OVERVIEW OF THE RPL AND SKILLS ASSESSMENT PATHWAY

OSAP/ TSS Pathway 1 Suitable for candidates who DO NOT hold an Australian Qualification AND must demonstrate at least four (4) years full time experience or part-time equivalent including current employment in the trade area for twelve (12) out of the last thirty-six (36) months.

If the Applicant does not hold an equivalent overseas qualification then at least five (5) years full time experience or part-time equivalent and current employment in the trade area for twelve (12) of the last thirty-six (36) months is required.

Pathway 1 applicants will be required to complete a Self-Assessment Questionnaire (SAQ) to help identify if you have the relevant skills that meet the Australian standards in your trade. You will need to be competent in all the mandatory units and many of the elective units. Save and print a copy of your SAQ report to include with your application.

OSAP/ TSS Pathway 2 Suitable for candidates who already hold a relevant Australian qualification in the nominated occupation area and can demonstrate at least three (3) years fulltime experience or part-time equivalent including current employment in the trade area for twelve (12) of the last 36 months.

Pathway 2 applicants DO NOT need to complete a SAQ, as you already hold an Australian qualification within the nominated occupation/trade.

Stages in the RPL Process

Stage 1 – Pre-enrolment & Application Review Complete the attached forms and provide as much information of your previous experience in Industry as you can, this is your first opportunity (and not the last) to provide proof of prior experience.

Pre-Enrolment Eligibility Check: This document is for you to assess your suitability for RPL process, by assessing how long you have worked in industry and your ability to collect and provide supporting and verifiable evidence.

Pre-Enrolment Self-Assessment Questionnaire: This document is for the you to assess your suitability for RPL process, by asking you to consider each of the units of competency and assess your ability against them. This allows you to consider if you have sufficient experience for RPL.

Supporting evidence Checklist: The supporting evidence checklist aims to help you gather supporting evidence that proves employment, time in trade and skill.

The appropriateness and trustworthiness of the supporting evidence provided must be:

• Current - not more than five years • Authentic - it is the client’s and/or part of a team contribution

Evidence may be submitted in an electronic or paper-based format.

You must provide at least one (2) piece of evidence from each evidence type however the more information you can provide will assist in the process

Proof of employment

• contract of employment • letter from employer • position description • pay slips

Industry experience

• resume or CV • site inductions • autobiography of time in trade

Proof of skill

• Employer reference x 2 (mandatory) template provided • Reference from another qualified tradesman • Testimonial from a client • Other qualifications, tickets, in house training certificates

Examples of other suggested forms of evidence:

• photographs of work undertaken • diaries/task sheets/job sheets/logbooks • site competencies held record • membership of relevant professional associations • hobbies/interests/special skills outside work • references/letters from previous employers/supervisors • industry awards • any other documentation that may demonstrate industry experience

Workplace portfolio project: This method is designed to help you collect verifiable documentary and photographic evidence in the workplace, proving your ability to conduct the specific tasks and skills required for recognition of competency in the particular area.

Depending on the industry you have worked in, you may or may not have documentary evidence available. This should not deter you from seeking RPL as the Assessor will work with you during the RPL process.

You will also need to supply contact details of at least two work referees who can confirm your skills in the industry.

Pre-Enrolment Interview: The pre-enrolment interview is used to identify if you are a suitable candidate for RPL by identifying if you have the foundation level skills and knowledge to work in Australia.

Once we receive your supporting evidence checklist, pre-enrolment eligibility check, pre-enrolment self-assessment questionnaire (Pathway 1 only), referee testimonials, completed application pack and you have completed the pre-enrolment interview our team will review your application and evidence.

All documents provided must be in English. Non-English documents must be provided with an accompanying translation from a registered translation service.

If your documentary evidence satisfies the criteria and your application is accepted and no further evidence is required, we will request the Documentary Assessment payment will be paid directly to TRA through the TRA Online Portal.

An assessment payment identifier code will be provided.

Stage 2 – Documentary Assessment Once we receive proof of payment an assessor will conduct a documentary assessment and review the information you have provided and begin to match up your skills to the units/subjects in the qualification.

If your documentary evidence satisfies the criteria and we have verified your competency skills and time in the trade with your Referees, you will proceed to Stage Four

Stage 3 – Technical Interview & Practical Skills Demonstration You will be required to undertake a technical interview at one of our Skills Assessment locations (please contact ACTS for location details) with our Trade Assessors to determine if your skills and knowledge meet the qualification requirements. The Technical Interview payment will be requested at this time and paid directly to TRA through the TRAP Online Portal as per the initial payment.

The assessment itself is based on questioning techniques and discussions, which allow the client to express the relevant competency. Throughout the Technical Assessment, questions on Australian Safety Standards and how they are used in the workplace will be included.

NOTE: All technical interviews are conducted in English with no external assistance.

Should the need arise, a Practical Demonstration of skills will be requested. This is used to gain a further insight into the applicant’s competency, by way of demonstrating skills, using appropriate tools and equipment.

This assessment will be focused on skills that are required in the qualification. Verifiable evidence tasks are designed to help you and referee collect verifiable video evidence in the workplace.

Your trainer and assessor will provide you specific details of the tasks to be performed based on the outcome of the technical interview and evidence provided as part of the application process. A site visit can be arranged with a Trainer and Assessor if required (additional fees apply).

Stage 4 – Assessment Outcome Once a full Assessors report has been submitted and the Compliance Panel has reviewed the relevant evidence then a decision will be made on the outcome of the assessment.

The outcome can be either Successful or Unsuccessful. If successful, ACTS will issue a full AQFIII Qualification for the trade and a successful outcome letter (Pathway 2 successful outcome letter only). This letter may then form part of your application with the Department of Home Affairs.

Should the outcome be unsuccessful, ACTS will provide a letter explaining the reason(s) for your unsuccessful outcome along with a list of identified competencies required to achieve the full AQFIII qualification. A Statement of Attainment however will be provided, detailing the units of competency achieved throughout the process. ACTS will further guide the applicant as to the “Gap Units” and how to arrange for these to be trained and then reassessed.

At any time, the client can apply for reassessment or review a decision made by ACTS. Please refer to TRA website forms and Policies.

Tips and hints Be prepared to talk about your job roles and your work history. Have a resume or jot down a few points about where you have worked, either paid or unpaid, and what you did there.

Provide your position description and any performance appraisals you have that show your contribution to training and assessment in your workplace.

Think about who can confirm your skill level. Think about current or recent supervisors who have seen you work within the past 2 years and who will be able to confirm your skills. You may want to collect evidence from them to provide to your assessor. You may also have community contacts or even clients themselves who can also similarly vouch for your skill level.

Collect work samples that show the quality of your work and send them to ACTS Visa Skills. Normally, variety is more valuable than supplying multiples of the same type of work samples.

Provide any certificates or statements from in-house training or formal training you have done in the past.

1. UNITS OF COMPETENCY Instructions for RPL and Skills Assessment Pathway Clients. The minimum requirements for achievement of the Certificate III in Engineering - Mechanical Trade are:

• completion of all core units of competency listed below, and • completion of Group A Mechanical Trade stream units listed below to the value of at least 40

points, and • completion of units from Group B Certificate III Trade specialisation units listed in Appendix 1,

Volume 1 of the Training Package, to bring the total value to at least 73 points • Points associated with prerequisites count towards the total (refer to units and prerequisites listing

in Appendix 2, Volume 1). Appropriate Group B elective units to the value of 16 points may be chosen from other endorsed Training Packages and accredited courses where those units are available for inclusion at Certificate III. Note that the elective units listed below include all of the units that are approved for selection from the MEM Training Package for use in this qualification. This meets the NQC requirement that one sixth of the total units must be able to be selected from other qualifications in the same Training Package.
