for whites (5.2 percent) and Hispanics(8.5 percent) were little changed, but the rate for blacks (12.7percent) was down about a percentage point. (See tables A-33and A-34.)

    Civilian employment and the labor force

    Civilian employment, following an unusually large rise inthe previous month, changed little in June, after seasonaladjustment. Much of the lackluster June employment per-formance was attributable to agriculture, which picked upless than half of its normal May-to-June employment rise,thus falling by 155,000 on a seasonally adjusted basis.Despite June's weakness, the employment total of 112.3 mil-

    lion was 2.6 million higher than a year earlier. (See tableA-32.)

    After rising in May, the rate of labor force participationreturned to the April level of 65.4 percent. Participation ratesfor adult men and women were each down two-tenths of apercentage point to 78.0 and 56.1 percent, respectively. Therate for teens fell more than 2 points to 53.0 percent. Whilethe labor force declined in June, it has grown by 1.5 millionover the past 12 months to a level of 121.2 million.

    Discouraged workers

    In the second quarter of 1987, there were about 1.0 mil-lion discouraged workerspersons who wanted to work buthad not looked for jobs because they believed they could notfind any. This was a slight improvement from the 1.1 mil-lion in the previous quarter. Two-thirds of these persons citedproblems with the job market as their reason for not search-ing for work, while the rest cited personal factors (such asage or educational deficiencies). Blacks accounted for a dis-proportionately large share of the discouraged workers29percent. (See table A-53.)

    Industry payroll employment

    Total nonagricultural payroll employment rose about inline with what is expected for this time of year and, afterseasonal adjustment, was about unchanged at 101.8 millionin June. This was the second month in a row that there waslittle job growth in business establishments. The job countwas 2.5 million above its year-earlier level, however, withnearly all the growth in the service-producing sector. (Seetable B-4.)

    In June, job growth slowed in the service-producingsector. A small gain occurred in the services industry, mostof it in health services. In the goods-producing sector, con-struction employment remained near its May level afterseasonal adjustment. Job gains in the industry this spring havebarely kept up with seasonally-expected growth. Employ-ment in mining and its oil and gas extraction component wasunchanged from May but has shown small gains thus far in1987, following large declines in 1986. Manufacturingemployment was unchanged over the month, after also post-ing small gains earlier in the year.

  • Weekly hours

    The average workweek of production or nonsupervisoryworkers on private nonagricultural payrolls edged down 0.1hour to 34.8 hours, seasonally adjusted. The manufacturingworkweek was unchanged at 41.0 hours, and factory over-time inched down by 0.1 hour to 3.7. Both figures haverecently been very high by historical standards. (See tableC-5.)

    The index of aggregate weekly hours of production or non-supervisory workers on private nonagricultural payrolls wasvirtually unchanged at 120.1 (1977 = 100) in June, seasonallyadjusted. This was nearly 3 percent higher than the June 1986index. (See table C-6.)

    Hourly and weekly earnings

    On a seasonally adjusted basis, average hourly earnings

    and average weekly earnings were about unchanged in June.Prior to seasonal adjustment, hourly earnings remained at$8.93, while weekly earnings were up $1.79 to $312.55. (Seetables C-l and C-7.)

    The Hourly Earnings Index

    The Hourly Earnings Index (HEI) was 173.1 (1977 = 100)in June, seasonally adjusted, an increase of 0.2 percent fromMay. For the 12 months ended in June, the increase was 2.3percent. The HEI excludes the effects of two types of changesunrelated to underlying wage rate movementsfluctuationsin manufacturing overtime and interindustry employmentshifts. In dollars of constant purchasing power, the HEIdecreased 1.4 percent during the 12-month period ended inMay. (See table C-7.)

  • New Seasonal Adjustment Factorsfor Household Data Series

    Semiannually, the Bureau of Labor Statistics publishes thefactors to be used during the following 6 months for seasonaladjustment of the major labor force series. Table 1 presentsthese seasonal adjustment factors for the 12 major labor forcecomponents for July-December 1987. The factors whichwere used for these components during the first 6 monthsof 1987 were published in the January 1987 issue of Em-ployment and Earnings, The 12 seasonally adjusted serieswhich result from the application of these factors are usedin the computation of the seasonally adjusted figures for thenational unemployment level and for the overall and civilianemployment and labor force levels and unemployment rates.The overall measures include the resident Armed Forces inthe employed segment of the labor force, but seasonal fac-tors are not calculated for the resident Armed Forces datasince they are considered to have no seasonal component.

    The new seasonal factors have been extrapolated using theX-l 1 ARIMA program with data through June 1987 for eachseries. The ARIMA models used were the same as those usedat the beginning of the year for the extrapolation of the fac-tors for January through June; they were identified in theJanuary issue of this publication. The historical seasonallyadjusted data, including the first 6 months of 1987, will notbe revised until the beginning of 1988. More detailed infor-mation on the adjustment method, the procedures for aggre-gation, and the revision of historical data is included in theJanuary 1987 issue in the article entitled "Revision ofSeasonally Adjusted Labor Force Series."
