    To mark the end of my tenure as Ontarios28th Lieutenant Governor, I present this reporton the major initiatives I have undertaken sincemy installation on September 5, 2007.

    As the first Lieutenant Governor of Ontario with aphysical disability, I adopted accessibility as the themefor my term in office. In order to make the point thataccessibility is not restricted to physical accommoda-tions, like ramps and automatic doors, I defined acces-sibility as that which enables people to achieve theirfull potential. Accessibility is also an attitude, wel-coming and supporting people at all levels of ability,because every human being is unique and of value.

    While I have promoted accessibility in all its formsthroughout my term, I have been especially concerned bythe high levels of unemployment in the disability commu-

    nity. To that end, I have met with and spoken to employergroups in the public and private sectors, and to serviceclubs and community organizations around the province,promoting the business case for employing people withdisabilities. Im pleased to say that Ive witnessed con-siderable progress; there is still work to be done, but Ihave faith that it will continue long after I leave office.

    Throughout the past seven years, I have beenwelcomed by Ontarians of all ages. I have joinedwith them in commemorating anniversaries, hon-ouring local heroes, while on other occasions we

    have mourned the loss of soldiers, police officers,and firefighters. But I have always been inspired byOntarians sense of decency and volunteerism.

    My wife Ruth Ann has visited, on my behalf,many of the Lieutenant Governors AboriginalSummer Reading Camps in Northern Ontario, whereshe was honoured to represent the Crowns connec-tions with Canadas First Nations and to bear wit-ness to the people, their history, and their cultures.

    I am honoured to have had the privilege of serv-ing the people of Ontario as Her Majesty The Queensrepresentative. For me and for Ruth Ann, it has been

    a transformative experience, one that we will lookback on with gratitude for the many fond memories.

    Since Mr. Onleys installation as Lieutenant Governorin September 2007, the institution of the Crown inOntario has seen remarkable change. Whether throughconstitutional and ceremonial duties, or by partici-pating in community and volunteer events, OntariosLieutenant Governor continues to represent Her Majestyin our province with energy and enthusiasm.

    In line with the spirit of his theme of accessibility,under Mr. Onleys leadership, the Lieutenant GovernorsSuite is now more accessible and open to the publicthan ever before, and our office has made a concerted

    effort to connect with Ontarians in all areas of society.During Mr. Onleys mandate, the office has

    focussed on public outreach, aiming to enhance visibil-ity in the community, with events linked to high-pro-file activities such as the Toronto International FilmFestival, the Luminato Festival, the WorldPrideHuman Rights Conference 2014, as well as theannual New Years Levee, salons, round-table dis-cussions, art exhibitions, and regional visits.

    Our office has also revolutionized the way inwhich we connect with Ontarians. In addition to

    traditional communications, we now keep peo-ple informed of the Lieutenant Governors activitiesthrough social media platforms including Facebook,Twitter, and YouTube. This has been a large under-taking and one that will continue to evolve.

    I would like to take this opportunity to thankthe many partners, organizations, families, and indi-viduals that have helped us serve the LieutenantGovernor. In particular, I would like to thank our smallbut devoted staff, and the dedicated corps of aides-de-camp and other volunteers who welcome the

    many thousands of annual visitors to the suite.

    The Honourable David C. Onley was appointedOntarios 28th Lieutenant Governor follow-ing a distinguished career as a broadcaster.

    Having championed disability issues for many years,Mr. Onley served as chair of the AccessibilityStandards Advisory Council of the Governmentof Ontario and as an accessibility coun-cil member for the Rogers Centreand the Air Canada Centre.

    As Ontarios first Lieutenant Governorwith a physical disability, Mr. Onleyadopted accessibility as the over-arching theme of his mandate. Hedefines accessibility as that whichenables people to achieve their fullpotential, and believes that true acces-sibility occurs when disabled peoplecan fully participate in the social, cul-tural, and economic life of Ontario.

    expanded the Aboriginal Youth Literacy Initiativeto include computer literacy programs.

    Mr. Onley was born in Midland, Ontario, grew up inScarborough, and has been inducted into the Canadian

    Disability Hall of Fame and the Scarborough Walkof Fame. He served as Colonel of the Regimentof The Queens York Rangers (1st American

    Regiment) in his capacity ofLieutenant Governor, and person-ally as Honorary Colonel of 25 FieldAmbulance. He is the recipient of theRick Hansen Award of Excellence,

    the Courage to Come Back Award,and holds 12 honorary degrees.

    Among the symbolism in Mr. Onleysarms are allusions to aerospace, his

    faith, and accessibility. The Latin motto , meaning Through

    Her HonourMrs. Ruth Ann Onley

    As Ontarios viceregal consort, Mrs. Onley tookpart in many of the Lieutenant Governors activi-ties, embracing her public role with enthusiasm.

    Raised on a farm near Simcoe, she studied psychol-ogy and French at university before becoming a pro-fessional singer and touring across North America.

    Her career has included per-formances on television,and with orchestras, stageshows, conventions, and atmajor sporting events. In1982, she won the CanadianCountry Music AssociationVista Rising Star award.

    With marriage, Mrs. Onleyturned her attention to fam-ily life and to raising theOnleys three sons, Jonathan,Robert, and Michael. Shehas now returned to gospelsinging and is a successfulrecording artist and per-former. In 2014, she recorded

    We Are the People of the Maple Leaf, a new patri-otic song for Canada with lyrics, written by His Honour,set to the popular tune of Highland Cathedral.

    Throughout her husbands time in office, Mrs. Onleyoften attended functions and participated in initiativesin place of His Honour when accessibility infrastructure

    precluded his attendance.

    Her Honour made 23 vis-its to Aboriginal commu-nities in Northern Ontarioas part of the LieutenantGovernors AboriginalYouth Literacy program.Her Honours vibrant andcaring involvement hasstrengthened the viceregalrelationship with Aboriginalcommunities in Ontario.

    Constitutional responsibilitiesCarrying out the executive powers of the Crown

    Representing the head of state

    Canada is a constitutional monarchy and a parliamentarydemocracy. This means that while The Queen is Canadashead of staterepresented inOntario by the Lieutenant Governorthe Premier is the provincial head of

    government. In our system of gov-ernment, the two roles are distinct:the head of state holds supremeconstitutional power on behalf ofthe people and lends it to be exer-cised by the government of the day.

    Powers andresponsibilities

    The powers and responsibilitiesof the Lieutenant Governor derive

    from the Constitution Act, 1867,statute, and constitutional con-vention. The Lieutenant Governoris responsible for the following:

    Ensuring that Ontario alwayshas a Premier that com-mands the confidence of theelected Legislative Assembly;

    Appointing ministers to theExecutive Council (Cabinet)on the recommenda-tion of the Premier;

    Reading the Speech fromthe Throne at the start of aparliamentary session;

    Giving Royal Assent inThe Queens name to billspassed by the LegislativeAssembly, the final step inthe legislative process;

    Summoning, proroguing, and dissolving theLegislative Assembly on the advice of the Premier;

    Ordering elections to the Legislative Assembly onthe advice of the Premier and Executive Council;

    Approving regulations, publicappointments, and other gov-

    ernment business via Orders-in-Council on the advice ofthe Executive Council;

    Ensuring that the democratic willof Ontarians and their electedrepresentatives is upheld, andthat the unwritten constitu-tional conventions of responsi-ble government are respected.

    The Lieutenant Governor conductsthese roles in a non-partisan fash-ion and retains the right to be con-

    sulted, to encourage, and to warn.

    In numbers

    During his time in office, Mr. Onley:

    Delivered five Throne Speeches;

    Issued writs for three gen-eral elections;

    Issued writs for 14 by-elections;

    Swore in Ministers of theCrown during four full-scaleCabinet swearing-in ceremo-nies and 18 Cabinet shuffles.

    In addition, from September 5, 2007to September 17, 2014:

    Royal Assent wasgranted to 210 bills;

    13,071 Orders-in-Councilwere signed into effect.

    Core initiativesBringing important issues into the public consciousness

    The Lieutenant Governor, while serving the people ofOntario as a whole, also has a unique opportunity todraw public attention to themes that transcend politicsand reflect the values of society.

    For many years prior to hisappointment, David C. Onleywas a respected and effec-

    tive advocate for the disabilitycommunity. As the first Lieutenant Governor of Ontariowith a physical disability, Mr. Onley chose accessibil-ity as the overarching theme for his time in office.

    In his installation speech on September 5, 2007, hepledged to promote accessibility, which he definedas that which enables people to achieve their fullpotential. He pointed out that his vision of acces-sibility was not limited to people with physicaldisabilities; it also included people with invisible dis-abilities, such as mental health challenges and learn-ing disabilities, as well as those who are marginalized

    by poverty, alienation, or lack of opportunity.

    Accordingly, Mr. Onley pledged to continue and expandon the Aboriginal youth literacy initiatives of his pre-decessor, the Hon. James K. Bartleman, in order to

    enhance accessibility to main-stream society for youngAboriginal people and enablethem to realize their potential.

    Accessibility

    During his mandate, Mr. Onley participated innearly 500 accessibility-related functions. TheLieutenant Governors Suite at Queens Park wasthe venue for many of these events, including exhi-bitions by artists with disabilities, and receptionsfor Ontarios Paralympic and parasport athletes.

    In 2009, an elevator was installed in theLieutenant Governors Suite at Queens Park, mak-ing the facility accessible for the first time to

    visitors with physical disabilities.

    Employment opportunities forpersons with disabilities

    Perhaps the most daunting challenge for people withdisabilities is the number of myths and misperceptionspreventing them from getting jobs. Throughout his ten-ure, His Honour promoted the business case for hir-ing disabled workers, encouraging business owners andmanagers to remove barriers, both physical and attitu-dinal, that keep disabled people out of the workplace.

    From his earliest days in office, Mr. Onley spoke tohundreds of employers in the private and public sec-tors, and enlisted the support of service organizationsand business groups in promoting the unique advan-tages persons with disabilities bring to the workforce.

    He worked closely on the issue with Rotary Clubsaround the province. Since 2007, His Honour spoketo more Rotary Clubs than any other single group,as many of their key programsincluding theEnd Polio Nowcampaign and Rotary at Workalignedwith his objectives as Her Majestys representative.

    His Honour also worked with Legal Leadersfor Diversity, a group of general counsels frommajor Canadian public companies who are com-mitted to increasing opportunities and inclusionin the workplace for people with disabilities.

    In January 2013, His Honour led a team of business,government, and accessibility experts on a tour ofthe Connecticut distribution centre of Walgreens, thelargest drug retailing chain in the United States and a

    leader in employment for persons with disabilities. In September 2014, it was announced that

    Mr. Onley would become the honorary patron ofCanadian Business SenseAbility, a new private-sec-tor organization created to help Canadian companiesaccess the benefits of hiring people with disabilities.

    Recognizing achievement

    Mr. Onley enthusiastically recognized out-standing achievements and personal excel-lence in accessibility communities.

    Mr. Onley participated in several awardsevents with the Canadian Foundation forPhysically Disabled Persons, including theannual Great Valentine Gala (20092014).

    He developed a relationship with Free the Childrenand its founders, Craig and Marc Kielburger, as wellas motivational speaker Spencer West. Despitethe amputation of both legs in childhood, Mr. Westclimbed Mount Kilimanjaro to raise funds and aware-ness for Free the Children, taking the LieutenantGovernors Standard with him to the peak inJune 2012. On his return to Toronto, His Honour

    invited Mr. West and his team to raise the verysame standard during a ceremony at Queens Park.

    His Honour celebrated the service of those helpingOntarians with developmental disabilities and mentalhealth conditions, including Community Living Ontario,Special Olympics, Moeen Centre, and Autism Ontario.

    He supported sports and recreation groups for peo-ple with disabilities, went skiing with the CanadianAssociation for Disabled Skiing, took glider flightswith Freedom Wings, a group providing flight train-ing opportunities for people with disabilities, andtook part in opening ceremonies for the 2009 and

    2011 Mobility Cupregattas for disabled sailors. In 2010, Mr. Onley attended the Winter Paralympics in

    Vancouver, where he gave a keynote speech to inter-national delegates at the 2010 Accessibility Showcase.He also presented the victory bouquet to silver med-allist Colette Bourgonje, the first Canadian to wina medal during the 2010 Vancouver Paralympics.

    In 2013, His Honour hosted a screening ofMarch to the Top, a documentary following a teamof wounded and ill Canadian veterans as theyset out to climb a mountain in the Himalayas.

    His Honour acted as honorary patron of Variety Village,one of Canadas premier fitness, life skills, and sportsfacilities for people of all abilities. Throughout his man-date, he continued the long-standing viceregal tradi-tion of officially opening and attending the LieutenantGovernors Games at Variety Villageevery year.

    Mr. Onley recognized the work of those helping thepoor and people with invisible disabilities, paying visitsto the Yonge Street Mission, Scott Mission, Sanctuary,

    and The Good Neighbours Club, among others.

    Jamaica

    In November 2012, Mr. Onley was invited to be the key-note speaker at the inaugural Disability Friendly AwardsGala in Kingston, Jamaica. The trip was organized by theJamaica Council for Persons with Disabilities, in collab-oration with the Jamaican consul general at Toronto.

    During his visit, His Honour took the opportunity tomeet with many of the people and organizationsinvolved in improving accessibility and the qual-

    ity of life for Jamaicans with disabilities. He toured theSir John Golding Rehabilitation Centre, which servesthe needs of disabled persons throughout the English-speaking Caribbean and is badly in need of renovation.

    In April 2013, Mr. Onley returned to Kingston, lead-ing a volunteer delegation of Canadian accessibil-ity experts on a visit to the centre. They met with theirJamaican counterparts to exchange ideas and identifyareas needing improvement, and established commit-ments for future Canadian co-operation in renovatingthe centres facilities to improve overall accessibility.

    Reimagining Accessibility

    In September 2013, Mr. Onley joined with OCADUniversityto officially launch Reimagining Accessibility,an international student challenge to complement thetraditional wheelchair sign by designing a more encom-passing and inclusive accessibility symbol or set ofsymbols. The contest was open to post-secondary stu-dents and adjudicated by an expert jury, with the final-ists designs to be unveiled at the Lieutenant GovernorsSuite in the presence of The Countess of Wessex.

    Awareness of the competition gained traction throughHis Honours blog at the Huffington Post, and attracted

    more than 100 submissions from students around theworld. Ultimately, the judges concluded the competitionhad not achieved its goal, although two designs weredeemed worthy of honourable mentions for their prom-ising concepts. The Inclusive Design Research Centreat OCAD U committed to working with the designers ofboth submissions, for presentation the following year atthe International Summit on Accessibilityin Ottawa. Thedesigns were also featured in a February 2014 pop-upexhibit at the Museum of Modern Artin New York City.

    Aboriginal peoples in Ontario

    Ontarios Aboriginal peoples have long had a spe-cial relationship with the Crown. Through his com-mitment to continue and expand the Aboriginalyouth literacy initiatives of his predecessor, theHon. James K. Bartleman, Mr. Onleywith the enthu-siastic and invaluable assistance of his wife Ruth Annmade a lasting contribution to strengthening this bond.

    In 2008 and 2009, His Honour launched book drivesthat resulted in 50,000 new books being donated andsent to First Nations children in Northern Ontario.

    In 2010, His Honour established a pilot computer pro-gram in Kingfisher Lake and Poplar Lake First Nations.

    Mr. Onley hosted five presentations of theJames Bartleman Youth Creative Writing Award.

    Mr. Onley attended the Nishnawbe Aski NationLeadership Assembly in November 2007.

    In August 2014, His Honour attended and spokeat a ceremony in Youngstown, New York to mark

    the 250th anniversary of the Treaty of Niagara.

    Lieutenant Governors AboriginalSummer Reading Camps

    The Lieutenant Governors Aboriginal Summer ReadingCampsprovide Aboriginal youth in remote commu-nities with the opportunity to enhance their literacyand numeracy skills in a fun, engaging, activity-ori-ented setting. The program is implemented by FrontierCollegeon behalf of the Lieutenant Governors Office.In 2013, 3225 Aboriginal children and youth attended 42

    three-week camps in 29 First Nations communities.The regions where the Lieutenant Governors literacy ini-tiatives are most needed are in some of the most remoteareas of Ontario. The First Nations in those areas areknown as fly-in communities because they are acces-sible only by small aircraft during most of the year.

    Even after the governments executive aircraftwas fitted with a dedicated stair-climbing machine,His Honour was severely limited in the number of tripshe could make, as conditions in the fly-in communi-ties were too rugged for his scooter to navigate.

    Mr. Onley believed it was vital for the programs suc-

    cess that there be a personal connection between theLieutenant Governor and the young people in thesecommunities, and His Honour was anxious that theinitiatives not be carried out at a distance. His wife,Ruth Ann, volunteered to travel north in his stead.

    Her Honour made 23 visits to 13 Aboriginal communitieson His Honours behalf, engaging with the people thereon a personal level. Her warm and empathetic personalitymade a lasting impression, not just on the camp counsel-lors and children, but also on the chiefs and elders whoinvited Mrs. Onley to visit and witness events in their

    Her Honours final visit took place on September, 2014,when she was accompanied on a three-day trip byThe Countess of Wessex, Premier Kathleen Wynne,the Lieutenant Governor-designate, Ms. ElizabethDowdeswell, and a group of women leaders from

    Ontarios cultural, business, academic, and phil-anthropic sectors. During their visit, the delega-tion met with community and youth leaders atKitchenuhmaykoosib Inninuwug First Nation.

    Her Honours extraordinary contribution to theyouth literacy initiative ensured the ongoing suc-cess of the program and greatly enhanced the rela-tionship between the Lieutenant Governor andAboriginal communities in Northern Ontario.

    Truth and reconciliation

    In September 2011, His Honour hosted a cross-cul-

    tural dialogue of the Truth and ReconciliationCommission of Canadain the suite. Representativesfrom Ontarios Aboriginal community shared their expe-riences related to residential schools and His Honour,along with Marc Kielburger of Free the Children, weremade honorary witnesses by the commission.

    Subsequently, in May 2012, Mr. Onley deliv-ered remarks at the opening ceremonies for atruth and reconciliation conference in Toronto.

    Aboriginal Forum

    Arising from his experience with the truth and recon-ciliation process, in 2012, Mr. Onley held the first in aseries of Lieutenant Governors Aboriginal Forums, peri-odic round table discussions co-chaired by DeloitteCanada, Nipissing University, and First Nations Houseat University of Toronto, to foster information shar-ing and collaboration between individuals and organ-izations interested in the well-being of AboriginalOntarians and their communities. Dispensing withmuch of the usual ceremony associated with events atQueens Park, the forums informal approach encouragednetworking and the building of strategic relationships.

    It is not up to people outside of FirstNationsno matter how well-meaningtoimpose solutions. But I believe this forumwill help us identify the main challenges

    and how First Nations might go abouttackling them, with our help, where it isdeemed necessary and welcome.

    munications became a priority ofthe Lieutenant Governors Office.The development of a new web-site and implementation of a socialmedia strategy generated a markedincrease in public engagement.

    Website

    From his installation, Mr. Onleywas personally involved in thedevelopment of the LieutenantGovernors website, overseeing reg-

    ular updates and prompting theadoption of new technologies.

    In February 2013, after nearly ayear of preparations, the officeunveiled a completely redevel-oped website, featuring a new lookand feel and incorporating a mod-ern content management systemthat allows for immediate updates.The website is fully compliant withthe Accessibility for Ontarians withDisabilities Act, meeting or exceed-

    ing WCAG 2.0 AA standards.In May 2013, the Ministry of GovernmentServices recognized the new websites devel-opment team with an IT Award of Distinctionin the Small Projects, Big Impact category.

    Social media

    Beginning in February 2012, TwitterandFacebookaccounts were incorporated in thenew online communications strategy.

    The office now operates official accounts on Facebook,Flickr, Instagram, Livestream, Scribd, SoundCloud,

    Storify, Twitter, and YouTube.

    In 2013, Mr. Onley reached out tothe public in an unprecedented way,taking to Twitter to guide the pub-lic during the transition between the

    24th and 25th ministries of Ontario.

    In 2014, Mr. Onley similarlyexplained the responsibilities andrespective roles of the LieutenantGovernor and Premier during theprovincial election process.

    Blogging

    In 2013, Mr. Onley was invited tobecome a blogger on the HuffingtonPost Canadawebsite. He contrib-

    uted periodic blog posts on vari-ous topics, including The Queenscoronation, accessibility, his FirstNations initiatives, and the historyof Ontarios Lieutenant Governors.

    Birthday and anniversary greetings

    Just over 51,800 greetings were sent on theLieutenant Governors behalf to Ontarians cele-brating birthdays (90 years and over) and golden(50 years) wedding anniversaries and beyond.

    Spending time with Ontarians

    Engagements

    Mr. Onley hosted or attended over 2550 engagementsacross Ontario, nationally, and internationally. While manyof these events took place in the suite at Queens Park,Mr. Onley travelled to a great majority of Ontarios 107ridings. Overall, based on attendance estimates, morethan one million people were present at events attendedby Mr. Onley through the seven years of his tenure.

    In 2008, the province invested in a stair climbingmachine for its executive aircraft, which had previouslybeen unable to accommodate passengers with mobil-

    ity issues. This allowed His Honour to greatly expandthe range of community visits throughout the province.

    New Years Levee

    Mr. Onley continued the tradition of hosting theLieutenant Governors New Years Leveeon January 1 ofeach year. The levee is a unique opportunity for Ontariansto meet Her Majestys provincial representative, learnabout the Lieutenant Governors role and responsibili-ties, and enjoy local entertainment and refreshments.

    Tours of the suite

    The suite was regularly opened to visitors onCanada Day, during Doors Open Toronto, and aspart of tours of the Legislative Assembly. Since2007, it is estimated that over 61,000 persons vis-ited the suite on tours or official functions.

    A concerted effort was made to increase public accesswhile art installations were displayed in the suite. Regularpostings on the Lieutenant Governors Facebook page,Twitter feed and Huffington Post blog contributed to amarked increase in tour requests during exhibitions.

    Youth and education

    Mr. Onley encouraged young Ontarians to succeedthroughout their education and development, and servedas a role model for youth living with disabilities. His manyyouth-related engagements included the following:

    His Honour visited and spoke at doz-ens of elementary and high schools aroundthe province during his mandate.

    In September 2007, Mr. Onley attended the ScholasticCanada Kids Are Authorsawards ceremony.

    Mr. Onley spoke to almost 100,000 young peopleat Free The Childrens We Daygatherings between2009 and 2014, bringing his message of accessi-bility to a new generation. He also hosted sev-eral receptions to recognize young volunteers.

    From 2011 to 2013, he hosted and presidedover the Ontario Community NewspapersAssociations Junior Citizen of the Year Award.

    His Honour met frequently with Legislative Assemblypages, encouraging their involvement in public service.

    ScienceMr. Onley has a great personal interest in the world ofscience and technology, having worked for many years intelevision as a science correspondent. During his mandate,he took part in several events related to Ontarios tech-nology sector and advanced medical research programs.

    In 2007, 2009, 2010 and 2013, Mr. Onley pre-sented theJohn Charles Polanyi PrizestoOntarios finest young researchers.

    In 2009, His Honour celebrated the 10th anniversary ofthe Perimeter Institute for Theoretical Physicsduring

    National Science and Technology Weekin Waterloo. In October 2009, His Honour spoke at a commem-

    oration of the 160th anniversary of the RoyalCanadian Institute for the Advancement of Science.

    In August 2010, he visited Science Northin Sudbury.

    Mr. Onley was a regular visitor to major hospitalsthrough southern Ontario, keeping abreast of thehealth sectors latest technological developments. In2014, he made a keynote address to the annual gen-eral meeting of the Medico-Legal Society of Toronto.

    Mr. Onley attended a number of events touch-

    ing on the theme of space exploration. He was aguest of the Canadian Space Agencyat the finallaunch of Space Shuttle Atlantis in 2011. He also cor-responded on Twitter with Colonel Chris Hadfielddur-ing his command of the International Space Station.

    Back on Earth, His Honour welcomed Colonel Hadfieldto Queens Park and they attended the Torontopremire of the sci-fi movie Gravitytogether. In July2014, Colonel Hadfield returned to the suite and per-formed O Canada at the conclusion of the swearing-inceremony for new MPPs in the Legislative Chamber.

    celebrated the diversity of Ontarios people. To commemorate the centenary of the First World War

    in June 2014, His Honour presented LestWe Forget:Commemorating the First World War, featuringpaintings commissioned from contemporary art-ist Charles Pachter. The exhibition included a col-lection of essays by a distinguished and diversegroup of Canadians, reflecting on the ques-tion What have we learned from war?

    In 2014, in collaboration with the Archives ofOntario, Mr. Onley oversaw the badly-neededrestoration of the portrait of eighth Lieutenant

    Governor, Sir Oliver Mowat. In a post to his blogon Huffington Post, His Honour told the storybehind portraits restoration and re-attribution.

    Theatre, film, and television

    His Honour celebrated the uniqueness of Ontarios thea-tre, film, and TV industries in a number of ways, including

In thepresence of The Countess of Wessex, His Honourpresented the Queen Elizabeth II Diamond JubileeMedal to film director Atom Egoyan and to TIFFexecutives Michle Maheux and Piers Handling.

    Arts and cultureHis Honour recognized the importance of Ontariosvibrant arts and culture scenes, making a sus-tained effort throughout his tenure to encour-age the intersection of arts and accessibility.

    In October 2007, Mr. Onley attended a reception inToronto for the Abilities Arts Foundation, a charity pro-viding creative opportunities for disabled persons.

    In December 2007, Mr. Onley visited the NorfolkHeritage Centre in Simcoe to meet local art-ists and tour the centres displays.

    In August 2008, Mr. Onley visited the Mouth andFoot Painting Artists Gallery; Their Honours sub-sequently presented one of their artists works toThe Queen during their audience with Her Majestyat Buckingham Palace in October 2008.

    In November 2012, His Honour addressed a meet-ing of the Arts and Letters Club of Toronto.He alsoattended the opening of Painting Canada, a uniqueexhibit bringing together works by the Group of Sevenand others, at the McMichael Canadian Art Collection.

    Art exhibitions

    The Lieutenant Governors Suite showcased a num-ber of art exhibitions during Mr. Onleys tenure, bringingOntario artists to the notice of a wide range of visitors,from royalty to school tours. The Lieutenant GovernorsOffice collaborated with many government and non-gov-ernmental organizations to acquire and display works.

    In April 2009, the suite hosted Connectionsaspart of the Abilities Arts Festival, which fea-tured pieces from artists living with a disability.

    In 2011, works were displayed by artists from LArcheDaybreak, a residential community in RichmondHill for people with intellectual disabilities.

    In 2011, the Thunder Bay Art Galleryloaned the suite a number of paintings byAboriginal and Northern Ontario artists.

    From May 2012 to March 2013, thousands of vis-itors, including The Prince of Wales and TheDuchess of Cornwall, viewed 60 in 60: An exhi-bition celebrating The Queens Diamond Jubilee.

    The exhibition showcased 60 photographs ofThe Queenone for each year of her reigntaken during Her Majestys visits to Ontario.

    In September 2013, His Honour launched AboutFace:Celebrated Ontarians Then and Now. Curated incollaboration with Library and Archives Canada,the exhibition included nearly 100 portraits span-ning over 125 years. A commissioned documentaryby filmmaker Nick de Pencier, titled At My Table,offered reflections on Torontos creative community

    During his mandate, His Honour attended perfor-mances by the Toronto Symphony Orchestra, theNational Youth Orchestra of Canada, the TorontoMendelssohn Choir, and Ballet Creole, among others.

    Sports and recreation

    Mr. Onley is a proud supporter of professionaland amateur sports leagues in Canada and of par-

    asports (sports for athletes with disabilities).

    From 2009 to 2014, His Honour attended the QueensPlate, Canadas oldest thoroughbred horse race, atWoodbine Racetrack in Toronto. Established in 1860by Queen Victoria, the race is the first in the CanadianTriple Crown. Mr. Onley presented the Royal Purse tothe owner of the winning horse in 2009, 2011 to 2014.

    In 2012, His Honour participated in celebrating the40th anniversary of the Summit Series at the RoyalYork Hotel, during which Bobby Orrwas presentedwith the Queen Elizabeth II Diamond Jubilee Medal.

    When the 2007 Grey Cupwas held in Toronto,His Honour hosted the traditional pre-game coin toss at the Rogers Centre.

    In 2012, Mr. Onley attended the OCAAhockey championships in London, Ontario.Mrs. Onley threw out the first pitch.

    In August 2010, Their Honours attended the finalgame of the International Baseball FederationsWorld Junior Baseball Championship in Thunder Bay.

    His Honour has presided over the opening of OntariosSummerand Winter Gameson several occasions.

    Mr. Onley was named honorary chair of the100th Grey Cup Festival, hosted several com-memorative events in the suite, and partici-pated in numerous events in Toronto, includingthe Grey Cup Gala in November 2012.

    During a tour of Northern Ontario in August2013, Mr. Onley attended a reception atHockey Heritage Northin Kirkland Lake.

    His Honour hosted several meetingsand events in support of the 2015 Pan/ParaPan American Gamesin Toronto.

    Several sports trophies have been displayed in

    the Lieutenant Governors Suite, including theGrey Cup (CFL), the Vanier Cup(university foot-ball), and the Clarkson Cup(womens profes-sional hockey). In February 2014, the suite washost for a day to the FIFA World Cup Trophy.

    In March 2014, he hosted a receptions for Olympic andParalympic athletes returning from the Games at Sochi.

    In August 2014, Mr. Onley hosted the play-ers draw for the mens Rogers Cup(ten-nis) tournament. World No. 1 male tennis playerNovak Djokovic attended as the guest of honour.

    Volunteer service organizations

    Recognizing the important role of volunteer servicein communities across the province, Mr. Onley main-tained strong relationships with the Ontario sectionsof several service organizations during his tenure.

    As honorary patron of Scouts Canadain Ontario,Mr. Onley hosted annual presentations of theQueens Venturer Awardfrom 2007 to 2013.

    Mr. Onley served as honorary patron of the OntarioCouncil of The Duke of Edinburghs Awardpro-gram. Annually, from 2007 to 2014, he presentedthe Silver Award. In 2007, 2010, and 2011, heattended three presentations of the Gold Awardin the presence of members of the Royal Family.

    As Vice-Prior of the Order of St JohninOntario, Mr. Onley presided over the annualinvestitures into the order since 2008.

    In 2010, he spoke at the 40th Ontario Prayer Breakfast.

    In 2011, he recognized accessible sports groups duringa dinner held by the Islamic Foundation of Toronto.

    In 2013, he dedicated a new accessible entrance atthe Royal Chapel of the Mohawksin Brantford.

    In 2014, he hosted a reception for theCanadian Sikh Association.

    In August 2013, Their Honours spent a weekend inNorthern Ontario, participating in a series of events andvisiting with the people and communities of the region.

    Their Honours met with local leaders of Cobalt,Temiskaming Shores, and Kirkland Lake, attended a din-ner at the Polar Bear Habitatin Cochrane, and unveileda number of historical plaques Kirkland Lake. Duringa visit to Hockey Heritage North, Mr. Onley played a

    quick game of table hockey with the local mayor.

    His Honour honoured

    On several occasions during his mandate, Mr. Onleywas honoured for his community involvement.

    He received the 2011 Canadian Helen KellerCentre Awardfor outstanding achievement andcontribution to the disability community.

    In November 2012, he cut the ribbon forthe opening of the David C. Onley Training

    Block at the Aylmer Police College. In February 2013, the Canadian Council of the

    Blindpresented Mr. Onley with the PresidentsAward in recognition of his positive contribu-tions to the blind and visually impaired commu-nity and for serving as a model and an inspirationto those with disabilities. In 2014, he receivedthe councils Person of the Year Award.

    In June 2013, His Honour was invited to hisbirthplace of Midlandfor the official ded-ication of the new David Onley Park.

    In February 2014, the Canadian Foundationfor Physically Disabled Personspre-sented the inaugural David C. Onley Awardat its annual Great Valentine Gala.

    Since 2007, Mr. Onley received 11 honorary degrees.

    In September 2014, the Ontario Ministry of Citizenshipand International Trade established the David C. OnleyAward for Leadership in Accessibilityto recog-nize Ontarians who have gone above and beyond inimproving accessibility for people with disabilities.

    Canadas Royal Family

    As The Queens representative in Ontario, Mr. Onley tookgreat pleasure in welcoming members of the Royal Family.

    The first royal visitors of Mr. Onleys man-date were The Earl and Countess of Wessexin June 2008. They returned together in 2012and participated in several engagements.

    In 2009 and 2012, he hosted The Prince of Walesand The Duchess of Cornwall in Toronto.

    In 2010, Her Majesty The Queenand The Dukeof Edinburghspent several days in Toronto dur-ing Her Majestys 22nd official visit to Canada.The Queens visit to the suite was the firsttime, since the 1939 visit by Her Majestys par-ents, that the Lieutenant Governors Suite hadhosted a reigning Canadian sovereign.

    In July 2011, The Earl of Wessex returnedto Toronto once more for a reception in sup-port of The Duke of Edinburghs Awards.The Countess followed in November to attenda luncheon celebrating Aboriginal culture.

    In April 2013, The Duke of Edinburgh arrivedfor a one-day visit to present new colours to

    The Royal Canadian Regiment, of which he is Colonel-in-Chief. Mr. Onley hosted a breakfast reception forPrince Philip and members of the Canadian Forces.

    In October 2013, His Honour welcomed

    In June 2014, in his capacity as Colonel of theRegiment of The Queens York Rangers, His Honourhosted a reception at Fort York National HistoricSite in the presence of The Duke of York.

    In September 2014, The Countess of Wessex accom-panied Mrs. Onley on a visit to Northern Ontario.

    Commonwealth and foreign dignitaries

    Mr. Onley was often the first to greet foreign offi-cials and dignitaries during their visits to Ontario.

    Beginning in 2012, in conjunction with theLieutenant Governors Award for Excellence inOntario Wines, His Honour hosted a yearly winetour for diplomatic representatives in order topromote Ontarios world-class vintages.

    During his tenure, Mr. Onley received the headsof state of seven countries and the prime minis-ters of three countries. He also welcomed 34 highcommissioners and ambassadors, and 43 con-suls general during courtesy calls at Queens Park.

    Special guests

    In October 2011, Mr. Onley received Franklin Lobosand Omar Reygadas, two of 33 Chilean minerswhohad been trapped underground for 69 days in 2010.

    In February 2014, Mr. Onley welcomed EuropeanUnion ambassadors and celebrity chefJamieKennedy, who prepared a tasting menu oflocally produced wines and cheeses, to highlightOntarios increasing international profile as a pro-ducer of world-class vintages and dairy products.

    Representing Ontarians abroad

    In October 2008, Their Honours travelled to London for aprivate audience with The Queen at Buckingham Palace.

    On several occasions, the Mr. Onley travelled abroad atthe request of the federal or provincial governments.

    His Honour officially led the Canadian Paralympic del-egation, representing Canada at the opening cer-emony of the 2008 Summer Paralympic GamesinBeijing. During their visit, Their Honours met Chinesepresident Hu Jintao at a welcoming luncheon.

    Celebrating milestones

    The Queens Diamond Jubilee

    The year 2012 marked the 60th anniversary ofThe Queens accession to the Throne and her six dec-ades of service to Canada. Mr. Onley made therecognition of this historic milestone a priority, inti-mately involving himself in Diamond Jubileecel-ebrations across Ontario. Highlights included:

    On February 6, Her Majestys 60th Accession Day,His Honour presented the Queen Elizabeth II DiamondJubilee Medalto 37 Order of Canada members.

    In June 2012 and February 2013, Mr. Onley hostedtwo Diamond Jubilee Galasat Roy Thomson Hall.

    In January 2013, His Honour welcomedthe Prime Ministerto the suite for a pres-entation of Diamond Jubilee medals.

    While falling outside official Diamond Jubilee celebrations,His Honour hosted two events in June 2013 to commem-orate the 60th anniversary of Her Majestys Coronation.

    The Toronto Mendelssohn Choir, directed by NoelEdison, performed patriotic anthems and songs ofthe Coronation in the Lieutenant Governors Suite.Historian Hugh Brewsterpresented a slide show andreflective commentary on this important anniversary.

    At Torontos Scotiabank Theatre,Mr. Onley hosted a live screening of Londontheatrical production The Audience, featur-ing Helen Mirrenas Queen Elizabeth II.

    Black history and Emancipation Day

    Throughout his tenure, Mr. Onley attended manyevents that placed special emphasis on the histori-cal experience of Black Ontarians. He raised aware-ness of the role of the first Lieutenant Governor ofUpper Canada, John Graves Simcoe, in setting in motionthe abolition of slavery in Upper Canada. He hon-oured the achievements of Ontarios Black communi-ties during Black History Month, on Emancipation Daycelebrations, and at other times during the year.

    In August 2008, Mr. Onley attended Fort York NationalHistoric Sitefor celebrations marking the 175th anni-versary of the abolition of slaveryin the Empire.

    Mr. Onley routinely marked Emancipation Day in the com-pany of members of the Ontario Black History Society.

    War of 1812

    The 200th anniversary of the War of 1812coincidedwith Mr. Onleys tenure. The suite became a hub for1812 bicentennial activity. His Honour participated inseveral commemorative events, which served to edu-

    cate Ontarians about Canadas military history. In 2008, Mr. Onley recognized the restoration of

    Discovery Harbour Historic Site, the main Britishnaval station on Lake Huron during the War of 1812.

    In 2010, he attended the inauguration ofthe 1812 Peace Gardenin Grimsby.

    A number of commemorative events took place atFort York in Toronto. Among these was a militarymuster attended by The Prince of Wales in 2012.

    In 2012, the annual Lieutenant Governors NewYears Levee took place at the Fort George National

    Historic Sitein Niagara-on-the-Lake. Thousands

    Sir Roger Hale Sheaffe

    A highlight of 1812 commemorations wasthe repatriation of the uniform, sword, andbelongings of Sir Roger Hale Sheaffe, com-mander of British forces in Upper Canada fol-lowing Sir Isaac Brocks death at the battle ofQueenston Heights in October 1812. Sheaffeserved as acting Lieutenant Governor until 1813.

    Mr. Onley located Sheaffes descendants in

    Australia and worked with them to bring theirancestors belongings back to Ontario.

    The descendants were recognized at a ceremony inthe Lieutenant Governors Suite in September 2012.

    In April 2013, Mr. Onley officially entrustedthe Sheaffe artifacts to the Ontario HeritageTrust and they are now on display at itsParliament Interpretive Centre in Toronto.

    Mr. Onley tracked down this previously unknown portrait ofSheaffe, housed at Alnwick Castle in England; Ontarios vastcollection of viceregal portraits now includes a reproduction

    Lincoln Alexander

    On October 19, 2012, Mr. Onley announced the deathof the Hon. Lincoln Alexander, 24th LieutenantGovernor of Ontario. A week later, Mr. Onley cel-ebrated Mr. Alexanders legacy during a provin-cial state funeral held at Hamilton Place.

    On January 21, 2013, Mr. Onley celebrated the first

    Lincoln Alexander Dayin Ontario, hosting a pres-entation of the Lincoln M. Alexander Award to threeyoung Ontarians for their efforts to combat racial dis-crimination. Mr. Onley presided at the presentationof this award every year during his time in office.

    Nelson Mandela

    In December 2013, Mr. Onley and the Universityof Torontoco-hosted a celebration of the life ofNelson Mandela, paying tribute to the former SouthAfrican president and honorary Canadian citizen.

    Celebrating citizenship

    Mr. Onley presided over four Canadian citizenship cer-emonies, welcoming nearly 200 new Canadians.

    In December 2007, Mr. Onley marked the 60thanniversary of the creation of Canadian cit-izenship at a ceremony in Scarborough.

    Uniformed servicesThe Lieutenant Governor maintains active relation-ships with the Canadian Forces, as well as withpolice, fire, and emergency medical services.

    The Queens York Rangers

    Since 2011, His Honour has served as Colonel of theRegiment of The QueensYork Rangers(1st AmericanRegiment). The Rangers were brought to Upper Canadain 1792, by their erstwhile commander, Colonel JohnGraves Simcoe, to assist in the building of the provinces

    new capital at York (now Toronto). When the Rangersapproached the Lieutenant Governor with the requestthat he become honorary patron, he broached the ideaof re-establishing the connection between the regi-ment and the Lieutenant Governor. The proposal receiv-ing the strong support of the Chief of the Defence Staffand the Minister of National Defence. In September 2011,

    Mr. Onley was appointed Colonel of the Regiment. Thelink between the regiment and the viceregal officewill henceforth continue in perpetuity, with all futureLieutenant Governors serving in the same capacity.

    Mr. Onley also served as Honorary Colonelof 25 Field Ambulancesince 2012.

    Aides-de-camp

    Aides-de-campare current or retired uniformed ser-vice members who accompany and assist theLieutenant Governor during events. Appointed to serveat the pleasure of the Lieutenant Governor, the posi-tion of aide-de-camp is honorary. In Ontario, aides-de-camp are selected from the three branches ofthe Canadian Forces, the RCMP, OPP, Toronto PoliceService, and other regional police forces, as well asmunicipal emergency services and first responders.

    A corps of over 75 aides-de-camp and volunteers sup-port the Lieutenant Governor in Ontario, contrib-uting thousands of hours of service each year.

    In April 2013, Mr. Onley appointed LieutenantCommander Albert Wongto be Chief Aide-de-Camp, following the retirement of the long-timechief, Lieutenant Colonel A. G. Sandy Cameron.

    Supporting members of the military services

    As the proud children of World War II veter-ans, Their Honours participated in many eventsduring in support of the men and women

    who wear the Canadian Forces uniform.In 2008 and 2010, Their Honours attended deploy-ment ceremonies at CFB Petawawafor the men andwomen of Task Force Afghanistan. In 2009, they tookpart in a Homecoming Celebrationat Petawawa forCanadian Forces personnel returning from Kandahar.

    On several occasions, Mr. Onley joined the com-mander of Land Force Central Area in thepresentation of the Memorial Crossto the fam-ilies of personnel killed in Afghanistan.

    In 2007, he honoured the contributions of women inthe military with a Remembrance Day video message.

    In 2008, Mr. Onley attended the provincialRemembrance Day ceremony at Queens Park.

    In 2009, he took part in Remembrance Day cer-emonies at Old City Hallin Toronto and atthe Scott Missionfor the homeless.

    In 2009 and 2010, Mr. Onley attended TruePatriot Lovesannual tribute dinner.

    From 2010 to 2013, Mr. Onley participated inRemembrance Day services with patients inthe veterans wing of Sunnybrook Health andSciences Centrein Toronto and, in 2010, alsospoke at a Remembrance Day mess din-ner with the Royal Hamilton Light Infantry.

    In 2012 and 2013, Mr. Onley hosted post-Remem-brance Day parade receptions at the suite formembers and veterans of 25 Field Ambulance.

    From 2009 to 2014, Mr. Onley also took partin the annual memorial service of the KoreanVeterans Association of Canada, held at theKorean War Memorial in Brampton.

    In 2011, he took part in the first annual com-memoration of the Battle of Vimy Ridgeby theArmy Cadet League of Canada(Ontario).

    During 2013, he attended a mess dinner at HMCSYork, to commemorate the Battle of the Atlantic,and hosted a reception for the presentation of theFirst Battle of Vimy Ridge commemorative coin.

    The Lieutenant Governor is Honorary Commissionerof the Ontario Provincial Policeand Mr. Onley is anHonorary Chief of the Toronto Police Service.

    From 2008 to 2013, Mr. Onley recognized the importantand often dangerous work of Ontarios first respond-ers at annual provincial memorial services. Since 2008,Mr. Onley has attended the annual Ontario PoliceMemorial Ceremonyin Toronto, as well as the TorontoPolice Services annual Communion Breakfast.

    In order to promote Ontario viticulture and wine mak-ing, in 2011, Mr. Onley established the LieutenantGovernors Award for Excellence in Ontario Wines.This awards program recognizes VQA Ontario winesmade from 100% Ontario-grown and processedgrapes. In this unique competition, all wines com-pete against each other, with eight to 12 being chosenfor their excellence regardless of vintage or varietal.

    The awards are administered by the LieutenantGovernors Office, with entries adjudicated by expertjudges recommended by theCanadian Food and

    Wine Instituteat Niagara College. Since itsinception, this annual contest has

    been enthusiastically receivedby Ontarios wine industry, with1042 individual wines sub-mitted in its first four years.

    Each year, the producers of thewinning wines were recognizedby the Lieutenant Governor inceremonies at Queens Park, andreceived the right to affix a label tothe winning wines bottle bearingthe official heraldic badge of the

    serve. His Honour pre-sented 64 awards at com-munity visits around the province.

    ing Canadians and perma-nent residents who havemade a significant, sus-tained, unpaid contribu-tion to their community,in Canada or abroad.

    In 2009, 2013, and2014, Mr. Onley honouredover 60 people duringfour awards ceremonies.

    In May 2010, Mr. Onleywelcomed then GovernorGeneral the Rt.Hon. Michalle Jean to theLieutenant Governors Suitewhere she presented the

    Donner Awards

    From 2010 to 2013, Mr. Onley honoured 28organizations while presiding over four pres-

    entation ceremonies of the Donner CanadianFoundation Awards for Excellence inthe Delivery of Social Services.

    National Ethnic Press

    From 2007 to 2013, Mr. Onley hosted mem-

    bers of the National Ethnic Press and MediaCouncil of Canadaat Queens Park, presidingover their annual award presentation cere-mony. Mr. Onley recognized 217 individualsfor their demonstrated journalistic excellence.

    From 2009 to 2014, Mr. Onley hosted annual pres-entation ceremonies for the Ordre de la Pliadede lAssociation des parlementaires de languefranaise, an award bestowed by the Assemble par-lementaire de la Francophonie. The award recog-nizes those who defend democracy, the rule of law,respect for human rights, the international influ-ence of the French language, and cultural diversity.

    The Lifesaving Society

    From 2007 to 2013, Mr. Onley hosted the Ontario branchof The Lifesaving Society, presiding over its annual vol-unteer service awards. The societys goal is to preventdrowning deaths and reduce water-related accidentsthrough public education, research, and training.

    Federal funding

    Each year the Lieutenant Governor receives funds from the Department of Canadian Heritage through theLieutenant Governors Federal Grant Program. Funds are used to defray administrative, hospitality, andtravel costs not covered by the provincial government. The Lieutenant Governor receives a fully-taxable sal-ary from the Government of Canada, the amount of which is determined by the federal Parliament.
