OBJECTIVES

To encourage international co-operation, mutual understanding and exchange of knowledge, and experiences within the field of social services;

MEMBERSHIP CONDITIONS

Region or Local Authority with the responsibility for the management of Social Policies;

To belong to a EU country of to a country that can participate to European programmes

The members have to participate actively at least in one thematic network

The Memberships have to be ratified by the General Assembly

Membership is free: each members finances its own costs

Challenges: ageing population- demographic changes the different life styles of the elderly to day:healthier –more dynamic- more autonomous economically-

more prepared cultural level- intense social life.

CHILDREN

Strategy: supporting families

ChallengesIn the last twenty years specific needs have emerged underling the necessity to find several different flexible answers responding to the needs of the families.

These answers aimed at enhancing solidarity and supporting projects in order to relieve the families and the women in particular in specific stages and conditions (i.e presence of dependant persons with little economic and relational resources

YOUTH

Strategy: focus on the youth population promoting ad hoc policies with several initiatives in the normative, promotional and cognitive fields.

Challenges A world evolving so fast must be the center of political attention in order to fulfill youths expectations and to match institutional interventions.

THE DISABLED

Strategy:watching the needs of the disabled, with concrete different efficient answers directed to the persons and their families.

Challenges : One of the aims is to build an integrated system of

services allowing the disabled to stay in their own working and family context. Special help and contributions to the families in order face expensive costs.

INCLUSION

Strategy: the social agenda-the renewed Lisbon strategy focused on growth and jobs through policies promoting social cohesion.

Programme: YOUTH IN ACTION Action 4 - Youth Support Systems

Action 4.4 - Projects encouraging innovation and quality

The objective of the project is to give an opportunity to European professionals in the private and public sectors working on the field of excluded youth living in periferical areas to work together in order to experiment innovative actions and exchange of good practices in the context of non formal education.

The activities are

Seminars of the field of social inclusion involving disadvantaged youth living in periferical area

A European competition directed to youth of the partners member countries with the aim of suggesting projects that could favour youth in periferical areas

ROUTES - The way to integration” Inclusion issues

Leader :Veneto LavoroPartners from the following countries: Italy, Spain, Austria, Sweden, Hungary, Portugal, Greece and Netherlands

Programme: INTI Programme for the integration of migrants, DG Freedom, Security and Justice.

Objectives: analysis and dissemination of the good practices in the field of integration of migrants in the recipient societies. The integration of migrants through the employment is considered nowadays as one of the most important challenges in the European social affairs.

“CARE TRAIN” Elderly issuesProgramme: EU Programme Leonardo:Leader:Countries involved: Italy, UK, Holland and Denmark Groups will consist of multi level staff:Objective: an Exchange of Experience for staff in  Elderly Care. Dates: Start spring 2008- Project time: 1 October 2007 - 31 May 2009.

PROJECT UNDER EVALUATION

PROGRESS in collaboration with EPR“Prometheus” Promoting quality of social services of General Interest Progress VP/2008/004Develop, validate and pilot the cross-sectoral and trans-national application of the European Quality in Social Services (EQUASS) system.

PROGRESS “Quality Care for Quality Aging”: European Indicators for Home Health Care.Developing a set of monitoring, assessment and performance indicators on quality delivered in the context of Home Health Care system Social Services of General Interest (SSGI), in particular the Home Health Care services and interventions in the context of the Long Term Care Systems, will constitute the main tool able to face the emerging needs of old people in condition of non self sufficiency Leader Veneto Region

PROJECTS ON STUDY (2)

Vienna planned project „Alternative Strategies to (Full) Residential Care“SEARCH - Spread and exchange alternatives and research to help families and keep children safe at home – child issuesstrategies to avoid all forms of violence against children (neglect, physical, sexual or psychical violence) and specially avoiding placements of children out of their natural families.Prepare a conference “Alternative methods to the placement of children in residential care and to promote their return to their families of origin in different European countries

University of Edinburgh :What works in Preventing Youth Problems? - Promoting Effective Methods of Assessment and Early Intervention with ‘At Risk’ Youth- Youth issues

A major challenge facing all European countries is the high number of young people who are ‘not in employment, education or training’ (NEET). Many of these young people are at risk of involvement in problem behaviour such as substance misuse or criminal and anti-social activities.

CONCLUSIONS

A great part of the work presented to day testifies the commitment and involvement of the Regions involved to translate in a concrete way the principles inspiring this network.

Through this network we had excellent opportunities for exchanging best practices and know how through the confrontation about the different models of intervention
