By Lola Searcy W ho would have ever thought the State of Texas would be fac- ing such a crisis in its educa- tional system? The financial problems with the State of Texas’ school districts have been ongoing; but I don’t think anyone ever thought school districts all over the State and the nation would be talking about laying off teach- ers, closing schools, and forcing teachers to retire; ready or not! How did we (The State of Texas and the United States) get ourselves in this mess? Some say it was bound to happen in Texas when Legislators enacted the infa- mous “Robin Hood” plan. You remember the Robin Hood plan, don’t you? The Robin Hood plan was a media nickname given to leg- islation enacted by the U.S. state of Texas in 1993 to pro- vide court-mandated equi- table school financing for all school districts in the state. Similar to the legend of Robin Hood, who “robbed from the rich and gave to the poor”, the law “recaptured” property tax revenue from property- wealthy school districts and distributed those in property- poor districts, in an effort to equalize the financing of all districts throughout Texas. Article 7 of the Texas Constitution states, in part, “. . . it shall be DUTY OF THE LEGISLATURE OF THE STATE to establish and make suitable provision for the sup- port and maintenance of an efficient system of public free schools.” However, the state of Texas only dedicates a $.0025 por- tion of the state sales tax and the net proceeds from the Texas Lottery, as well as earnings from the Permanent School Fund, to primary and secondary education. Other- wise, state funding is deter- mined by the Texas Legisla- ture. The primary source of education funding in Texas remains with the school dis- tricts’ ability to assess proper- ty taxes. In other words, the nicer the neighborhoods, the bigger the homes, the wealth- ier the homeowners, the higher the property taxes; and the more you pay in property taxes, the more money your school district receives. So, I started to think back to when the “Robin Hood” plan first became an issue in the State of Texas. And, it goes all the way back to the initial lawsuit back in 1984. In 1984, the Mexican American Legal Defense and Educational Fund filed suit against state Commissioner of Education William Kirby on behalf of the Edgewood Inde- pendent School District in San Antonio, citing discrimi- nation against students in poor school districts. The plaintiffs charged that the state’s methods of funding public schools violated the state constitution, which required the state to provide an efficient public school sys- tem. School finance lawsuits must take place in state court, since the U.S. Supreme Court ruled in 1973 that education is not a funda- mental right protected by the U.S. Constitution (San Antonio v. Rodriguez). The case, Edgewood Indepen- dent School District v. Kirby, eventually went to the Texas Supreme Court, which unani- mously sided with Edgewood. How did we (The State ofTexas and the United States)get ourselves in this mess?Some say it was bound tohappen in Texas whenLegislators enacted the infa-mous “Robin Hood” plan.You remember the RobinHood plan, don’t you?

The Robin Hood plan was amedia nickname given to leg-islation enacted by the U.S.state of Texas in 1993 to pro-vide court-mandated equi-table school financing for allschool districts in the state.Similar to the legend of RobinHood, who “robbed from therich and gave to the poor”,the law “recaptured” propertytax revenue from property-wealthy school districts anddistributed those in property-poor districts, in an effort toequalize the financing of alldistricts throughout Texas.

Article 7 of the Texas

Iheard a story the other day about awoman who said, “My mother and Ireturned to my parents’ house late

one evening to find my father, my col-lege-age brother, and my sister fastasleep. My mom had forgotten herhouse keys, so we knocked loudly, firstat the back door and then the front andside doors. They yelled her father’sname over and over, with no answer.They even blew the car horn whicharoused the neighbors, but no one at

her house. They walked over to afriend’s house and phoned home, finallywaking her brother. When they got back,her brother let them in. Dad was in bed,snoring, with the television on. Mom qui-etly switched it off. Dad woke right up.“’Do not turn that off,’ he said. ‘I amwatching it!”

Several applications could be made,but here is mine. Her dad is asleep whilethe worlds show rushes on. And per-haps he is asleep in regard to everythingelse that is going on, including the Lord.What about you? Are you asleep?Romans 13:11-12 says, “And do this,understanding the present time. Thehour has come for you to wake up fromyour slumber, because our salvation isnearer now than when we first believed.The night is nearly over; the day isalmost here. So let us put aside thedeeds of darkness and put on the armorof light.” Amen! Paul was saying that thegrand finale of salvation is almost here.The time is closer than it’s ever been.We need to wake up.

In many ways you are asleep and youdo not see what is coming.

Consequently, you are not working. Youare not working for the Lord. You areonly busily involved with life’s pursuits.Matthew 24:3 says, “As Jesus was sit-ting on the Mount of Olives, the disciplescame to him privately.”Tell us,” they said,“when will this happen, and what will bethe sign of your coming and of the endof the age?” The end; those words donot sound good unless it is “the end” toa bad movie or the end to somethingbad that has happened to us in life.Then there is the end of the world whenthe Lord is going to put His foot down,so to speak, and call everything to ahalt. What some consider to be the endof the world may only be the start ofsomething better for us who are inChrist. Amen!

All I can say is you do not need to addto any chaos in this world or our country.How do we avoid this? Romans 12:17-18 says, “Do not repay anyone evil forevil. Be careful to do what is right in theeyes of everybody. If it is possible, as faras it depends on you, live at peace witheveryone.” We strive for peace with allpeople. Amen!

You must preach Christ, witness forChrist and speak for Christ, but do it askindly and peaceably as possible. Therewill be hatred of people. Matthew 24:9-10 says, “Then you will be handed overto be persecuted and put to death, andyou will be hated by all nations becauseof me. At that time many will turn awayfrom the faith and will betray and hateeach other.” Amen!

In some ways you should not be toosurprised when people turn away fromthe faith, drop out of the church and stopgoing anywhere. It will happen to somepeople. Most people who drop out areeither mad or dissatisfied for one reasonor another and they generally end upgoing to another church. If they can behappy and grow in the Lord somewhereelse then so be it!

Brothers and sisters, you can expectsome persecution and or slander in thisworld if you take a stand for Christ. Forexample, when was the last time thatyou spoke up for Christ at work?

Ingredients

8 frozen hash brown

patties

4 cups shredded

Cheddar cheese

1 pound cubed fully cooked ham

7 eggs

1 cup milk

1/2 teaspoon salt

1/2 teaspoon ground mustard

Directions

Place hash brown patties in a single

layer in a greased 13-in. x 9-in. x 2-

in. baking dish. Sprinkle with cheese

and ham.

In a bowl, beat eggs, milk, salt and

mustard. Pour over ham.

Cover and bake at 350 degrees for 1

hour. Uncover; bake 15 minutes

longer or until edges are golden

brown and a knife inserted near the

center comes out clean.

Dallas Mayoral candidate RonNatinsky held a press conference onMonday at the Cedar SoilsRestaurant located at 1326 LamarStreet, Downtown Dallas.

The purpose of the press confer-ence was to unveil his prioritiesfor moving Dallas forward. Mr.Natinsky also acknowledged theendorsement of Metro TexAssociation of REALTORS.

“As the voice of real estate inNorth Texas, the Metro TexAssociation of REALTORS care-fully evaluates all candidates inan election as important as theupcoming Dallas Mayoral elec-tion. With his excellent record ofsupporting both private propertyand sound business policies,Metro Tex is proud to announceits endorsement of Ron Natinskyfor Dallas Mayor. Ron has aclear understanding of theissues facing the City of Dallas.He has an innate ability to buildaccord rather than division amongsthis peers,” said Peter Urrutia, directorof government affairs for Metro TexAssociation of REALTORS. “One ofthe key reasons Metro Tex chose toendorse Ron Natinsky was his beliefthat Dallas should be composed ofsmall vibrant neighborhoods that willcome together and think big. After acknowledging the endorse-ment of Metro Tex REALTORS, Mr.Natinsky outlined his priorities forDallas. He called his priorities forDallas “straight forward and measur-

able.” His first priority is to createjobs, “because once that is done,everything else falls into place.”

Other priorities include improvingpublic safety; focusing on quality oflife, including the arts and culture; tohelp improve education in Dallas; andstrengthening Downtown Dallas.

His jobs/economic development pri-ority includes creating a business-friendly environment to attract newbusiness and keeping existing busi-nesses; to aggressively seek reloca-tions from suburban Texas andAmerican cities and countries aroundthe world. His focus is on the smallbusiness industry because it “drivesthe American economy,” and focuseson the Southern sector.

When discussing public safety, Mr.Natinsky noted that Dallas’ policeforce has increased almost 30 per-cent since 2005 and crime is downper capita to what it was in the 1960s.His next set of priorities focuses onthe quality of life, including arts and

culture. He mentioned the impor-tance of walkable neighborhoods,sports teams and recreational oppor-tunities, entertainment options, stronglibraries and beautiful, well-keptparks.Mr. Natinsky said Dallas schools are

improving, but he believes there mustbe continued investments sothat Dallas’ workforce of tomor-row is educated and prepared.He said he will continue tomeet with DISD Superinten-dent Michael Hinojosa toexplore various other avenuesin which to help Dallas schoolscontinue to excel, noting thatsome of the nation’s topranked schools are in Dallas’Southern sector and the Citymust continue to support them.

Downtown revitalization isanother priority. Mr. Natinskystrongly supports a culturally-inclusive urban center; toexpand downtown mobilityoptions and explore innovative

strategies for funding transit lines andinfrastructure; to create affordablehousing developments; and to createa parking plan through a new man-agement collaborative that will makeparking downtown an amenity andnot an impediment.

Mr. Natinsky said he is committed tobe a watchdog at City Hall, pledgingto cut waste and abuse to createeffective, efficient government.The Dallas election is Saturday, May

billion, an amount far in excess of therevenues received. This resulted fromunintended positive feedback forces. Astaxes went to benefit districts other thanthose taxed, property values decreased.People moved to other districts withmore favorable taxation, which furtherdecreased values.

Lower assessed values lowered taxrevenues, and the “recapture” men-tioned above (also known as “confisca-tion threshold”) was lowered. Decreasedtax revenues also meant increasing taxrates to pay for works within the district.

“Although Robin Hood reduced thespending gap between Texas’ property-poor and property-rich districts by $500per pupil, it destroyed about $27,000 perpupil in property wealth. Public policyexperiments rarely produce completesuccesses or total failures.”

Occasionally, however, there’s a poli-cy disaster so catastrophic that every-one agrees that something has tochange. California’s convoluted attemptto deregulate electricity was one exam-ple. Texas’s decade-long experiment inschool finance equalization—universallyreferred to as Robin Hood—is another.”

But, are we justified in placing theblame on the Robin Hood plan, or is it

just about the State of Texas’ legislatorsand the state’s school districts’ inabilityto be good stewards with our money andthe education of our children?

The State of Texas has consistentlyranked at or near the bottom when itcomes to testing, our graduation rate,and in teacher salaries. Then alongcame the Texas Lottery!

It was supposed to pump billions ofdollars into the economy; therebyenabling us build more schools and de-crease class size so that students couldreceive more one-on-one instruction.

I remember when the late AnnRichards’, then Governor of Texas, facewas plastered over all televisions, andher voice could be heard on every radiostation in the State, asking us to vote foran amendment to the Texas Constitutionin November of 1991, authorizing lotterysales in Texas. And sure enough, wedid. And here we are 20 years later,talking about closing schools, firing andlaying off teachers!

According to the Texas LotteryCommission, the allocation of lotterysales is as follows:62 percent is paid outin prizes; 27 percent is paid to theFoundation School Fund, which is usedto support state public education; 5 per-cent is paid to retailer commissions; 5percent is retained to cover lotteryadministration costs; and approximately1 percent (specifically, the value of

unclaimed prizes) is transferred to theTexas Legislature for allocation to otherstate programs

And, by the way, then Governor AnnRichards purchased the very first ticketin an Oak Hill grocery store! (I wonder ifand how much she won?!!)

And, I am by no means a mathemati-cian, but after 20 years of “playing thegames of Texas,” we should not be talk-ing about laying off and forcing teachersto retire!

Now, I’m not so sure I want to place allthe blame on the Robin Hood plan! Ithink I need to just call a spade a spadeand say we have not been good stew-ards with our money and with the educa-tion of our children! But since I don’t have a plan to fix it, I’m

open for suggestions because we defi-nitely need to fix it! And when I say “we,”I mean our local and state legislators,our superintendents, educators, parentsand citizens, because our children willbe the ones who suffer in the long run!

As I travel around the country

speaking to men on Annual

Men’s Day, and workshops I find

that many men do not think they are

worth much to God in their own church.

Most Christian men do not understand

their roll, job, and responsibility in the

local church.

There are many reasons why men do

not understand their roll in the local

church. First of all they are not respect-

ed as men in many cases. You cannot

treat a man less than a full-grown man

and expect him to perform, as he should

in the local church, or anywhere else as

far as that matter.

Most men do not perform the way they

should in the local church because they

feel that their presence and opinion does

not carry any weight within the church, so

they never commit themselves to carry-

ing out the responsibilities of the male

factor within the church. This is just one

reason, because there are many more

that goes unnoticed.

In some churches men feel inferior to

women because of the church leader,

because some leaders try to pastor men

the same way they pastor women. They

brag on women and give them praise for

their efforts, but when it comes to the

men, nothing is ever said as far as grate-

fulness toward the men.

Do not get me wrong, we are not talk-

ing about all church leaders, because I

know many church leaders who knows

how to deal with men, my pastor is one of

them who understand dealing with men in

the proper manner will cause men to

become more committed to their duties

and responsibilities in the local church.

You can tell what churches have pas-

tors who are dealing with men the proper

way, because that church always carry a

vast number of men. I know one church

here in our city that can do anything it

wants to do, because anything the pastor

comes up with, or wants to do, it gets

done because the man power in that

church is very committed because of that

pastor. Any pastor who wants to have a

very thriving church at all levels can

accomplish this if he has the ability, and

love to deal with his men on a regular

basis.

Take a look at (Genesis 2:5). God would

not let it rain upon the whole earth,

because all the plants would have grown

out of control without someone to trim

them and keep them, and Moses states

the fact that the reason why God would

not let it rain is because He did not have

a man to take care of it, and till the

ground.

You see the Garden of Eden was the

church personified. The Garden was the

personification of the church today. We

see that man’s job is to takes care of the

church and the pastor.

You see, some people within the church

try to separate the church from the pas-

tor, but you cannot do that, because the

church and the pastor are one. You can-

not divide the pastor from the church nor

the church from the pastor.

You see, the pastor is in the image of

Christ until He comes. This tells me that

there are some more shepherds some-

where, those other shepherds are pas-

tors of churches today because the Bible

makes it plain who He was talking about.

When He appears the pastors will be

relieved of their duties.

Pastors are not Jesus Christ, they are

not Bosses, they are not Lords over

churches, but they are replicas of, they

are a type of, they are in the image of

Jesus Christ until He comes. This is why

God the father looks down on people who

mistreats, and do wrong things to pas-

tors, because that pastor is in the image

of His son Jesus the Christ The same

way you would be about you son. Let us

not forget to read our Bibles, and may

God bless you REAL GOOD, and may

He ever keep you in His loving care.

Another reason ithurts so much is that most people whoare going through divorce have to dealwith so many losses all at the same time.You’re hurting for a broken relationship, ofcourse. And often at the same time, you’rehurting because of that feeling of beingbetrayed by your spouse. Or maybe youfeel betrayed by somebody in yourspouse’s family. And often at the sametime, you’re also hurting over the changesin your life. And there are so manychanges connected with divorce.Sometimes you have to change whereyou live, how you spend your day, whatyou can afford to do, how much time youspend with your children and on whatschedule, and how you can plan for thefuture, all while you’re trying to deal with awhole new world of lawyers, judges,pleadings, and court dates. We have trav-el many avenues of single status today.As Christian’s women, we know that thereis only one solution for dealing with pain,rejection, loss, despair, anxiety, loneness,separation, death and divorce. APersonal Relationship with Jesus Christ.He will never leave you nor forsake you(John 14:18; Hebrews 13:5). Others maynot think much of you or invite you tospend time with them, but Jesus does(Matthew 11:28). Others may not like theway you look, but He looks at your heart(1 Samuel 16:7; Luke 24:38). Others maythink you’re a bother because you’re oldand in the way, but He will love you to theend (Romans 8:35-39).

Why Does It Hurt So Much?

inspiring part ofyour prayer closetexperience is thepart that leads youinto adoration andt h a n k s g i v i n g ?When I read myBible I pay closeattention to thepraises as well asthe promises.Praise is first men-

tioned in the Biblein Genesis 29:35. Leah named one of hersons “Judah” which means “praise”. OurLord came from the Tribe of Judah. Whywas David a man after God’s own heart,among other things he praised God with hiswhole heart. The word “praise” is mentionedmore than 100 times in the book of Psalmsalone. Reading the Psalms will help us topraise God, even at prayer time. “Oh thatmen would praise the Lord for His goodnessand for His wonderful works! Psalms 107:8”.When there is Prayer in the closet, thereought to be some Praise in the closet also.

This is the great proof of his divine mis-

sion, and therefore a great confirmation of

the truth of the Christian religion; and the

consideration of it should make us faithful

to our Christian profession, and should

particularly encourage us in suffering for it.

Today the focus of too many Christians

has moved from Christ to this world.

The Gospel is seldom preached in some

churches, by gospel I mean the death,

burial, and resurrection of our Lord.

Timothy is encouraged to remember

Jesus Christ.

Let me ask of you dear reader “What

would it profit you to gain the whole world

and lose your soul?”

Our morning message was delivered by

”Overcoming Satan and his devices”2 Cor

2:10-11.

The devices that the subtle god of this

world labors to destroy the children of

God or at least to torment whom he can-

not destroy, to perplex and hinder them in

He endeavors to divide the gospel

against itself, and by one part of it to over-

throw the other.

How he seeks to deceive the believer

in the same way he deceived mother Eve

by causing them to doubt God’s word and

his ability to complete the work of salva-

tion in their lives. Phil 1:6; tells us

“Being confident of this very thing, that he

which hath begun a good work in you will

perform it until the day of Jesus Christ:

”Our Lord never starts anything he cannot

finish.

Dez Bryant is having problemsadjusting to grown-up, million-aire life. And it seems as though

the city of Dallas could be victim.In the 60s the Oakland Raiders had

a like problem in Beaumont, Texas-raised Warren Wells. John Maddensaid Wells could have been the mosttalented player he coached. Gene

Upshaw said Warren’s problem was never with the team orpractice. He couldn’t control himself on his off days.

Both players are east Texans.Both have a problem respectingwomen. Warren had a couple ofrape allegations. Dez, accordingto very reliable sources, has aproblem cussing unescortedfemales. Both offenses couldcarry the death penalty if discov-ered by the mates of thesewomen.

Warren wouldn’t take advicevery well. If anyone is giving Dezany apparently he’s not listeningor he’s not getting good advice.The similarities of these twoyoung men are frighteninglyamazing. I hope the endings are different. Warren leftOakland, traded to the Houston Oilers that was too close toBeaumont. Houston had a game against the ClevelandBrowns; Warren said he would be coming later. That wasafter a little stint in the penitentiary before he left Oakland.Last I heard from Warren he was back in Beaumont runningpass routes and didn’t know who he was!

Dez still has a chance, but Dez has to be very careful whohe takes advice from. When Dez lost his last year of eligibili-ty at Oklahoma State he was listening to one Deion Sanders.Now Deion is criticizing him. Deion took another young manunder his wing. This young man got away and went his ownway. Sanders’ is trying to pimp these young men and ifthey’re smart enough to snatch away he bad mouths them.Deion try to deliver Dez to Under Armor. Dez went anotherdirection thus the criticism.

Let’s take a look at the tutor. I know some of you are oldenough to remember when Deion came out of Florida State.Deion left the dugout during a baseball game after he foundout he had reached a deal with the Atlanta Falcons, that’s loy-alty. This is the same Deion Sanders I never saw practicewith his teammates at Wichita Falls. He and his kid rodearound on a golf cart that Deion said cost $30,000 while histeammates practiced in 110 degree weather. That’s a teamplayer for you!

Right now Dez has a few law suits pending for failure to paya few bills. How many times have you heard Deion’s namebeing associated with lawsuits concerning payments for serv-ices rendered on some old car Deion had restored? Do youthink this is the type tutor Dez needs, or the type to criticize.

David Wells is a good guy. I just hope David does a betterjob of watching who hangs out with Dez or who tries to leadhim. This is not the city for uncontrollable athletes. RoyTarpley, Duane Thomas, Thomas Henderson the list goes onan on. WAKE UP DEZ!

Brutally boring, but UConn

wins third crown. In

Houston, Texas, on Monday

night, was to be the game that cul-

minated in a season finale, one

shining moment turned into the

worst NCAA final that I can remem-

ber.

I texted my buddy, sports talk show

host, Roger B. Brown and said I

think Butler is tanking it. Roger B.

replied, “No, they are stinking up

the place,” and he was absolutely

right. Both teams were stinking up

the place. Only one team could win,

but neither did much to win. It

should have been like boxing

match, call it a draw. In basketball,

somebody had to win or lose, but

not draw.

Connecticut coach, Jim Calhoun,

became the 5th coach to win at

least three NCAA basketball titles,

but it was down right ugly and I

mean brutally boring and ugly.

Butler went into the tournament

unranked and UConn, which fin-

ished 9th in the big east, came into

the title game as two of the biggest

underdogs ever.

Unfortunately, each played like

underdogs. UConn’s 53-41 win is

one of the most ugly wins in a final

game since the peach basket

games. This game officially set col-

lege basketball back some 66 years

when Oklahoma state and North

Carolina combined for fewer than

41 first half points, back in 1945.

This game goes down as one of

the worst in tournament history. It

was just God awful to watch.

If I would have paid to attend a

game in Reliant Stadium, I would be

asking for a refund with interest.

How could two teams be so bad in

the big game? Was it that UConn

rode its defense to the title win or

was it that Butler choked like a bone

caught in your throat?

I agree with Greg Anthony as he

summed up the game, “This is the

worst half of basketball I have ever

seen in a national championship

game. Stifling defense from both

Butler and UConn certainly con-

tributed to the record low score and

horrendous shooting on both sides,

but his was still an aesthetically

awful conclusion to an otherwise

exciting, upset field NCAA tourna-

ment. But was it the most boring

national title game we’ve seen?”

Now to the good part. NCAA

Women’s Championship game

might have just saved the NCAA.

A&M’s Women basketball team,

coached by former Dallas South

Oak Cliff basketball coach, Gary

Blair, beat Notre Dame in an excit-

ing knock down, drag out, 76-70

win.

The coaches might not be house-

hold names; the players might not

be well known, yet the national

championship game between Texas

A&M and Notre Dame on Tuesday

night might well have saved the

NCAA. Who would have believed

it? It was better than the men’s.

This is the first time since 2005 that

neither Tennessee Connecticut has

been involved. No Stanford either

and no Baylor, no Maya Moore.

Blair said instead of having Brittany

Griner or Maya Moore and Gino,

but what’s wrong with good old

Muffet McGraw and Gary Blair with

teams that play tremendous team

basketball that don’t just rely on one

player.

These two schools are better

known for their play on the gridiron

took the grandest stage in Women’s

basketball in one of the biggest sur-

prises in NCAA tournament history

even though they both came in as

number 2 seeds, they got there the

hard way.

Notre Dame’s sensational sopho-

more guard, Skyler diggins did all

she could do but it just wasn’t

enough to overcome the tremen-

dous inside play of A&M’s Daniel

Adams fueled by the harassing

guards of Colson and Sidney

Carter, they were too much for

Notre dame. ’The game was so

exciting that it made you forget

about the God awful game on

Monday night.

One thing that the two games had

in common, Coach Jim Calhoun of

UConn and Coach Gary Blair of

A&M are the oldest coaches to win

NCAA titles.

One god awful game and one

exciting game might just have

saved the NCAA.

Texasblacks won two of the nation’s most significant civil-rights cases. Allwright (1944), which declared thewhite primary unconstitutional. This landmark case won by black Texansopened primaries for blacks throughout the South. In 1950, black Texans alsowon one of the major legal cases that eliminated segregation in the South’sgraduate and professional schools. The Sweatt v. Painter case, filed byThurgood Marshall, legal counsel of the NAACP, and local NAACP attorneyWilliam J. Durham of Dallas, forced the University of Texas Law School to

admit black students.

Texas House passes budget bill with deep cutsBy Imami Evans

In a vote that sharply reflects the deepideological fissure within the state, theCommittee Substitute for House Bill 1

(CSHB 1), the general appropriations billthat sets the budget for the state, passedthe Texas House of RepresentativesSunday by a vote of 98-49. The bill cutstens of billions from public and higher edu-cation, health and human services, andpublic safety programs, while keeping thestate Rainy Day Fund mostly intact – a keygoal of fiscal conservatives.

For the 82nd Legislature, the momentumtoward steep spending cuts was estab-lished early, even though Democrats havealways insisted that the story of the deficitis also the story of certain well-heeledplayers – some of them major corpora-tions – refusing to pay their fair share intaxes.

“We can’t afford to subsidize companiesthat are making millions and billions of dol-lars while we have folks that are gettinglaid-off in our schools,” said StateRepresentative Yvonne Davis. “It’s the willof the leadership to recognize that weneed additional resources.”

“I don’t understand how long we’re

going to continue this charade,” said Rep.Rene Oliveira (D-Brownsville) at one pointduring the floor debate. “Our fellow Tex-ans, the poor, the middle-class, the sick,the elderly, the disabled, our schoolchild-ren, they all need us to stand up today.”

This ideological attachment to limitedgovernment that the GOP has worked tire-lessly to enshrine in the Legislature hashelped Texas earn the distinction of rank-ing close to the bottom among the 50states in per capita spending on publiceducation.

“A lot of people have misunderstood themessage that the voters are sending whenthey say ‘less government, more efficien-cy,’” said Rep. Helen Giddings. “They domean that. But then you have to go furtherand ask them the specific question, ‘Doyou want to see cuts in education?’ Andthe answer to that, overwhelmingly, is ‘no’.‘Do you want to see cuts in assistance tonursing homes?’ The answer is ‘absolute-ly no’. So we have to be sure we under-stand the message the voters are sendingus.”

It has been no small challenge forDemocrats to broaden the budget discus-sion to include corporate tax exemptionspassed by previous legislatures. But

many, such as Rep. Mike Villarreal (D-SanAntonio) feel that it is time for those whobacked such legislation to come forwardand publicly defend their choices in light ofthe current crisis.

“We need more transparency, we needa systematic review of all tax expendi-tures,” Villarreal said. “Similar to the waywe scrub our budget, we need to be eval-uating tax loopholes that leak billions ofdollars from our state coffers and treat onetaxpayer differently than another.”

The Texas Legislative Study Group, in areport submitted last Sunday during thethird day of floor debate, offers this grimassessment: “In the wake of a recession,this budget will deliver an economic blowthat costs Texas over 335,000 jobs overthe course of the next two years, 44 per-cent of which are private sector jobs.“

“Voters don’t want waste, and neither doI,” Rep. Giddings said. “But I also want tomake sure that we take care of our elder-ly, and we make sure that there are oppor-tunities there for young people that want togo to college, and who don’t have to takeout loans in such amounts that they will beindebted for many years to come.”

“The thing I always call people’s atten-tion to is that there are a lot of people in

this House who are still campaigning,rather than governing,” said Rep. HaroldDutton (D-Houston). “When the cam-paigns end and the election’s over and thewinners have been decided, it’s my obser-vation that people ought to come togetherand do what’s best for Texas. What’s hap-pening here is that people are trying to dowhat’s best for party. ”

Implicit within these remarks may be theharshest charge of all: that withinRepublican circles there is a strain ofthought that practically hopes for fiscalcrises to occur, to ease the path for budg-et cuts that serve to shrink the size of gov-ernment according to conservativedesigns.

Texas Republicans, of course, deny thatthey have any designs other than obeyingthe Texas Constitution and adhering to thepopular sentiment that less government isbetter.

“This budget reflects the economic real-ities facing our state, and it only spendsavailable revenue,” said the bill’s sponsor,Rep. Jim Pitts (D-Waxahachie) in a state-ment. “This bill, combined with the voteswe took yesterday on HB 4 and HB 275,fulfills our constitutional responsibility tohave a balanced budget.”
