Subject: Semi-Annual Report - Bovano Site 830 South Main Street Cheshire, Connecticut
Dear Mr. Lim:
This letter report is submitted to comply with the semi-annual reporting requirement under voluntary corrective action measures at the subject site, as agreed to by EPA in its letter of 21 February 1996. The semi-annual report addresses actions taken by the site owner, Mr. James Flood and its consultant, Haley & Aldrich, Inc. of Glastonbury, Connecticut.
INTENT OF CORRECTIVE ACTION
It is our understanding that the intent of actions taken within the last semi-annual period by Bovano of Cheshire (Bovano) is to demonstrate and/or reduce certain potential environmental threats which the site and its previous operations may pose to the environment. As such, the following actions were undertaken/completed in the last reporting period:
1. Environmental Consultant: Bovano has retained Haley & Aldrich (110 National Drive, Glastonbury, Connecticut 06033-4318; telephone 860.659.4248; fax 860.659.4003) with project manager Muriel Robinette.
2. Self Audit Program: Bovano has in place a continual internal program of self audits to determine compliance with applicable regulations.
3. Semi-annual Groundwater Monitoring: Bovano has performed groundwater monitoring from on and off-site monitoring wells, in addition to the on-site water supply well to evaluate the site for trends in water quality for volatile organic compounds (VOCs) and selected metals. See Section 1 for semi-annual groundwater quality report.
4. Removal of Unused Raw Materials: The two drums of unused raw materials previously stored in the garage have been removed by a licensed hauler. See Section 2 for copy of manifest.

5. Enamel Powder and Asbestos Evaluation in Basement of Ice Cream Shop: As a result of concerns about the potential presence of enamel powder and asbestos in the basement of the ice cream shop, further evaluations by Bovano and HRP (former consultant of Bovano) indicate that none are present.
6. Evaluation of Off-Site/Downgradient Drilling Sites: Bovano has met with both the adjacent downgradient property owner (McDonald's restaurant) and the downgradient abuttor to McDonald's to discuss the possibility of monitoring well placement on their properties. In each case, Mr. Flood has been met with concern and reluctance by the property owners to allow any wells to be drilled due to the negative implications (particularly to a food establishment), ownership question of the wells, liability and long-term access issues. To date, no wells have been placed and it is doubtful that these property owners will voluntarily grant permission.
7. Developed Action Items for Next Semi-Annual Period: Bovano has plans to implement the following action items in regard to voluntary compliance in the next semi-annual period:
a. removal of the unused, residential oil drum in basement of the ice cream store;
b. groundwater testing of the existing wells; and
c. meeting with EPA/DEP within the next two months regarding status of corrective action for site.
SUMMARY
This report is prepared on behalf of Bovano of Cheshire. As a result of our on-site activities and review of the recent groundwater quality results as compared to previous historic reports, it is Haley & Aldrich's opinion that the site poses a very minimal threat to the environment and should be considered for removal from the voluntary corrective action program.

SUBJECT: Results of Task 1 - Groundwater Sampling Bovano Site 830 South Main Street Cheshire, Connecticut
This memorandum summarizes the results of groundwater sampling at the above referenced site. This work was performed to assist you with complying with the 21 February 1996 letter Bovano of Cheshire received from the Untied States Environmental Protection Agency (EPA). Specifically, groundwater was collected on 9 and 26 August 1996 from monitoring wells MW-1, MW-2, MW-3, MW-4, MW-A, MW-B, and MW-C. In addition, groundwater was collected from an on-site water supply well (sample WS-1) (refer to Figure 1, Site Plan, for sampling locations).
SUMMARY
The groundwater samples were submitted to a state-certified laboratory for chemical testing for the presence of volatile organic compounds (VOCs) by EPA Method 8260 and total and dissolved chromium, cadmium, copper and lead. Trichloroethene (TCE) (12 parts-per-billion (ppb)) was detected in groundwater at MW-3 above the CTDEP groundwater protection criterion of 5 ppb. TCE (7 ppb) was previously detected in groundwater at MW-3 in June 1995 (7 ppb) and June 1984 (50 ppb). Historical data indicate a significant decrease in TCE concentrations from 1,220 ppb to 6.1 ppb in Well B (September 1982 to May 1985) and 50 ppb to 12 ppb in MW-3 (June 1984 to August 1986).
With the exception of WS-1, dissolved metals were not detected in groundwater at or above relevant regulatory criteria at the site. It is Haley and Aldrich's opinion that groundwater does not appear adversely impacted by metals at this site due to the low to nondetectable concentrations of dissolved metals. In addition, it is our opinion that the difference between total and dissolved metals values is the following. Total metals include both dissolved and adsorbed metals in groundwater (e.g. silt, clay, colloids, etc.). The dissolved metals represent what is in groundwater that may be subject to human consumption.

The Connecticut Department of Environmental Protection publication on "The Barite Mines of Cheshire - The 19th Century Barite Mining and Milling Industries of Cheshire and Hew Haven, Connecticut", dated April 1990, describes the local minerology at and adjacent to the Bovano of Cheshire site as containing deposits of barite (barium sulfate) and copper. Therefore, it would be expected there would be dissolved copper in groundwater at the site.
We recommend one year of semi-annual groundwater monitoring of monitoring well MW-3 for VOCs and the on-site water supply well (WS-1) for dissolved copper and lead. This work would be performed to establish trends in analytes detected in groundwater to determine if levels remain the same or continue to decrease.
GROUNDWATER MONITORING
On 9 and 26 August 1996, Haley and Aldrich measured groundwater levels prior to purging three well volumes from the following monitoring wells: MW-1, MW-2, MW-3, MW-4, MW-A, MW-B, and MW-C. Groundwater elevations are summarized in Appendix A. Groundwater was collected from each of the monitoring wells, as well as, from an on-site water supply well (sample WS-1). Samples were placed in 40 ml glass VOA vials with teflon septa and plastic bottles and were preserved in accordance with standard methods. Samples for dissolved metal analyses were field filtered and preserved prior to analysis. The groundwater samples were submitted to a state-certified laboratory for chemical testing for the presence of volatile organic compounds (VOCs) by EPA Method 8260 and total and dissolved chromium, cadmium, copper and lead.
RESULTS OF CHEMICAL TESTING
The results of chemical testing of groundwater are summarized in Table I and presented in full in Appendix A. Previous groundwater chemical data generated by TRC Environmental Consultants, Inc. (TRC) and HRP Associates, Inc. (HRP) are also presented on the table. For clarity, TRC reported monitoring wells MW-1, MW-2, and MW-3 as Well E, Well, F, and Well A in their reports, respectively. Monitoring wells B, C and D were not sampled by H&A or HRP (refer to Figure 1 for monitoring well locations).
Trichloroethene (TCE) (12 ppb) was detected in groundwater from MW-3 above the CTDEP groundwater protection criterion of 5 ppb. TCE was previously detected in groundwater at MW-3 in June 1995 (7 ppb) and June 1984 (50 ppb).
Dissolved copper (0.74 ppm) and lead (0.016 ppm) were detected above relevant regulatory criteria at WS-1. Dissolved lead was detected at MW-A (0.008 ppm) and MW-B (0.002 ppm) below relevant regulatory criteria. Cadmium, chromium, and copper were not detected above the laboratory detection limit in MW-A and MW-B. Dissolved metals samples were not detected above the laboratory detection limit at MW-1, MW-2, MW-3, MW-4, and MW-C.

GROUNDWATER ELEVATION AND FLOW DIRECTION
Based on observations of depth to groundwater on 9 August 1996 and referenced to a level survey performed by, the approximate direction of groundwater flow at the site is southerly on the western portion of the site and toward the southwest on the eastern portion of the site.
CONCLUSIONS AND RECOMMENDATIONS
Groundwater sampling has been completed at the site in accordance with our proposal dated 7 August 1996, as authorized. The results of chemical testing indicate that TCE is above the CTDEP groundwater protection criteria at MW-3. TCE (7 ppb) was previously detected in groundwater at MW-3 in June 1995 (7 ppb) and June 1984 (50 ppb). Historical data indicate a significant decrease in TCE concentrations from 1,220 ppb to 6.1 ppb in Well B (September 1982 to May 1985) and 50 ppb to 12 ppb in MW-3 (June 1984 to August 1986). Metal analysis is performed on digested extracts using
Atomic Absorption or ICP Spectroscopy. AA samples are ato
mized using FASTAC auto deposition and are automatically
deposited into graphite cells or directly into flame. ICP
samples are automatically sampled, nebulized, and trans
ported into (he plasma torch- Final results are produced
by auto data/rcducrJon and graphics printer.
Volatile organic analysis is performed using H/P
5995 or 5970 GC/MS. Tekmar purge and trap, and ALS
autosamplcr. Chromatography incorporates packed and
megabore columns. Data reduction is performed on RTE
1000 and ChemStation systems. Timing is- based on BFB
standards. Procedural guidelines follow EPA or
SW846" for alt analyses.
