Executive summary1. INPEX Browse Ltd (INPEX) awarded the contract for the Front End Engineering and Design (FEED) of its

onshoreliquefiednaturalgasplantatBlaydinPointinDarwinandoffshorefacilitiesforthedevelopmentofIchthys Gas Field in the Browse Basin to the JKC Joint Venture (JKC), which comprises JGC Corporation, Kellogg Brown & Root (KBR) and Chiyoda Corporation.

2. INPEXopenedanofficeinDarwin,NorthernTerritory(NT),amajormilestoneforINPEXandtheIchthysProject.

3. Construction of the onshore and offshore portions of gas and condensate pipelines (onshore: 110 km, 18” diameter pipe; offshore: 9 km, 12” diameter pipe) for the Blacktip Project was completed during 2009. Full operation is expected to commence in 2010.

4. ThreeFloatingProductionandStorageOffloading(FPSO)facilities–JabiruVenture,ChallisVentureandNorthernEndeavour–wereactivelyoperatingandreceivingoil fromfourdevelopedoilfields.A fourthFPSO,(FrontPuffin)ceasedtooperateasthePuffinfieldoperationwassuspended.AteamofengineersandgeologistshavebeenassignedbySinopectoundertakeadetailedrevaluationstudyofPuffin.

5. Extensive exploration and drilling programs were undertaken through 2009:a. Fourteen exploration wells (twelve offshore and two onshore) were spudded in 2009 at an estimated

total cost of A$369 million.b. Fourteen geophysical surveys (seven offshore and seven onshore) were conducted in 2009, compared

tothreegeophysicalsurveysin2008.One3D(offshore)andseven2D(fiveoffshore,twoonshore)seismic surveys were conducted in 2009.

c. Seven exploration permits were awarded in the Territory of Ashmore and Cartier Islands Offshore Area and one production licence.

d. Two exploration permits were awarded in the Principal Northern Territory Offshore Area.

6. The NT was in the petroleum industry spotlight in 2009 with the annual Australian Petroleum Production and Exploration (APPEA) Conference being held in Darwin (31 May–3 June 2009), in addition to the annual South East Asia Australia Offshore Conference (SEAAOC) held 9–11 September 2009.

7. The Darwin LNG plant (ConocoPhillips) exported 3.386 million tonnes of LNG in 52 cargoes.

Energy activities for the Northern TerritoryThe Northern Territory Government’s Department of Resources (DoR) Minerals and Energy group (M&E group) administers and promotes responsible development of the Territory’s mineral and energy resources.

The Energy Titles and Operations teams within the M&E group administer a framework for the exploitation of hydrocarbons and geothermal energy in the NT in a manner that aims to maximise the return for all stakeholders, including the community as the owner of all resources in the Territory.

The M&E group administers Energy Titles and Energy Operations in the Territory onshore areas, Territorial waters, and Commonwealth offshore waters.

Territory onshore areaThis consists of over 1.35 million km2 (Area 1 of Figure 1) and contains 19 granted exploration permits, two retention licences and three production licences, where hydrocarbon has been produced since the early 1980s (Figure 2). Oil from the Mereenie field, operated by Magellan Petroleum Australia Ltd, is normally trucked south, whereas gas is piped 1500 km north to Darwin for electricity generation.

Area 1: Onshore Area: 1.35 million km2

Area 2: Territorial Waters: including the new release area three nautical miles around the Northern Territory coastline

Area 3: The Principal Northern Territory Offshore Area: 0.501 million km2 between the Territorial Waters line and the international borders. This area is administered by DoR on behalf of the Commonwealth of Australia.

Area 4: The Territory of Ashmore and Cartier Islands Offshore Area, 77 187 km2 within the Western Australian Offshore Area; this area is administered by DoR on behalf of the Commonwealth of Australia.Area 5: Greater Sunrise is made up of two adjacent but separate gas-condensate fields – Sunrise and Troubadour. The field is jointly administered by the governments of Australia and Timor-Leste.

Area 6: A sixth Joint Petroleum Development Area (JPDA); is administered by a Joint Authority, independent from the Territory Government.

GasgocommencedsupplyinggastoDarwinfromtheoffshoreBlacktipfieldtoreplacewaningsuppliesofgas from Mereenie in late 2009.

The minimum nominated exploration expenditure work program over onshore titles for the period 2010 – 2014 is A$75.9 million, compared to A$59.2 million for last year.

Territorial WatersTerritorial Waters refers to an area of approximately 15 000 km2 within three nautical miles of the Northern Territory coastline (Area 2 of Figure 1). No applications for exploration were received in 2009. This area is not released for competitive tender like Commonwealth waters, but is available for application at any time.

Principal Northern Territory Offshore Area (Commonwealth waters)The Principal Northern Territory Offshore Area includes over 0.5 million km2 of sea between the three nautical miles line around the Territory coastline and the international borders of Australia (Area 3 of Figure 1). This area is administered by DoR on behalf of the Commonwealth. The Principal Northern Territory Offshore Area comprises 20 exploration permits and three retention leases, and includes World-class gas discoveries. In 2009, two exploration permits were awarded. There is currently no hydrocarbon production in this area (Figure 2).

Aminimumnominatedexpenditureforthefive-yearperiod2010–2014ofA$420millionhasbeencommittedin the Principal Northern Territory Offshore Area. This represents about a 14% decrease compared to the A$480millionthatwascommittedlastyearforthefive-yearperiod2009–2013.

The drilling of 19 wells and the acquisition of 3520 line km of 2D and 1950 km2 of 3D seismic data has been committed for the same period.

Eastern Greater Sunrise Offshore Area (Commonwealth waters)The Eastern Greater Sunrise Offshore Area comprises the NT/RL2 and NT/RL4 retention leases, and was createdin2007toreflecttheintroductionandratificationofanumberofinternationaltreaties.In2007,NT/RL2wasrenewedandNT/RL4wasgrantedforafive-yearterm.

The Territory of Ashmore and Cartier Islands Offshore Area (Commonwealth waters)The Territory of Ashmore and Cartier Islands Offshore Area covers 69 170 km2 towards the northwest of the Western Australian Offshore Area (Area 4 of Figure 1).

The area is a well known, prosperous oil and gas province, comprising 27 exploration permits, six retention leases and eight production licences (Figure 2).

Three Floating Production, Storage and Offtake (FPSO) facilities were actively operating and receiving oil fromfourfullydevelopedoilfieldswithineightproductionlicences,comprisingalloftheTerritory’soffshoreoilproduction (Figure 2). Seven exploration permits and one production licence were awarded in 2009.

A minimum nominated expenditure of A$775 million has been committed for the period 2010–2014. This includes the drilling of 27 wells and the acquisition of 4950 km2 of 2D and 6002 km2 of 3D seismic data.

This represents an 81% increase in expenditure from the A$427.4 million that was committed for the previous period.

Territory geothermalThe Geothermal Energy Act commenced on the 1 December 2009.

Bytheendofthefirstbusinessday(4pm),17applicationswerereceivedcoveringover64000km2 (more than 20 000 blocks) of the Territory. At A$5000 per application, the Territory received A$85 000 in application fees.

Companies that lodged applications included: Uramet Minerals Pty Ltd, TNG Energy Pty Ltd, Western Desert Resources Ltd, Crossland Diamonds Pty Ltd, Rum Jungle Uranium Ltd, Central Geothermal Pty Ltd and Gradient Energy Ltd.

ExplorationExploration activities undertaken during 2009 included 3D and 2D seismic surveys, geotechnical surveys, and other geological and geophysical studies. Seismic and geotechnical/geophysical surveys conducted in the Northern Territory administered areas are listed below.

Marine seismic surveysThere was one 3D seismic survey undertaken in the Territory of Ashmore and Cartier Islands Offshore Area during 2009:• URSA 3D was acquired over exploration permits, AC/P42 and AC/P43 (Figure 4), which are held by

Apache Northwest Pty Ltd and Total E&P Pty Ltd. The survey was conducted over 981 km2 between March and May 2009 by Fugro Geoteam AS using the Geo Atlantic seismic vessel.

There was one 2D seismic survey undertaken in the Territory of Ashmore and Cartier Islands Offshore Area during 2009:• Auralandia NL, operator of AC/P35, acquired the Fairfax 2D Marine Seismic Survey within this tenement

during September 2009. Bergen Oilfield Service used the BOS Atlantic seismic vessel to acquire 274 line km of 2D data.

Four 2D seismic surveys were undertaken in the Principal Northern Territory Offshore Area:1. The Mimosa 2D Marine Seismic Survey was acquired over NT/P62 by National Oil and Gas Ltd in March

2009, using the CGG Veritas vessel MV Duke to acquire 178 line km of 2D data (Figure 5).2. The Anita 2D Seismic Survey was acquired over NT/P62 between August and September 2009. Contractor

Bergen Oil Fields Services used the seismic vessel BOS Atlantic to acquire 722 line km of 2D data (Figure 6).

3. Wombat 2D Seismic Survey was acquired over NT/P62 between August and September 2009. Bergen Oil Field Services used the seismic vessel BOS Atlantic to acquire 215 line km of 2D data.

4. TheSunshine2DInfillseismicsurveywasacquiredoverNT/P66byNationalOilandGasPtyLtdinMarch2009. This 2D survey was conducted over 355 line km.

Onshore seismic surveysTwo 2D seismic surveys were undertaken in onshore areas of the Northern Territory during 2009:1. The Georgina 2D Seismic Survey was acquired by Texalta Petroleum Ltd in the Georgina Basin between

April and May 2009. This survey comprised a total of 228 line km over two lines (Tex-09-02 and Tex-09-03) in EP103 and EP104.

2. The Mereenie 2D Seismic Survey was acquired in the Amadeus Basin by Central Petroleum Ltd during December 2009 for a total of 168 line km in EP115.

DrillingIn 2009, operators drilled 13 new wells and six sidetracks in Northern Territory administered areas (Table 1).

A deviated well designated to gas injection (Montara-GI) was drilled by PTTEP Australasia (Ashmore Cartier) PtyLtd(PTTEP)inAC/L7toafinaldepthof1635mTVD(RT)usingtheWest Atlas rig between January and February2009.Thewellwasthensidetracked.TheMontara-GIST1wellwasdrilledandreachedafinaldepthof 2715 m TVD(RT) using the West Atlas rig. Montara-H1 and Montara-H1 ST1

AverticalexplorationwellwasdrilledbyCentralPetroleumLtdinEP93toafinaldepthof1020mTVD(RT)usingtheWallis-Delta39rig.Thewellwassuspended,asasignificantamountofcoalwasinterceptedandthe operator wished to return at a later date to conduct tests and monitor.

Petroleum production from Northern Territory Administered Areas in 2009FouroftheNT’soffshorefields,Laminaria,Corallina,JabiruandChallis,continuedtoproduceoiloverthecourseof2009.However,PuffinproducedoilonlyuntilMay2009,afterwhichoperationsweresuspended.

Onshorefields:Mereeniecontinuedtoproduceoil,andtheMereenieandPalmValleyareascontinuedtosupply the Northern Territory with gas for electricity generation.

Table 2 shows hydrocarbon production from Northern Territory onshore areas and NT-administered waters from 1983 to 2009.

OilOilwasproducedfrombothonshoreandoffshorefields:• TheTerritory’soffshoreoilwasproduced from threedifferentFPSOsservicing four fields.Laminaria,

Corallina, Jabiru, and Challis (see Figures 7 and 8) continued to produce oil at an expected declining rate, due to natural depletion of the resource and a steadily increasing water cut. A total of 6.6 mmbbl of oil was produced from offshore resources in 2009 (see Table 2). This represented a 15% increase from the 5.7 mmbbl of oil produced in 2008.

• TheNorthernTerritory’stotalonshoreoilproductionwassourcedfromtheMereeniegasandoilfieldnearAlice Springs (Figure 9). A total of 0.236 million barrels of oil was produced from Mereenie in 2009, as compared to 0.3 million barrels in 2008, which is a 21% decrease in onshore oil production.

GasAll of the Northern Territory’s onshore gas production was from the Amadeus Basin, southwest of Alice Springs. Therearetwoproducingfieldsinthebasin:MereenieandPalmValley.Virtuallyallofthegasproducedwassold under contract to the Power and Water Corporation (PowerWater) through Gasgo for power generation in theTerritory.PalmValleyisoperatedbyMagellanPetroleumAustraliaLtdandtheMereenieoilandgasfieldis operated by Santos Ltd.

In 2009, 17.26 billion standard cubic feet (bscf) of gas was produced (Table 2, Figure 10),asthetwofieldscontinued to supply the Territory’s power generation needs:• Mereenie produced 14.62 bscf in 2009, compared to 15.8 bscf in 2008• Palm Valley produced 2.64 bscf in 2009, compared to 2.97 bscf in 2008.

Blacktip Project

In 2006, Eni Australia signed a Gas Sale Agreement with PowerWater for the supply of gas from the offshore Blacktip Gas Field over a period of 25 years. Up to 860 PJ of gas will be supplied to PowerWater during this period.

2009 saw the completion of the pipeline from the Blacktip Field in the Bonaparte Gulf to an onshore gas treatment plant near Wadeye (NT) and completion of the 286 km-long pipeline from the gas treatment plant to the Amadeus Basin–Darwin pipeline near Ban Ban Springs. Progress on the treatment plant enabled gas to be delivered to the Bonaparte Gas Pipeline in the third quarter of 2009. Full operation was expected to commence in 2010.

Wickham Point Interconnect

This 12 km-long pipeline carries natural gas from the Darwin LNG Plant to the Weddell Power Station and was fully commissioned in August 2009.

Petroleum development, major players and projects in 2009The Major Projects, Asian Relations and Trade Division of the Department of the Chief Minister is responsible for:• facilitating the development of oil and gas resources in the Northern Territory and Timor Sea region• developing the Northern Territory’s long-term relationships in the region• positioning Darwin as Australia’s Asian gateway• promoting key trade relationships• developing the local supply and service industry to support petroleum operations in the region.

INPEX Browse LtdIn September 2008, INPEX Browse Ltd (INPEX) announced that it had selected Darwin as the preferred location for its Ichthys LNG onshore facilities. The Ichthys Project is a joint venture between INPEX Browse Ltd (76%, the Operator) and Total E&P Australia (24%). Gas from the Ichthys Field in the Browse Basin, offshore Western Australia, will be exported to the onshore processing facilities in Darwin via an 850 km subsea pipeline. The World-class Ichthys Project is expected to produce more than 8 million tonnes of LNG, approximately 1.6 million tonnes of LPG per annum and 100 000 barrels of condensate per day.

In January 2009, INPEX awarded the contract for the Front End Engineering and Design (FEED) of its onshoreliquefiednaturalgasplantatBlaydinPointinDarwintotheJKCJointVenture.FEEDistheprojectdevelopmentphase,duringwhichplansfortheproposedLNGprocessingplantaredefined,designedandevaluated in more detail by a contracted engineering company. Development of the Ichthys Project will require capital expenditure ofmore thanUS$20 billion andwill be a significant contributor to theAustralian andregional economies, and to Darwin city.

InApril2009INPEXopenedthecompany’slatestoverseasofficeinDarwin.Also in April, INPEX awarded the FEED contract for its offshore facilities for the development of the

Ichthys Field. The successful contractor was AMEC Engineering Pty Ltd, a wholly owned subsidiary of AMEC plc; one of the World’s leading engineering and project management companies.

Offshore FEED services to be provided by AMEC include engineering for the:• semi-submersible Central Processing Facility (CPF)• FloatingProductionStorage&Offloading(FPSO)unitforcondensatetreatmentandstorage• Umbilicals, Risers and Flowlines (URF)• export pipeline (more than 850 km long) to Darwin.

AMEC is the lead contractor and will be supported by the subcontractors, Aker Solutions and JP Kenny (JPK). Aker Solutions will carry out the CPF and FPSO hull FEED engineering work. JPK will conduct the pipeline and URF FEED engineering work.

The Blaydin Point site has the capacity to support two initial LNG trains, with an opportunity to accommodateuptosixLNGtrainsforfutureexpansion.ThefirstshipmentofLNGisscheduledtobeloadedin late2014/2015Apeakconstructionworkforceofmorethan2000peopleisexpectedinDarwinoverfiveyears. A full-time workforce of about 300 people will be required to operate and maintain the onshore facilities over the life of the project. INPEX is working closely with the Northern Territory Government and the Northern Territory Industry Capability Network (NTICN) to ensure local industry participation in the supply of goods and services.

PTTEP Australasia (Ashmore Cartier) Pty LtdIn February 2009, the Coogee Resources Group of companies was purchased by PTTEP Australia Browse Basin Pty Ltd, a wholly owned subsidiary of PTT Exploration and Production Public Company. All of the companies in the group subsequently changed their names, including the titleholder which is now called PTTEP Australasia (Ashmore Cartier) Pty Ltd (PTTEPAA).

PTTEPAA [formerly Coogee Resources (Ashmore Cartier) Pty Ltd] holds titles AC/P32, AC/P34, AC/P40, AC/L1, AC/L2, AC/L3, AC/L7 and AC/L8 in Northern Territory administered waters (Table 3).

PTTEPAA has been one of the major players in the Northern Territory, undertaking a range of petroleum activities that includes production, exploration, drilling and development.

TheMontaraDevelopmentProject isamulti-fieldproject incorporatingfourdifferentoilpools,Montara,Swift, Swallow and Skua, in licence areas AC/L7 and AC/L8.

At Montara, PTTEPAA drilled four (4) new wells (Swift-2, Wisteria-1, Skua-10 and Skua-11), performed two recompletions (Swallow-1 and Swift North-1) and two completions (Skua-10 and Skua-11) to prepare wells for production as part of the Montara Field Development (Figure 11).

PTTEPAAcontinuedproductionof theJabiruandChallisfieldsthroughout2009,withalmost25%lessoutputcomparedto2008.TheJabiruandChallisfieldsinAC/L1andAC/L3,respectively,continuedtoproduceoil and water (Figure 12). The total oil produced during 2009 was 0.603 mmbbl for Jabiru and 0.485 mmbbl for Challis (Figures 13 and 14). 2009 monthly production for Jabiru Venture and Challis Venture can be found in Table 4.

Woodside Energy Limited (Woodside)

Laminaria /Corallina oil development (AC/L5)Woodside is another major player in the Northern Territory with activities that cover both exploration and production. Woodside operates the Northern Endeavour FPSO in AC/L5 over the Laminaria/Corallina oil fields.TheLaminariaoilfieldisexperiencingdecliningoilproduction,whereasproductionfromtheCorallinaoilfieldincreasedby126%in2009,comparedto2008,butisstill16.5%lesscomparedto2006oilproduction.The low output in 2008 is due to no oil production for a few months in 2008. Monthly oil and gas production datafortheCorallinaandLaminariafieldsareshowninTable 5.

Drilling activity in 2009

• TheCorallina-2ST2developmentwellwasdrilledintheCorallinafieldinMay2009,andthenabandoned.• The sidetrack well Corallina-2 ST3 was drilled and completed in July 2009, adding an additional 1.3 MMbbl

to the 2009 production volume. Following the Corallina-2 ST3 sidetrack, a history-matching exercise using static and dynamic models was completed, and the resulting model was used to assess the viability of furtherinfillwellsintheCorallinafield.AseparateworkplantoassessinfillopportunitiesinLaminariaisalso planned.

Future work program

In 2010, Woodside plans:• toprogresstheCorallinaWestinfillopportunityforpossiblelateyeardrilling• toevaluateLaminariafieldinfillopportunities• an FPSO shutdown in mid-2010 for a few weeks• an appraisal well to assess potential attic oil in Laminaria and possible undrained oil in the underlying

Plover Formation• to assess performance of Corallina-2 ST2 to justify a possible Corallina West well in the Heterolithic Zone

– Corallina reservoir• to potentially drill a Corallina West development well in the Upper Heterolithic Zone – Corallina reservoir• to investigate opportunities for rigless intervention capability in Laminaria/Corallina.

AC/P48Woodside Energy operates the permit AC/P48, which comprises 19 graticular blocks covering an area of approximately 1523 km2. Woodside has a 70% interest and Mitsui E&P Australia Pty Ltd has a 30% interest in the permit.

Activities in the area included:• reprocessing of 1560 line km (652 line km within AC/P48) of vintage 2D seismic data that was completed

by WesternGeco• proprietary pre-stack depth migration (PreSDM) reprocessing of the North Browse TQ 3D seismic survey

commenced during October 2009. The reprocessing included 800 km2 of data within AC/P48, undertaken byCGGVeritas.Thefinalproductistobedeliveredinmid-2010.

The 2D and 3D seismic reprocessing within AC/P48 has resulted in improved seismic data quality and will be used to re-assess the prospect.

Future work program

• Conduct 505 km2 of 3D seismic survey in 2011.• Conduct geotechnical studies.• Drill one well in 2013.

Sunrise LNG Development (NT/RL2 and NT/RL4)The Sunrise-Troubadour structures are located in the Sahul Platform in the northeastern part of the Bonaparte Basin. Woodside operates NT/RL2 and NT/RL4 (Greater Sunrise Area) and is a joint holder, together with ConocoPhillips Pty Ltd, Shell Development (Australia) Pty Limited, and Osaka Gas Australia Pty Ltd.

Woodside’s activities in the area in 2009 included:• progressing its subsurface maturation, engineering work and commercial evaluation on development

concepts that remain under consideration for the Darwin LNG and Floating LNG• completingPreSTMreprocessingof3DseismiccoveringtheentireSunriseandTroubadourfields• completing PreSDM reprocessing of 3D seismic covering the central part of the Sunrise Field around

Sunrise-1 and Sunrise-2• updating the subsurface view of the Greater Sunrise Area, including providing new estimates of gas and

condensate ultimate recovery resulting from the Sunrise-3 appraisal well, drilled in the third quarter of 2008• maturation of the subsea conceptual engineering design, including associated value engineering activities

for both the DLNG and FLNG development concepts.

Central Petroleum Limited (Central)Central Petroleum Ltd is a major petroleum player in the onshore area of the Northern Territory, undertaking extensive exploration in the Amadeus and Pedirka/Eromanga basins. Activities in the area are summarised below.

EP82

Central operates EP82 on behalf of Petroleum Exploration Australia Ltd, Helium Australia Pty Ltd and He Nuclear Ltd. EP82 comprises 162 onshore blocks located in the central Amadeus Basin. The commitment program for permit EP82 in 2009–10 is the acquisition of 200 km of seismic data and the drilling of one well (Ooramina-2).

EP93

EP93 comprises 117 blocks and is located in the Pedirka Basin. The joint holder of the permit is Merlin Energy Pty Ltd and Petroleum Exploration Australia Ltd. Geological operations were initiated in 2008–10 in preparation for a three-well program to assess the coal bed methane potential. In 2009, one exploration well (CBM93-4) was drilled in the Pedirka Basin. A full 2D seismic acquisition of 378 line km in this permit will commence in 2010.

EP97

EP97 is situated in the Pedirka Basin. Central Petroleum operates the permit on behalf of Rawson Resources Ltd. The acquisition of 100 line km of 2D seismic data, reprocessing of vintage seismic lines, and the drilling of one well is planned for 2010–11.

EP105

EP105 comprises 129 blocks and is located in the eastern side of the Amadeus Basin. A proposed 100 line km of 2D seismic data is committed for 2009–10, as well as the drilling of one well in 2011–12 and another well in 2012–13.

EP106

EP106 comprises 55 blocks and is located in the eastern side of the Amadeus Basin. The acquisition of 80 line km of 2D seismic data is committed for 2010.

EP107

Central operates EP107 comprising 92 blocks located in the eastern side of the Amadeus Basin and western Pedirka Basin. The permit holders are Merlin Energy Pty Ltd and Petroleum Exploration Australia Limited. The proposed acquisition programme in 2010 includes 36 km of seismic data and two wells.

EP112

EP112 comprises 200 blocks in the Amadeus Basin. Work commitments include 138 line km of 2D seismic acquisition in 2010, the drilling of one well in 2011–12 and the acquisition of 150 line km of seismic data in 2012–13.

EP115

EP115 comprises 169 blocks, located in the western side of the Amadeus Basin. The work commitment includes 216 km of seismic acquisition and the drilling one well in 2010 and another in 2012–13.

EP118

EP118 comprises 29 blocks in the Amadeus Basin. The work commitment includes the acquisition of 136 line km of 2D seismic data in 2010 and the drilling of one well in 2012–13.

EP125

EP125 comprises 165 blocks, located in the central area of the Amadeus Basin in the Northern Territory. The work commitment includes the drilling of one well in 2010–11.

PTTEP Australia Timor Sea Pty LtdPTTEP Australia Browse Pty Ltd acquired OMV Australia’s assets in the Timor Sea and has changed its name to PTTEP Australia Timor Sea Pty Ltd (PTTEPAA). The company has interests in a number of offshore exploration permits and retention leases in Commonwealth Waters.

PTTEPAA has interests in a number of titles in the Timor Sea (Table 6) and the following is a short summary of the activities planned in these permits:• AC/P4: 3D seismic reprocessing and interpretation in 2009–10; 600 km2 of 3D seismic reprocessing

(PSDM) in 2010–11; one exploration well in 2012–13; and 100 km2 of 3D seismic survey in 2013–14.• AC/P17: 3D seismic reprocessing and interpretation in 2009–10; 250 km2 of 3D seismic reprocessing

(PSDM) in 2010–11; one exploration well in 2012–13; and 100 km2 of 3D seismic survey in 2013–14. • AC/P24: 180 km2 of 3D PSDM processing and seismic interpretation in 2010; and one exploration well in

NT/P61

ConocoPhillips and Santos Offshore Pty Ltd (Santos) are joint holders of NT/P61. COPA is the operator on behalf of the permit holders and holds 60% equity. NT/P61 is located in the Bonaparte Basin, approximately 250 km north-northwest of Darwin. Activities during 2009 included an interpretation of the Caldita 3D seismic survey. Major planned activities include reprocessing of the Caldita 3D seismic survey data in 2010–11, and the drilling of one exploration well in 2011–12.

NT/P69

NT/P69 is located in the Bonaparte Basin, approximately 280 km north-northwest of Darwin. The well Barossa-1ST1wasdrilledduring2006,flowedgasfromtwozonesinreservoirsandsoftheElandandPloverformations, and was reported as a discovery to the designated authority. The Caldita 3D seismic survey was acquired during 2007. The survey covered 4030 km2 of full fold data, approximately 2350 km2 of which was acquired within NT/P69. Between October 2008 and October 2009, detailed geophysical and geological studies were used to evaluate the Barossa structure and adjacent areas, utilising the Caldita 3D seismic data and well data from Barossa-1ST1 and other wells in the area. Planned activities include drilling one exploration well in 2010–11.

East Puffin Pty Ltd

AC/P22

AC/P22 comprises eight graticular blocks in the Territory of Ashmore and Cartier Islands Offshore Area. It is locatedapproximately700kmwestofDarwinand75–85kmsouthwestoftheChallisandJabiruoilfieldsonthesouthwesternflankoftheVulcanSub-basininthewesternBonaparteBasin.TheSkuaoilfieldislocatedapproximately 15 km to the southeast. During 2009, one well (Great Auk-1) was drilled and intersected a 7 metre wet gas column in the top of the Cretaceous K1a reservoir. Planned activities include the licensing of 417 km2 of seismic data (Cartier MC3D Seismic Survey) in 2010–11, and one well in 2013–14.

AC/RL1 (Talbot Field)

AC/RL1 is located in the Territory of Ashmore and Cartier Islands Offshore Area in the Timor Sea, some 600 km west of Darwin. It is situated on the boundary between the Vulcan Sub-basin to the northwest and the Londonderry High to the southeast, and consists of one graticular block, covering an area of 84 km2, west-northwestofthePuffinfield.ThetenementisheldbyajointventureconsistingofAEDOilLtd(40%)andEastPuffinPtyLtd(60%andoperator).AC/RL1wasrenewedforfiveyearson13April2006.Workscompletedin2008–09includedfinalisingPSDMreprocessingoftheAnderdon3Ddataset,andseismicinterpretationusingthe Anderdon 1997 and 2009 reprocessed volumes, as well as the Onnia 3D volume. There was no seismic acquisition or drilling activity during the period. Based on different geological models, the stock tank oil initially in place in the Talbot Field was calculated to be 7.22 MMstb (low-case model), 11.20 MMstb (best-case model) and 16.31 MMstb (high-case model) from the reservoir numerical simulation models.

AC/L6 (Puffin)

TheAC/L6productionlicencejointventureconsistsofAEDOilLtd(40%)andEastPuffinPtyLtd(60%andoperator).AC/L6wasgrantedon12April2006.DevelopmentwellPuffin-13,wasdrilledbyEastPuffinPtyLtd using the West Atlasdrillingrigon19May2009.EastPuffinPtyLtdsuspendedPuffinfieldproductionoperationsduetolowoilproductionandthefieldthereforebeinguneconomical.

Santos LtdSantos Ltd is a large Australian oil and gas exploration company. It is Australia’s largest domestic gas producer, supplying gas to all mainland Australian states and territories.

Santos has operational interests in three retention licences and one exploration permit in the southern BonaparteBasin,whichcontainsthePetrel-Tern-Frigategasfieldsthatareunderdevelopmentinajointventurewith GDF SUEZ (Bonaparte LNG). Santos has also an operational interest in one exploration permit in the northern Bonaparte Basin, which contains the undeveloped Evans Shoal gas resource, and non-operational interests in two exploration permits containing the undeveloped Barossa and Caldita gas resources.

Activities are summarised below:

NT/RL1 (Petrel Field)

ThePetrelgasfieldislocatedoffshorein100mofwater,250kmwestofDarwin,ontheNorthernTerritory–West Australia border. It is being explored by a joint venture that consists of Origin Energy Bonaparte Pty Ltd, Bonaparte Gas and Oil Pty Ltd, Santos Ltd (operator) and GDF Suez Bonaparte Pty Ltd. No drilling or seismic acquisition was conducted during 2009. Work commitments in 2010 include engineering and marketing studies of sub-surface and surface facilities, and the undertaking of a pre feasibility study.

OL4 and OL5 (Mereenie oil and gas fields)

Santos Ltd is the operator of the Mereenie Joint Venture which includes Magellan Petroleum (NT) Pty Ltd, Santos Ltd and Santos QNT Pty Ltd. Santos Ltd was granted an access authority in October 2009 to conduct a 2D seismic survey in the licensed area.

Natural gas sales to PowerWater Corporation (PWC) continued under the “reasonable endeavours” provision of the Mereenie Sales Agreement; volumes were at, or slightly below historical levels through to mid-February2010,atwhichpointtheBlacktipfield,PWC’sothergassupplier,beganfullproduction.Gassales from the Mereenie Field ceased in mid-February 2010. Crude oil and condensate production continued at a reduced rate.

Shell Development (Australia) Pty LtdShell Development (Australia) Pty Ltd (SDA) is the operator of Exploration Permit AC/P41 and holds the tenement jointly with Mitsui E&P Australia Pty Ltd. The permit comprises of 28 whole and part graticular blocks, covering an area of approximately 1909 km2.

Drilling operations

One exploration well was drilled during 2008 as per work commitments. Well location of Octans-1 was finalisedfordrillingtomeetthesecondexplorationwellcommitment.TheOctans-1wellwaslocatedin181mwater depth, 3.4 km west of Libra-1. The well was spudded on 7 June 2009 and drilled to a total depth (TD) of 3933.5 m in the Triassic Challis formation encountering gas in the upper Jurassic–Triassic sands. RCI hydrocarbon samples were recovered to surface, and the well was plugged and abandoned as a hydrocarbon discovery on 6 July 2009.

Seismic operations

There was no seismic acquisition during 2009. Reprocessing of the 2006 Crucis 3D and the 2007 Octantis 3D seismic surveys commenced in September 2009.

The results of the Octans-1 discovery showed that the pre-Callovian unconformity gas play extends southwardsfromtheCruxfield in theChallisFormation,which isstratigraphicallyolder thantheCruxandLibra Plover/Nome reservoirs. However, the quality of the Challis reservoir in Octans-1 is poor to medium, in comparison to the Crux and Libra reservoirs.

Pipeline activitiesBlacktip project gas and condensate pipelinesConstruction of the onshore and offshore portions of gas and condensate pipelines (onshore: 110 km, 18”diameterpipe;offshore:9km,12”diameterpipe),fromtheoffshoreBlacktipfieldintheBonaparteGulftoanonshoregastreatmentplantnearWadeye(NT),wascompletedin2009.Therewassufficientprogressonthe treatment plant to enable gas to be delivered to the Bonaparte Gas Pipeline in the third quarter of 2009.

Bonaparte gas pipelineConstruction of the 286 km-long, 12”-diameter 15 300 kPa pipeline was completed in 2009. Limited transportation of gas from the onshore gas treatment plant at Wadeye began in the third quarter of 2009.

Wickham Point interconnect pipelineConstruction of a 12 km-long, 12”-diameter 9650 kPa pipeline to transport natural gas from the Darwin LNG Plant to the Weddell Power Station commenced in September 2008 and was completed in August 2009. The pipeline will provide an emergency backup to Darwin’s gas supply through access to gas from ConocoPhillips’ BayuUndanfieldintheTimorSea.

Owen Springs lateral to the Palm Valley pipelineConstruction of a 6 km-long, 8”-diameter, 7000 kPa lateral to the Palm Valley pipeline commenced in the third quarter of 2008 and was completed in February 2009. This pipeline will provide gas to a new power station at Brewer Estate, south of Alice Springs.

EnvironmentTwo incidents (one minor and one major) occurred in the Timor Sea in 2009:1. Approximately 400 litres of diesel was sprayed overboard from the Jabiru Venture FPSO facility when a

Taurushosefailed.Duetothesmallquantityinvolved,thefinenatureofthespray,andthepresenceofrough seas, the diesel was left to degrade quickly and naturally with an extremely small impact on the environment. Inspection of the hose revealed that the armour bindings were severely corroded; this in turn, had compromised the hose’s pressure containment capability, leading to the failure. As a result of thisfinding,otherhosesofthesametypehavebeenreplaced.

2. Light crude oil escaped into the Timor Sea when the H1-ST1 well at the Montara wellhead platform, 690 km west of Darwin, blew out in late August 2009. The blow-out forced the abandonment of the West Atlas drilling rig and required a major containment and cleanup operation of the resultant spill. Due to the quick evacuation actions of the operator, PTTEPAA, there was no loss of life. The spill, although spread over a relatively wide area, appears to have had a minor effect on the environment. This was due to several factors; among them the quick actions by emergency response groups, the quantity of light oil involved, oil quickly dispersing and evaporating naturally, the remoteness of the area from land, and the prevailing weather. Ongoing surveys for environmental damage will continue, although the true extent of the damage, while believed to be not excessive, is unlikely to be known. A Commission of Inquiry into the incident was completed in 2009 and many lessons have been learnt as a result. Actions are now in train to address known areas of concern.

Principal Northern Territory Offshore AreaTwo exploration permits were awarded within the Principle Northern Territory Offshore Area during 2009 (Table 8, Figure 16):1. NT/P79 was granted on 26 June 2009 to Finder Exploration Pty Ltd. The submitted work program

comprises trialling the reprocessing of 2D seismic data and the acquisition of 400 line km of new 2D seismic data, geophysical and geotechnical studies, and the drilling of one exploration well. The minimum nominated expenditure is A$7.13 million.

2. NT/P80 was granted on 26 June 2009 to Murphy Oil Australia Pty Ltd jointly with Diamond Resources Australia Pty Ltd. The work program comprises the reprocessing of 3000 line km of existing 2D seismic data, the acquisition of 750 line km of seismic data, geophysical and geotechnical studies, and the drilling of one exploration well. The minimum nominated expenditure is A$54.4 million.

Existing retention leases are listed below:

NT/RL1 (Petrel gas field)

NT/RL1 (Petrel Retention Lease) lies across the Northern Territory–Western Australian border, approximately 235 km west-southwest of Darwin. It comprises nine whole or part blocks and was renewed on 10 July 2006. Work commitments in 2009 comprised cost-reduction studies of the sub-surface and surface facilities, and carrying out a pre-feasibility study. Future plans are to develop the Petrel resources.

Eastern Greater Sunrise Offshore AreaThe Eastern Greater Sunrise Offshore Area was created in 2007 as a means of enabling the Australian Government to act as both Joint Authority and Designated Authority over the Australian section of the Sunrise Field. The Australian section of the Eastern Greater Sunrise Offshore Area is made up of two retention leases; NT/RL2 and NT/RL4. NT/RL4 is a small retention lease comprising three partial blocks between the main part of the Sunrise structure in Australian waters and its extension into the Joint Petroleum Development Area (JPDA).

NT/RL2 and NT/RL4 (Sunrise/Troubadour gas fields)

NT/RL2wasawarded19November2007 toWoodsideEnergyLtd forafive-yearperiod.This tookplacefollowingtheratificationofThe Certain Maritime Arrangements in the Timor Sea (CMATS) agreement between Timor-LesteandAustralia,andtheratificationoftheInternational Unitisation Agreement (IUA) by Timor-Leste. Woodside allocated a new team to progress the project and a new retention lease (NT/RL4) was awarded with the aim of unitisation in the future. NT/RL4 was renewed on 19 November 2007.

NT/RL3 (Barnett oil discovery)

NT/RL3 was cancelled in 2008; the area is being considered for re-release.

The Territory of Ashmore and Cartier Islands Offshore AreaAll of the offshore oil produced from this area is delivered to three operating FPSO facilities (Figure 17):1. NorthernEndeavour produces from the Laminaria andCorallina oil fields (AC/L5) and is operated by

Woodside.2. JabiruVentureproducesfromtheJabiruoilfield(AC/L1)andisoperatedbyPTTEP.3. ChallisVentureproducesfromtheChallis-Cassinioilfield(AC/L3)andisoperatedbyPTTEP.

During 2009, the Northern Territory administered 27 exploration permits (AC/Ps), six retention leases (AC/RLs) and eight production licences (AC/Ls) in the Territory of Ashmore and Cartier Islands Offshore Area (Table 9).

PTTEP Australia Timor Sea Pty Ltd and Cosmo Energy Exploration & Development Ltd are the joint holders of thisretentionlease,withPTTEPasoperator.TheTenaciousoilfieldwasdiscoveredin1997afterdrillingoftheTenacious-1explorationwell.AC/RL4andAC/RL5weregrantedovertheoilfieldon1April2004fora5-yearperiod. The initial lease period work program has been completed and an application to renew the retention leases for a second period has been submitted.

AC/RL6 (Audacious)

The current operator of AC/RL6 is PTTEP Australia Timor Sea Pty Ltd. Audacious-5 was drilled to appraise theextensionof thefield;however, itwasunsuccessful,andwaspluggedandabandoned.Theleasewasawarded on 21 July 2006.

AC/RL7 (Cash-Maple)

The current operator of AC/RL7 is PTTEP Australasia (Ashmore Cartier) Pty Ltd (PTTEPAA). The lease was awarded on 27 November 2006. The Cash-Maple structure was remapped using data reprocessed in 2009. Results of the reprocessing have been encouraging. PTTEPAA has committed to a Front End Engineering and Design (FEED) study for the development of Cash/Maple, using MFPSO technology.

AC/RL8 (Argus)

The original retention lease for AC/RL8 was awarded on 9 January 2007. BHP Billiton Petroleum (Australia) Pty Ltd and Woodside Browse Pty Ltd are the current joint holders and Woodside is the current operator. A gas discovery was made by BHP Billiton in AC/P30 (former title) in September 2000. The resource is estimated at 1.5 TCF and possibly up to 6 TCF of dry gas, and is currently under a retention lease (Figure 18). Interpretation of the multi-client PreSTM reprocessing of the North Browse TQ 3D commenced October 2009 andiscontinuing.TheaimoftheinterpretationistodetermineanArgus-2locationthatwillbefine-tunedbythe PreSDM reprocessed data which was expected to be delivered in April 2010.

2009 Release of offshore petroleum exploration areas

Release area NT09-1 Malita Graben, Bonaparte Basin, Northern Territory

This acreage (Figure 19) has the following features:• The permit covers 75 blocks and is about 100 km northwest of the Tiwi Islands.• The Malita Graben is close to Darwin and the Wickham Point LNG Plant. • Thepermitissurroundedbyverylargegasfields:EvansShoal,Sunrise/Troubadour,CalditaandEvans

Shoal South, Barossa and Heron.• The Jurassic Plover Formation is one of the proven gas–prone formations expected in the area.• The Late Jurassic Frigate Shale has gas and oil potential.• The Early Cretaceous Echuca Shoals Formation has oil potential and forms a regional seal.• The Late Jurassic–Early Cretaceous Sandpiper Sandstone and Late Cretaceous upper Wangarlu and

Puffinformationsarepotentialreservoirsinthisarea.• Tilted horst blocks are attractive targets on faulted terraces adjacent to the Malita and Calder grabens.• The title is in less than 200 m water depth.

ConferencesThe Northern Territory Government attended several national and international petroleum conferences in 2009.Highlights included:• The Chief Minister, the Hon Paul Henderson MLA, opened the 2009 Australian Petroleum Production

and Exploration (APPEA) Conference at the Darwin Convention Centre and updated the delegates on petroleum developments and opportunities in the Northern Territory and offshore waters.

• Through its partnership with the Institute of International Research (IIR), the Northern Territory Government hosted the annual SEAAOC conference at the Darwin Convention Centre. The conference was co-located forthefirsttimewiththeAustralianMineralsCouncil’s‘MiningtheTerritory’conferenceunderthebannerof NT Resources Week.

• At SEAAOC 2009, the Chief Minister, the Hon Paul Henderson MLA, hosted a welcome reception and delivered the keynote opening address. Keynote addresses were also delivered by John Hartwell, head of the Resources Division, Commonwealth Department of Resources, Energy and Tourism, for and on behalf of the Federal Minister, Martin Ferguson, and by Alfredo Pires, Secretary of State – Natural Resources, Timor-Leste.

SEAAOC 2009 also provided an opportunity for the petroleum exploration and production supply service industry to display their products and services.

• The Department of the Chief Minister led a delegation to the Australasian Oil and Gas (AOG) Conference held in Perth, Western Australia (February 2009). The conference promoted the Northern Territory Government’s strategy to transform Darwin and the Northern Territory into a World-class support supply base for the oil and gas industries.
