The Citizens Climate Lobby
Michael Sloan
The Citizens Climate Lobby International non-profit organization
315 active chapters worldwide Volunteer run Ultimate goal is to address climate change through
government policy Trains citizens to play an active role in the lobbying
process Lobbies their policy termed, “Carbon fee and
dividend.”
Current Chapters
Carbon Fee and Dividend Steadily rising fee on fossil fuels
A $15 fee per ton of carbon emissions in the first year Fee increases by $10 in subsequent years Fee applied at the source of production or port of entry
Generated revenue is returned to households in a monthly dividend
Border adjustment used to discourage business relocation Import fees on products form countries without a
carbon tax
Carbon Fee and Dividend Accounts for the true cost of fossil fuels Helps make renewable energy competitive Outside economic modeling firm (REMI) predicts
job growth, increased GDP and reduced GHG emissions 2.8 million jobs CO2 emissions 52% bellow 1990 levels in 20 years
The Revenue Neutral Aspect Money generated from fee is returned to
households Almost 100% revenue neutral, some money is used
in the dividend return process Not a tax Allows the policy to be lobbied as bipartisan
The Dividend Aspect Protects families from rising fossil fuel prices Promotes energy saving practices and low carbon
products Monthly dividend size depends on economic
region, household size, and income Professes revenue neutrality
Economic Impacts Commodity prices are very volatile, by placing a
steadily rising fee on a commodity, future decrease in demand for the commodity can be anticipated This promotes divestment from fossil fuels and
investment in renewables Dividend money acts as an economic stimulus
