the City Council Unanimously Approved
BEWES, Ordinance No. 2016-64, Creating:
1. Chapter 15 in the City Code entitled Sustainability
2. Requires a building energy and water benchmarking, energy audit, and information transparency for the largest buildings in our City on an annual basis.
1. Energy and water
benchmarking
• Annually
• Covered city property: >10,000 sf (~60 buildings)
• Covered non-city property: >50,000 sf (~824 buildings)
2. Reporting + transparency
• Annually
• All covered city and non-city property
3. Energy audit
• 1x every 5 years
• All buildings under ENERGY STAR score below 50
Orlando’s BEWES – Policy Details
Implementation Timeline
• June - Dec 2017 – Kilowatt Crackdown 2.0 pilot program
• May 2018 – All covered properties (city + non-city) benchmarking + reporting
• September 2019 – Transparency of information (2018 data)
• December 2020 – Notification for Energy audits
• May 2025 – Summary energy audit report
##
##
Voluntary Pilot in 2017: Kilowatt Crackdown 2.0
• Re-engage and re-establish the Alliance
• 100 building pilot from June - December 2017
• USGBC will provide FREE training for the ENERGY STAR Portfolio Manager tool and coordinate the pilot.
• UCF and Valencia will train students to provide FREE technical on site and on line support.
• AFTER PILOT: Alliance will review the pilot and make suggestions before the May 2018 requirement begins.

What is Benchmarking?
• The process of accounting for and comparing a metered building’s current energy performance with its energy baseline, or comparing a metered building’s energy performance with the energy performance of similar typesof buildings.
• Benchmarking can be used to compare performance over time, within and between peer groups, or to document top performers.
The value of benchmarking
• You can’t manage what you don’t measure
• Consistent energy benchmarking in buildings results in savings and improved performance

Why benchmark your energy, water, and waste?
21
• Understand individual building performance
• Compare energy performance to national median
• Evaluate portfolio-wide performance
• Identify and address potential problems by looking at monthly trends
• Track the impact of energy, water, waste management strategies
Track changes in energy, water, greenhouse gas emissions, and cost over time
Create custom reports
Apply for ENERGY STAR certification
Assess whole building energy and water consumption
Track green power purchase
Share/report data with others

Data & Metrics galore!• Energy Metrics (Site and Source)
– Total Energy Use (kBtu)
– Energy Use Intensity (EUI) (kBtu/Sq. Ft.)
– Weather Normalized EUI (kBtu/Sq. Ft.)
– National Median EUI (kBtu/Sq. Ft.)
– % Difference from National Median EUI (%)
– 1 to 100 ENERGY STAR Score
• Water Metrics– Total Water Use (kGal)
– Water Use Intensity (kGal/Sq. Ft.)
– Track indoor, outdoor or combined water use (kGal)
– Track municipally supplied potable & reclaimed
water, alternative water generated on site, other
water sources
• Waste & Materials Metrics– 29 types of waste materials can be tracked
– 4 waste management methods: disposed, recycled,
donated/reused, and composted
• Comparisons– Total Energy Use (kBtu)– Energy Use Intensity (kBtu/Sq. Ft.)
– Adjusted Energy Use (%)– GHG Emissions (MtCO2e)– Available against baseline or between any two
periods.
• Financial – Annual Energy Cost– Total Energy Cost per Sq. Ft.
– Cumulative Investment in Facility Upgrades – Cumulative Investment per Sq. Ft.
• Renewable Energy– Total On-Site Electric Generation (kWh)
– Percent of Electricity from On-Site Renewable (%)– Total Renewable Energy Certificates Purchased
and Sold
– Total Avoided Greenhouse Gas Emissions from RECs (MtCO2e)

Portfolio Manager 101
• Creating a profile
• Creating a building• Collecting data
• Entering property data• Creating meters
• Entering energy meter data
• Alerts / Warning Messages• Help / How To’s / FAQs
Steps to success!
What data do I need?• Property information
– Building type
– Name, street address, zip code
• Property type data
– Gross floor area in square feet
– # of Full Time Workers
– Main Operating Hours
– Parking?
• Utility bills – At least of 12 months consecutive
– KWH and $ data = 24 data points
– Water Use: kgals and $ data = 24 data points
– Waste Management (Optional)
4 Ways to Get Data in to Portfolio Manager
• Manual Data Entry
• Type in each number for each monthly entry
• Single Meter Spreadsheet
• Use a spreadsheet to update one meter a time
• Copy/paste data from Excel to Portfolio Manager
• Multi-meter Spreadsheets
• Use a spreadsheet to update multiple meters from multiple properties
• Web Services
• Companies electronically enter utility data into Portfolio Manager
through a process of data exchange called “web services” 36
