This amendment A1 modifies the European Standard EN ISO 14122-4:2004; it was approved by CEN on 29 April 2010. CEN members are bound to comply with the CEN/CENELEC Internal Regulations which stipulate the conditions for inclusion of this amendment into the relevant national standard without any alteration. Up-to-date lists and bibliographical references concerning such national standards may be obtained on application to the CEN Management Centre or to any CEN member. This amendment exists in three official versions (English, French, German). A version in any other language made by translation under the responsibility of a CEN member into its own language and notified to the CEN Management Centre has the same status as the official versions. CEN members are the national standards bodies of Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland and United Kingdom.

Foreword

This document (EN ISO 14122-4:2004/A1:2010) has been prepared by Technical Committee ISO/TC 199 "Safety of machinery" in collaboration with Technical Committee CEN/TC 114 “Safety of machinery” the secretariat of which is held by DIN.

This Amendment to the European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by January 2011, and conflicting national standards shall be withdrawn at the latest by January 2011.

Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights.

This document has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association, and supports essential requirements of EU Directives.

Relationship between this European Standard and the Essential

Requirements of EU Directive 98/37/EC

This European Standard has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association to provide a means of conforming to Essential Requirements of the New Approach Directive Machinery 98/37/EC, amended by 98/79/EC. Once this standard is cited in the Official Journal of the European Union under that Directive and has been implemented as a national standard in at least one Member State, compliance with the normative clauses of this standard confers, within the limits of the scope of this standard, a presumption of conformity with the relevant Essential Requirements 1.6.2, “Access to operating position and service points”, and 1.5.15, “Risks of slipping, tripping or falling”, of that Directive and associated EFTA regulations. Relationship between this European Standard and the Essential

Requirements of EU Directive 2006/42/EC

This European Standard has been prepared under a mandate given to CEN by the European Commission and the European Free Trade Association to provide a means of conforming to Essential Requirements of the New Approach Directive 2006/42/EC.

Once this standard is cited in the Official Journal of the European Union under that Directive and has been implemented as a national standard in at least one Member State, compliance with the normative Clauses of this standard confers, within the limits of the scope of this standard, a presumption of conformity with the relevant Essential Requirements 1.6.2, “Access to operating position and service points”, and 1.5.15, “Risks of slipping, tripping or falling”, of that Directive and associated EFTA regulations.

Foreword

ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO member bodies). The work of preparing International Standards is normally carried out through ISO technical committees. Each member body interested in a subject for which a technical committee has been established has the right to be represented on that committee. International organizations, governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.

International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.

Part 4: Fixed ladders

AMENDMENT 1

Conformant with ISO Guide 781), this Amendment supports regional technical regulations for machinery safety according to the principles of UNECE Recommendation L2). It comprises minor technical changes to the existing International Standard, aimed at ensuring compliance of the current edition of ISO 14122-1 with the relevant Essential Requirements of New Approach Directive 2006/42/EC on machinery, which replaced New Approach Directive 98/37/EC and entered into force on 2009-12-29 without a transition period.

IMPORTANT — This Amendment does not specify any technical change not directly required as a consequence of the new European legislation.

Replace the subclause with the following:

“4.3.2 Choice of suitable type of fall protection device

For the selection of a suitable type of fall protection device, a risk assessment in accordance with EN ISO 14121-1 shall be made for each particular application.

The relevant aspects to be taken into account are, for example:

a) total climbing height for a fixed ladder;

b) low or high risk of falling from height and expected severity of injuries;

c) environmental aspects, such as

! wind, and

! hot surfaces;

d) space restrictions, such as

! range of movement, and

! space requirements for installation and maintenance;

e) rescue aspects;

f) human factors, such as

! fatigue aspects,

! stress-related aspects,

! experience, ability and training,

! awareness of risk, and

! psychological aspects.

The safety cage shall be the preferred option because it is always present and the actual safety function is independent of the operator’s actions.

Where it is not possible to install a ladder with a safety cage, due to space restrictions and special access conditions, a fall arrester shall be provided. A fall arrester shall only be used on low-frequency accesses and significant total climbing heights.

Suitable safeguards for the exclusive use of the fall arrester by authorized and trained operators, as prescribed in 4.7.4.3, shall be provided.

NOTE The fall arrester is effective only if the operator chooses to use it. If a harness having a sliding system is used, which is incompatible with the rigid anchorage line, there will be a risk (see information for use in 6.2).”

6.2 Operating instructions for ladders with fall arresters

The provisions of EN ISO 12100-2 as well as EN 353-1 shall be considered in the operating instructions.

In addition, the following information shall be given:

a) advice on how to use the harness, as provided by the manufacturer, with the guide lock;

b) advice on how to instruct the authorized personnel in the safe operation of ladders with fall arrester.
