1. Introduction

1.1 Background and Objectives

Expandable Polystyrene Plant (EPS) is operated by IRPC Public Company Limited1. The plantis located in IRPC Industrial Park, 299 Sukhumvit Road, Choengnoen sub-district, Muang Rayongdistrict, Rayong province (Figure 1.1-1). The plant was established in 1991 and started producing EPSplastic pellet in 1992 by using SUNPOR technology from Australia. The production capacity is 28,000tons/year or approximately 80 tons/day (number of production days = 350 days/year) (which wasnot mandated to conduct EIA report). The project is categorized in downstream petrochemicalindustry. The initial substance is styrene. The blowing agents (pentane) are added into thepolymerization of styrene. Under the control condition, the plastic is enlarged to Expandablepolystyrene (EPS) form. The properties of EPS plastic pallet include heat/cold protection, waterresistance, impact protection, and light weight. The plant produces two grades of EPS plastic;standard grade and self-extinguishing grade. The differentiations of both grades are quantity ofpentane and treatment agent. Self-extinguishing grade is appropriate for construction work todecrease risk of fire while standard grade is used to produce food containers.

IRPC plans to expand the production capacity from 28,000 ton/year to 53,000 ton/year or151.43 ton/day. Reactor, dryers, chiller, cyclone separator and pulse jet filter, and VOCs TreatmentUnit will be installed in the existing plant. The expansion of plant will enlarge the productioncapacity for more than 100 ton/day. As a result, Environmental Impact Assessment (EIA) report isneeded to conduct in accordance of the Notification of Ministry of Natural Resources andEnvironment Re: defining type, size and procedure for project or activity that need to prepareenvironmental impact assessment report, dated 24 April 2012. IRPC therefore assigns Vision E.Consultants Company Limited (so called “consultant” in this report) to conduct EIA report andsubmit to Office of Natural Resources and Environmental Policy and Planning (ONEP) for approval.
