EMS MANAGEMENT CONFERENCE A UGUST 4-5, 2015 R AMADA H OTEL - B ISMARCK ABOUT THIS CONFERENCE The North Dakota EMS Association has hosted a number of EMS Leadership Academy training sessions since 2012 and the following year began providing one-day EMS Management Courses. A total of seven EMS Management Courses have been held that covered a variety of topics that included, basics of EMS management, bylaws and protocols, supply management, hiring procedures, EMS system finance and budgeting, and human resources. This conference will include a number of those topics along with several other sessions applicable to an EMS leader and taught by subject matter experts from not only this region, but nationally. This first of its kind conference in North Dakota we hope will become an annual or bi-annual event to bring leaders together from across the tri-state region to not only learn about management-related matters but also network and establish long- lasting business relationships.

General InformationPartnershipsThis training is made possible through the planning and coordination of the North Dakota EMS Association, technical expertise and travel grant opportunity from the North Dakota Department of Health – Division of EMS and Trauma, and the UND Center for Rural Health Flex Program providing funding for the presenter honorarium and travel costs. There is no limit of attendees from any particular agency and the conference is open to attendees from outside of North Dakota.

RegistrationThe conference registration fee includes all conference presentations and materials, refreshment breaks and meals, and the social networking event on Tuesday evening. The registration fee is for attendance at all sessions, however you may attend as many sessions as you would like. You can register online at www.ndemsa.org, by mail, or on-site at the conference. Save $15.00 by registering in advance of the conference. Complete registration details are on the registration form.

Refund PolicyIf you register in advance and must cancel, your registration fee less a cancellation fee of $20.00 will be returned. To receive your refund the written cancellation request must be received by 5:00pm on July 31, 2015. All refund requests will be processed after the Management Conference.

DEMST Grant AvailableThe Division of EMS & Trauma has made available the Continuing Education Grant that when applied for and received, will offset the cost to travel to and attend this conference. This $150.00 grant must be applied for by a licensed North Dakota EMS agency. Further grant details and grant applications will be available at the conference.

Continuing Education CreditsThe Division of EMS & Trauma has approved all sessions for continuing education in the LCCR (Local) Category. Each session offered has been approved for 1.25 hour LCCR credit. No sessions are offered in the NCCR category.

Refreshments and MealsWater, coffee, and snacks will be provided throughout the two-day conference. A dinner meal will be served to all attendees the evening of August 4th and a light lunch will be provided on August 5th. Breakfast pastry items will be provided on August 5th in addition to the Ramada continental breakfast.

Systems Development and Collaboration – Ken Reed and Diane WittemanThe concept of “Systems of Care” and “Collaboration” are cornerstones of the focus of the current EMS grant programs. Many service leaders struggle with the both the definition and implementation of these concepts. This session will highlight some of the “best practices” of collaboration and system development currently being utilized in North Dakota. The session will also present some other potential models and practices that may be of benefit to EMS agencies.

B.O.S.S. Is A Four-Letter Word – Mike Grill Bully. Overbearing. Self-centered. Stubborn and resistant to new ideas. Do these words describe the person supervising you? Or might they describe your own actions as a supervisor? Studies show you spend more time with your supervisor and co-workers than you do with your spouse and children. Since we all have enough stress to deal with on the emergency scene, why would we want to work in an environment where unnecessary stress is created because of poorly trained and inept leaders? During this presentation, you will quickly be able to identify the differences between the two and understand why it is critical to eliminate bosses and replace them with leaders: people who recognize the importance of serving those they supervise.

FLYING, DRUMMING, COOKING, AND PARAMEDIC…ING - MULTI-TASKING IN EMS – Jess FulkersonIn EMS, we’re constantly told that we need to be good multi-taskers. Are you a good multi-tasker? You think so, huh? What if I told you, you were actually a good SWITCHER?!? This lecture focuses on how the brain works in a multi-input and multi-output setting. We talk about how we can actually maximize our brain’s naturally limited ability to do two things at once. If we understand what our limitations are, we can overcome them through appropriate training, prioritization, delegation, and revisiting. We highlight how multi-tasking (or something like it) can be useful, but also a drawback to effective patient care. EMT’, Paramedic, RN’s and MD’s are invited to attend this hour of interactive discussion and examples. ** Define multi-tasking and what’s happening neurologically** Discuss the limitations of “multi-tasking” in the clinical and field settings.** Learn how to maximize our brains’ function through different avenues of

decision making.

Group Purchasing and Supply Chain Management – Tom FennellThis session is designed for service leadership and those involved in the ordering/purchasing of supplies. Information

on structuring agreements, negotiation of contracts and benefits of group purchasing will be outlined. Specific time will be allotted for questions specific to group purchasing agreements in place today and how your service can benefit from relationships active and what is on the horizon.

First Responder Resiliency – Mike GrillOften times what we experience on horrific calls is a normal reaction to an abnormal situation. Resiliency is the ability to bounce back from adversity; it comprises a set of attitudes, skills, and behaviors that can be learned. The key to resiliency is not the elimination of stress, but the development of the skills needed to manage stress in an optimal way. First responders are capable of growing from their experiences as opposed to becoming a victim of them. This session introduces the audience to an evidence-based program describing the 12 skills of First Responder Resiliency.

Protocols, Guidelines and Working with Your Medical Director – Randy FischerDeveloping simple, easy to manage and understand, guidelines for medical management of your ambulance service is important for staff and for your medical directors. Engaging your staff and your medical director at monthly staff meetings, run reviews, and the QA/QI process helps to engage your staff to participate and stay up to date on medical standards of care. This session will share some tips on development, utilization of state guidelines, incorporating them into local protocols and how to involve your medical director to increase staff participation and interest in monthly meetings.

Working Together: Savvik Buying Group – Tom Fennell All service members of NDEMSA are members of Savvik, yet you may not fully understand what this means to you and to your services. This session will offer greater descriptions of what benefits this relationship can mean to your service, and possibly to you individually. New agreements are happening with different vendors. This is a great opportunity to hear the latest information.

ALL ABOARD THE MENTOR..SHIP – Jess FulkesonNo matter where you go, or who you ask, anyone in EMS will tell you that mentorship is a good thing…and we should be doing it. But what EXACTLY is mentorship? Well….it depends on who you ask! This presentation is designed to get you thinking about mentorship outside the proverbial “box”. We’ll explore the spectrum of definitions of mentorship and where you fit along that spectrum. Discussion will be guided by the group with an interactive format. Who have been your mentors? Why do you think of them as mentors? How do YOU mentor others? How do you pick mentors? Do formalized mentorship programs work? Can friends be mentors? Is that just asking for trouble? All of it is intended to get your juices flowing and take a refreshed perspective back to your agency. Intended for EMT’s, Paramedics, ER Staff, Physicians, Mental Health workers, Firefighters, Supervisors, construction workers, clergy, postal workers, landscapers, artists….ANYBODY! • Define mentorship…as best you can…• Explore the different kinds of mentorship and how they work vs. don’t work• Identify what traits that good mentors possess

Creative Destruction: How To Improve The QualityOf Your Organization – Mike GrillThis is designed for emergency service managers and discusses 4 steps that any agency could – and should – follow in order to achieve organizational excellence. Real-life examples from agencies that have been successful following this process are used to illustrate each concept. Attendees will leave with several simple yet highly effective tools to take back to their organizations allowing their organization to move effectively toward its strategic intent.

Community Healthcare Models & ACO Partnerships – Ken ReedThe delivery of healthcare is rapidly changing to address the Triple Aim concept. A more holistic approach to patient wellness, out-of-hospital care and value/outcome based measures are being used to determine both effectiveness and reimbursement of services. EMS providers are logical participants to participate in community-based health delivery models. Future third party reimbursement will be based on a wider range of services provided by EMS agencies. This session will look at the current trends in healthcare financing, examples of EMS integration in community health programs and what the impact of Accountable Care Organizations will have on EMS.

Q.A/Q.I….Q…WHAT???- Jess FulkersonIt’s a responsibility of EVERY EMS system to accomplish and provide Quality Assurance/Quality Improvement to the EMS providers and the EMS system as a whole. How this is accomplished can be varied given differences in technology, staffing, and time availability. But the necessity is consistent throughout all EMS systems, both rural and urban. What should we be looking for? How do we find it? When are we providing good feedback, and when are we just nit-picking? What does good documentation look like, and what does poor documentation look like? In this presentation we study the subtle, the non-glamorous, but necessary ART of chart-review. The promise is that it won’t be boring, but a revealing hour of how to accomplish Q.A/Q.I in your EMS system. We look at real charts and discuss real issues of how to analyze information; how to provide feedback; and how to turn “chart-review” into a tool for teaching responders. Intended for First Responders, EMT’s, Paramedics and Medical Program Directors, this class will give you tools to take back to your agency, or local area, in an effort to assure and improve the level of EMS service.

* Identify the need for an organized Q.A./Q.I. program in all EMS systems* Set goals and objectives for a focused program that looks at all facets of an EMS

system and the service it provides.* Understand how to perform chart review with a purpose and a goal-in-mind

Clinical Issues and Remediation – Ken Reed and Dr. Jeff SatherHow do you take data and outcomes from a Continuous Quality Improvement (CQI) process and use it to improve care provided by your EMS personnel? This session will discuss the elements of using CQI data to drive service improvements. We will also present the basics of conducting a clinical investigation and developing Performance Improvement Plans for remediation of clinical deficiencies. This will be presented from the perspective of both the Medical Director and the Service Leadership.

Long May You Run – Mike Grill Providing comfort and compassionate care to thosein need is the very essence of what we as emergency service workers do. Our patients may forget what we say, but they will never forget how we make them feel. No doubt about it: emergency service work is a very rewarding career! Yet, there is a dark side. Burnout, stress, and poor health are serious problems we all face – unless we learn how to stay balanced. “Long May You Run” gives you the tools allowing that balance to occur between work, family, health, friends, and your own spirit.

The Problem Child – Jess FulkersonThis session addresses something that prevails in our profession, but few delve into beyond complaining about it. Every EMS system has a person who is difficult to work with. It could be that one Paramedic, maybe an ER Nurse, perhaps an EMT we see everyday. Sometimes…it’s you. There’s a chain of patient care and every link needs to be a strong connection to the next. We’ll look deeper into the issue of how good people become weak links in that chain of care. We’ll talk about strategies to avoid letting conflict affect patient care. And we’ll place a mirror in front of ourselves and ask the question: “could I be doing better?” Intended for First Responders, EMT’s, Paramedics and ER Staff.

“Recruitment, Onboarding, and Retention” – Randy FischerMost ambulance services are challenged with the process of finding, orientating, and keeping EMT and paramedic staff. Scheduling and filling holes in the schedule is a daily challenge for many managers. The process of developing a recruitment strategy, an on-boarding process, and tips for keeping good employees in your organization will be explored and discussed in this general session.

Wrap-Up Panel Discussion with All Presenters – Randy Fischer, Facilitator3:15pm To 3:45pm We’ll discuss some hot topics surrounding management, employees, scheduling, wages, privacy and tips from the presenters. Tom FennellCompliance/Privacy Officer – Mayo Clinic Medical Transport

Tom has been involved in EMS for 35 years and currently is employed by Mayo Clinic Medical Transport as the Compliance / Privacy Officer and oversees all licensing activities for the organization in Minnesota and Wisconsin. Tom also is a member of the Board of Directors for Savvik and has been with this organization since the inception in 1997. Tom is a consultant with SafeTech Solutions and was a part of recent assessment conducted in North Dakota as well as other state assessments. He is a regular attendee at the NDEMSA Annual Conference and hopefully will be a familiar face to all.

Randy Fischer, B.A., NR-ParamedicOperations Director, Ringdahl EMS and CEO, RWF Enterprises Inc., Stevens County EMS

For 37 years, Mr. Randall S. Fischer has been an EMT, Paramedic, educator, administrator and public speaker. He has focused on rural healthcare development and recruitment and retention issues in EMS. Mr. Fischer earned his BA from the University of Minnesota in organizational communications and economics. He served on the first Minnesota State EMS Advisory Council, past president of the Minnesota Ambulance Association, and administrator for Stevens County for over 28 years. Currently, Mr. Fischer is CEO of Stevens EMS in western Minnesota and operations director Ringdahl EMS - MN & ND operations. He oversees 7 ALS ambulance services, is a member of the Minnesota ECC, American Heart Association regional faculty in ACLS, PALS, and BLS, pediatric education faculty for Children’s Hospitals and Clinics of Minnesota, Comprehensive Advanced Life Support (CALS) program and instructor with University of Minnesota Department of Emergency Medicine and also for Emergency Training Associates.

Jess Fulkerson, B.A., Firefighter/ParamedicNorth Mason Regional Fire Authority – Belfair, WATactical Medic/Reserve Deputy – Mason County Sheriff’s

Office – Shelton, WAJess Fulkerson currently lives in Olympia, WA, working for the North Mason Regional Fire Authority, as a Firefighter/Paramedic/Acting Lieutenant. He also serves as a Reserve Deputy on the Mason County SWAT Team as a Tactical Medic. He has a B.A. in Education (Minor in Biology) from Concordia College in Moorhead, MN. Jess has served as either a volunteer or paid EMT/Firefighter since 1998. Jess thinks of himself a teacher or educator, even before that of a Firefighter or Paramedic. He uses his experience of over 15 years in Emergency Services, to bring topics to people in areas of interpersonal communication, personal and instructor development, conflict resolution, scene management/ICS, and tactical EMS (TEMS). Jess has a dynamic speaking style, incorporating candor, humor, energy and enthusiasm, which highlight his passion for EMS and firefighting. Jess enjoys public speaking and presenting a wide range of topics to a wide range of audiences. In addition to teaching EMS at his home agency and at neighboring fire departments, he’s been a speaker at local EMS conferences and at internationally attended EMS Conferences.

Mike Grill, M.S., NREMT-PEMS Regional Program Director – Centura Health – South Denver Metro

Mike Grill, MS, NREMT-P; is the EMS Regional Program Director for Centura Health’s South Denver EMS Team in the South Denver Metro area. He has been active in Fire/EMS since 1985 and has authored numerous articles for EMS and Fire trade journals and co-authored two textbooks: Fire Service First Responder and First Responder Resiliency. Mike has spoken at over 200 fire/EMS both in the United States and Canada.

Ken Reed, M.S., NR-ParamedicDirector of EMS, Rugby EMS

Ken has been an active EMS provider since 1973. He has been a licensed paramedic since 1975, working in both urban and rural EMS systems. Currently he serves as the Director of EMS for the Rugby EMS/Golden Heart Services department at the Heart of America Medical Center in Rugby, ND and as the Community Paramedic Coordinator for the ND Division of EMS & Trauma. Ken is an enthusiastic and experienced educator who loves to entertain and challenge his fellow EMS providers to be their best.

Jeff Sather, M.D.Chief of Medicine, Trinity Health – Minot, ND ND State EMS Medical Director

Dr. Jeff Sather began his career as a Paramedic with Community Ambulance of Minot and later as Chief Paramedic with Trinity NorthStar Criticair. The Velva native graduated in 1998 from the UND School of Medicine. He completed his residency in Emergency Medicine at St. Vincent Mercy Medical Center in Toledo, OH. He is Board Certified in Emergency Medicine and a Fellow of the American College of Emergency Physicians. Dr. Sather is currently the Chief of Medicine at Trinity Health in Minot. He served as co-chair of the Mission: Lifeline ND Project, and currently serves on the State Trauma Committee, Stroke System of Care Task Force, and the Cardiac System of Care Task Force. In addition to being highly involved at the state and regional level in the development of systems of care, Dr. Sather is also the State EMS Medical Director as well as a local Medical Director for a number of North Dakota EMS agencies. Dr. Sather commits to a number of speaking engagements for EMS and emergency medicine at conferences locally, regionally, and nationally.

Diane Witteman, EMT - IntermediateOperations Manager, Mohall Ambulance Service – Mohall, ND

Diane Witteman has been a member of the Mohall Ambulance Service for the past 21 years and is an EMT-I for the service. She has served on the Board of Directors as Secretary, Treasurer and was the President of the Service for 13 years. Diane is currently the Operations Manager of the Mohall Ambulance Service with substations in Tolley, Lansford, and Sherwood. Diane has served as a member of the ND EMS Advisory Council representing the ND EMS Association. She is also on the Board of Directors of the ND EMS Association currently serving as President of the North West Region. Witteman was recently appointed to serve on the EMS Grant Round Advisory Committee for the North Dakota Energy Infrastructure and Impact Office. In her spare time Diane enjoys working in her yard and music. She attends the International Music Camp Adult Camp session where she participates in mixed choir and she also is a member of the Minot Chamber Chorale and plays trombone in the Minot Community Band.
