1 ACKNOWLEDGEMENTS

This document has been prepared by Planning Officers within the Council. The information in this document is derived from Development Management records (planning applications), site surveys and other miscellaneous sources.

2 INTRODUCTION

This is an annual report that monitors the availability and distribution of employment land. It details development over the past year and the amount of land still available for development. This document continues on from previous studies carried out in 2005, 2006, 2007 2008, 2009 and 2010. It includes employment land sites allocated in the adopted Unitary Development Plan (UDP), regardless of size that are considered to be available or suitable for employment type development. All employment land sites are cross-referenced to the UDP.

For the purposes of this report, this includes the following land use categories.

• B1 – Business and Light Industry • B2 – General Industry • B8 – Storage and Distribution. • Mixed – (B1/B2/B8)

The study is based on allocations in the adopted UDP. However, in order to provide a more complete assessment of employment land, the study includes other significant land that comes forward for development either as a result of planning applications for redevelopment or other new opportunities. Such developments contribute to the overall development rate and availability although they do not increase the ‘take up’ rate of UDP allocated land. Such sites are shown in the tables as unallocated sites. The study also includes Mixed Use Regeneration Policy (MURP) development and sites developed for other uses (e.g. residential). However, where part of a site has been developed for a use other than employment the remaining part of the site is included in the survey. One site ELA0086 (RHADS Terminal business park) is designated as ‘Air related’ use as stipulated in the Robin Hood Airport planning approval. A location plan for each employment land site is included together with a map reference, the site name, any appropriate UDP Policy reference number and other relevant summary information. A map illustrating the distribution of sites within the borough is also included. The data is up to date as of 31st March 2011.

2.2 Definitions of terms and abbreviations used ELA - Employment Land Availability

3. Methodology Planning Applications. Planning applications for employment type development for the period April 1st 2010 to March 31st 2011 were examined. Information from granted applications was extracted and used to update the details of existing sites on the Employment Land Availability database and to create new sites where appropriate. Creation of new sites. New sites can either be:

(i) Entirely new sites – redevelopment of existing employment sites, or, sites that have been granted permission for employment type development on non-allocated land but are considered significant enough to be included.

(ii) Hived sites – where development has been granted on part of an existing larger undeveloped ELA site. This area then becomes a site in its own right. This method is used to more accurately record year on year development progress. (see section 4.6: Sites added this year)

Development Progress. Every site on the database that is active (i.e. has full planning permission but has not been completed in a previous year) was visited soon after April 1st 2011 and development progress recorded. Progress is recorded as either (i) Complete (ii) Started (iii) No Start. The type of development is noted along with occupier details where applicable. The data collected on site was then transferred to the ELA database. Report Compilation. The data held in the ELA database was analysed to produce the summary statistics in Section 4 and the site detail tables in Section 5. Each site has an individual data sheet that records relevant Information including any outline planning applications on undeveloped sites.

4. Summary Statistics & Conclusions (4.1) Completions. A total of 2 sites have been completed in the survey period with a gross site area of 0.92 Hectares. This is the lowest total in the last 10 years. The net build ‘footprint’ area of all this years completions is 3,042 square meters (0.30 ha). This equates to a net ratio of 33% of the total gross site area. See Section 5, table (a) for details of all completions. Completions – Summary Statistics 2010-2011.

(4.2) Sites with Full Planning Permission. 45 sites with a total of 158.73 ha currently have full planning permission. 3 of these sites with a total site area of 8ha (approx 5%) have permission for none employment type development. At the time of the site survey (May 2011), 7 of the 45 sites have development underway including ‘Hatfield Powerpark’ (ELA0068) a major mixed-use development on an 81ha site. The original Powerpark application covers the entire 81ha site however the actual area likely to be developed for employment use will probably be much smaller. The overall site extents will be re-defined in a future ELA report as actual development proposals become clearer. Other developments underway include the Town Centre Civic Offices (ELA0165). 38 sites with permission currently have no start. They include Pastures Road Mexborough (ELA0036), which has permission for industrial development, but also has Outline permission for a mainly residential mixed-use development that also incorporates the proposed re-development of the adjacent sewage works. Other major developments currently not started include ‘Nimbus Park phase 2’ (ELA0108) in Thorne, 6 sites on the First Point development at Balby Carr and a Rail maintenance facility (ELA0162) on a 20 ha site off Ten Pound Walk. 3 sites have permission for development for uses other than employment. They are: Mexborough Power Station (ELA0073) with a residential development started, South Quay (ELA0167) at Doncaster Lakeside with a Hotel/Retail development started and Quest 2 (ELA0150) with permission for a Car showroom (not started). Sites developed for uses other than employment will be shown in section 5, table (d) ‘sites developed for other uses’ when complete. There are currently 50 undeveloped sites with a total site area of 479 hectares. Site ELA0168 a 197 hectare site in the Greenbelt at Rossington has been granted Outline permission for a ‘Strategic Rail Freight Interchange (Inland Port)’ with associated infrastructure including part of the FARRRS link road. Site ELA0149 the 19 hectare former McCormick Tractors site has Outline permission for a scheme including B1, B2 and B8 employment uses, residential, a retirement village, community hub, trade counter retail, leisure and open space. Approximately 25% of the site is currently outlined for employment uses. The Airport Terminal Business Park (ELA0086) a 25ha site, has Outline permission granted (pending 106 agreement) for B1, B2, and B8 use. Site ELA0136 (Blaxton Quarry) has Outline permission for a commercial /Industrial development. Site ELA0045 (Askern 2) has Outline permission for a residential/employment development with approximately 60% of the site proposed for employment uses. The boundary of this application also includes the existing Askern Saw Mills employment site to the North. ELA0038 (Coronation Road Balby) has Outline permission for a proposed residential development. ELA0037 (former Pit Tip, Broomhouse Lane Edlington) has Outline permission for employment and residential use. A total of 272hectares of land has Outline permission granted of which approximately 12% is for uses other than employment. No additional sites have been developed for other uses this year. 7 sites with a total area of 40.07 hectares have been recorded in this category over the last 6 years. 29 hectares are accounted for by site ELA0089 the Doncaster Community Stadium complex. Only 1 site ELA0077 a former Employment Policy Area at Ramskir Lane Thorne (0.52 ha) has been developed for residential development (2006).

(4.5) Sites in temporary use. Sites that fall into this category are currently considered to be employment sites in temporary use, i.e. that use does not prejudice longer- term development. They are therefore still to be included as land available for employment type development. Currently there are no sites in this category. (4.6) Sites added this year. A total of 10 ‘new’ sites with a total area of 220.94 hectares have been added to the survey this year. Eight of the new sites are as a result of the redevelopment of existing employment sites including the proposed Rail Maintenance Facility (ELA0162) on a 20ha site at Ten Pound Walk. The other two are ELA0166 (former Thorne Library) which is within a Residential Policy Area and has full permission for an Office and Light Industry type development and ELA0168 the ‘Inland Port’ in the Greenbelt at Rossington which has Outline permission for a strategic rail freight interchange and associated infrastructure. See Section 5, table (f) for details of all sites added this year. (4.7) Conclusion. Table (f) in section 5 provides a summary of the data in the survey. The survey shows that 0.92ha of land has been developed over 2 sites during the current study period. This years total is the lowest for over 10 years and is considerably lower than the 10 year average of 27 ha. Almost 159 ha of land has current full planning permission of which 90 hectares is ‘started’ at time of survey. 40ha of land has been developed for other uses in the previous 6 years, although there have been no additions to this total since 2007. Of the remaining 479 hectares of undeveloped land, 52 hectares is reserve employment land (ELA0069 Bentley Moor Lane), 27 hectares is land designated for air related use adjacent to Robin Hood Airport (ELA0086) and 24 hectares is restricted to B1 use at Hungerhill Business Park (ELA0050). A total of 272ha of land for sites classified as undeveloped has Outline planning permission granted. The remaining supply of employment land is 547ha. This figure has risen considerably this year because of the inclusion of the proposed Strategic Rail Freight Interchange (Inland Port) together with ancillary infrastructure (including rail linkages and access to the M18) on a 197ha Greenbelt site at Rossington which has been granted Outline planning permission.

(5) Historical Take Up. 324 Hectares of Employment land has been developed in the 2000 to 2011 period. The actual build area was 125 Hectares. This equates to a plot build ratio of 38%. 57% of all development was for B8 use with the majority (60%) being strategic warehousing. 15% of all development was for B2 use, 6% for B1, 3% mixed development (B1/B2/B8) and 18% for other uses e.g. the Community Stadium. The average annual site area developed over the period (the build rate) was 27 hectares per year. The biggest total was 84 hectares in 2007 and the lowest being 0.92 hectares in 2011. The 2007 total can be considered exceptional as it was mainly as a result of the completion of several major strategic warehouse units in that year. As the graph below demonstrates, 2006 and 2007 were ‘spikes’ at the peak of the speculative build, boom period just prior to the economic downturn in the following years.
