O n behalf of the OTOA’s Executive Board and Regional Directors, I would like to welcome you to the 26th Annual Ohio Tactical Officers Association Training Conference.

The mission of the OTOA is to provide our members with the best training opportunities available, at an affordable cost. From our Tactical Team Leader/Operations Planning class to the Basic SWAT/Tactical Operator Course, the OTOA is committed to providing cutting-edge training conducted by officers who have the operational experience to back-up the curriculum. This mission carries on with the annual training conference.

Collaboration is the key to success. A special thanks goes to Joe Ball from Perrysburg Township PD/Northern Regional SWAT. Joe is the lead for the 2013 OTOA Conference host agency consortium that consists of the following police department SWAT teams: Lucas County Sheriff’s Office – CIRT, Maumee Police Division – SRT, Northern Regional SWAT, Oregon Police SWAT, Sylvania Metro SWAT, Toledo Police Department SWAT, Wood County Sheriff’s Office – SRT and the FBI SWAT – Toledo Office.

OTOA staff instructors come from all around the United States and will challenge each of you physically and men-tally. Your instructors, OTOA executive board members and regional directors donate countless hours of hard work to the mission of the OTOA. Legal & Tactical Issues of Police Use-of-ForceDepot Ballroom (Hotel)

Jeff Chudwin This course focuses on the legal and tactical is-sues of police use of force. Use-of-force incidents and officer response from arrival on scene to the application of force will be reviewed. Law, policy, tactics, and training will be examined as well as the aftermath of the incident. The effects of use-of-force training and field application will be considered from the needs of the patrol officer to the chief administrator.

Chief Jeff Chudwin served 38 years in law enforcement and recently retired as the Chief of Police for the Village of Olympia Fields Ill. He is a founding member of the Illinois Tactical Officers Association (ITOA) and has served as president of the asso-ciation for the past 17 years. Since 1978,

Chief Chudwin has provided law enforcement training on legal issues of police use of force, tactical firearms use, and officer survival. He has represented officers involved in high-level use of force incidents and speaks frequently on matters of personal safety, school violence, and counterterrorism.

Contemporary Tactical Issues Depot Ballroom (Hotel)

Steve Ijames This class will provide SWAT team commanders, supervisors and operators with an overview of contemporary tactical issues, with emphasis on the concepts, practices and problems impacting SWAT operations and related litigation today.

Topics include the operational and legal analysis of several high profile SWAT incidents, with a focus on planning and executing search warrants, barricaded subject and hostage situations, and less-lethal force options.

Suzie Pena Hostage Situation – LAPD SWAT (Critical Incident Debrief)Depot Ballroom (Hotel)

Steve Ijames This operational debrief will address the taking of 18-month-old Suzie Pena, and the negotiations and tactical efforts put forth by LAPD “D” team (SWAT) in their attempt to free her. The suspect’s nine video cameras documented the two-hour interaction and frames from these videos are used to demonstrate tactical and ultimately litigation issues involved in the only incident in which a hostage has ever been lost during an LAPD rescue attempt. The debrief will also address the steps taken to defend the officer’s actions in the civil litigation that followed.

Steve Ijames has been a police officer for over 30 years, and retired as assistant chief of police in Springfield, Missouri. He has served in, supervised, and commanded a variety of assignments including uniformed patrol, criminal investigations, undercover narcotics, and SWAT. Ijames created the

less-lethal force instructor/trainer programs for NTOA and IACP, and is the author of the IACP model policies on TASER, impact rounds, chemical agents, flash bangs, hostage rescue and barricaded subjects. He is a graduate of the 186th FBI National Academy, has a bachelor’s degree in Criminal Justice and a master’s degree in Public Administration.

May 2012 — 5.11 Tactical launches their new line of

Expert Entry Breaching Systems and their proprietary Breaching Entry Assault System Trainer, The 5.11 B.E.A.S.T. Training Vehicle.

August 2012 — 5.11 Tactical demonstrates their new Expert Entry Tool products for the Ohio Tactical Officer’s Association. At-tendees include OTOA President Pat Fiorilli and OTOA Treasurer David Carpenter.

September 2012 – Pat Fiorilli pur-chases the 5.11 Tactical Active Patrol Breaching kit and evaluates the 5.11 tools and trains the Westshore Enforcement Bureau SWAT team on the operational use of the tools at a retired school building.

curriculum to law enforcement officers in Ohio.

Today — With a focus on increased response time to criti-cal situations where forced entry is required, many commanders recognize the need for operational improvements in basic patrol of-ficer response training. This new mindset includes training the patrol officer in forced entry and breach-ing, a task previously handled primarily by SWAT.

With 5.11’s expertise in breach-ing tools and equipment, the OTOA and 5.11 are now able to provide the agency and the individual patrol officer with

an enhanced level of specialized tools and training not available anywhere else in the industry. As part of the OTOA/5.11 partner-ship, 5.11 provided several of their Multi-Purpose Breaching Training Doors and several sets of their Ex-pert Breaching Tools and Breaching Training Manuals to the OTOA to provide real-world training for the law enforcement officer.

The OTOA is offering a new course entitled “Exigent Breach-ing for the Patrol Officer.” This course is open to any law enforce-ment agency or officer who wishes to enhance their breaching skills. The course is set to debut at the

OTOA’s annual conference on May 20, 2013 and features hands-on training with the 5.11 Breach-ing Systems.

OTOA President Pat Fiorilli offered the following regarding the new OTOA training course, and partnership with 5.11 tacti-cal: “The objective of the training is to provide the line officers with the skills and tools necessary to get into a building and save lives. The training is geared towards the line officers. SWAT officers have the skills and the tools to get in. An active threat or an active killer will not wait for SWAT to arrive. The first responders must be equipped

and trained to get in and stop the threat. As a tactical team com-mander, I am tasked with provid-ing my officers with the tools that are not only effective, but efficient in performing critical and lifesav-ing assignments. I will admit I was skeptical when I attended a 5.11 breaching demo. I spoke with the 5.11 breaching demonstrators and expressed my skepticism. They both challenged me to try the tools contained in the Active Patrol Kit on any door I could find and let the 5.11 breaching tools speak for themselves. More importantly, I wanted to see if the tools worked with an officer who does not

regularly swing a ram. These tools worked on every door we attempt-ed — steel frame/steel door, steel frame/solid wood door, deadbolts, everything. The more they used the tools, the faster they opened locked doors. The tools sold them-selves. Better yet, the tools work when deployed by any officer with some training on technique. Brute strength is not necessary.

From the first meeting with 5.11, it was obvious we had the same agenda: provide the tools to the first responders to save lives. In my business, collaboration is the key to success. Partnership with 5.11 will provide the mem-

bership of the OTOA training in a discipline that is invaluable to saving lives.”

building during an emergency is a vital part of today’s police work. OTOA has recognized this and has worked with 5.11 Tactical to train every police department and law enforcement officer in Ohio. I feel honored to be part of this program and it has been an absolute plea-sure to work with all the profes-sionals within the OTOA.”

To meet this challenge, 5.11 committed substantial personnel, equipment and resources to create the 5.11 Breaching Entry Assault Training or B.E.A.T. Patrol Offi-cer Training System. A trailer was designed specifically for the OTOA by 5.11 to deliver this mission-crit-ical training to officers throughout the state.

Adam Lazar, the Category Business Manager for Breaching Systems at 5.11 Tactical, spear-headed the B.E.A.T. Trailer proj-ect. “We started with a 16-foot Element V Nose Trailer with a raised roofline to accommodate up to 7 feet in head height. We then designed and installed a specifi-cally engineered door deployment mechanism that slides out of the trailer on a telescoping track. This system allows for ease of deploy-ment, training and quick recovery of the 490-pound 5.11 MultiPur-pose Training Door. Once the track was positioned and the door modi-fied to integrate with the track, we laid down a 4mm professional grade rubber flooring to keep out the elements and ensure the proper protection of the training trailer’s subfloor and installed wall racking for convenient storage of tools.”
