VIETNAM SITUATION

• Typhoons and flooding are the most common hazards in Vietnam

• Vietnam experiences increasing local tornadoes, forest fires, landslide (often associated with heavy rainfall) and drought.

• Epidemic in Vietnam is increasing: Bird flu, pics diseases,

ORGANIZATIONAL CONTEXT• Save the Children prioritized its commitment to

emergencies through Emergency Liaison Team (ELT), and the Alliance Cooperation in Emergencies (ACE).

• SCiV has been in the “top three” preparedness and response INGOs over the last two years in Vietnam and,

• Vietnam has been specifically identified as one of the 20 countries for Alliance investment in DRR and organizational preparedness

• At global level, the scope of ACE and Save the Children’s humanitarian assistance for children covers:– Disaster risk reduction (DRR)– Emergency preparedness– Emergency response– Recovery and rehabilitation

Sub- Objective 1:• Community based disaster and risk reduction: to extend

and replicate a child-centered approach at local level while ensuring that national level planning and policies reflect the importance of children’s participation in DRR.

• Construction of mitigation works requested by children, conduct Behavior Change Communications (CBB) campaign with child participation.

• Conduct pilot “Child-Led Disaster risk reduction program” in most vulnerable area, this combine experience, knowledge of Save the Children’ sectoral programs including Health, education and child protection program, which are also very strong in Vietnam

Sub- Objective 2:

• Emergency relief and recovery: ensure that SCiV remains a key player in relief and recovery through support to shelter/household, education and health as well as livelihoods interventions (seeds) and recovery that includes schools and clinics especially in the hardest to reach areas.

• Education special focus: SCiV will work closely with UNICEF, Vietnam as part of the agreed cluster approach around preparedness and response in the education sector.

In practical terms, SCiV will respond if:

• A disaster occurs in a SCiV operational area (province / district) and 1,000 or more children are affected.

• Anywhere in Vietnam if 10,000 children or more are affected.

• SCiV will have a unified approach to managing emergency responses. In the case of a major emergency which is recognized as such by the Executive leadership team (ELT) at international level, an appeal will be launched and SCiV will be responsible for ensuring that effective communications are undertaken through regular updates, sitreps, the coordination of media coverage etc. A non-ELT declared emergency would be handled entirely “in-house”.

Areas of Investment for Future Preparation

• For future Preparation, SCiV would look into high potentials of Climate Change impact to the country . – Vietnam is listed in the top five most vulnerable to disaster as

consequences of Climate change. – The threats are more uncertainty of flooding, of typhoon, storm

and drought. – The sea water raise is obvious as it is already affecting the

coastal provinces and river actuary including HoChiMinh city and many provinces along the coast.

• Investing more in training, in advocacy and in pilot research of the impact on children,

• Conduct pilot programs in the field, at schools to approach both Climate change reduction and Climate Change adaptation in combination with Disaster risk reduction strategy.

DISASTER RESPONSE / RECOVERY PROJECTS

• KETSANA typhoon response in Quang Tri, Hue, Danang (food, household kits, hygiene kits and education kits) Appeal fund with many donors

• MIRINAE typhoon response in Phu Yen (appeal fund and Irish-Aid) with kits and house repair and livelihood recovery – first time application of cash program

• Disaster recovery (DEC and other donors) with DRR, Livelihood, health, education. (end in Sep 2011)

ONGOING DISASTER IN QUANG BINH – HATINH PROVINCES

• Torrential rains from the 30th September to the 7th October 2010 caused record high flood in central Vietnam. Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien Hue heavily affected. Flood killed 66 people.

• Double flood came back to Ha Tinh, Nghe An with strong flood, killing 74 More people making total 140 people killed

SC response

• Open prepositioning store: • Supply 500 household kits, 500 hygiene kits and

500 education kits• Prepared to supply: • 1000 Non rice food, • Cash for shelter 500 families• Seeds • More HH kits and education kits to come

DRR PROJECTS

• JANI (joint advocacy network initiatives) for MOET/ Yen Bai and Tien Giang, to introduce DRR into education system and EiE for national program with UNICEF

• HAI PHONG DRR/CCA project by Church Community (combine economic development planning with DRR and CCA where children and joung people are key players

• EiE with regional approach for education cluster system improving

OPPORTUNITIES

• Vietnam has high profile for DRR and CCA/CCR

• SCiV has good record in Child-led DRR and response

• Unification can create stronger programing joining Emergency, Education, Livelihood Health and Child-rights

GAPS• Lack of long term DRR projects• Lack of skilled staff: Seasonal gaps: disaster

time is too busy, lack of staff, and after that, funding empty leading to loosing staff for disaster preparedness

• Lack of fund source for organizational contribution, donor requirement: 15 to 25%

• Ready money for immediate response: the previous Pool fund: maintain key staff and emergency assessment and immediate response.
