1) Deliver three web-services compliant with Open Geospatial Consortium (OGC)

1) integrate existing technologies for SOS/SES services

within a middleware based on OGC standards 1) deliver three client applications through

2) formalise an extension to the OGC standard CityGML on building energy efficiency and to propose it to the OGC standardisation committee

Target users: Building managers. To optimise lighting levels cutting use of illumination whenever not required. Officers at municipal administration. 1) To optimise running and maintenance costs at city level through large-scale optimisation of public illumination.

2) To access information on status of the illumination network (incl. consumption, failures, specifications etc.) through a standardised protocol. 3) To create of “ecomaps” which show dimmering level of illumination systems at different times of day/night and consequent savings.

ESCOs. To interface to existing public illumination networks through interoperable protocols. Planners. To define planning strategies regarding public lighting based on precise data. Professionals. To access a platform from where to access information on public illumination network.


Targeted buildings: existing buildings with old heating/cooling systems (the absolute majority) Target users: - Building managers. To ensure best cost/performance ratio of existing public buildings. - Public administrators. To be able to clearly define energy-saving policies based building stock. - Citizens. To receive automatic alerts notifying on changing weather conditions that require change to settings of cooling of heating systems, personalised for a specific building, for optimal energy-use/comfort ratio. - ESCOs. To create more sophisticate billing mechanisms based on real-time consumption level and communication/notification of users.

Requirement: creation of a database of reference buildings in the pilot areas starting from results of TABULA (Typology Approach for Building Stock Energy Assessment)

• a classification concept for existing residential buildings according to age, size and further parameters,

• a set of example buildings which represent specific building types of the national stocks,

• typical energy consumption values for the example buildings,
