Provide an update on the Lake County Enterprise Zone as required by

Ordinance No. 2011-58

Enterprise Zone Strategic Plan

The Plan was approved by the Board on December 20, 2011 and consists of nine community objectives and goals:

1. Streamline permitting and review processes.

2. Meet with businesses to determine needs.

3. Update ordinances.

4. Create a Countywide partnership.

Enterprise Zone Strategic Plan

Consists of five measurable goals:

1. Reduce the unemployment rate.

2. Increase educational attainment and job training.

3. Increase sustainable business.

4. Reduce the poverty rate.

5. Reduce the crime rate.

Designation of Enterprise Zone and Interlocal Agreement

• On December 29, 2011, the Florida Department of Economic Opportunity designated the area nominated by the Commission as a Florida Enterprise Zone; it was effective January 1, 2012.

• On January 24, 2012, the Lake County Board of County Commissioners entered into an Interlocal Agreement with the cities of Eustis, Leesburg and Mascotte.

Benefits within the Enterprise Zone

State incentives in Enterprise Zones:

• Jobs credit

• Property tax credit

• Community contribution tax credit

• Sales tax exemption for building material, business equipment and electrical energy used

• Jobs credit against the sales tax

• Child care facility property tax exemption

Enterprise Zone Development Agency

• Ordinance 2011-58 created an 11-member Enterprise Zone Development Agency (Agency).

• On June 12, 2012, the Commission appointed ten members to the Agency.

• On September 11, 2012, the Commission approved the nominations of Sue Cordova, Chairman and Robert Cronin, Vice-Chairman.

Enterprise Zone Development Agency Responsibilities

• Monitor the implementation of the goals.

• Annual review and update.

• Monthly, quarterly and yearly reports.

• Recommend ways to remove barriers.

• Identify needs and resources for businesses.

• Assist in promoting incentives.

• Recommend boundary changes as needed.

• Work with nonprofit consulting organizations, Enterprise Florida, Inc. and State offices.

Enterprise Zone Development Agency Meetings

• The first meeting of the Agency was held on August 15, 2012.

• Staff from the County and the Cities of Eustis, Leesburg and Mascotte gave presentations to the Agency on September 18, 2012.

• The Agency’s next meeting is December 3, 2012.

• Identify targeted industries for each area.

• Begin recruitment of the targeted industries.

• Meet with existing businesses.

• Meet with real estate agents.

• Develop and strengthen law enforcement relationships with business owners, property owners and stakeholders.
