GOVERNANCE &ORGANIZATION

The City of Georgetown is

a Home Rule City operating

under a Council-Manager form

of government. The Mayor is

elected at large and seven

Council Members are elected

from single-member districts.

Under the administrative direc-

tion of the City Council, the City

Manager serves as the Chief

Administrative Officer in the

execution of all services, affairs,

and programs of the City and is

responsible for the day-to-day

operations of the organization.

The City Council also appoints

the City Attorney, City Secretary,

and Municipal Judge.

The City has 659 full-time

budgeted positions to staff

departments providing a full

array of municipal services

including City-owned Electric

and Water Utilities, Police,

Fire, Finance, Human

Resources, Planning, Economic

Development, Parks and

Recreation, Library, Airport,

and Transportation. FY 2017

has a proposed budget of

$325 million, and a property

tax rate of $0.4240 per $100 of

valuation.

Founded on July 4, 1848, Georgetown was originally the agricultural trade center for the county and surrounding area. After the Civil War, reconstruction brought prosperity to Georgetown through cattle, cotton, Southwestern University, and the railroad. As the county seat of Williamson County, one of the fastest growing counties in the nation, Georgetown continues to experience tremendous growth in both residential and commercial sectors.

Georgetown’s diverse and strong economy is fueled by one of the lowest tax rates in central Texas, an expanding transportation system, and true partnerships with City government, the local Chamber of Commerce, and Southwestern University.

From 2004 to 2014, Georgetown realized a 119% increase in the City’s assessed valuation anda 160% increase in sales tax collections. Some of the 6,000 businesses that call Georgetown home include TASUS Texas, AirBorn, Inc., Citigroup Data Center, Ringdale, Radiation Detection Company, Chatsworth,

Manitex International, Radix Bio-Solutions, Molecular Templates, and Maxgen Biotech, LLC. Texas Life-Sciences Collaboration Center recently completed construction of a second facility, and a seven-story Sheraton Hotel and Conference Center recently opened.

Residents and visitors enjoy shopping in the renowned town square and in larger stores and outdoor malls along Interstate35. A “Main Street” designated city, Georgetown cherishes its newly revitalized Courthouse and surrounding Victorian era storefronts. THECOMMUNITY

Conveniently located along Interstate 35 on the northern edge of the Austin Metro area, Georgetown is a beautiful city nestled between the clear waters of the North and South San Gabriel Rivers.

The Purchasing Manager reports tothe Finance Director and will beresponsible for administeringcitywide procurement activitiesrelated to the purchase of capitalequipment, goods, and servicesto support the City‘s operations.This position will oversee ayearly budget of $800,000 andmanage seven employees.Provides highly responsibleprofessional managerial work inplanning and directing all activitiesof the purchasing department.The individual chosen for thisposition will:

• Be a professional leader that possesses the highest level of moral and ethical values based on honesty, integrity, trust, objectivity, impartiality, respectfulness, fairness, and responsiveness. They will lead by example while focusing on leadership and management of the organization, including mentoring and supervising professional staff

• Ensure compliance with State and federal regulations related to governmental purchasing laws and practices

• Effectively communicate policies and procedures, resolutions or ordinance changes

• Empower their staff to make decisions and have the ability to promote teamwork amongst themselves and with client departments. They will develop a balanced department based upon outstanding customer service, honesty, and trustworthiness, while protecting the best interests of the City

• Be a professional who understands Fiscal and Budgetary planning, contracting and purchasing laws and methods, and understands and anlyzes complex bids and specifications

• Collaborate with state and regional partners to develop relationships and ensure regulatory compliance

• Have strong management and personnel skills

• Set a positive example to staff by exhibiting and reinforcing the city’s core values of: trust, professionalism, teamwork, communication and work/life balance

ABOUT THE POSITION

IDEAL CANDIDATEEducation and Experience

• Bachelor’s Degree in a related field. Six years of full-time, progressively responsible experience in governmental purchasing. Two years of the experience should be in a supervisory or management capacity.

• Additional related education or experience may substitute for these minimum qualifications.

• The City is open to candidates in communities from all geographic areas that are culturally, ethically and economically diverse, though some knowledge of Texas would be a plus. Ideally, the selected candidate will have experience in a similar, fast growing community.

Certificates and Licenses Required

• Valid Texas Class C Driver’s License.

• Certified Public Purchasing Buyer or equivalent.

• Certified Purchasing Manager within one year of hire.

Knowledge and Skills

The candidate should possess a solid background in Municipal Administration with knowledge of and skills in:

• Federal, state and local laws, regulatory requirements, and ordinances

• Supervisory and Management techniques

• Fiscal and budgetary planning

• Problem solving

• Municipal government purchasing

• Management and supervision of people

• Purchasing methods, sources, prices and market factors that effect bids and specifications

• Contract Management

• Warehouse Administration

Management Style The selected candidate should be:

• Consistent and open in his/her dealings with departments, vendors, management, and employees

• Proactive in frequently communicating with a reliable flow of information without filters;

• Innovative, proactive, collaborative, inclusive and open; and

• Able to create a spirit of teamwork in selecting, developing and motivating staff. He/she must hold subordinates accountable, yet be trusting and able to delegate responsibilities when appropriate.

Personal Traits

The chosen candidate willpossess exceptional interpersonalskills, a team-oriented workphilosophy, and a keen abilityto work with a variety of diverse

groups and issues. The nextPurchasing Manager should have the ability to be politically savvy while remaining politically neutral.

Compensation

The Salary for this positionis commensurate with thequalifications and experienceof the selected candidate. The expected hiring range for this position is approximately $70,283 to $82,576 per year. TheCity of Georgetown offers acompetitive salary commensuratewith qualifications and experience.The City participates in the TexasMunicipal Retirement System(TMRS) at a 7% mandatoryemployee deposit rate with amunicipal matching ratio of 2:1with vesting at five years and fullretirement eligibility at 20 years.A full range of competitiveleave and benefits are alsoprovided.

Georgetown is the northern most “gateway” to the gently rolling hills of Central Texas. While Georgetown offers the amenities and charm of a small community rooted in values of days gone by, it is strategically and centrally located in the middle of the four major metropolitan areas of Texas. Austin is 26 miles south, Dallas is only two hours north, Houston is just two hours southeast and San Antonio is just one-and-a-half hours south, placing Georgetown in a very advantageous position for cultural and economic development. Access to Georgetown via the Austin-Bergstrom International Airport and the north/south highway artery of Interstate 35 and east/west highway artery of Highway 29 make traveling to and from Georgetown easy.
