Summary of Changes (16 April 2020)

This Summary of Changes provides a brief description of changes made to Navy Uniform
Regulations (NAVPERS 15665I) since the last update of 26 February 2020. The changes
identified in this summary reflect the correction of noted policy discrepancies found within
NAVPERS 15665I. For specific details of changes, please refer to the noted chapters,
sections and articles below.
Updates to Navy Uniform Regulations contained in this summary of changes include:
Administrative edits to Chapters 2, 3, 6, and 7.
Navy personnel assigned to U.S. Marine Corps grooming standards.
Service and Service Dress uniform policy verbiage and component illustrations
updates.
Wear of hosiery with skirts and female dress and formal shoes.
Wear of uniform articles with civilian clothing.
Grooming standards for Sailors serving the Marine Corps.
Cold Weather Parka wear with Dinner Dress and Ceremonial uniforms for E1-E6
personnel.

2. NAVY PERSONNEL ASSIGNED TO MARINE CORPS. Navy Sailors assigned to U.S. Marine
Corps units who wear the Marine Corps uniform will abide by Marine Corps grooming
standards except for the requirement of a zero fade hairstyle for male Sailors.

OCCASIONS FOR WEAR
NWU wear is authorized for commuting and all normal task and associated stops (e.g.
stops at child care, gas stations, off-base shopping, banking, DMV and dining) before,
during and after the workday. The NWU is not a liberty uniform. Wear while conducting
official business, when business attire is appropriate and participating in social events is
not permitted. Consumption of alcohol in the NWU off-base is not
permitted. Consumption of alcohol in the NWU on base is authorized as promulgated by
regional commanders. The area or regional commander may further restrict uniform
policies within their geographical limits regarding wear of the NWU.
Within the National Capital Region (NCR), the NWU Type III is authorized for wear at all
locations with the exception of the National Mall area bounded by Capitol Hill and
surrounding Senate and House Staff offices, the White House and Executive Office
building, Department of State and all monuments and memorials unless specifically
authorized for a Joint Task Force National Capital Region (JTF-NCR) mission. The NWU
Type III is authorized for wear at the Pentagon as the alternate uniform of the day
Saturday through Thursdays only. NWU wear is authorized while commuting to and from
work using public commuter transportation (metro bus, metro rail, rideshare, commuter
vans, taxis and ferries) and slug lines outside the Pentagon. Wear is also authorized in
office environments at headquarters staffs within the NCR less identified restricted
areas. Recruiters are authorized to wear the NWU Type III in the continental United
States (CONUS), Hawaii and Guam (e.g., malls, schools, normal recruiting areas).

stops at child care, gas stations, off-base shopping, banking, DMV and dining) before,
during and after the workday. The NWU is not a liberty uniform. Wear while
conducting official business, when business attire is appropriate and participating in
social events is not permitted. Consumption of alcohol in the NWU off-base is not
permitted. Consumption of alcohol in the NWU on base is authorized as promulgated

Within the National Capital Region (NCR), the NWU Type III is authorized for wear at
all locations with the exception of the National Mall area bounded by Capitol Hill and
surrounding Senate and House Staff offices, the White House and Executive Office
building, Department of State and all monuments and memorials unless specifically
authorized for a Joint Task Force National Capital Region (JTF-NCR) mission. The
NWU Type III is authorized for wear at the Pentagon as the alternate uniform of the
day Saturday through Thursdays only. NWU wear is authorized while commuting to
and from work using public commuter transportation (metro bus, metro rail,
rideshare, commuter vans, taxis and ferries) and slug lines outside the
Pentagon. Wear is also authorized in office environments at headquarters staffs within
the NCR less identified restricted areas. Recruiters are authorized to wear the NWU
Type III in the continental United States (CONUS), Hawaii and Guam (e.g., malls,
schools, normal recruiting areas).

OCCASIONS FOR WEAR
NWU wear is authorized for commuting and all normal task and associated stops (e.g.
stops at child care, gas stations, off-base shopping, banking, DMV and dining) before,
during and after the workday. The NWU is not a liberty uniform. Wear while conducting
official business, when business attire is appropriate and participating in social events is
not permitted. Consumption of alcohol in the NWU off-base is not
permitted. Consumption of alcohol in the NWU on base is authorized as promulgated by
regional commanders. The area or regional commander may further restrict uniform
policies within their geographical limits regarding wear of the NWU.
Within the National Capital Region (NCR), the NWU Type III is authorized for wear at all
locations with the exception of the National Mall area bounded by Capitol Hill and
surrounding Senate and House Staff offices, the White House and Executive Office building,
Department of State and all monuments and memorials unless specifically authorized for a
Joint Task Force National Capital Region (JTF-NCR) mission. The NWU Type III is
authorized for wear at the Pentagon as the alternate uniform of the day Saturday through
Thursdays only. NWU wear is authorized while commuting to and from work using public
commuter transportation (metro bus, metro rail, rideshare, commuter vans, taxis and
ferries) and slug lines outside the Pentagon. Wear is also authorized in office
environments at headquarters staffs within the NCR less identified restricted
areas. Recruiters are authorized to wear the NWU Type III in the continental United States
(CONUS), Hawaii and Guam (e.g., malls, schools, normal recruiting areas).

Description
The Cold Weather Parka (CWP) is black single breasted,
made of water proof and wind resistant material. It
features include a hidden center-front zipper fastener, a
hidden hood housed in the shell of the collar, a center-
chest rank tab and constructed to facilitate wearing the
zip-in zip-out NWU black fleece liner.
Correct Wear
Worn optionally with Service and Service Dress Uniforms.
Rank insignia is required for wear by E4 through O10
centered on the center chest rank tab. Rank insignia may
be metal or matching fabric sold through Navy Exchange
Uniform Centers. Name tags are not authorized for
wear. When the rank insignia is removed from the parka,
personnel may wear the coat with civilian clothing. For
insignia, officers see article 4103, CPOs see article 4213
and E6 and below see article 4227.

a. Description. The Cold Weather Parka (CWP) is black,

The collar should lay flat unless inclement weather

zipped closed unless being donned. During the winter or
inclement weather periods, the parka hood is authorized
for wear in addition to the head gear. Rank insignia is
required for wear by E4 through O10 centered on the
center chest rank tab. Rank insignia may be metal or
matching fabric sold through Navy Exchange Uniform
Centers. Nametags are not authorized for wear. When
the rank insignia is removed from the parka, personnel

General
This section, supported by the articles in Chapter 3, section 5 (3501
series), describes new uniform components for the E-6 and below
Service Uniform (SU) and pertain to all E6 and below personnel
unless specified otherwise. During the uniform transition periods,
this section should be used in conjunction with the rest of the
Uniform Regulations. All existing uniforms will continue to be
authorized for wear until the SU mandatory wear date, July 2010.
Occasion for wear
The SU is intended for year-round wear and will replace the Summer
White and Winter Blue uniforms. The SU is authorized to be worn for
office work, watchstanding, liberty or business ashore when
prescribed as the uniform of the day. The mandatory wear date for
all E1-E6 personnel is July 2010.
Manner of wear
Collar insignia 4227, ribbons 5305-5312, warfare insignia 5201.2,
identification badges 5101, name tags 5201.4, and undershirts
3501.101 shall be worn as prescribed in their respective

7203. WEARING UNIFORM ARTICLES WITH CIVILIAN CLOTHES. Military personnel may
wear military uniform articles with civilian clothing when the item cannot be identified as a
Navy uniform component. Navy uniform articles worn with civilian clothing will not include
military accoutrements that identify affiliation with the Navy, including but not limited to
nametags, rank insignia, buttons or other military insignia. This restriction does not
preclude the wear of Command Logo/Navy Pride shirts (as described in article 3603.2). For
command ball cap restrictions, see article 3501.8. Physical training uniforms may be worn
with civilian clothing at the member’s discretion, unless otherwise prohibited by proper
authority (regional commanders, SOPA, commanding officers). Examples of military articles
that may be worn with civilian clothing in accordance with this article include the All-
Weather Coat, Cold Weather Parka, Black Fleece Liner, Peacoat, Service and Dress shoes,
