This instruction manual sets out the environmental assessment procedures required by thePakistan Poverty Alleviation Fund (PPAF) and its partner organizations (POs) to assessthe environmental ramifications during their review of projects, in accordance with theGovernment of Pakistan (GoP) regulations and the World Bank Operational Directivesand Operational Policies. The procedures in this manual are designed to facilitate PPAFin standardizing this environmental screening exercise, and ensuring that it is undertakenin a transparent and accountable manner.

This document is the second volume of the Environmental Framework Guidelines.Volume I presents the background of the environmental assessment, the institutionalframework, implementation, monitoring and auditing requirements.

1.1 Background

The Pakistan Poverty Alleviation Fund was established by the World Bank to provideresources to the country's poor, landless or 'assetless' for attaining productive self-employment. Through its POs, the Fund will disburse loans to individuals andcommunities to help them undertake income-generating activities.

PPAF will provide support in the following three ways:

a Loans to individuals or groups for micro-credit/micro-enterprise investments. Inmost cases, the range of the loans will be US$ 50-750 for individuals andUS$ 1,000-1,500 for groups

p Loans or grants to communities on a cost-sharing basis for small-scaleinfrastructure investments. The average size of these investments is expected tobe US$ 10,000

E Grants to build the capacity of the PPAF and its POs in implementing povertyalleviation programs.

As per the World Bank's Operational Policy on Environmental Assessment(OP/BP/GP 4.01), PPAF may only provide funding for projects after ascertaining thatthey will not have any significant adverse environmental impacts. The relevantgovernment regulations also need to be taken into account. To ensure that its POsobserve these policies while approving loans, the Fund is establishing guidelines andprocedures to standardize the environmental screening exercise and ensure that it iscarried out in a transparent and accountable manner.

1.2 Objectives of the Environmental Assessment of PPAF Projects

All projects proposed for financing need to undergo an environmental assessment to:

The environmental assessment procedure consists of a number of steps that are outlinedin this section. Each step will entail filling out/using a self-explanatory form, provided inSection 3 of this document. Exhibit 2.1 provides an overview of this procedure. Aseparate assessment will be implemented for each community infrastructure project,whereas micro-credit/micro-enterprise projects in the same area and having similarenvironmental issues may be covered in a single assessment.

Step 1. Determine the Environmental Sensitivity of the Project Area(By Proponent)

The first step of the environmental assessment procedure is to determine theenvironmental sensitivity of the area where a PPAF project is proposed (discussed inSection 5 of Volume 1). For this purpose, the project proponent should use Form II(provided in Section 3 of this document). The form uses the following scale:

e 0 indicates areas with low environmental sensitivity

I 1 indicates areas with moderate environmental sensitivity

a 2 indicates areas with high environmental sensitivity (areas with high biodiversityor important natural resources)

e 3 indicates areas with high population sensitivity (areas with high populationpressure).

Step 2. Environmental Screening (By Proponent)

The second step of the environmental assessment involves determining the screeningcategory of the proposed project. The purpose of the environmental screening is toclassify the proposed project according to its potential environmental impacts (discussedin Section 6.2 of Volume 1). For this purpose, the project proponent should use Form 11t,which classifies various possible PPAF projects according to their potentialenvironmental impacts and the environmental sensitivity of the project area determinedduring the previous step. This form is provided in Section 3.

Environmental screening entails the following activities:

1. Determining the Type of Project

The first column of Form 11[ consists of a list of categories of projects for which PPAFfinancing could be sought. The proponent should check the relevant category. If aproject cannot be classified, the proponent should ask the PO's Environmental Officer orthe PPAF officials for assistance.

2. Project Classiflcation

The remaining columns provide various combinations of the project area's environmentalsensitivity and screening categories, as per the following criteria:

-a 'C' denotes low environmental impacts

a 'B' indicates moderate impacts

,a 'A' means that severe negative environmental impacts might be involved.

By using Form II it will be possible to classify any proposed project in one of the abovecategories.

Step 3. Environmental Review, IEE, or EIA

Based upon the project classification, one of the following tasks will be conducted, as thethircl step of the environmental assessment (discussed in Section 6.3 of the Volume 1):

0 Environmental review (ER)

c3 Initial environmental examination (IEE)

c3 Environmental impact assessment (EIA).

A brief introduction and the criteria for selecting each of the above tasks are providedbelow.

Environmental Review (ER): For projects classified in the 'C' category, an ER will besufficient. The ER will be carried out with using a simple checklist (Form III).Conducting an ER will not require much environmental expertise, and it is expected thatmost non-governmental organizations (NGOs) or community based organizations(CBOs) will be able to do this satisfactorily. Most of the PPAF funded projects willrequire only an ER as the third step of the environmental assessment.

Initiul Enivironmental Examination (IEE). The projects classified in category 'B' instep two of the environmental assessment will require an IEE to be conducted prior to theproject's approval and financing. An IEE requires more environmnental expertise than anER, and will have to be carried out by an environmental specialist (national consultant orcontractor) or a large national NGO with the relevant in-house capacity. Because of itslimited scope, an IEE should not take more than four weeks (including fieldwork) to befinalized. The results should be presented to the project approving authorities in the formof a report. Very few of the PPAF projects are expected to require an IEE.

Environmental Impact Assessment (EIA) Projects classified in the 'A' category willhave to be preceded by a comprehensive EIA. The EIA will be contracted to nationalconsultants, with specific terms of reference (TOR). The EIA will have to be carried outin accordance with the format provided by the national laws of Pakistan, and the specificguidelines provided by national and international institutions. In general, PPAF fundedprojects are not expected to require an EIA as a part of their environmental assessment.

Step 4. Filling Out the Routing Slip (By Proponent)

A Routing Slip-Form IV-will need to be filled for every project as the last step of theenvironmental assessment procedure. The Routing Slip will summarize the project'senvironmental assessment, which will be useful in the project's approval, monitoring andevaluation, or environmental auditing. The form is provided in the next section of thismanual.
