1 ExecutiveSummary
TheSouthTarawaSanitationImprovementSectorProject(STSISP)includesrehabilitationofthesalt
water(saltwater)flushedseweragesysteminthethreeurbanareasofBetio,BairikiandBikenibeuin
SouthTarawa,Kiribati.Thefollowingreportdocumentstheenvironmentalactivities,resettlementand
related land issues for theperiodJanuaryto July2018.Thereport isdivided intothreesections to
coverthefollowingprojects:
• ICB01-RehabilitationofthesaltwaterandsewernetworkinBetio,BairikiandBikenibeu,
• ICB02-UpgradingtheoceanoutfallsatBetio,BairikiandBikenibeu,
• OSSP-OnSiteSanitationSub-ProjectspanningfromthevillageofTeaoraereketoBonriki.
TheEngineer continues to conductmonthly auditsof theContractor’soperationswith compliance
observedacrosstheICB01andICB02projects.
WorksprogressedonthefinalremainingtasksundertheICB01Contractwithworkcontinuingonthe
remaining sections of the Bikenibeu Saltwater Network, Septage Receival Unit, Sewer Jetting and
repairsandoutstandingpunchlistitems.ICB02worksincludedinstallationofthethirdandfinalocean
outfallinBetio,andVariationworkstoinstallairvalvesandadditionalconcretemattressesatallthree
locationsofBetio,BairikiandBikenibeu.
SaltwaterleakswereobservedinBetiowiththeleaksisolatedandrepairedbyboththePUBandthe
Contractor. The Environmental Compliance Division within MELAD conducted three separate site
inspectionstoauditcomplianceagainsttheICB01andICB02EnvironmentalLicences.
Contract award andworks commenced on the Onsite Sanitation Sub-Project during the reporting
periodwith10of the34 toiletscaptured in thesuccessfulbid.Groundwatersampling tubeswere
installedduringMayandJuneallowingbaselinegroundwatersamplingtocommence.Avariationis
being prepared to replace three of the sites with more appropriate sites due to unforeseen
circumstancesincludinginabilitytocontactlandownersandlackofareaavailableforconstruction.

2.1 StatusThe ICB 01 Contract involves the rehabilitation of three separate sewer networks in the areas of
Bikenibeu,BairikiandBetio.Theworksrequirethecleaningofpreviouslyinstalledsewerinfrastructure
inadditiontomajoroverhaulofexistingsewerpumpstationsandthesaltwaterflushingnetwork.
ThesewernetworksinallthreelocationshavebeenrehabilitatedandhandedovertoPUBforongoing
operation, with the additional saltwater network system in Bikenibeu being the only remaining
saltwaternetworkrequiringenergisingandhandover.
2.2 SaltWaterWorksIntakePumpStationsarecompleteandcommissionedinBairikiandBetio.HandoveroftheBikenibeu
pumpstationhasbeendelayedduetoapumpcorrosionissue.Replacementpumpsarecurrentlybeing
procuredwithfinalinspectionsandhandoverscheduledforJuly.
2.2.1 BikenibeuSaltWaterNetwork
Extensivecomponentsof thesaltwaternetwork lieunder recently sealed roads in the furthermost
regionsofeastandwestBikenibeu,withrestorationrequiringaconsiderableamountofcutandrepairs
tothesealedmainroad.TheContractorsubmittedanalternativedesigntooffersaltwaterservicesto
the communities in Bikenibeu without the need for road cuts. This alternative approach involves
installingthebypasslinesusedundertheICB02Contractintrenchesalongtheroadside.
The alternate works were approved under Variation 36.7. Installation of new saltwater taps at
residentialpropertiesandtoiletblocks iscomplete.1,500of the2,000metresof the160ODmain
backbonepipeline is installedwith the final500metres scheduled for installationduringearly July
2018.
AsdetailedintheQ22017report,undertheHighwayActaroadreserveexistsadjacenttoroadsunder
theKRRP.Localresidentconsultationalsooccurredpriortoapprovaloftheworkstoensureallqueries
raisedbylocalresidentswereaddressed.
Due to the use of flexible pipelinematerial, there is no requirement for the removal of trees or
permanentstructuresduringtheinstallation.LocalresidentswereconsultedbytheContractor’sonsite
personnel as the works progressed. Residents were asked to indicate their preferred location for
installationofthetap,withcaretakentoinstallthetapandisolationvalveinalocationawayfrom
trafficableareas.
SMECwillimplementafollowuproundofresidentconsultationstotheareaofinstallationinorderto
reinforcetheintendeduseofthesaltwatersystem,andtoinformresidentsoftheprocessofreporting
toPUBanyissueswiththeconditionofthesystemonceitbecomesoperational.
2.2.2 SaltWaterLeaks
Additionalsaltwaterleakswerereportedoverthereportingperiod,primarilyintheBetioRegion.The
EngineerisawareofsixseparatesaltwaterleaksoccurringinBetiobetweenJanuaryandJuly2018,
withall leaksoccurringunderoradjacenttothepavementinstalledundertheKRRP.Thesaltwater
networks inBetioandBairikiwerehandedovertotheEmployer inAugust2017.Allsaltwater lines
werepressuretestedat1.5timesoperationpressure,withinspectionrecordsshowingworkinBetio

was completed in late 2015. These failures occurred within the defect liability period, with PUB
inspectioncrewsadvisedtoreportifthelinefailureswereduetocontractorfaultordefect.
Table 1 below summarises all reported leaks during the reporting period, with indication of the
apparentcauseoftheleak.

As indicatedabove,the leaksappeartobeoccurring ina localisedarea;beingtheoceansidemain
roadoftheBetioregion.Itisunderstoodthatthisroadissubjecttofrequentusebyheavyvehicles
withthisofferingoneexplanationforthereoccurringissue.Itisalsopossiblethatthepipematerial
maybe faulty, andPUBhasoffered toprovidea lengthof failedpipe for theEngineer to conduct
materialtestingtodeterminetheconditionofthematerialandensureitisfitforuse.
As detailed in the previous safeguards report, a leak occurring in November 2017 led to a
compensationclaimfordamagestogardenandhouseholdwellcontamination.Theincidentoccurred
oninfrastructurepreviouslyenergised,testedandhandedovertoPUB.TheContractorwasnotifiedof
theleakandproceededtorepairthefault.NoreportwasissuedtotheEngineerwiththecauseofthe
leakleftundefined.Duetothelackofinformationaroundtheincident,thecompensationclaimwas
settledwiththeclaimantbytheContractor,withthematternowconsideredclosed.
2.3 PumpStation1PS1ateachofthethreeseweredsystemsiscompletewiththefinalfootprintoftheinstallationsbeing
determined.SurveyshavebeenconductedatallsiteswithdocumentationforwardedtoMISE.MISE
has determined compensation amounts and provided information and instruction to Lands
ManagementDivision(LMD)toproceedwithofferingpaymenttothepersonsidentifiedbytheLMD
asowners.TheEngineerunderstandsthatpaymentforlandoccupiedbyPumpStation1inBikenibeu
isyettobereleased.
2.4 SeptageReceivalUnit(SRU)WorkstoinstalltheSRUareongoingwiththeunitremaininguncommissionedatthetimeofwriting.
TheunitlieswithinthefootprintofthePumpStation1inBetiowhichliesonGovernmentLeaseLand.
InitialtestingwasconductedwiththeeffluentflowingsuccessfullyfromthePUBvacuumtrucktothe
unit.
DuetothecommonoccurrenceofconcreteseptictanksinTarawa,smallstonesorconcretechipsare
foundwithintheeffluentremovedfromtheseptictank.Thesestonesarecapturedbetweenthescrew
oftheSRUandthesideoftheunitchambercausingexcessivescrapingandpotentialdamagetothe
unit.TheContractoriscurrentlymanufacturingascreeningdeviceusingPVC,tobeinstalledattheSRU
inlettoseparateanysmallstonesorhardobjectsfromtheseptictankeffluentpriortoentryintothe
machine.Thisadditionwillnotrequireworksoutsideoftheexistingfootprint.Testingofthisscreening

unitwilloccurpriortocommissioning,handoverandtrainingofthePUBwastewaterstaffinoperation
oftheSRU.InstallationofthescreeningunitandtestingisscheduledtooccurinJuly2018.
2.5 PumpStation5TheContractordemobilisedfromthepreviouslycontroversialsiteinthefirstweekofOctoberafter
completingallworks.TheexistingPumpstationwasdemolishedandreplacedwithamanhole.The
school sewer line was cleaned and inspected to ensure correct operation. There were no further
altercationsbetweentheresidents,ContractororPolice.
2.6 EnvironmentalMonitoringMonthlyenvironmentalmonitoringoftheContractor’sworkcontinuedinthefirsthalfof2018witha
totalof12auditsbeingconductedbytheSafeguardsOfficer.TheAuditsareavailableinAppendix1.
Issueswereminor,includingContractor’sstaffnotcorrectlywearingPPE.
2.6.1 OdourComplaint
The Engineer attended ameetingwith local residents at PS1 Bikenibeu on 19 February 2018. The
meetingwasheldinresponsetoanodourcomplaintmadetotheEngineerduringaprevioussitevisit.
DocumentationrelatingtothiscomplaintandinterviewareincludedinAppendixB.
The complaintwasassociatedwithexcessiveodourbeingobservedadjacent to theoutfall screen,
especiallywhenthePUBwerecleaningthescreenwiththerakeandvacuumtruck.Theresidentstated
thatthepresenceofodourhadimprovedsincetheprojectbegantoupgradetheinfrastructure,but
theodourwasstillanissueforthefamily.Itisnotedthatthefamilyhasconstructedadwellingdirectly
adjacenttotheoutfallscreensincethepreviousreportingperiod.
Odourhasbeenidentifiedasapotential issuesincetheproject’sinceptionwithpossiblemitigation
optionsincludinginstallationofextracoversontheoutfallscreenandtechniquestoreducetheodour
emittedbythevacuumtruckduringcleanout,includingminimisingspillageandalwayscontainingraw
effluentaftercleanout.
2.6.2 EnvironmentalComplianceDivision(ECD)Inspections
Forsimplicity, ICB01and ICB02willbeconsideredtogether in thissectionof thereport.TheECD
withintheMinistryofEnvironment,LandsandAgriculturalDevelopment(MELAD)conductedtwosite
inspectionsduringthereportingperiod.Thefirst inspectionoccurredon2March2018.Thereport
compiledinresponsetotheauditisdetailedinAppendixC,Section1.TheconcernsraisedbyECDwere
addressedbytheContractor:extrainspectionswereconductedtoensurecorrectuseofPPE;ensuring
fuelwasstoredcorrectly;andconfirmationthatdebrisattheBetioPS1sitewasnotderivedfromeither
theICB01orICB02Project.
The secondECD inspectionoccurredon2Mayat TemakinPoint, Betio. ECD issueda letter to the
ContractoradvisingthattheECDbelievedtheContractorhadbreachedtheEnvironmental licences
underICB01andICB02.ThisletterisprovidedinAppendixC.
ECD has communicated their concerns to the Contractor andMISE regarding a number of issues
(AppendixC,Section2).ECD’sprimaryconcernsforboththeICB01andICB02worksarenotedinthe
followingextractfromtheNoticeofCompliance.

2.7 SocialSafeguardsAllbutthreepumpstationswithin ICB01are locatedonGovernmentLeaseLand.Thethreepump
stations of interest, Pump Stations 1, 5 and 6, are all located in Bikenibeu. Surveys have been
conductedatPS1withdocumentationassociatedwithcompensationratesforwardedtotheLMDfor
processing.AsdiscussedinSection2.5ofthisreport,worksatthenewPS5anddecommissioningof
the existing PS5 are complete. Three separate persons have claimed ownership of the PS6 land.
Negotiationscommencedin2012withthepersonsofquestionwitharesolutionoccurringearlierin
theproject.Atpresent,landoraccessissuesarenotimpedingprojectcompletion.

3.1 StatusAll constructionworksunder the initialContractBOQarenowcomplete.Remainingworks include
installationof additionalmattresseson theedgeof the intertidal reefs inorder tomitigate riskof
outfalllinefloatation.A400metrelongstringofoutfallpipelinebecamedetachedfromtheintertidal
reefandwaslostfromBetioon31January.ThePipelinewasmooredparalleltotheexistingtrench
awaitinginstallation,whenitwasseparatedfromthemooringsandcarriedawaywiththelargetidal
movements. The replacementpipelinewasprocuredand is now installed.However this eventhas
causedadelaytoprojectcompletion.
3.2 BikenibeuOutfallFloatationMeasurestoaddresspotentialoutfallpipelinefloatationincidentshavebeenapprovedandprocured.
Airvalveshavebeeninstalledatallthreelocationsatlocalhighspotsontheoutfallalignment.Four
separate air valves have been installed in Betio due to the 800 metre section of near horizontal
intertidalreefalignment.Nofurtherfloatationobservationshavebeenreportedsincetheinstallation
oftheairvalvesand30metresofadditionalconcretemattressesateachsite.
All rectificationworks tookplaceonoradjacent to the intertidal reef leading to limited social and
environmental impact. In order to settle the floating Bikenibeu pipeline, a 6mmpenetrationwas
drilled in the crown of the pipe at the transition zone from intertidal zone to deep water. This
penetrationresultedintheintroductionofasmallamountofsewageeffluenttobedischargedatthe
intertidalreef.Thepenetrationwasrequiredtoensureairreleaseoccurredduringtheprocurement
andinstallationofspecialtyairvalves.
3.3 LossofBetioOutfallPipelineAnincidentreportwasissuedtotheEngineerandEmployeron2February2018,advisingoftheloss
ofthelengthofpipe.AtthetimetheContractorwascontinuingin-scopeworkstoinstalltheremainder
oftheBetiooutfallpipelineafterextensivedelayswhentidalpatternsonlyallowedaccesstothereef
forapproximatelyfourdayspermonth.
TheexistingtrenchwasclearedtowardstheendofJanuaryanda400-metrelongstringof315mm
diameterHDPEpipewasmooredparalleltothetrenchawaitinginstallationduringthemorninglow
tideof1February2018.
Whenthepipestringwasdiscoveredtobemissing,localboatswereusedtosearchtheimmediate
areawhilepilotsofAirKiribatiwererequestedtoprovidelocationofthepipeifsightedfromtheair.
Howeverthepipestringwasunabletobelocated.
The incident reportdetailing theactionsand further informationaround thedisappearanceof the
pipelineisavailableinAppendixDofthisreport.
Unfortunately,theeventhadasignificantimpactonthecompletiondateoftheprojectandintroduced
alargemarinehazardintotheimmediatearea.Therearealsopotentialfutureclaimsforrecoveryof
thepipelineifitisdiscovered.
Theincidentwasdeterminedtobeanun-compensableevent,andtheContractorhasabsorbedthe
costofprocuringareplacementpipeline.ThiswasprocuredbytheContractorandInstallationwas
completedinJune2018.

3.4 EnvironmentalMonitoringSMECundertook routinemonthly audits of the JV, as noted inAppendix 1. Themajority ofworks
undertakenoccurredontheintertidalreef,usinga20tonneexcavatorequippedwithrubbertracksin
ordertominimiseimpactonthereef.Therearetwonoteworthydeficienciesinthereportingperiod
includingthecontinuedreleaseofsewageatthereefedge,andconcern,recentlyraised,overthelack
ofapprovaldocumentationfromtheLMDforuseofthePS1siteforstorageofequipment.
3.5 SocialSafeguardsWorks during the reporting period occurred primarily at the Betio PS1 site. The area used for
constructionisGovernmentLeaseLandwithnorequirementfortheresettlementoflocalresidents.
WorkstoinstalltheBairikioutfallrequireaccesstotheLDSchurchinWestBairiki.TheContractorwas
instructedtoalignthepipeastocauseminimaldamagetotreesandexistingseawall.Worksinvolved
trenchingthroughthechurchyardandinstallationofanewoutfall lineundertheexistingseawall.
WorkswerecompletedwithnoconcernsraisedbyLDSpersonnelwiththeEngineerconductingpost
constructioninspectionstoensurepropertywasleftinasgoodorbetterconditionthatitwasfound.

4.1 StatusTheconstructionContractfor10ofthe34toiletswasawardedtoHiTekConstructionsinApril2018
withsitelayoutsandengagementwiththelocalresidentsoccurringshortlythereafter.Potentialsites
hadbeenspecifiedwhentheprojectwasoriginallyapproved.The10sitesincludedintheHi-Tekbid
were locatedbetweenEitaandTeaoraereke inSouthTarawa.Local inspectionssoonrevealedthat
constructionwasnotsuitableatanumberoftheproposedlocationsandasaresultthreealternative

4.2 RevisionofSitesPostContractawardsiteinspectionsidentifiedissuesrelatedtoseveralproposedareasofconstruction
thatwerenotpreviouslynotedintheSeptember2017inspections.
ANT4was visited in April but no landowner could be located. Neighbours advised that the family
currently resided in New Zealand and had not returned in previous months. No information was
availableregardingthereturndateoftheresidents,noranycontactdetails.Furtherinspectionledto
theremovalofthesiteduetorestrictedaccess,littleroomforconstructionandtheinabilitytoconfirm
landownerapprovalandcooperation.
TEA5 was visited by the Contractor representative and SMEC Community Engagement staff to
determineapprovalforconstructionandconfirmasuitablesitelayout.TEA5requirestheinstallation
oftwoseparatesepticsystems,onasiteinitiallyproposedonthelagoonsidebehindthefishmarket
in Teaoraereke. the local landowner was unable to be located and several families occupy the
restrictedspace.Theproposedconstructionsitehadincurrederosionwithaseawallandgravesites
impedingconstructionactivities.Anyexcavationsofthesitewouldleadtopotentialcollapseofthe
seawallandtheareawasdeterminedtobeunabletoaccommodateasingleinstallation.
VisittotheTEA6siterevealedacontainerandgravesitelocatedattheproposedareaofconstruction.
Project team members were advised that the landowner was not currently on Tarawa and that
residentsdidnothaveauthoritytoapproveuseofthelandandremovalofthegrave.
Sitesthatwerenolongersuitableforconstructionwerereplacedbysitespreviouslyidentifiedinthe
initialprojectsurveysduringprojectinception.ThenewproposedsitesareEIT1,EIT4andBN4.Inorder
toincludethenewsites,acontractvariationiscurrentlybeingfinalisedtoaccommodatethechanges.
4.3 EnvironmentalMonitoringThe contractor has installed three groundwatermonitoring tubes at eachof theeight sites. These
monitoringpointswillbeorientedtoallowsamplestobetakenfromthelocationofafuturesoakaway
fieldand inclosevicinity to thehouseholdwell.Thepurposeof thewater sampling is toascertain
existingwaterqualityatthatlocation,andmonitoranyimpacttheprojectmayhaveonthelocalarea
intermsofwatercontamination.EquipmenttoconductthisexercisewasincludedinSMECV013and
hasarrivedinTarawaatthetimeofwriting.Watersamplingwillcontinuethroughoutthelifeofthe
projectwithMISEandPUBtoundertakefuturemonitoringtodetermineanyimpactoftheinstalled
sanitationinfrastructure.

TheKiribatiMinistryofHealthconductongoingwatersamplingofthePUBgroundwater inBonriki,
includingbiologicaltestingsimilartothatrequiredunderOSSP.AnalysisforFaecalColiformandE.Coli
requiresanincubatorandasuitabledeviceisavailableatNaverere.SMEChasconsultedwiththeChief
ofLaboratoryServicesatNavereretorequestassistancebyallowingtheir incubatortobeusedfor
theseanalyses.Laboratorystaffhaveofferedtheirexpertiseandequipmenttotheprojectteamanda
trainingday isplanned toensurecorrectwater collectionand testingmethodologiesare followed.
Chemicaltestingdoesnotrequirelaboratoryequipmentandwillbeconductedonsiteorinoffice.
MembersofPUB,MISEandMoHhavebeeninvitedtoparticipateinthewatersamplingactivitiesin
order toprovideappropriate training in theuseof theequipmentand finaliseaprocedure for the
requiredfuturesampling.AllequipmentwillbehandedovertotheEmployerattheendofthebaseline
watersamplingperiod,andGoKwillberesponsibleforongoingmonitoring.
The OSSP BEIA also includes measures to mitigate negative environmental impact including pre-
constructionconsultationwithlocalresidentsonhowtooperateandmaintaintheinstallation.
4.4 SocialSafeguardsFollowup visits to the sites included in theprojectwere conducted inApril to confirm site access
arrangementsandtoinformthelocalresidentoftheupcomingworks.SMECcommunityengagement
staff attended to translate and offer advice to the local residents and facilitate the signing of a
MemorandumofUnderstanding (MOU).ThisMOUwasapprovedforusebytheWaterUnitwithin
MISEandasignedexampleisprovidedinAppendixD.
TheMOUspellsoutresponsibilitiesofallpartiesincludingrequirementsoftheresidentstoreporton
specificusagebehavioursoftheusersandaitalsoprovidesadviceonseekingassistanceifanissue
withthesystemisidentified.MISErepresentativesrecommendedthattheMOUbesignedbytheland
ownerwiththeinclusionofalocalpriestandmemberofparliamentinordertofurtherformalisethe
agreements. TheMOU for all of the eight locations has now been signed by land owners or the
respectivelocalelders.
